Applications for Work -- Randy Gwi 28 Report -- Foremen Committee Meetin COMBINED MEETI14G OF COUNCIL AND AGRICULTURAL SERVICE BOARD MUNICIPAL DISTRICT OF KNEEHILL 4645 ASSISTANT AGRICULTURAL FIELDM.AN°S REPORT With Norman away for a few days, he asked me to write a report to present to the meeting Work has been doing quite well with a few minor problems Otto has been doing all of the roadside mowing when the mower is working, It seems it is easy to get repairs, but not the right ones However things are going smoothly now and the mowing; should be completed by the end of the week The wind has held up the roadside spraying to a great extent with not being able to spray at all some days Things are going quite well however and Robert is now spot spraying for Canada Thistle, toadflax, etc Les Rhode has been mowing hamlets and has cleaned up pretty well everything, that can be mowed with the big mower All the parks have been mowed once and the beach at Keiver °s Lake worked Although some triming up and remowin4 will have to be done shortly Shelterbelt pests seem to be quite a problem this year, and we have sprayed about 15 shelter belts since our last meetings Quite a lot of work has been done on the various plots in the district and we should have them in pretty good shape by August 2nd for the tour The scentless mayweed in the area has been sprayed and should be under control although we did have a few problems With Russ being on holidays I was out on the Government dugout program for 2 days, lining up pumping routes and inspecting dugouts. The pump is in the area now and things were going quite smoothly until the pump broke down However parts are supposed to be available and it should be working again shortly Tony and Johnston have been working on parks and cemeteries All cemeteries have been mowed and trimed up once with the majority being done twice so far Most of the posts have been painted along with numerous other small jobs being done I attended the Parks Commitee meeting last Thursday, but most W f what was discussed wi11 be brought to the meeting:. today, so I will say no more This report is submitted for your consideration Glenn Smyth, Assistant COMn21MD MtETIN6 OT THt WUN1CXTAI� 00— C- l"W-Aeltle T"AL StRVICI ----BOARD--- MUNLCIP- AL- DrrSTRICT_ Of` KNEEHILL _#48a__JULY_25th11977 ^___ A combined meeting of the Council and the Agricultural Service Board of the Municipal District of Kneehill #48 was held in the Municipal Office, Three Hills, on Monday, July 25th, 1977, commencing at 9 00 A.M. Those present for the meeting were Gilbert A Berdahl, Councillor PRESENT Clifford W. Poole, Councillor Ralph W Brown, Reeve Art W Bauer, Councillor T A Ferguson, Councillor Leonard Litz, Councillor Reginald Campbell, Councillor Neil Hempel, Ratepayer Member Norman Soder, Agricultural Fieldman Glenn Smyth, Assistant Ag. Fieldman J C Jeffery, Secretary Mr A. Beinert from the Three Hills Capital Mr G G King, Secretary - Treasurer, was present meeting The minutes of the Agricultural Service Board M, 1977 were briefly reviewed, and Mr Soder noted 1 - the name Dale Bauer is incorrect and should for portions of the ✓� APPROV MINUTES Feting held June 20th, a correction on page V1\ read Dale Brown He also mentioned the borrow pit agreements which are not satisfactory as it does not specify the type of grass the farmer wishes used when re- seeding the area It was agreed that the form be amended to include the types of grass seed which could be used and the farmer should indicate his choice when signing the agreement He also mentioned the no till plot agreements These have not been signed as yet, due to a number of problems which have arisen One of the plots did not germinate due to lack of rain and the Bayes may not continue with the project as fox tail is growing and they are afraid they may have a weed problem developing After brief discussion of this matter, Mr Brown moved approval of the minutes of June 20th; as amended Carried REPORTS Mr. Glenn Smyth read hia report The matter of farmers spraying the road allowances was again discussed It was noted that the farmer is responsible for control of weeds along the road allowances next to his farm land, �A and if they sprayed them when spraying their fields it would be a cheaper method of control and probably a better method Mr Bauer moved acceptance of Mr Smyth's report Carried Mr Soder read the District Agriculturist's report Mr Horvey was not able to be present for the meeting due to a prior committment in Calgary Mr Horvey outlined the work covered in the last month and noted he has been busy with the Alberta Drought Program The pump is now in this area and being used to fill dugouts, in