HomeMy WebLinkAbout1978-01-24 Council MinutesV* -1 IRWV ANNUAL MEETING OF FIRE DEPARTMENT MEMBERS JANUARY 24th, 1978 ---------------------------------- - - - - -- A meeting of the Fire Committee was held January 24th, 1978, at the Municipal Office, Three Hills, commencing at 7 30 P M with the following present TOWN OF THREE HILLS Jim Scneider Tony Spruyt Don Lammle Ralph Smeal Alex Cunningham Ed Sept TOWN OF TROCHU Lyle Peterson Walter Meding Gary Adam Ken Wohl Charles Siltala Mrs Earla Campbell, Councillor VILLAGE OF CARBON Theo Harsch Leo Ohlhauser Ted Schmidt, Councillor George Appleyard, VILLAGE OF TORRINGTON ----------------- - - - - -- Mack Hutton, Councillor VILLAGE OF LINDEN --------------- - - -- Charles Schartner Allen Duer M D KNEEHILL --------- - - - - -- T A Ferguson A W Bauer Reg Campbell FIRE COMMISSIONER'S OFFICE Don Graham J J Owens Mr J C Jeffery, Municipal Administrator was present and recorded the minutes The minutes of the January 27th, 1977 meeting were read and Mr Ed Sept moved the adoption Carried Mr Alex Cunningham gave his report for Three Hills as follows Training 663 man hours and 3600 gallons of water and 48 machine hou s Fires - 226 man hours and 8760 gallons of water and 28 machine hour 11 M D fires and a total of 19 fires Fire losses $78,813 - M D and $107 00 Town for a total of $78,920 0 Mr Gary Adam of Trochu gave a report on their department Man Hours 10854 Total gallons pumped 37,750 They had 14 rural fires with 2 false alarms and 5 town fires with 2 false alarms Average of 13 to 14 men at practices and fires They also supplied a list of volunteer firemen Mr Allen Duer reported the Linden Department had 21 calls being 17 fires and 4 practices with the largest fire being the Stan Price pig barn Mr Don Graham then reviewed the municipal fire protection survey done for the M D of Kneehill A copy of the summary of recommendations are attached to these minutes Mr Graham advised there had been over 200 applications for fire schools to date and that all areas should get them i.n as soon as possible He stressed that the M D should have an area fire chief to be a co- ordinator and liason officer between all the departments and the M D He stated it has worked extremely well in other areas J :JG- no FIRE COMMITTEE MEETING PAGE 2 M Ted Schmidt asked about the procedure for starting a rural fire protection area and was advised of the procedure used by the various areas Mr Cunningham outlined the needs for the Three Hills Department as follows 1 Mentioned contacting various oil companies regarding use of their salt water storage facilities for fire fighting He stated there should be no equipment damage as long as everything is flushed carefully after 2 Two more air pacs and spare bottles are required and a method of filling same approximate price $1900 00 3 4 safety belts required -- approximate cost $50 00 4 A foam injector for approximately $850 00 5 Sirens inadequate in town and a paging system was briefly reviewed 6 Would like to see the pay rate for volunteers reviewed Mr Allen Duer outlined the needs for the Linden Department 1 Could possibly use more air pats, but other than hoses being repaired, their equipment needs were satisfactory Mr Gary Adam and others noted that Trochu require some hose, along!, with some new boots Air pats could be supplied or up dated and the wages would be satisfactory for another year Mr Mac Hutton stated that the Lions Club have split up the Torrington Wimborne area into 15 divisions and are canvessing the people to determine the interest in a Fire Protection Area He noted they are meeting some opposition Mr Campbell then presented Mr Ed Sept with his 16 year long service award It was noted that Eldon Brodner would be presented with his 15 year award in the near future The Fire Protection Costs for the different areas were reviewed as follows Balance-31/12/76 Drumheller (1369 61) Cr Three Hills 1152 99 Dr Trochu (977 33) Cr Linden 701 00 Dr 1977 Levy 1 Mill 999 51 4734 08 3558 99 2427 62 Mr Ferguson moved the meeting do now adjourn Carried Time of Adjournment 10 00 P M 1977_Expenses__Bal_ 2940 00 570-88 3945 91 364 82 2473 11 (2063 21) 2.364 18 637 56 H Mun ripa /�miestrator J 61 a r J — 5 — SUMMARY OF RECOMMENDATIONS PAGE i. a position of Area Fire Chief be created with duties to 7 be performed similar to those outlined in the following job descriptions 2. An organization structure similar to Chart #1, be estab- 9 lished by the M D authority for each of the participating fire departments 3 An organization structure similar to Chart #2, be estab- 9 lished for each of the fire departments as a guide fo.r internal operations. 4 The following rules and regulations governing the fire 9 department be instituted and administered by each partic- ipating fire officer 5 Review the current record system and make changes deemed 13 necessary srt.f.ute- 6. Budget items be adequately supported in writing 7 I." e 0.4d LK. _ Preparation of a long range budget extending to 5 and 10 20 years $ A complete library of fire service training manuals be 21 provided and made available to the participating departments at the discretion of the area fire chief 9. A progressive fire service training program be instituted 21 under the direction of a responsible officer 10. Appoint a fire prevention officer with duties of co- ordin- 22 ating and encouraging fire prevention activities throughout the M D in liaison with each of the participating fire departments 11. All M D fire department pumpers be equipped in accordance 25 with appendix # #1 12 That one tanker truck be provided, equipped in accordance 25 with appendix #2, in each fire protection district 13. That additional fire protection districts be established with ?5 ,one pumper and one tanker truck each in Torrington and Carbon 14. A mutual aid agreement similar to that outlined in appendix #326 be instituted J
