( SEE OVER FOR EXPENDITURE CONTROL ) 19___71 Reeve - ML LMEM ir F E COUNCIL MEETING JUNE 16th, 1977 P 1 A regular meeting of the Council of the Municipal District of Kneehill #48 was held in the Municipal Office, Three Hills, on Thursday, June 16th, 1977, commencing at 9 00 A M Those present for the meeting were. G A Berdahl C W. Poole Ralph W Brown Art W Bauer T. A. Ferguson Leonard Litz Reginald Campbell Division 1 Division 2 Division 3 (Reeve) Division 4 Division 5 Division 6 Division 7 Mr G G King, Secretary-Treasurer, and Mr J C Jeffery, Assistant Secretary--Treasurer, were present for the meeting and Jean Wilkinson was present and recorded the minutes PRESENT Mrs Ada Major from the Three 7iills Capital was also present I APPROV MINUTES Mr Poole moved approval of the minutes of the meeting of May 24th, as circulated Carried FIN STATEMENT The financial statement for the month ending May 31st, 1977 was presented to the meeting It showed a net balance on hand of $27,094 12 Mr Campbell moved approval of the financial statement as presented Carried Mr King gave a report on the Banff Refresher Course which he, Mr Jeffery, Mr. Ferguson and Mr Litz attended recently and he outlined the points covered at the various portions of the meeting He noted that there are 8 Secretary-Treasurers retiring in 1977, and there was a retirement bannuet honouring, these men at this course. Council noted that Yr King had been presented with a watch from the Secrctari.--s Associati-in at this banquet. Mr Bauer moved that the report be adopted Carried V \ BANFF REFRESHER COURSE �ouncil then discussed the matter of expenses payable to the AXPENSES PAYABLE ouncillors and staff for attendance at the Banff Refresher Cour Mr. Poole moved that Councillors in attendance at this course FOR COURSES ETC be paid the sum of $305 00 less expenses which were paid by the Municipal District, and that the employees in attendance be paid the sum of $190.00 less expenses paid by the M D., and with an adjustment to be made to compensate for the increase in Pegistration fees over 1976, and a further adjUSt1Lr_-nt for ployees to reflect the increased meal allowance now being paid Carried SEED CLEANING Mr. Berdahl gave a brief report on his attendance at a recent regional PLANT Seed Cleaning Plant meeting held in Olds. Ile noted the attendance MEETING was much better this year, and he outlined the various items discussed , 4 ncluding lengthy discussion on insurance coverage for seed cleaning plants Ile noted that there is au additional $10,000 government grantavailable They discussed the 10�,T rates for seed cleaning and it was noted that there are now 79 seed plants in Alberta The next convention will be held in January in Edmonton and the next regional meeting in 1978 will be hosted by Strathmore The one motion passed by the convention was that all plants should carry at least $300,000 00 insurance Mr Ferguson moved acceptance of the report Carried 2 Mr Cunningham entered the meeting at this time A A /P1 COUNCIL MEETING JUEE 16th, 1977 D Mr Bauer, Mr Campbell and Mr. Cunningham, then gave a brief rep on the recent Fire Convention held in Medicine Hat They noted it was an extremely good convention and much information was obtained The discussions centered around the need for long range planning for fire safety and fire prevention There is a need for traininc, for firemen in the handling of hazardous materials and this will be arranged through Alberta Disaster Services The new legislation regarding smoke detector was reviewed, and it was also noted that there is a private member's bill in second reading now which would provide for provincial government assistance in purchasing; fire fighting equipment One main item is that the average person must be made more aware of fire prevention. The Alberta Fire Prevention Branch will conduct a survey of any municipality and come up with what they feel would be best suited for the needs of that municipality in regard to fire fighting equipment., etc. It was also noted that Mr Campbell was re- appointed as a directs of the Provincial Association Mr Litz moved to adopt the report Carried Mr Campbell moved that Alberta Fire Prevention M.D to determine what t_ for this area the M D. of