the Sunnyslope area Mr Poole moved acceptance of the D A report. Carried Mr Soder reported on the recent A.S B Tour held at Vermilion Mr. Litz, Mr Brown Mr Mueller and Mr Soder attended the tour The tour was very good, and Mr Soder requested a letter of thanks be sent to the County of Vermilion and to the Vermilion Chamber of Commerce Mr Berdahl moved acceptance of the report Carried ..2 M N COMBINED A S B MEETING WITH COUNCIL JULY 25th, 1977 P 2 A report of the Park Committee Meeting held July 21st, 1977 was read to the meeting The matter of operation of Keiver Lake was discussed with a group of people from the Allingham Community Association at this meeting Their recommendations were reviewed and it was noted that these recommendations could be accomodated if the park was rented out or leased out to a private individual However a year to year lease would not be satisfactory as a fairly large capital investment would be required. A resident manager would be another solution, but it also would require a large capital investment. After lengthy discussion of the matter and the problems V11 encountered with Mr Hansen, Mr Poole moved that the Municipal District continue to operate Keiver's Lake in the same manner as it has in previous years Carried The suggestion that motor boats be prohibited from the lake ✓, was also discussed, and it was decided this would not be practical It was noted that the lake is quite shallow where thebuoys � are and reasonable safe for children swimming there Mr Campbell noted that there is an old foot bridge just north of the old ferry road at the Tolman Park The bridge is on municipal land and is in poor condition Mr Brown moved that ,1 the bridge be removed by the A S B and not replaced It was agreed that a barricade should be erected at each end of the path Carried It was noted that if permission is obtained from the owners, the wood located in the hamlet of Swalwell is to be taken to the various parks in the M D and left there for fire wood h It is not to be cut up into small lengths It was agreed that the camp kitchen at Keivers Lake should be reshingled. Other facilities for the parks were discussed, and Mr Litz y, noted that Mr Ehrmann could build more tables, etc , this winter if required Mr Ferguson moved acceptance of the report of the Park Committee. Carried A letter from the Federal Minister of Agriculture was read to the meeting This referred to the duty on agricultural V� chemicals Mr Poole moved that the letter be accepted and filed as information Carried Mr Smyth noted that Shell Canada are sponsoring a tour of this area to look at various plots they have set up this year using some new chemicals The tour will leave Three Hills \A at 9 30 A M on July 28th, 1977 It appeared that none of the counillors would be able to attend, but Mr. Smyth will probably go Mr Smyth also read a letter from the Department of Agriculture regarding a pasture availability program which has been set up Mr Brown moved to accept and file these letters as information s Carried Mr Soder engineers problems Mr Soder the vacan this soon should be noted that there is a meeting on Thursday with two from Alberta Envirornment regarding water drainage also noted that he has not been able to check regarding 'P t lots in Wimborne and the weed problem, but will do It was also mentioned that the M D lot in Wimborne cleaned up. 3 �P f IN COMBINED MEETING A S B AND COUNCIL JULY 25th, 1977 P 3 Mr Soder noted that a local A S B tour of the varieties plots set up this year has been arranged for August 2nd, 1977 commencing at 9 30 A.M., and he requested all councillors and ✓` ratepayer members to attend The Emergency Water Transport Program was then discussed, and Mr. Smyth advised that a 1000 gallon tank on skids would cost about $706 00 and a pump about $500 00 A tank mounted on a trailer would cost about $3500 00 He noted that as far as can be determined there are no regulations attached to the grant money available for purchase of water tanks, other than making the tanksavailable to farmers. It was noted the M D has passed a motion to purchase one tank and one pump Mr Ferguson moved that the M D purchase 2 additional tanks and two large pumps similar to those used by the fire departments, and the tanks be located in suitable locations throughout the M D , and application be made for the grant monies. Carried Mr Soder mentioned the scentless mayweed problem At the present time the M D is paying the full cost of attempting to control this weed After discussion, it was agreed to continue with the control program for another year and then if necessary it could be put on a cost sharing basis with the farmers. The green foxtail