A regular meeting of the Council of the Municipal District of Kneehill #48
was held in the Municipal Office, Three Hills, on Thursday, June 16th,
1977, commencing at 9 00 A M

Assistant Secretary--Treasurer, were present for the meeting
and Jean Wilkinson was present and recorded the minutes

Mr Poole moved approval of the minutes of the meeting of May 24th,
as circulated Carried
FIN STATEMENT
The financial statement for the month ending May 31st, 1977
was presented to the meeting It showed a net balance on hand
of $27,094 12 Mr Campbell moved approval of the financial
statement as presented

Mr King gave a report on the Banff Refresher Course which
he, Mr Jeffery, Mr. Ferguson and Mr Litz attended recently
and he outlined the points covered at the various portions of
the meeting He noted that there are 8 Secretary-Treasurers
retiring in 1977, and there was a retirement bannuet honouring,
these men at this course. Council noted that Yr King had
been presented with a watch from the Secrctari.--s Associati-in
at this banquet.

COURSE
�ouncil then discussed the matter of expenses payable to the AXPENSES PAYABLE
ouncillors and staff for attendance at the Banff Refresher Cour
Mr. Poole moved that Councillors in attendance at this course FOR COURSES
ETC
be paid the sum of $305 00 less expenses which were paid by the
Municipal District, and that the employees in attendance be
paid the sum of $190.00 less expenses paid by the M D., and with
an adjustment to be made to compensate for the increase in
Pegistration fees over 1976, and a further adjUSt1Lr_-nt for
ployees to reflect the increased meal allowance now being paid

Mr. Berdahl gave a brief report on his attendance at a recent regional PLANT
Seed Cleaning Plant meeting held in Olds. Ile noted the attendance MEETING
was much better this year, and he outlined the various items
discussed , 4 ncluding lengthy discussion on insurance coverage
for seed cleaning plants Ile noted that there is au additional $10,000
government grantavailable They discussed the 10�,T rates for seed
cleaning and it was noted that there are now 79 seed plants in Alberta
The next convention will be held in January in Edmonton
and the next regional meeting in 1978 will be hosted by Strathmore
The one motion passed by the convention was that all plants should
carry at least $300,000 00 insurance

Mr Bauer, Mr Campbell and Mr. Cunningham, then gave a brief rep
on the recent Fire Convention held in Medicine Hat They noted
it was an extremely good convention and much information was
obtained The discussions centered around the need for long
range planning for fire safety and fire prevention
There is a need for traininc, for firemen in the handling of
hazardous materials and this will be arranged through Alberta
Disaster Services The new legislation regarding smoke detector
was reviewed, and it was also noted that there is a private
member's bill in second reading now which would provide for
provincial government assistance in purchasing; fire fighting
equipment One main item is that the average person must
be made more aware of fire prevention.
The Alberta Fire Prevention Branch will conduct a survey of
any municipality and come up with what they feel would be best
suited for the needs of that municipality in regard to fire
fighting equipment., etc.
It was also noted that Mr Campbell was re- appointed as a directs
of the Provincial Association

Air Ferguson moved that Councillors attending this convention
receive the sum of $299 00, and subject to agreement by the
Town of Three Hills, Mr. Cunningham receive his normal wages
for the three days, if the Town of Three Hills will pay his
expenses for registration, hotel rooms, etc.

The matter of increased rates fcr drilling; tax was discussed
and the new rates established by the Provincial Government reviewed
Mr Ferguson moved first reading to by --law number £31, this
being; a by -law to establish rates for drillirgtax in the Municipal
District of Kneehill 448, and the rates to be the same as those
set by the Provincial Government under their new regulations
dated May 24,1977 No 485 and to repeal existing by -law number 302
in its entirety

Mr King gave a report on various Swalwell matters as follows
1 Melwood Property M A letter received from Mr Melwood was
read to the meeting Mr King noted that he had inspected the
property on June 15th, and there has been a definite
improvement, but the property is still unsightly.
Mr Kin,, recommended that Mr Melwood be encouraged to continue
with his clean -up and no further steps be taken at this time
The matter of the Cogbill property immediately adjacent to the
Melwood property was also discussed The yard is badly overgrown
and unsightly, and does not appear suitable for cutting for hay.
Mr. Brown moved that Mr Melwood be advised that the condition
of his property is still unsatisfactory, and he must continue
with the clean up

must be cleaned up and the hole filled in

2 Allan Kerns Property The clean up of this property is
progressing and the site is much improved Nothing further
is required at this time

