COUNCIL MEETING MAY 24th, 1977

A regular meeting of Cojncil of the Municipal District of Kneehill #48
was held in the Municipal Office, Three Hills, On Tuesday, May 24th,
1977, commencing at 9.00 A.M
Those present for the meeting were

Mr G G King, Secretary - Treasurer was present for the meeting, and
Mr John Jeffery, Assistant Secretary - Treasurer, was present for the V\
mayor portion of the meeting. Jean Wilkinson was present and recorded
the minutes
Mrs. Ada Major of the Three Hills Capital was present for most of the
meeting APPROV
Mr Poole moved approval of the minutes of the meeting of May 9th and MINUTES
May 11th, 1977, as circulated 1

Mr Bauer moved approval of the minutes of the combined Council
and A S B meeting of May 16th, 1977
Carried
Mr King requested advice from Council with regard to granting
overload permits He had received a request to move a drilling
rig for Precision Drilling, commencing in the County of Red
Deer and coming into our area The gross vehicle weight is
130000 pounds, with a 16 wheel, 16 axle 34 tire vehicle After
lengthy discussion, and a telephone call to the County of Red
Deer, and consideration of the rain fall in different areas of
M D , Mr Litz moved that the overload permit be granted,
providing the company moves on the paved roads, and avoids
the gravel roads which are in poor condition due to the
rain

It was noted that the County of Red Deer requires a signed
agreement from the truckers, in which they agree to be responsible
for any undue road damage
ACCESS TO
Mr Brown discussed a request which had been received for WELL
access to a well site in LSD 6 of 25- 29 -25 -.4 In order to LSD 6- 29 -25 - -4
gain access to this location it is necessary to travel on the light
coat surface to a cedrtain extent, and therefore it would appear
rovi
more logical t /acce s to the well site directly off the light
coat surface road to the north rather than grading up the road
allowance between Section 25 and Section 26 which is now only
a prairie trail, and gaining access to the well site from this
road allowance on the west
There was discussion also as to whether or not the Municipal
District maintains those roads put in by oil companies, which are
only used to gain access to the well sites, and are not used by the
public.
After discussion of these matters, Mr. Poole mo ed that the of la

to gain access to their well site from the west road allowance

The minutes of the Court of Revision held on May 16th 1977 were MINUTES
briefly reviewed, and Mr Ferguson moved accpetance of these
minutes

METRIC
A letter from the Honourable Hugh Horner, Minister of CONV ROAD
Transportation for the Province of Alberta regarding conversion SIGNS
to metric road signs was read to the meeting, and the target date
for conversion of the signs is set for September 1st, 1977.
After discussion, it was agreed that the office should prepare
a list of municipal by -laws that will require revision because
of the metric conversion Mr Berdahl moved to accept and file
the letter as information

REPORT OF
A report of fire losses in the M D from January 1st to March FIRE LOSSES
31st, 1977 was read to the meeting, and Mr. Campbell moved to accept
and file as information

KNEEHILL
The minutes of the Kneehill Ambulance Service committee meeting AMB
held the evening of May 16th, 1977, were referred to briefly MIN
and it was noted that the Ambulance committee had approved the
budget for 1977 based on the previous estimate of 2 mills on the
equalized assessment
Mr Poole moved to accept and file this report as information

A telepost received from John Roberts, Secretary of State CANADA
for Canada was read to the meeting. It requested every DAY
municipality to advise the Federal Government of plans for ✓` CELEBRATIO!
celebration of Canada Day
Mr. Berdahl moved to accept and file this as information

A notice from the Association of Alberta Seed Cleaning Plants
Ltd was referred to the meeting, and it was noted that a regional
meeting of seed plants in this legion is to be held in Olds on
June 14th, 1977. After discussion, Mr. Brown moved that Mr
Berdahl be authorized to attend this meeting on behalf of the
Municipal District

There was discussion regarding the date for the /council meeting
to be held in June Due to conflict of dates, Mr Ferguson moved
that the first meeting of Council in June be held on the s
16th day of June, 1977, commencing at 9 00 A M
A letter from the Village of Linden regarding the reimbursement f
program for those attending fire training school at Vermilion,
was read to Council, and it was noted that the Village will match
the contributions to be made by the M D.

