Gilbert A Berdahl Division 1 Clifford 1.11 Poole Division 2 Ralph W Brown Division 3 PRESENT Art W Bauer Division 4 T A Ferguson Division 5 Leonard Litz Division 6 Reginald Campbell Division 7 G G King, Secretary- Treasurer was present for the meeting and Mr J C Jeffery, Assistant Secretary- Treasurer was present for portions of the meeting Mrs Jean Wilkinson was present and recorded the minutes Mrs Ada Mayor, Representative from the Three Hills Capital was present for portions of the meeting APPROVAL Mr Poole moved approval of the minutes of Council meeting MINUTE of October 24th and October 31st, as circulated Carried FINANCIAL STATEMENT Mr King read the financial statement for the month ending October 31st, 1977, which showed a net balance of $29,253 44 Mr Campbell moved approval of the statement Carried BUILDING Mr Litz moved approval of the building permits issued PFRD ?ITS Keith Weigum Storage Building - Lots in Sunnyslope Fred Penner - Garage & Storage Building - NE 12- 32 -24 -4 Jacob Klassen - Single Family Prin Residence NE 9- 31 -26 -4 H A & E Toews - Chicken Barn - Pt NE 28- 30 -25 -4 Carried Mr Bauer moved to accept and file as information the minutes of Three Hills School Division Meeting of September 22nd, 1977 Carried Mr King reported to Council regarding a meeting with Mr M Bergman of Underwood, McLellan & Associates to discuss the Swalwell Sewer System project A possible lagoon site and other items were discussed Mr Berdahl moved to accept and file as information Carried SCH DIV MEETING �t MINUTES SWALWELL SEWER PROJ KNFEHILL G The Kneehill Gas Co -Op Ltd has requested permission CO -OP ROAD for a road crossing between NE 22- 30 -25 -4 and NE f CROSSING 27- 30 -25 -4 The crossing will be bored Mr Poole moved approval of the crossing, subject to compliance with our regulations Carried ALTA POWE: Alberta Power Ltd has requested approval for a LINE EXT line extension to LSD 10- 4- 32 -23 -4 Mr Ferguson moved approval for the line extension as per plans s submitted. Carried Mr King advised Council that Czar Resources had CZAR RES requested permission to draw water from Keiver Lake REQUEST FO for oil well drilling He had refused permission T,1ATER FROM unless the company obtained permission from the KEIVER LAK Councillor for the area or the Reeve, Mr Brown It was noted that the company had not contacted either 1"Zr Bauer or Mr Brown Mr Bauer moved to accept and file as information Carried Mr King advised Council that Underwood, McLellan f & Associates have forwarded the Ruarkville Re lot i IN COUNCIL MEETING NOVEMBER 10th, 1977 P 2 V I LLE Scheme to Calgary Regional Planning Commission for REPLOT final ,�rr._ val, together with cheque for fees payable to $750 00 Mr. Campbell moved to accept and file this as information Hudson Bay Oil And Gas had requested permission for a road approach from SR 805 into a well site in 6- 26- 32 -26 -4 Mr Bauer and Mr Paquette had inspected the site, and it appeared satisfactory Mr Bauer moved approval be given to the company for the road approach, subject to compliance with M D regulationsc� Mr Ed Duncan had advised Mr King of a possible gravel deposit on the SW 18- 30 -22 -4 It was ✓A agreed that Mr Paquette investigate A letter from Mobil Oil Canada Ltd was read The company had requested road improvements and by their letter agreed to gravel the road when the road improvements were completed Uno Tex Petroleum CuLtjulati.on had submitted a letter in which it agreed to gravel a road East of 13- 32 -25 -4 after upgrading had been v^ completed by the M D It was noted that this work should be completed now and Uno Tex should be advised HUDSON BAY OI ROAD APPROACH MIS PUBLIC WORKS ITEMS Applications for work from Paul John Tobler and Keith D. Harvey were reviewed and Mr Poole moved the ✓� applications be referred. to Mr Paquette Carried A letter from Alberta Environment regarding the proposed creek channel diversion at SW 7- 33 -24 -4 was read to the meeting Mr Campbell moved to accept and file this as information and that .Mr Glater be invited to a meeting of Council in December Carried CREEK DIVERSI�N STA? 7 -33 -24 4 Mr King reported to Council regarding the RUARKVILLE installation of power lines in Ruarkville to REPLOT service the new lots being created Normally POWER