problem areas have been sprayed, but so far f� the control has not been very good There was brief discussion about the use of Tordon beads which are generally very effective The matter of reimbursement to those attending the A.S.B. Tour at Vermilion was discussed Mr Ferguson moved that Mr Soder be paid $162 00 to cover his expenses, and the Councillors and Ratepayer Member who attended be paid $342 00 each, and Mr. Brown be paid for attending the tour Carried kiir Brown had previously stated he would attend the tour as a private individual) -' Mr Poole moved that the A S B portion of the meeting do now adjourn Carried Time of Adjournment - 11 50 A M. Reeve S �� I v COUNCIL MEETING JULY 26th 1977 Following completion of the combined meeting of Council and the Agricultural Service Board in the forenoon, a regular meeting of Council of the Municipal District of Kneehill was held in the Municipal Office, Three Hills, commencing at 1.00 P M Those present for the meeting were Gilbert A Berdahl Division 1 Clifford W Poole Division 2 Ralph W Brown Division 3 (Reeve) Art W Bauer Division 4 T A Ferguson Division 5 Leonard Litz Division 6 Reginald Campbell Division 7 Mr G G King; Secretary- Treasurer was present and Mr J C Jeffery Assistant Secretary- Treasurer was also present Mrs Jean Wilkinson was present and recorded the minutes Mr Al Beinert from the Three Hills Capital was present for a portion of the meeting APPROVAL MIN The minutes of the meeting of July 8th were discussed, and Mr Ferguson moved approval of the minutes as circulated f` Carried PAINT BIDS The bids for painting the offices of the Drumheller Health DRUM HEALTH Unit in the M D building were then opened UNIT OFFICES 1 Britannia Painting and Decorating , Acme $345 00 2 Robert H Alain Painting, Three Hills $455 00 i/1 Extra for Office entrance $165 00 3 CASK Painting of Trochu $175 00 Extra for Office entrance $ 55 00 Mr Poole moved that the bid of CASK Painting of Trochu be accepted and the entrance be painted also at the quoted cost of $55 00 Carried THANKS FROM A letter of thanks from the Sunnyslope Community Association SUNNYSLOPE for the grant was read to the meeting Mr Bauer moved to accept V1 and file as information Carried A letter from Alberta Provincial Municipal Finance QUESTIONNAIRE Council was read to the meeting They request completion of ALTA FINANCE a questionnaire After lengthy discussion of the questionnaire COUNCIL and suggestions as follows 1 Less money spent on recreation and more on road building 2 Program for government assistance for new fire trucks 3 Standards for nuisance grounds and roads seem very high for limited municipal funds 4 Garbage disposal regulations and prohibiting of burning unrealistic for Alberta Oil companies create more smoke by burning off oil wells that garbage dumps Withdraval of promised funds for sanitary land fill sites 5 Lack of any on -g=g program by the government creates problems 1 6 Water and sewerzegulations are very restrictive and expensive 7 Request that any program which has been approved should be guaranteed for the duration of the life of the program 8 Road grant program is very beneficial Possible rebuilding of secondary roads to replace railway lines that will be very costly to maintain and may be abandoned in future years 9 Technical services from the District Engineer very helpful 2 N COUNCIL MEETING JULY 25t4 1977 P 2 10 M D cannot carry out any long range planning because of lack of certainty about Municipal Assistance grant each year 11 The Resource Road Grant Program should be considered again by the Provincial Government 12 The road ?rant program has not kept pace with inflation Perhaps the one- -third share of oil revenue as used in previous years should be considered agazi 13 Health and School Foundation Taxes being paid by the Provincial Government is a benefit, as well as welfare 14 Further assistance for fire protection and ambulance services and compensation for He+spital Boards to equal the inflation rate should be considered 15 Recreation Grants to be cut down and eliAtion of some of the red tape 16 All parks should be operated on a private enterprise basis 17 Government should take over the School Foundation tax payment in full as it applies to farm land and residences. Mr Berdahl moved that the M D. reply to this questionnaire keeping in mind the suggestions noted above The minutes of the Carbon & District Recreation Board meeting of June 13th were briefly reviewed Mr Campbell moved approval of same Carried An application for subdivision of NW 36- 33 -27 -4 into two 80 acre parcels was considered Mr Litz moved approval of the subdivision be recommended to C R P C , subject to deferral in full