RECREATION MEETING
December 19th, 1977
A meeting of representatives of municipalities within the Municipal
District of Kneehill #48 was held in the Municipal District
Office, Three Hills on December 19th, 1977, commencing at 7 30
P M
Those present were
M D Kneehill #48 - Ralph Brown, Gilbert Berdahl, and G G King
George Debney, Recreation Director - City of Drumheller
Town of Three Hills - R Robertson, Gust Reinsch,
Town of Trochu - Paul Gaboury, Raymond Frere, Dick Sommerville,
Village of Carbon - George Bertram, Ted Schmidt,
Carbon & District Recreation Board - Les Howlett and Archie Metzger
Village of Acme - E V Rogers, H Van Der mark
Village of Torrington - Mack Hutton and Peter Sol
Village of Linden - Rick Thiessen and B Falk
Roy G Archibald Alberta Recreation, Parks and Wildlife
Miss J Malpass, representative from the Three Hills Capital
A report of the recreation meeting of November 29th was reviewed
It was noted that the name of Dr Roy Anccroft of Trochu had
been omitted from the list of names attending that meeting
Mr Rogers moved that the report of the meeting be accepted
with that correction being made

The representatives present discussed the boundaries as drawn
previously for discussion purposes A letter from the Village
of Linden stated that the Village Council is satisfied with
the boundaries as drawn Representatives from the Town of Three
Hills stated the town is satisfied with the boundaries
Mr Brown stated that the M D recommended two changes in the
boundaries
1 That the line between the Trochu and Three Hills areas
in Ranges 21, 22 and 23 be moved one mile south
2 That the line between Acme and Carbon be moved one mile
east, south of secondary road 575
Three Hills representatives questioned the reason for the change
in its boundaries and after hearing the explanation that the
new line would agree with the Trochu Swimming Pool recreation
area, stated they would have no objections
Representatives from Carbon indicated that the Acme Carbon split
appeared reasonable, but stated they should have something
more on the east and or north
A letter dated December 12th, from Mr Neil Wagstaff, Co- Ordinator
of the Buffalo Lake Regional Resources Project with office at
Elnora, requested consideration of some grant for the area
adjacent to Elnora, but within this Municipal District
They suggested a line east west 6 miles south of Elnora
A letter from Mr Roy Archibald to Mr Wagstaff regarding the
above was also read The meeting agreed it is most difficult to
get adjustments between rural municipalities, but the letter
was officially addressed to the M D of Kneehill and will be
referred to it
Mr King advised that the boundary changes as recommended by
the M D would result in the following population phanges

as compared to the November 29th figures/
Trochu - increased from 1103 to 1150
Three Hills - decreased from 1642 to 1595
Acme - increased from 396 to 423
Carbon - decreased from 584 to 557
Acme representatives stressed that Acme needs help and stated
that they have been unable to get any co- operation from the
County of Mountain View
Mr George Debnay advised that the City of Drumheller officially
has no mayor or aldermen at this time due to the recent election
being declared invalid As recreation director he belives the
Regional Recreation Board is a good idea, and should definitely
be followed up by Drumheller
Mr Gaboury moved an informal motion that this meeting
that all people in the M D be allocated and divided between the
2 towns and 4 villages of the area and that this exclude Drumheller
Considerable discussion followed Mr Berdahl expressed strong
opposition to the motion as he felt the money related to the
people of an areashould go to the center which they use
Others spoke for and against the motion Discussion also followed
as to whether or not Drumheller needs money and Mr Debney
replied he felt they needed it the same as any other area
Mr Archibald asked permission to speak only as a resident
and this was granted He stated that in his opinion Drumheller is
providing recreation facilities for part of the M D and thus
likely morally entitled to some of the people, but they do not
need it as bad as our towns and villages in the fringe areas
He especially referred to Acme where operating costs of a
similar sized project would be as great as that of Drumheller
but Acme does not have the assessment nor people to support it
He suggested using that population from the south east portion
and allocating it to others unless bordering rural municipalities
agree to help Acme, Torrington, etc
The motion of Mr Gaboury was then voted on and carried with 10
in favour and 4 against
The special problems that appear to relate to Acme were discussed
Mr Brown suggested that Acme and Linden should perhaps consider
adding the two population figures together and splitting it
evenly, because of the facilities, etc This would give each
area between 619 - 620 people Linden representatives state
this could be considered, but they were doubtful due to what
Swalwell might want It was explained to them that other rural
recreation grants from the M D have provided Swalwell with
$2600 00 in each of the years 1976 and 1977, and this may be
continued
Trochu representatives stated that the new 1150 population will
leave them 92 short of their needs They stated that their master
plan revision would cause a delay of at least one year Mr
Archibald stated that he did not agree with that as he felt
recommendations from him for changes would carry a lot of weight
with the department
Mr Brown also pointed out that if Trochu had actually reserved
one -third for rural areas, then their town should have only used
about 900 to 950 people and this problem would not have developed
Trochu stated that they had government information that the M D
ruling was not effective, but Mr Archibald stated that he had
never told Trochu to ignore the one -third ruling Further
discussion took place regarding the 493 people as listed in the
Drumheller area with ideas being
1 That the number there be allocated to the towns and villages

most needing them because they are serving more outside areas
2 That the 493 population be put in a pool for the towns and
villages to apply for on a first come first to receive basis
It was agreed
1 That the progress in use of the capital funds should be
reviewed 3 to 4 years before the end of the 10 year program, with
the aim of reallocating any funds which might be unused
2 That representatives report back to their councils regarding
this meeting and that each council send written comments to the M D
for it to consider at its regular Council meeting on January 9th
1978
Mr Brown asked that each also send up to date figures of its
own equalized assessment and population figures
Mr Sommerville from Trochu referred to a letter from Trochu
to the M D dated May 7th, 1976, asking if they should continue
to use the population figure of 1926 He had no reply and
there was no information readily available
Mr G King agreed to check in to this later
The meeting then adjourned
Secretary