LINE a developer would pay the costs required by INSTALLATION Alberta Power to install the new lines COSTS & INVOLVE] After discussions with the company, it was agreed that the M D will be responsible for payment of these costs, in the sum of $8300 00 on condition that Alberta Power Ltd will assist the M D in collection of the funds to repay this advance from the persons requesting power hookups in future, and on condition that the power lines be installed on the streets and Alberta Power agreed to withdraw its request for utility easements Mr Ferguson moved approval of the payment of $8300 00 to Alberta Power Ltd , on the conditions as outlined above, and that negotiations be continued with Alberta Power Ltd with regard to arrangements for repayment of the monies Carried 1 f 3 IN IN COUNCIL MEETING NOVEMBER 10th, 1977 P 3 Mr. King noted that a price must be set for water meter deposits in Ruarkville if Council require deposits to be made After discussion, Mr Bauer moved that it not be necessary to have a deposit for the water meters for Ruarkville Carried The monthly rate for Ruarkville water and sewer was then discussed Based on estimated costs at this time $16.00 would appear to be sufficient Mr Ferguson moved that the monthly charge for water and sewer for Ruarkville be set at $9 00 a month for `^ water and $7 00 a month for sewer Carried The minimum number of gallons and rates for overages will be considered at a later date RUARKVIL METER DEPOSITS WATER & SET RATES RUARKVILLE A letter from Prairie Bible Institute was read to the P B I meeting The School again requests Council's consideration REQUEST of a grant in lieu of services which the M D would FOR GRAN`. normally have to provide ✓� After discussion, Mr Bauer moved that a grant of $6500 00 be paid to the Prairie Bible Institute for the year 1977 Carried A letter from Alberta Consumer & Corporate Affairs regarding requirements for a provincial business licence was read to the meeting VA Mr Berdahl moved to accept and file as information Carried The matter of holding a Christmas Party for the employees was then discussed Mr King left the meeting and Mrs Hart entered the meeting to discuss the Christmas Party and also the matter of a retirement social for Mr King After lengthy discussion, it was agreed that the two events should be held separately, with the retirement social for Mr King to be held later in February or March Mr Litz moved that the M D hold a Christmas party for its employees, on a date when the Community Hall is available Carried It was agreed that Mrs Hfrt should telephone the Coaunuitity Center booking agent to arrange for a date She then left the meeting There was discussion held regarding Mr King's termination date, and it was agreed that this be discussed later with Mr King Mrs Hart re- entered the meeting and noted she had booked the hall for January 14th, 1978, this being the earliest date suitable for the party She noted the only date open in December was December 17th and this is too close to Christmas PROV BUS LICENCE REOUIREME CHRISTMAS PARTY ETC Fv Mr Brown moved that Reginald Campbell, J C Jeffery ,r COMMITTEE and George Rempel be appointed as a committee to organize TO ORGANI the party for the employees, with Council to supply the EMPLOYEE turkeys, the hall and music, no charge at the door and PARTY with a no host bar to be set up Carried r °e COUNCIL MEETING NOVEMBER 10th, 1977 P 4 DELEGATION A delegation from the hamlet of Ruarkville then entered the RUARK- meeting. Those present were VILLE Paul Meier, Ron Gamache, Lynn Gamache, Mrs V Amstutz, Fred May, Wolfe Hansen, Paul Ehrmann, John Tupper, and Elmer Westergard The delegation wished to discuss with Council building standards for Ruarkville Mr King reviewed the decisions of Council regarding water and sewer rates for Ruarkville with the delegation& and noted the $16 00 a month charge should hopefully build up a reserve to help take care of maintenance of the lines etc in future There was brief discussion regarding the charge for water and minimum number of gallons, etc Mr Arthur Chamberlain, Mr Henry Sukkau and Mr Walter Peters entered the meeting at this time Mr Paul Meier asked about maintenance of the streets and the delegation was advised that the streets will be