Kneehill request the Branch to conduct a survey in the equipment, etc. would be best suited Carried The matter of expenses for attendance at the Firemen's Convention was then discussed. Air Ferguson moved that Councillors attending this convention receive the sum of $299 00, and subject to agreement by the Town of Three Hills, Mr. Cunningham receive his normal wages for the three days, if the Town of Three Hills will pay his expenses for registration, hotel rooms, etc. Carried EXPENSES FOR FIRE CONV 0 from the M D A letter received from Alberta Labour regarding a Utilities U,i, OFFICFF Officer's Seminar being held in Edmonton June 20th and 21st INAR was referred to the meeting After discussion, Mr Poole moved that Mr Cunningham be authorized to attend this seminar if he is able to do so. Carried ACCOUNTS Mr Jeffery then reviewed the accounts Mr Poole moved approval of the VA After discussion of various items, accounts as presented Carried It was noted that Council should review proposed changes to the ✓1 employees benefits __ Manulife and Dominion Life - including a dental plan and then have a meeting with the employees to discuss this matter The matter of trucks normally used by a specific employee M D being unavailable while that person is away on holidays was TRUCKS discussed, and Mr Litz moved that Mr Paquette be contacted and requested to leave his truck at the shop while away on holidays Carried There was also discussion regarding supervision of the crews during SUPERV CREWS Mr Paquette's absence on holidays and it was agreed that this matter should be discussed with the foremen this afternoon The letter received from Dorman Tainsh, Solicitor of Three Hills N TAINSH regarding collection of an outstanding mobile home licence fee \A COLLECTI(N account was referred to the meeting Mr Berdahl moved to accept OF A/C the report, and file same Carried ..3 P I COUNCIL MEETING JUNE 16th, 1977 P.3 The matter of increased rates fcr drilling; tax was discussed and the new rates established by the Provincial Government reviewed Mr Ferguson moved first reading to by --law number £31, this being; a by -law to establish rates for drillirgtax in the Municipal District of Kneehill 448, and the rates to be the same as those set by the Provincial Government under their new regulations dated May 24,1977 No 485 and to repeal existing by -law number 302 in its entirety Carried Unanimously Mr Berdahl moved second reading to this by law Carried Unanimously Mr Litz moved third reading to this by law. Carried Unanimously NEW DRILLING RATES i BY -LAW 831 0 Correspondence received from Rutters Crash Course was reviewed RUTTERS I briefly Mr Ferguson moved to accept and file same as information CRAM COURSES Carried The meeting then adjourned for dinner from 12.00 Noon to 1 00 P M Mr King gave a report on various Swalwell matters as follows 1 Melwood Property M A letter received from Mr Melwood was read to the meeting Mr King noted that he had inspected the property on June 15th, and there has been a definite improvement, but the property is still unsightly. Mr Kin,, recommended that Mr Melwood be encouraged to continue with his clean -up and no further steps be taken at this time The matter of the Cogbill property immediately adjacent to the Melwood property was also discussed The yard is badly overgrown and unsightly, and does not appear suitable for cutting for hay. Mr. Brown moved that Mr Melwood be advised that the condition of his property is still unsatisfactory, and he must continue with the clean up Carried Mr Ferguson moved that Mr Cogbill be notified that his property must be cleaned up and the hole filled in Carried 2 Allan Kerns Property The clean up of this property is progressing and the site is much improved Nothing further is required at this time Mr Poole moved to aceept and file this report Carried 3 Vernon Court Property -- 41ith the exception of the old buildings, there is a very definite improvement All the old vehicles with the exception of three, have been removed. There is still some junk on the property Mr Berdahl moved to accept and file this report Carried ✓' DINNER SWALWELL MATTERS L'-1 V1 4 Arnold Dunbar Property • Mr Poole moved that Harry Byers, Solicitor be requested to close his file in this matter, as he has done nothing for us. Carried SWALWELL Mr King reported that he had talked to Mr Dunbar with regard to the REPLOT proposeod replot and Mr Dunbar had agreed to consent to the replot scheme Mr and Mrs Harvey Elliott had been contacted and they also were agreeable to the replot scheme 4 V a !