of public reserve, culverts and approaches to be installed at developer's expense to M D standards, and taxes paid in full Carried Mr King reported to Council regarding a problem which hag arisen with regard to the Nadeau property in Grainger It appears that Nadeau has fenced a portion of Mr. Art Becker's land in with his lots The property is in a rather untidy condition, with several old vehicles parked these old shecb being used as barns, and several animals tethered around the area, and on the road allowances There is also a trailer located on the lots which appears to be occupied Mr Poole moved that Mr Nadeau be advised to clean up his property and that he be given a map of the area to scow him the parcel of land which he has fenced which belongs to Mr Becker Carried 3 'i (r�2Jti CPMON REC MINUTES J, SUBD NW 36 -33 27 -4 NADEAU PROPERTY GRAINGER PAN A J Carried ALTA POWER A request from Alberta Power Ltd. for a powerline extension to LINE LSD 6 and 11 in 30 -31 24 -4 was considered Mr Bauer moved EXTENSION approval of the extension as per plans submitted. NE 22- 31 -22 -4 H F & V G Cunningham - Machine Shed - NE 11- 33 -24 -4 Kay Meston Residence - SE 34- 29 -21 -4 ✓� Orvel G Schneider Residence - SE 30- 29 -25 -4 Desmond Carney - Second Residence SE 3- 31 -22- -4 - Walter Baerg -- Dwelling Garage - NE 18-30--25--4 J P Meston Machine Shed - SW 32- 31 -23 -4 Mr Ferguson moved approval of the permits as issued a Carried LES KINCH Mr King reported he had received a complaint from Bruce MOVED IN Hannah about a garage that Les Kinch had moved to his GARAGE property SW 19- 29 -25 -4 He stated the garage was very SW 19- 29 -25 -4 poor Mr Kinch has a permit allowing the moving in of a garage on condition it is put on a cement slab_ re- -sided and made attractive Mr Brown moved that this report be accepted and the matter of the garage condition be checked at a later date, to see if the improvements have been made Carried TOWN OF A letter received from the Town of Three Hills regarding the blanket permit for residences in Ruarkville was read to the meeting THREE HILLS It was noted that the blanket permit is in effect for the year,//I RUARKVILLE 1977, and may be renewed on a yearly basis BLANKET Mr Ferguson moved to accept and file this letter as information PERMIT Carried A letter received from Mr Ralph Belt was read to the meeting EXTENSION Mr Belt and Mr Wood, who both own property to the north of WATER TO °.�.x Ruarkville request the extension of the Ruarkville water line R BELT to their property It appears it would be about a half mile & E WOOD from the edge of the hamlet The rate for water and permission NORTH OF to extend the line would have to be obtained from the Town of RUARKVILLE Three Hills also The matter of the size of the pipe was also discussed A 1-2 inch line would be sufficient for the two houses but not for future extensions �. Mr Bauer moved that this matter be discussed further with Mr Belt and Mr Wood, and the Town of Three Hills by Mr King and a report be brought back to Council at a later meetins� Carried COUNCILLOR Mr King advised Council regarding information he received from BUYING LAND Mr Len Gurel of Municipal Affairs re- ardinf, a Councillor purchasing property fr ?m the M D at public auction He felt in all AT likelihood9a public auction conducted under the same conditions as a PUBLIC call for public tenders it would be all right for a councillor to AUCTION purchase land, but legal opinions might differ Mr Litz moved to accent and file this report as information ,yam - Carried r .m COUNCIL MEETING JULY 25th 1977 P 4 A letter from H J Browr Imports Ltd , of Trochu was H J BROWN read to the meeting Tha company is planning a motor IMPORTS hotel to bc located on land now used. by the Trochu Golf MOTOR Cou-se The company will maintain the existing golf HOTEL course and the project would provide employment for PROJECT initially about 27 people The site would be provided -> with water and sewer from the Town of Trochu and therefore the land must either be annexed by the Town or a revenue sharing arrangement entered into by the Town and the M D The company favours the revenue sharing arrangement as annexation would take too long, and may be opposed It was noted that the Town of Trochu has approved the V` project in principle only The Trochu Golf Club has made no decision regarding ttie matter as yet but it was noted that the land the golf course uses is owned by the Town of Trochu It was also noted that the development would be very close to the existing feed lot Mr Ferguson moved that the M D give tentative approval in principle fir a revenue sharing arrangement with the Town of Trochu for taxation of this