maintained before winter Mr Chamberlain then outlined to Council the main problem the delegation was concerned with He noted they felt that single wide mobile homes would not be allowed in Ruarkville, and one has recently been moved in Mr King reviewed briefly the policies existing now with regard to development in Ruarkville, including frontage tax, and the area set aside for new construction A map of the proposed replot was shown to the delegation and the area for new construction outlined The pros and cons of having single wide mobiles in an area were discussed, including unsightly additions, costs for mobiles, feeling that single wide mobiles encourage a transient type of person, and does not encourage keeping the area up to a high standard The general feeling of the delegation was that double wide mobiles are quite acceptable, and would not detract from an area The delegation request a definite standard be set for Ruarkville to disallow single wide mobile homes There was discussion regarding setting aside a specific area in Ruarkville for single wide mobiles, and the problems which would be involved Mr Chamberlain noted that the P B I. has a problem with its student trailer court as the students come and go ery one or two years Mr King outlined to the delegation the matter of costs payable to Alberta Power Ltd for installation of the power lines, and that these monies will have to be recovered from the new users The amount of frontage tax for the lots in Ruarkville was also discussed, and Mr King noted that it was not possible at this time to give an accurate figure However it appears that it will be higher than estimated due to a change in the government grant structure Mr Westergard mentioned a possible problem with the water valves being faulty and Mr King agreed to check this with Mr Cunningham Prepayment of the frontage tax was also discussed and Mr King felt this would not be possible due to the annual grant from the provincial government which might change every year There was discussion regarding paved roads in the hamlet and it was felt that paved roads would be much too expensive but a possible dust treatment could be considered in future There was discussion regarding garbage pickup costs and the delegation was advised that these Poets are being paid �t5► 5 S V1 VI V1\ V1 im 14 COUNCIL MEETING NOVEMBER 10th, 1977 out of general revenue After Qeneral discussion of other matters, Mr thanked Council for its time and the delegation left P 5 Chamberlain then Mr King outlined to Council the development permit granted to Mr Ronald Hewitson for a single wide mobile in Ruarkville He noted Mr Hewiston paid an inspection fee of $100 00 and the mobile was inspected by Mr Jeffery Mr Hewiston had submitted some rather indefinite plans for an addition to the mobile The meeting then adjourned for dinner between 12.00 Noon and 1 00 P M V4 HEWITSON DEV PERMI RUARKVILLE ✓A N' There was discussion regarding setting aside an area for single wide mobiles and other problems, which might arise No decision was reached.?::``° Mr. Ferguson moved that any development permit granted DEV PERMIT for a hamlet area should be advertisied in the ✓, FOR HAMLETS local paper Carried After further discussion regarding the Hewitson HEWITSON application for building permit, Mr Ferguson moved BUILDING that Mr Hewitson be requested to give more definite PLANS specifications and plans prior to making any additions to his single wide mobile in Ruarkville Carried Building permits issued were reviewed as follows. BUILDING Lewis Esau - Chicken Barn - 17- 30 -25 -4 PERMITS Ken McDonald - Utility Building - Storage - Pt SE 14- 31 -24 -4 Ralph Belt - Single Family Residence - Pt NE 1- 32 -24 -4 Walter Baerg - Machine Shop - NE 18- 30 -25 -4 G G Unger - Single Family Residence - Ruarkville V1 Mr Campbell moved approval of the permits as issued Carried Mr Jeffery reviewed the accounts Mr Poole moved approval of the same, and authorized payment Carried Correspondence from C R P C was then reviewed AC+..uu ,q D 0 C R P C CORRESPONDE Subdivision Application - J Connor - SE 25- 29 -26 -4 Application was refused Mr Bauer moved to accept and file Carried Subdivision Application - D & P Buyer - Pt SE 15- 29 -23 -4 3 5 acre parcel for fertilizer business After