-M f. Council then considered the request of Douglas Webb to purchase the existing Lots 14 to 18 in Block 10, wt:..ich under the replct scheme will be Lots 1 and 2 in Block ltd. Mr T7ebb and his brother wish to construct a display home on these lots in connection with a dealership they are obtaining to sell this type of homes Mr Brown moved that Council agree to se?Moots`�1 and. 2 in Block 10 SALE LOTSOF to Douglas Webb and Shirley A ?)ebb for the sum of Five Hundred TO D WEBB Dollars each, at such time as the replot scheme has been completed and title to the property is available on the condition that Mr SWALWELL and Mrs Webb construct a dwelling on the lots within 12 months of the date of sale of the lots to them Carried The matter of the proposed sale of a portion of road allowance Plan 2611 J K in 14E 3- --29-25-4 was also discussed It was noted that approval for this subdivision must be obtained from Calgary Regional Planning Commission first and then approval from Alberta Transportation must also be obtained to close the portion of the road not rewired for public use Mr Bauer moved that Council agree to sell That portion of the South 188 feet of the North 238 feet of the NE of 3. Township 29 Range 25 West of the 4th Meridian which lies to the east of the Station Grounds on Plan FY 231 and to the west of the east 16 5 feet of the said quarter section, containing 0 36 of an acre more or less, Reserving unto Her Majesty all mines and minerals, to Leo Lavoie of Acme, Alberta for the sum of $500 00 if Council is able to obtain a separate title for this parcel of land, and is able to obtain approval from Alberta Transportation to close that portion of the road, on condition that Mr Lavoie construct a dwelling on the said property within 12 months from the date of sale of the land to him Carried Mr Poole moved that the replot for a portion of the hamlet of scheme as outlined to Council Swalwell, be approved Carried E LEO LAVOIE BIRCHAM PROPERTY V1 P COUNCIL MEETING JUNE 16th, 1977 P 4 SWALWELL Both Mr Dunbar and Mr and Mrs Elliott were agreeable to REPLOT paying; a reasonable sum for that portion of ?Tacker Avenue and that portion of the lots lying, to the west of their v1 respective properties which will be added to their properties in the replot scheme. Mr Hazelton then left the meeting BIDS FOR TRUCK The meeting then considered the bids received fir the water AND WATER pumps and the two trucks which were advertised for sale by tender PUMPS Two bids were received on the eater pumps as .follows 1 Fred Penner, Three Hills $76 00 for Master 3'` TTatcr pump $21 00 for Rex 3" Water rump 2 Al Seward, Carbon, Alberta $51 00 for Master 3" Water Pump Mr Bauer moved that the water pumps be sold to Mr Fred Penner as per the terms of his bid such sale to be on an as is, where is basis Carried The truck bids were then opened as follows- 1 Garry Weigum, Three Hills 1973 Ford 4 x 4 $193' 00 x 2 Ken Bauer, Torrington 1973 Ford 4 x 4 $1775 00 3 David Knapp , Bowden, 1971 Fargo !z Ton Truck $285 00 ' :4 Rick Barkman Swilwell 1973 4 x 4 $1600 00 After discussion, Mr Ferguson moved that the 1973 Ford 4 x 4 �^ be sold to Garry Weigum of Three Hills Alberta for the sum of $1930.00 Carried 6 1 6 1 IJ rOUNCIL MEETING JUNE 16th, 1977 P 6 Mr Litz moved that the 1971 Dodge Fargo ;I Ton Truck not was never surveyed be a)ld at this time as the bid received is too low ' Carried contact The report of the Employee Meeting held on May 30th, 1977 EMPLOYEE was read to the meeting Mr Brown Rave a further report MEETING regarding the matter of training employees which he had MAY 30/77 - discussed with Mr.Dorn Mr Dorn noted that they have attempted to train the new men , but there are times wnen it is not possible, particularly if they are short of men Carried The matter of men taking time off and showing up for work the next day when it was rainin- was also discussed but no