open road is one that is open and passable at least for a

the as essment of the District Enfiineer about the difficulty
of con truction in the area
Mr Alton noted that this area is considered to be one of the
easiest. areas in which to build roads
He noted however that we ;lo face the scarcity of gravel in certain
areas of the M D and have the additional costs of long ;ravel hauls
The average construction factor in the province is 2 385 and
this a ea is at 2 00 The grant for this area is therefore
reduce because construction costs are lower
Mr Alton was asked if any consideration was 'given because
of the shortage of gravel, deen coulees., etc and he stated
that this factor was taken into account
Mr Be Bahl mentioned the four creeks running through portions
of the M D which do create additional expense for certain roads
Mr Ki g asked Mr Alton if each factor is given equal consideration
in the calculation o.f. the grant, and Mr Alton noted that equal
consid ration was given to each of the factors
Th fourth major factor used is equalized assessment, and
Mr _l on noted this area has a larger assessment that most
areas
Mr_ Alton mentioned that consideration is being given to
design tine; the Dinasour Trail as a secondary road
He als mentioned that there is a grant available for heavy
indust ialroads where the revenue from a large industrial
WOO plant oes to one municipality, and the costs for road
mainte ante falls on an adjoining municipality
L'
The meeting then adjourned for dinner from 12 00 Noon to
1 °00 P M
Mr Alton asked council to consider these matters, and if
any special statistics about construction costs comes up
which Aight be a factor to consider for the grant
distri ution, to forward same to him for
consid ration „ and they would then roquest the District ✓'
Engine (r to re assess the area
Three 4as brief discussion about the Wimborne Cas Plant road
but it was noted that the M D receives the revenue from this
plant SWALWELL
Per Po le asked about the paving for the Swalwell Access Road ACCE,S ROAD
and Mr Alton noted that it will be includinf, in the paving contract
along iith the Three Hills West road for next year
Mr Poole noted that the entire 34 miles to the railway crossing
were constructed to paving standards, the final 4 mile being done
at the expense of the M D , and the Council hopes that the
government will pave the entire 34 miler rather than stopping
at the 3 mile point as indicated on their plans Mr. , Alton
stated he would check into this matter, and noted I;e could see
no real reason for not brin?a_nR the pavinf; to the railway,
as the policy is to bring the pavement to the corporate limit
of any town or village, and if the railway crossing is designated
as the limit of the hamlet then the pavement could perhaps be
brough to that point
14r King noted that a letter had been received from Alberta
Transportation in which it was stated thateffective .upust 4th
the `'_ stthree miles of the Swalwell Access road had been
completed, the work accepted and the road was returned to the
M.D ° jurisdiction with respect to rogular maintenance, upkeep V