discussion, Mr Poole moved that Council recommend approval of this subdivision, subject to a request to Provincial Planning for a relaxation of minimum parcel %,A size, cash in lieu of public reserve paid in full, based on a value of $1000 00 per acre, taxes paid in full and other normal requirements Carried The Town of Turner Valley has requested amendment to the Preliminary Regional Plan for a change to a high density classification for a portion of land located in ✓A the Town Mr Poole moved that the Council has no obJection to this proposed amendment Carried 6 F#� a IN 1� COUNCIL MEETING NOVEMBER 10th, 1977 Mr Paquette and Mr Rempel entered the meeting The matter of the proposed sale of the 10 foot strip in NW 9- 32 -24 -4 was then discussed It was noted that a by -law should now be passed and the sale to Clearvalley Farms advertised in the local paper If no objections are received provincial approval for the sale would then be requested Mr Bauer moved first reading to by -law number 843 to authorize the sale to Clearvalley Farms Ltd of the 10 foot strip of land, in NW 9- 32 -24 -4 Carried Unanimously Mr Berdahl moved reading to this bylaw Carried Unanimously Mr Poole moved third reading to this by -law Carried Unanimously P 6 BY -LAW 843 10 Ft Strip Sale Clearvall Farms Of A letter from Dominion Life regarding Mr Joe Dobler DOMINION LIFE was read to the meeting Mr Dobler will now receive BENEFITS JOE wage continuation benefits of $892.00 a month commencing DOBLER .A in November Mr Litz moved to accept and file as information Carried Mr King noted that Mr Dobler has holiday pay coming JOE DOBLER for his 1976 holidays and Council is requested to consider HOLIDAY PA the matter of holiday pay for Mr Dobler for 1977 ETC It was noted that Mr. Dobler worked until June 21st, 1977, and has used up all his sick days Mr Ferguson moved that Mr Dobler be paid for 4 weeks holiday pay for 1976, and three weeks holiday pay for 1977 Carried It was agreed that he be paid for the 32 hours overtime coming to him as well The new sanitary land fill site was then discussed SANITARY LAN The road into the site has been built and the road and FILL SIT ROAD ETC the pit area will be gravelled soon Mr Brown reviewed the idea of making use of an oil company road to give access to the site from the east This would entail crossing land owned by Mr Merl Arvidson and land owned by Mrs Perry The Road Committee had a look at this road and felt it best to stay with one road this year as it has been built now There was brief discussion regarding removing the fence between the land fill site and Mr Arvidson's land levelling the area and allowing Mr Arvidson to farm this area It was agreed that this matter be discussed with the Town of Three Hills and Mr Arvidson. It was also noted that Mr Bowhay will require a building for shelter this winter at the new site A letter from Pan Canadian Ltd regarding seismic PAN CAN SEISMIC operations in an area south of Carbon was read to the TESTS meeting Mr Poole moved to accept and file as information Carried Czar Resources Ltd have requested approval for pipeline CZAR RES of two roads East of 35- 32 -25 -4 and east A ROAD of 36- 32 -25 -4 CROSSINGS Mr Bauer moved approval of the road crossings as per plans submitted Carried 1 IR �j COUNCIL MEETING NOVEMBER 10th, 1977 P 7 Mr Bauer reported that the gate constructed by Mr Howard Helton is in fact closing off a municipal road allowance and the gate is much too narrow for a snow plow Mr Ferguson moved that Mr Helton be advised that the gate is too narrow for municipal equipment, that he did not have permission to construct the gate and he is in fact shutting off public access to a municipal road Carried Mr King outlined the various annual payments due for this year as follows ROAD RENTS. requested to submit inventories but to date these have not been j d 8 M COUNCIL MEETING NOVEMBER 10th, 1977 received Tool allowance has been paid at $75 00 each to T C Paquette, Robert Cranston, Harvey Jesske, Alan Hazel, Earl McRae, Doug Knapp and Dale Leslie There was considerable discussion regarding the tools and inventories and the need for the tool allowance Mr Poole moved that the tool allowances be paid to those listed above for 1977 and the matter be reviewed prior to payments