Mr King advised that Cpl Macleod of the R C M P contacted him RADAR
recently It appears that the Town of Three Hills have agreed to GUN
d f in the Town by the R C M P and R C M P
purchase a ra ar gun or use
Cpl McLeod wondered if the M D would be interested in paying
a share of the cost for this gun., so that the R C.M P could use
it in the rural area which they cover from the Three Hills detachment ✓
AFte2 a lengthy discussion of this matter, Mr Brown moved that the
Municipal District contribute the sum of $1000 00 towards the purchase
of the radar gun

Mr Berdahl moved that the M D make a contribution of $500 00 towards P
the purchase of the radar gun

BY-LAW
Mr. King gave a report to the meeting regarding the 1977 budget and
the meeting of the finance committee held on Friday, May 20th 830
There were a few suggested changes made by the committee to the
draft budget which were reviewed by the meeting 1977
It was noted that based on the revised budget figures, the BUDGET 6
municipal mill rate would be increased 2 mills from 59 1 MILL RATE
mills to 61.1 mills Copy of the budget is filed with the minutes
The other mill rates would be as follows

Mr Ferguson moved first reading to by -law number 830
being a by -law to adopt the 1977 final estimates of revenue and
expenditure as per copy with this by -law, and to authorize the Secretary-
Treasurer to levy the required mill rates for taxation purposes for
1977

It was agreed that there should be a detailed look at the budget
figures at the second meeting in August and the work of the gravel
crew should be reviewed with Mr Dobler at the next meeting of
Council
MERIT
Council was advised that the Workers Compensaton Board have REBATE
awarded the Municipal District a merit rebate for 1976 in the W C B
sum of $674 64 Mr Campbell moved to accept and file this as 0
information.

Mr Brown suggested the men should be advised of this rebate
4- and congratulations extended to them for maintaining a good GOVT
safety record in 1976 REPLIES TO
A report has been received from Alta Municipal Affairs covering AAMD & C RESOLUTIONS
replies from the government to resolutions presented by the
Association of Municipal Districts and Counties, as considered
at the 1976 fall convention

There was discussion regarding proposed changes to the Municipal TO MUN ELECTION
Election Act, and it was noted that a person may now only vote ACT
in the municipality in which he resides
A Main Street Alberta newsletter was referred to the meeting, NIP PROG
and Mr King mentioned that he had spoken to Hugh Bodmer about
the M D application under the NIP program The application has
been submitted to the Provincial Government and it may be
approved for the year 1978, but nothing is definite as yet
There was brief discussion about the grant received by the Village
of Carbon and their proposed expenditures

MEETING
Mr.King gave a report of the meeting held in Swalwell on May 17th,
and it was noted that there was a good attendance at the meeting
Mr Cunningham had given the people a summary of the work involved
and the costs involved in the i.nstalbtion of the Huxley sewer system
The meeting passed a motion directing their Executive to obtain
a petition from the Swalwell residents requesting the M D to
r undertake a study of costs involved in installation of the modified
sewer system
There was discussion regarding oiling the streets in Swalwell this
year the proposed paving of the access road to Highway #21, and
the proposed replot scheme for a portion of the hamlet
The people were advised that all land owners involved in the replot VI)
area would have to agree to the scheme before it could be proceeded
with It was noted that the Curling Club building extends on to
Wacker Avenue, and also encroaches on to the street It was also
noted that the well is sitting in the middle of Wacker Avenue
The removal of old cars from the hamlet was discussed, and a v\
possible hazard from an open septic tank on the Donald Gordon property
had been investigated It appears that the tank is also being pumped
out on the ground The cover is safe at present

Mr Poole moved that the Drumheller Health Unit be requested
to make an inspection of this septic tank and ensure that it
meets health regulations

Mr Court advised Mr King that he will be moving the old
cars he has to a farm and storing same in a coulee until he
can remove the parts ,which will be sold, and afterwards the
hulks will be disposed of
The old hotel building was also discussed with Mr Court and
he advises that he may renovate the building or tear it down

Mr Brown moved that Council recommend approval of this

of Mr and Mrs A Berreth for a subdivision in SE 8.29 -26 -4
was referred to the meeting Mr King reported that the
subdivision as proposed would not be very satisfactory as the proposed
south boundary would be too close to the existing buildings
He had discussed the matter with Mr Hagel who stated that
his clients only wanted a 10 acre subdivision and would be
willing to change the subdivision to 700 feet x 622 5 feet
to make 10 acres
Mr Poole moved that Council recommend approval of the subdivision
to allow only a 10 acre parcel. with a change in size to
700 feet by 622 5 feet on condition that the applicants submit
a drawing in scale measurement showing the location of the buildings
and ensuring My do not encroach on the balance of the quarter
section, that cash in lieu of public reserve be paid calculated
on the basis of $500 00 an acre, taxes paid in full and culverts
and approaches installed at the developer's expense