Kostrosky, Toews road definite decision was arrived at, other than the foremen 26--29,,25--4 should attempt to advise the men if possible that they will is to be not be working The wind protection devites for the crawlers for the time being and was discussed, and perhaps a tLMporary windshield min.,ht be ROAD ACCESS of some assistance, but no definite decision was mr.de will contact the It was noted that the scarifier on the new motor grader has been fixed There was brief discussion on the idea of center dump trailers, and a possible reward for information leading to conviction of anyone defacing M D signs Mr Berdahl moved that a $100 00 reward bw offered to anyone reward giving information which leads to a conviction for defacing FOR DEFACING M D signs, and this be advertised periodically in the M D SIGNS Three Hills Capital Carried Mr Dorn mentioned he had removed an M D picnic table from PICNIC the Red Deer River downstream from the Tolman Park. and TABLE IN that there is another table still in the river RIVER TOLMAN PARK The matter of having a dental plan for the employees was tabled until the next meeting Mr Campbell moved that this report be accepted and filed � DENTAL PLAN Carried Various road problems wore then referred to the meeting 1 The north south road through Section 36 -.27 -21.4 ( Skytt ROAD land) has never been surveyed Mr Berdahl reported he had PROBLEMS contacted Mr Skytt and he is willing to give the land for SKYTT the road but requested that the M D make some needed SEC 36 -27 -21 improvements to the road It was also noted that Robin Arthurs, A L S , is working; on this survey now 2 Robin Arthurs; A L S , is also working on the surveys SUNNYSLOPE required for the curve at the Sunnyslope Road SE 13 -31 -26 4 ROAD CURVE and on the survey required for the McKee road -- West of 3 & 10 in 2E- -20 - -4 3 Council was advised that the road diversion in the NW 3 30-25• -4 was never surveyed Mr Poole moved that Mr Brown ROAD DIV contact Mr Norman Klassen about this matter and atteript ,- NW 3 -30 -25 to obtain the land for the road diversion Carried 4 The Kostrosky, Toews road problem. in Section 26--29,,25--4 R TOEWS KQ'$TROSKY is to be left in abeyance for the time being and the parties ROAD ACCESS involved will contact the office soon PROBLEM Midwest Surveys Co Ltd hav=e requested permission for an open cut crossing on the road to the east of Section 1,3­33 7.5-4 ROAD CROSSING, The oil company Czar Resources Ltd , have igreed to indemnify the M D from all loss, costs; charges, damages and expenses incurred by re -son of this crossing Mr'" Poole moved that the request for an open cut crossing at this location be approved on condition that the crossing be properly tamped and gravelled Carried 7 J COUNCIL MEETING JUNE 16th,1977 P 7 Great Plains Development have also requested permission ROAD for an open cut crossing between Sections 9 and 10 in CROSSING 31 23 4, as per plans submitted Mr Ferguson moved apt)roval of this request, on condition that the crossing be properly tamped Carried R & D Oilfield Company have requested placing of gravel ROAD on three reads as follows IMPROVEMENT 1 3/4 mile to 5 of 10-31-23 4 REQUESTS 2 W /NW 15- -33-24 4 approximately 400 yards north from Christie Hog Farm 3 W of 15--32 24 -4 . approximately 1 mile After discussion of this matter, Mr Ferguson moved that the M D will not be able to gravel these locations at this time Carried Amoco Canada Ltd , requests that the M D supply the necessary culverts for the road which they will construct to M D V� standards West North West 22 in 32 24 4 Mr Litz moved that the M D supply the necessary culverts for this job Carried Mr Poole moved that no caravel be supplied for this road A West of 22 and 15 in 32-- -24-4 Carried AAMD & C Various circulars from the AAMD & C were referred to the CIRCULARS meeting There was brief discussion regarding possible �/ purchase of metric road signs, and finally agreed that more information as to the number of signs, and conversion figures would be required before an order could be placed, and a committee of John Jeffery Keith Smith and Ed Duncan should look into this matter Mr Ferguson moved that the circulars be accepted and filed as information Carried CITY DRUM.