being made for 1978 Carried FIRST AID CERTIFICATES Payment for holding a first aid certificate is $35 00 Mr Berdahl moved that $35 00 be paid to each of Edward Duncan, Joe Dobler, Robert Cranston and John Dorn Carried Mr Lloyd Howe had requested gravel for the road past his house in SW 28- 30 -24 -4 going north The road ti/r is nearly impassable during wet weather Mr Poole moved that Mr Howe be written acknowledging his letter and advising him that the road will be gravelled as soon as possible Carried Mr H K Toews has requested the M D to test again for gravel on his land- NW 19- 30 -25 -4 He felt the testing done previously was not done in the right areas Mr Brown moved that Mr Paquette contact Mr Toews and arrange for further testing on his land Carried . • v� L HOWE SW 28 -30 -24 REQUEST FOR GRAVEL H K TOEWS GRAVEL TEST N( V, MR King reported to Council on the recent tour by ROAD COMMITT] the Road Committee REPORT They inspected the site at the Swalwell Dam and contacted Mr Robett Shea to discuss his request for a culvert to provide better access across the dam This would allow him to haul feed across the dam, rather than having to R SHEA haul it around on the road to his buildings.- SWALWELL The M D owns the dam itself and the land where by DAM camp kitchen is located There is no obligation on the part of the M D to allow him access across the dam site The Road Committee felt that with a little levelling with a motor grader he would be able to travel across the V11 area without too much problems Installation of a culvert now would disturb the land and the grass which is growing quite well Mr Berdahl moved that minor work be done with a motor grader to improve the area to allow Mr Shea easier access across the dam site Carried The road committee had also inspected the Nz 31- 34 -23 -4 Nz 31 and the request for a culvert across a coulee 34 -23 -4 It was noted that it would require at least a 24 inch culvert or perhaps a rock crossing would be sufficient After WrGUrAc discussion of the matter and noting th j rxl.ver.t is requested S-1 Pr for private land, Mr Poole moved P4 ."tee advised Council TFv� can accept no responsibility for this request as it is on private land, �; �K Carried The problem of access through land of K Knudsen V C to land owned by V C Greig was also inspected GREIG There is a private road through the center of Section ACCESS TC 10 (north - south) which allows access to Section 3 34 -22 -4 SECTION 3 but it is not for public use There is a road surveyed 34 -22 -4 between Section 4 and Section 9 in 34 -22 -4 which would provide access to the westerly portion of Section 3 This road would require a little work with a dozer and buggy and would require a culvert installed The M D does have an obligation to give access to this land and the work could be done next year 9 I jl�fr N R COUNCIL MEETING NOVEMBER 10th, 1977 1. Mr Campbell moved that Mr Greig be advised that Council will improve the road between Section 4 and ROAD ACCESS 9 in 34 -22 -4 to provide access to the north east TO SEC 3 corner of Section 3- 34 -22 -4 as soon as the work can 34 -22 -4 be scheduled, and Mr Knudsen be advised that Council will be doing this work Carried Mr King advised Council Harvey Leinweber had requested permission to bore under the municipal H LEINWEBER road West of SW 32- 30 -26 -4 for a water line V" ROAD CROSSING Mr Brown moved approval of this request subject FOR WATER LIN SW 32- 30 -26 -4 to Mr Leinweber boring the crossing Carried Mr King noted that he, Mr Poole and BECKER & Mr Paquette had contacted Mr Becker with regard GRAINGER BRI to the required bridge detour during the time DETOUR the Grainger Bridge will be closed for repairs No written agreement was obtained from Mr Becker, but he was agreeable to the location as outlined by Mr Paquette, and Mr. Becker requested the M D to do some minor levelling of humps of dirt east of the creek He also requested that no damage be done to the road now being used by water trucks etc , on the west side Mr Becker requested the M D to test for gravel on their property and Mr Paquette is to arrange for this in the near future Mr Berdahl moved to accept and file as information Carried Mr Paquette noted that Everall Construction has EVERALL CONS mixed up a supply of