The Association met with the Canadian Association of Oilwell
Drilling Contractors, and they made recommendations which they
felt would assist them in preventing damage to municipal roads A

advise the Association that they will not be able to provide
24 hour service to provide information on routes to be taken
by drilling contractors during moves in the M D , and further
that the M D will not subscribe to the Energy Resources
Convervation Board daily list of well licences issued

SHOP COMM
Mr Jeffery reported on the Shop Committee meeting: held Friday, MEETING
May 20th The reinforcement on the gravel boxes is not helping
the problem. The Sunnyslope fob has been completed and the crew
has moved to the L Sich job in Division 7 11 list of the new
men hired recently was referred to the meeting Mr Dorn had
mentioned at the meeting that he was short of men who were
absent from work so they could seed their crops. It was noted
that this problem arises every spring and fall, but perhaps
the benefits of having a more stable employee as opposed to
a transient type of employee outweighs the problems at these
times of the year
After a lengthy discussion of this problem, Council agreed that the
men must be fair with the M D and not abuse this privilege
It was agreed that a meeting with the men should be held on
Monday, May 30th, 1977, at 7 30 P M , and this matter should be
discussed with the men
The Shop Committee recommended to Council that two water pumps
the half ton Dodgn truck and the 4 x 4 four wheel drive truck
be put up for sale by tender, with bids to close June 15th, 1977

Mr Campbell moved that the bids be called for these items as
recommended by the Shop Committee

The Drumheller Agricultural Society wishes to rent a 60" sheepfoot
packer about June 15th to do some work on their fairgrounds

A telephone call was received from Mr Earl Danchuk of Alberta ROAD PROJECTS
Transportation regarding obtaining gravel for the Swalwell East
Road Project He was given the price of gravel from the Megli
Pit. Mr Ferguson moved that Alberta Transportation be
authorized to obtain gravel from the Megli Pit for the Swalwell
East Road
Mr Danchuk mentioned several other projects which may be done
in the future, including Three HIlls West, and paving of the
main street in the Village of Linden This was discussed with ✓`
the M D as the Village of Linden had requested assistance from
the M D in doing work on their main street this year
Mr King advised the meeting that he had discussed the L Sich
road project in Division 7 with Carl Stencel owner of the NW
24 32 -22 -4 and Mr Stencel 'ias agreed to co- operate in this
project and will allow the backsloping required subject
to payment of crop loss etc
Mr Berdahl moved to accept and file this report as information

OVERLOAD
Mr King requested advice from Council with regard to overload PERMITS
permits It appears that the service rigs coming into the M D
are always overloaded as the rigs are over their axle ratings SERV RIGS
-v The load on the truck can be broken down into two loads, but this
takes at least a day to take the rig apart and the contractors
normally request an overload permit rather than to split the
load Does Council feel this practice should be allowed to
continue or should the contractors be required to split the loads)
After discussion of the matter, and in particular noting that
during road ban time the contractors do co- operate and split their
loads, Mr Campbell moved that the service rigs be kept
on gravel roads, if at all possible and overload permits be
given as requested, without the need of breaking down the rig,
providing the contractor is aware that they are responsible for
any undue damage to the roads

Mr Paquette did not have a report on the costs involved in
oiling the service road at Grantville in front of the motel,
but he did not feel it would be too expensive
Mr Bauer moved that the service road in Grantville in the
vicinity of the Lamplighter Inn be oiled when time permits

Alberta Transportation have a detour road on Highway 21 at WORK

do this work for Alberta Transportation as requested, and i%
charge them for the work at government rates

It would involve about 11� miles and take about 3 days work

them and given them an estimated price of 65� a square yard VA

company be advised that it is not in the M D road program
to improve either of these roads, and if they wish to improve
the roads themselves, the construction must comply with Municipal

Megli pit before any more gravel can be crushed there
It was noted that the final clean up at the Postill gravel