3 Vernon Court Property -- 41ith the exception of the old buildings,
there is a very definite improvement All the old vehicles with the
exception of three, have been removed. There is still some junk

Solicitor be requested to close his file in this matter, as he
has done nothing for us.

proposeod replot and Mr Dunbar had agreed to consent to the replot
scheme
Mr and Mrs Harvey Elliott had been contacted and they also were
agreeable to the replot scheme

Council then considered the request of Douglas Webb to purchase
the existing Lots 14 to 18 in Block 10, wt:..ich under the replct
scheme will be Lots 1 and 2 in Block ltd.
Mr T7ebb and his brother wish to construct a display home on these
lots in connection with a dealership they are obtaining to sell
this type of homes
Mr Brown moved that Council agree to se?Moots`�1 and. 2 in Block 10 SALE

Dollars each, at such time as the replot scheme has been completed
and title to the property is available on the condition that Mr SWALWELL

of the date of sale of the lots to them

Plan 2611 J K in 14E 3- --29-25-4 was also discussed
It was noted that approval for this subdivision must be obtained
from Calgary Regional Planning Commission first and then approval
from Alberta Transportation must also be obtained to close the
portion of the road not rewired for public use
Mr Bauer moved that Council agree to sell That portion of the
South 188 feet of the North 238 feet of the NE of 3. Township 29
Range 25 West of the 4th Meridian which lies to the east of the
Station Grounds on Plan FY 231 and to the west of the east 16 5
feet of the said quarter section, containing 0 36 of an acre more
or less, Reserving unto Her Majesty all mines and minerals,
to Leo Lavoie of Acme, Alberta for the sum of $500 00 if
Council is able to obtain a separate title for this parcel of land,
and is able to obtain approval from Alberta Transportation to close
that portion of the road, on condition that Mr Lavoie construct
a dwelling on the said property within 12 months from the date of
sale of the land to him

Both Mr Dunbar and Mr and Mrs Elliott were agreeable to REPLOT
paying; a reasonable sum for that portion of ?Tacker Avenue
and that portion of the lots lying, to the west of their v1
respective properties which will be added to their properties
in the replot scheme. It was generally agreed that the
land to the west of the Curling Club would be added to the

The matter of the road construction into Swalwell was discussed
It appears that the Provincial Government may allot more funds SWALWELL
to this project, in order to complete the ,job ACCESS ROAD
The funds available now will be used up on the first mile f
because of engineering costs, etc Council was advised that
the main crew are working an 11 hour day on this project as
the Provincial Government engineer expressed concern over the
length of time the project would take to complete on a 9 hour
day
Mr Dobler Gravel Foreman, Mr Dorn Grade Foreman and
Mr Doug Hazelton of Linden Contractors, entered the meeting at f
this tide

portion of the meeting
D HAZELTON
Mr Hazelton asked if the M D had given out their gravel crushing REQUEST
work for this year He was advised no contracts had been let RE GRAVEL
as yet., and he stated he is negotiating, for the purchase of a CRUSHING WORK
gravel crusher which would be more than adequate to crush
gravel to PS D standards If the purchase is made he would
be ready to start crushing around the 1st of September, and
requested Council to keep him in mind for any work
He mentioned some problems he has encountered with his road mix
plant, but felt this would be in operation around July 15th
The cost of his cold mix would be around $15 00 a ton at Three HiUs.
Mr Hazelton then left the meeting

The meeting then considered the bids received fir the water AND WATER
pumps and the two trucks which were advertised for sale by tender PUMPS
Two bids were received on the eater pumps as .follows

$76 00 for Master 3'` TTatcr pump
$21 00 for Rex 3" Water rump
2 Al Seward, Carbon, Alberta
$51 00 for Master 3" Water Pump
Mr Bauer moved that the water pumps be sold to Mr Fred Penner
as per the terms of his bid such sale to be on an as is, where
is basis

the M D from all loss, costs; charges, damages and expenses incurred
by re -son of this crossing

location be approved on condition that the crossing be properly tamped

for an open cut crossing between Sections 9 and 10 in CROSSING

After discussion of this matter, Mr Ferguson moved that
the M D will not be able to gravel these locations at this time