cold mix for the M D , approximately 250 cubic y s The plant is to be left in Three Hills over the winter so it is possible the company could mix more for the COLD MIX FOR M D next spring D Mr Poole moved to accept and file this as information Carried Alberta Municipal Affairs has written a letter to the M D stating that complaints have been received from operators of private equipment that the M D is allowing its equipment to do private jobs After discussion of J this matter, Mr Poole moved that a letter be written to Alberta Municipal Affairs explaining the work the crew is doing Carried Gulf Oil Company has requested permission for an open cut crossing on the road between Sections 21 and 22 in 29 -24 -4 Mr Poole moved approval of the open cut crossing subject to the crossing being properly tamped on �,A completion of the crossing Carried COMPLAI REGARDI M D EOUIPME PRIVATE WORK GULF OI ROAD CROSSIN 21 & 22 in 29 -2 A letter received from Andex Oil regarding its reservoir ANDEX development on SW 24- 29 -24 -4 was read to the meeting and OIL the company outlined its compliance with conditions RESERVOIR imposed on the development permit. SW 24 -2 Mr Poole moved to accept and file this letter as 24 -4 information Carried 10 C P. 5 COUNCIL MEETING NOVEMBER 10th, 1977 P 10 Mr Soder entered the meeting at this time and requested 1080 BAITS Council to set a price for 1080 baits, if Council was agreeable to having the baits made available this year Mr Soder noted there is usually three applications for the baits, each year This year Rockville Stock Farms, Cullum Farms Ltd , and the Valleyview Hutterian Brethren have applied for baits Mr Campbell moved that the Council supply 1080 baits this year Carried Mr Poole moved the cost for a 1080 bait be at our cost (which is estimated at $25 00) Carried It was noted that the Government pays 600 of the costs incurred Mr Soder then left the meeting Mr King noted that the Road Committee had inspected GRAVEL the Jack Lowen gravel pit area on November 7th J LOWEN There is no definite information available _yet as PIT to the amount of gravel which will be available there The crusher will be located at the top of the hill and the buggies are taking the pit run up the hill to the crusher It is a very steep climb for the buggies Various problems were outlined to Mr Paquette MIS PUBLIC WORKS regarding roads, etc , and there was discussion regarding new speed limit signs It was agreed this matter should be decided after the convention Mr Campbell moved that Hopkins Construction should move to the Garson Pit after finishing the crushing at Torrington Pit Carried Mr Ferguson noted that a yield sign should be installed on the road at the Kilgour corner, so the traffic from the south yield, and it was agreed that this should be done Mr. Campbell noted that gravel testing could perhaps be done on the Leischner land and the Ernest Rilling land Mr Paquette then left the meeting A letter from Mobil Oil Company regarding gravel on the road NE 12- 32 -23 -4 was read to the meeting Mobil had been billed for gravel for this road, but would not pay for the gravel until it was put on the road After discussion Mr Ferguson moved that Mobil Oil be requested to gravel the road themselves, as they had damaged the road Carried A letter from Valley Blades Ltd of information Carried ) )Pb 11 MOBIL OIL ROAD DAMAGE NE 12- 32 -23- TOUR PLANT VALLEY BLADE LTD , EDMONT IN COUNCIL MEETING NOVEMBER 10th, 1977 P 11 Mr Nick Bobocel of Grantville requested a little gravel on the road approach to his new residence in C'rantville Mr Rempel was advised to have this done Mr Rempel again mentioned the fact that he feels at least 1000 yards of gravel has been taken from the Arthurville Stock Pile It was agreed that this matter should be followed up There was general discussion regar i g hours and work for the gravel crew Mr Paquette s ated the gravel crew should work three shifts with 4 trucks on each shift The day crew would continue gravelling the roads, if necessary and the night shifts could stock pile gravel Mr Rempel noted he will require 72,000 yards of gravel stock piled this winter He also noted that Mr J B Ross still has a truck working for the M D on the gravel crew It was generally agreed that gravel should be