development, but with no guarantee that the M D would be able to issue a development or building permit for the project Carried AAMD & C Circulars received from the AAMD & C were referred to the CIRCULARS meeting 1 Information regarding the ro?d grant formula was outlined and discussion held Mr Berdahl moved that Mr Harvey Alton of Alberta Transportation be requested to attend a Council meeting and discuss with Council the method and formula used in calculation of the M D road grant, and if it is not ;cssible for him to attend a council meeting, a committee of council would meet with him in Edmonton Carried 2 A notice of motion to <�mand the Association by-laws from the M D of Starland was read and it was noted that they wish the annual convention to be held in the fall of ,/1 1978 held in Calgary, the 1978 spring convention held in Edmonton, and the conventions alternated every year thereafter between Edmonton and Calgr.ry There was discussion regarding this matter and also discussion regarding reservations for the fall convention which is being � held in Edmonton `Sr Ferguson moved that the M D reserve room foz the fall directly with the Macdonald Hotel Carried 3 The association will not be doing a salary survey this year due to a lack of response to the survey in 1976 Mr Campbell moved to accept and file the circulars as information Carried ALTA REC GP. �idT A letter from Alberta Recreation regarding financial assistance pROGRAMb grants and programs was read to the meeting It was noted that the M D to data has not applied for any grants but left this up to the Town or Village and District Recreation Boards n V1 Mr Litz moved to accept and file this letter as information Carried H ELLIOTT IO Mr Poole requested information about lots which Mr Harvey SWALWE Elliott believed he owned in Swalwell It appears that the LOTS lots are in fact still owned by the Catholic Church Mr King outlined the background information for Mr Poole n and noted that the church was willing to sell the lots to 5 V` ". J r .m _- in-, COUNCTL MEETINM JULY 25th, 1977 P 5 Mr Elliott for a price, as their records show they had never sold the lots, but merely the church ✓� building Mr Ferguson then outlined to Council the problems which have arisen with Mr E G Cullum in connection with this road construction Road widening or a borrow plt agreement is required from Mr Cullum as the road passes his land for 1 2 miles However Mr QAlum is not pleased with the M D in regard to dealin7.s with him recently, and in particular with regard to the cancelled road allowance in NW 36- 30 -24 -4 2 acres for which he was required to pay $871 50 Also he had billed 'he M D for cleaning out a ditch for approximately $10'? 00 and the M D had refused to pay his account Mr Cullum therefore varbabll,,; advised Mr Fergusor he would not enter into any -reement with the M D for land for road widening: at thi time He would not make any committrent regarding_ paymenr for crop damage at this time and Mr Ferguson requested Mr Cullum to contact the office when ha made: a decision regarding :ompens:at�on for crop damage After discussion of this matter; and notin,; that the road construction done so far does nc.t affect Mr Cullun's land and noting that Mr Callum appar,.ntly has 4 granar_es sitting, much too close to the municipal road, it was agreed that Mr. Cullum be contacted about this matter again, and if he refu::es to deal with the M D the road construction to be com-leted in the best possible way without touching his land If J(\ The re planking of the Grainger bridge was mentioned ane V1 REPLANKING Mr Paquette stated _his would be done as soon as the crew GRAINGER is able to get to it, BRIDGE A report on the co t of cold mix for the Wimborne gas plant ROAD TO road was then revi:wed It worked out to abcur $259000 0^ WIMBORNE a mile, and two miles of road would have to be done GAS PLANT The proposed work would involve removing the existing surfacing, putting in a goo pit run base, compacting same with sheepsfoot packer relaying existing surfacing with new oil, and then ,/1 putting on a nei surface coat Tt was noted that the plant Days appr­'- mately `50,000 00 a year municipal taxes a- the road h,,s had work done on it probably three times in years _-ir Bauer moved that this road project be done as outlined above Carried Mr Poole reported about equested road imprcvements for ROAZ IMPROV the road e:3st from NW co ner of 36- 28 -23 -4 He had discussed 36-28 - the matter with Bumper T_avelopment Corporation,and agreed that 23 -4 the M D will improve tt;e road with the motor graders at M D gUpER DEV expense s_nd the company will gravel the road This work is to be done as soon as poss_ble.