A letter from the City of Drumheller regarding possible work ROAD
on the road east of the Churchill corner for approximately 1 IMPROVEMENT
mile was read to the meeting, REQUEST
The City would like to have the M D do the work on the roan
and charge the costs for same to the City Mr Dobler mentioned
that there is not sufficient gravel at the stock rile in this
area to do this additional job and therefore more gravel would
have to be hauled in from the McNair Pit west of Beiseker
Mr Poole moved that the M D advise the City we are unable to
do this job for them at this time as we are short of gravel
and behind on our own work scheduled for this summer
However we would be agreeable to selling them (or their contractor)
gravel from the McNair Pit for this job at a cost of $2 05 a cubic
yard, on condition that they dr) their own hauling from the pit,
and we could arrange to have our motor grader operator spread the
gravel for them

see the car because of the dust until it was right next to him.
He nulled his truck over away from the vehicle and the car
went out of control and into the ditch Ile watclied and saw
that the people all got out of the car so did not stop
Mr Ferguson moved that Mr and Mrs Janz be advisee:
that if they were passing the trucks on a hill, there
would appear to be no reason for a complaint -against the driver
of the truck

meeting It appears that it was the D-7 cat and the blade
can be angled on this machine-

two miles of the Pope Lease Road is in a very dangerous
condition because of numerous large pot holes and
breaks in the road surfacing He fells these should be
patched or some repair work done to prevent an accident
occuring After discussion of this matter it was
generally agreed that certain areas of the light coat
surfaced roads d►ould be scarified and maintained with
the grader until such time as the surfacing can be renlaced

21 gravelled as soon as construction on the access road close to PUBLIC

Mr Mueller from the Drumheller Ag Society wis'Ies to
know when the Society may come for the sheepsfoot packer
After discussion of this matter with Mr Dorn it was
agreed that Mr Dorn contact Mr Mueller and make
arrangements satisfactory to both the M D and the Society
It was agreed that the packer should not be away for any
length of time as it may be required on the Swalwell road
a. project should a breakdown occur
Mr Derek Page on behalf of the Allinpham Community Association
had contacted Mr Berdahl about a possible deal for operation
of the Keiver Lake Park next year It was arreed that
they should discuss this matter with the Parks Committee
A meeting of the Parks Committee was irranped for July 21st
1977 at 9 00 A M , and Mr Pate is to be notified of this
date and request(,�d to attend
Mr Berdahl also mentioned that there is a lame truck
hauling -rain over the Beynon Brid-,e, and the truck would
exceed the load limit on that bridge There are no siq.ns
on the road in the County of Wheatland to indicate that
ti-e bridge has a load limit and it was agreed that this
should be done Mr Berdahl also mentioned a hole washing
in the road at the end of a culvert on the Beynon road
and it was agreed that this should be flagged, and nris
Rodgers to correct the problem when he is down in that area
There was discussion about the first Council meeting in July
July 11th, which falls in the week of the A S B Tour
Mr Berdahl also noted that he would be away for the first
two weeks of July
Mr Poole moved that the rc—ular meeting day July 11th
be changed to July 8th, and Mr Berdahl be excused from Council
meeting during the first part of July

There was brief discussion with the foremen regarding the main MAIN CREW
crew working an 11 hour day on the Swalwell -project, and Mr Poole 11 H6UR
moved that the main crew be authorized to work an 11 hour day DAY
while working on the Swalwell Access Road Project,
and that Mr John Dorn be paid for any overtime involved while
on this project

Mr Dorn requested permission from Council to purchase a new IMPACT
impact wrench at an approximate cost of $500 00 The old WRENCH
wrenches are worn out, and changing the scraper blades by PURCHASZE

hand takes approximately 3 hours, and with a wrench the job
takes approximately 1 hour Mr Berdahl moved that the
shop be authorized to purchase a new impact wrench for
this purpose, at an approximate cost of $500 00

There are about 34 lots which will be available for new IN RUARKVILLE
residences on completion of the replot scheme The majority
of home's in Ruarkville are now of fairly high standards

high standards
2 Maintain the area as a strictly residential area but with
strictly hone occupation businesses allowed
3 No apartment buildings or multi dwelling buildings be allowed