put on the new grades this fall if at all possible Following discussion, Mr Litz moved that the gravel crew continue on with the gravelling work for the present Carried Mr Rempel reported on gravel to date as follows Division 1 truck until the next meeting if weather continues are suitable for hauling gravel to roads Carried Some discussion took place as to whether or not the gravel crew is as efficient as it should be There was particular concern expressed about the fact that they some times wait at one location along a road to avoid meeting trucks that are coming Mr Rempel felt that was a safety factor but most people felt that are our roads are not that narrow Mr Rempel suggested next gravelling the new grades and then going to patch work or other re- gravelling This was agreed upon by Council Mr Rempel then left the meeting Mr G King advised that Alex Cunningham now has a build up in his over -time to a total of 79 hours nearly all due to work in Ruarkville Alex agrees that he can likely take time off during Sunnyslope JA Mr Brown moved that action be taken by letter CARDWELL SUNNYSLOPE demanding a clean -up in accordance with Council's by -law Carried Mr G King advised that Mr Melwood at Swalwell MELWOOD suggested that we should check regarding the old cars in storage behind the old hotel at Swalwell on property of Mr Vernon Court Mr Brown, Mr Poole and Mr King reported regarding a OIL WELL proposed oil well location in LSD 8 of Section 8- 30 -24 -4, LSD 8 -8 -30• dust west of the northerly part of the Swalwell Dam 24 -4 Because of the danger of pollution, complaints had been CLOSE TO made regarding this to Siebens Oil and Gas Ltd , and to STIALWELL the Energy Resources Conservation Board. Mr King had DAM met with representatives of both at the site yesterday work on the sump has stopped, and they agreed to give this further study Mr King further advised that Mr Kozial of Energy Resources Conversation Board, Red Deer had telephoned today and stated he would like to meet with a committee of Council sometime the week ofya November 21st Mr Ferguson moved that the report be 1 accepted and a meeting arranged with Mr C T °7 Poole N and Mr R W Brown as Council representatives Carried Mr Norman Soder, Ag Fieldman, met briefly with Council REPORT to advige them that his assistant, Glenn Smyth, had been RE GLENN in court today on a charge of impaired driving There SMYTH is a possibility that Glenn may have lost his driving privileges for up to six months, but this is not definite Some discussion took place regarding the effect this would have on Mr Smvth's work with the M D , but no decision was made, as specific information was not available Mr Soder then left the meeting Mr G King advised that information given to him indicates SEED that the M D must make the actual application for government PLANT grants for renovation work at the seed cleaning plants GRANT The grant is then made payable to the M D and after being APPLICAT received here is turned over to the plant Mr Ferguson stated that the account as sent from the Three Hills Plant did not include electrical work as the electrican had not submitted his account Mr Jeffery stated he thought the rest of the account had been sent in Mr Berdahl moved that the report be accepted and authorization given to apply for the grant for the Three Hills Plant as per accounts submitted Carried �� 13 a_e COUNCIL MEETING Mr Poole gave some statistics Plant at Beiseker, as follows• Rockyview 179 shareholders - Kneehill - 118 shareholders - Wheatland - 42 shareholders - Mountain View - 17 shareholder NOVEMBER 10th, 1977 P 13 in regard to the KIBA Seed approximately 50% REPORT approximately 33 1/3% �,ti KIBA PLANT approximately 112% s - approximately 42-% BEISEKER Total Number shareholders 356 They wish to proceed with a new plant and have been canvassing for funds Mr Poole stated that the Council of Rockyview has guaranteed a grant of $20,000 00 and Wheatland has guaranteed $10,000 00 They ask for a guarantee of $10,000 00 from the M D of Kneehill This would be over and above the amounts previously voted by Council in lieu of up- grading the present plant Considerable discussion followed as to whether or not this would set a prescedent If it did the following figures were mentioned -
