Poole 110 Otto Hoff 108 Mr F ole was declared elected. There were 15 snoiled ballots. On the original count Mr. Poole had 115 votes to 114 votes for Mr. Hoff uith 3 soiled ballots With xegard to the menbef for Three Hills Hospital Board, Ward 3, 11r Arthur C. Chamberlain of Three Hills was declared elected by acclamation To date there has been no word received from the Provincial Government with regard to a member for the Drumheller Hospital Board Mrs Irene Andrews, former member on this Board had not filed her nomin tion papers within the required time limits and Per Jeffery had r uested instructions from the Provincial Government as to what rocedure should now be followed Mr King then requested all members of Council to stand and read the Official Oath of Office and then each Councillor signed his official oath ELECTION Mr King called for nominations for Reeve for the ensuing year REEVE & Mr P ole moved that Mr Brown be Reeve for the ensuing, year -'DEPUTY Mr King called for nominations a second time. V, REEVE Mr King called for nominations a third time. No fu then nominations being received, °Ir Kinp declared Mr R W Brown elected as Reeve for the ensuinry year Mr. B own then took charge of the meeting and called for nomin tions for Deputy Reeve for the ensuing year. Mr Bauer moved that Mr Poole be Deputy Reeve for the ensuing year Mr B own called for nominations for Deputy Reeve a second time Mr Blown called for nominations for Deputy Reeve for a third time No further nominations beina, received Mr.Brown declared Mr. Poole to be elected as Deputy Reeve for the ensuing year Mr B rdahl moved that the M.D. of Kneehill continue banking BANKING with the Alberta Treasury Branch in Three Hills and continue RESOLUTION with he same sinning officials as in previous years, namely. Costs LAND FILL for a dump box tyre of oreratio.n were reviewed and there �' PROBLEMS was considerable discussion regarding this problem Mr Brown noted that a joint meeting; with the towns and villages is nlanned and he would like the general feeling APPEAL BD of Council as to what direction should be taken should Council we continue to operate the land fill site as has been a Dev done this past year, or should the Land Fill Committee investigate furthe.r regarding the dump box type of a collection system It was agreed to discuss this matter further after the J, publid hearing into the proposed land fill site is held at 11100 today Mr. R bert Hall and Mr Don Reyniarse, representatives � from R P C entered the meeting at this time Mr Bauer moved that all members of Council be named ADJOURN as me bets of the Development Appeal Board for the ensuing n AND SIT AS year DEV. The P ovincial Planning Board has received an appeal from merson Sent in connection with the proposed subdivision in SVT 1--32 24 4 No date for hearing of the anpeal has yet been set Mr. Litz moved to accept and file this as information. R P C outlinin) a proposed amendment to the Preliminary Regional Plan by the M D of Rocky View was considered, and Mr Poole moved that the Pi D of Kneeh ll has no objection to this amendment Carried There was discussion regarding whether hamlet areas should be encouraged to prow by adding land to the hamlets or whether this ^rowth should be directed to large centers Mr Litz noted that Wimborne is now vA a via le community and additional housing would help the c i mmunit,y bear the cost of utilities already installed The public hearing into the location of a new sanitary PUBLIC land fill site was then held � time 11 00 A M HEARING RE* Mr Charles Lau of the Drumheller Health Unit, Mr SANITARY LAND Merl Arvidson of Three Hills, Alberta, and Mr Leonard FILL SITE Olsen of Three Hills, entered the meeting Mr K ng read a letter objecting to the site nronosed for t e sanitary land fill at S14 25 -31 -24.4. This letter was filed by Mr Howard Helton as agent for � William Kilgour Mr Helton also outlined in the letLei his personal objections to the location Mr Merl Arvidson outlined his objections to the site, The s atterinry of ^arbane along the road allowances Devaluation of his land which is close to the new site Mr A vidson noted his brother had once considered build n- a residence on his land -• NE 24-31-24-4 4 but when the sewage lagoon was installed on SW 25 31 -24 4 he changed his mind, and using this site for a sanitary land lill would further devalue the property Mr A vidson noted that the land is flood quality farm land eHnd it is being taken out of production Mr for and L onar3Olsen noted M Perry, who owns a so for himself that he was present as representative land close to the nronosed site lie noted that any building on the f P " ✓� U 4 J �W. y f, .v VgwIiNIN�'� i��f���IM�► �N�f�MNiM� 4Al�hN��y`1 P 4 land cl se to the proposed site would be deterred, and he also wondered if land close to the site would be re -asse sed downwards because of the devaluin^ affect of the dite Per Bro n briefly outlined the fact that land is assessed on its productivity but the assessor can s6 de small allowances for various reasons IIowever any reduction would be very small if it was in fact allowed. A:r Bro n then reviewed his report on the need for a new s to or alternate method of collection. and Iir Lau outlined the regulations under which this site wotild be run Mr Fer uson mentioned the fact that the smell from the sew pe lagoon is very bad and also noted that the lagoon oes in fact drain in to the Three II lls Creek and r1rairiage from the Larid Fill 'e x-o= -,d also possibly drain into the creek It was toted that approval for the location must be obtained from Alberta Environment as well as Alberta Health It also was noted that the site would probably be used for approximately 3 to 5 years Mi Ols n noted that the old car bodies in the sewa -e Lagoon s a detriment to the site and makes the area ,.-,pear ery unsightly He was advised that the car uodies re used to stop erosion of the site M1 Ols n noted that a good rip rap job with rocks would do the nme job, and would make the area look mu h tidier AIr Ber ahl noted that Mr Arvidson has the rinht to a_ppel -1 is land assessment in January of any year and he hould do this if he feels the site is a detriment to his land value. Mr Bro4n thanked Mr. Arvidson and t`r Olsen for attending the hea ing.