The meeting agreed that Mr Ralph Brown act as Chairman and Mr G
King agreed to be secretary to the meeting
Each person present introduced himself or hersolf and named the
group they were representing
Mr Ken Wright gave a brief review of the organization of the Kneehill
Mountain View Auxiliary Hospital and Nursing Home District and by
government plans at that time they required the combined population
so they would proceed with a fifty bed auxiliary hospital which was
built at Didsbury
The Board later requested a 25 bed nursing home for each of
Three Hills; Trochu, Olds and Disbury, but this was ruled out and a
40 bed addition was added at Didsbury The private nursing home
in the Linden area has about 36 beds

Planning discussions have been held with representatives of Alberta
Hospital Service Commission regarding up dating the facilities at
Thre -- "ills, but nothing has been finalized The west area now
has about 60% of the population and uses 90 to 95% of the facilities
at Didsbury, with the balance from this area
Mr Wright suggested that this meeting discuss splitting the Kneehill
Mountain View area into two areas, with boundaries to be decided and
with possible extension to the north, and he invited opinions and
discussion
N:r Frank Hopping stated that a centralized nursing home had been
approved for Trochu, a few years ago,but the Province dial not provide
the funds Once a center is established and facilities are built
it is difficult to make any later changes A major addition and
changes have been made at the Trochu Hospital, which now has 33 beds
which are designated for 24 long care, 6 active and 3 day care
There is elasticity in the management and it can be adjusted to the
needs of the area No mayor surgery is provided Mr Hoppins further
advised t'iat he is Chairman of the Three Hills, Trochu, Elnora Advisory
Piarning Council for the local hospitals Voting members are 2 board
f -om each and the administrators of each hospital attend as
advisors Mrs Pat Matthews is secretary of this Council
1 Chuck Ellis stated that their Council mainly deals with Didsbury,
C Os s and Sundre and gives a common ground for discussion.
M-^ Larry Wilson and B J Johnson of Alberta Health Services Commission
were at Three Hills for a meeting in April and Mr Wright reported
that he had discussed possible boundary changes with them They voiced
no objections
Mr. N,--.- Wagstaff stated that he had also talked to Mr Johnson and he
feels that Mr Johnson favours adding to existing facilities and
of same It appears logical to have an area from Delburne
along #21 to #9 Highway, but there may be political problems due
to parts being in different municipalities
Sister Helen asked who set the various boundaries. She was advised
that municipal boundaries are set through Alta Municipal Affairs,
while hospitals are dealt with through Alberta Health.
Local requests should go to Alberta Hospital Services Commission
Present funding of nursing homes and auxiliary hospitals is by a government
grant of $16 00 per day plus patient fees of $5 00 per day The Board
must pay the debentures and interest, but the government later reimburses
for the full amount

de eated at a recent convention He felt it adAisable to get the
'?o ndaries adjusted soon so as to be ready in case there are requisitions

Ellis felt that his Board would have no objection to a change They
h,-;,e a long waiting list and financing would not be affected At Didsbury
there a = ^e now 125 beds in total, but there must be 2 boards With a
ch nge one board might be enough and this could be an advantage
I-Arf Andras of the Drumheller Board stated that their area is now well
se ved„ with all facilities close by
Mr� Pringle explained that active care is of an intensive nature
for s' - -• -t periods of time - no charge to patients Auxiliary
Hospitals provide more extended care where therapy , etc is needed
with the first 120 days being paid by Alberta Health Care, and the
rate then being $5 00 a day Nursing homes are limited to 1k hours
nursing care per day, so patients must be able to do many things for
themselves Rates are $5 00 per day - public ward, $7 00 per day for

semi private and $9 00 for private wards Patients must also
pay for medication, etc There is often a problem explaining
the difference to the patient and the relatives
Mr Dreeshen stated that active hospital construction
is shared by Federal and Provincial governments, but auxiliary
hospital and nursing homes are strictly provincial
Alberta Health Services Commission now believes that a unit
built strictly for auxiliary hospitals and nursing homes must be 65 to 75
beds to be economical. The option is therefore the larger homes or
combined services with other facilities
Mr Hoppins stated that he felt total health care centers create some
problems, in sorting out patients and staff, etc , but the benefits
outweigh the drawbacks
Further general discussion followed
Mr. Wright moved that the report of this meeting be sent
to all groups that might be affected by a change of auxiliary
hospital and nursing home boundaries, that each be asked to discuss
this and then relate their opinions in writing to Mrs Pat Matthews
of Elnora, as Secretary of the Three Hills, Trochu Elnora Advisory
Planning Committee
