HomeMy WebLinkAbout1977-05-16 Council MinutesCOURT OF REVISION - MUNICIPAL DISTRICT OF KNEEHILL #48 MAY 16th, 1977 ------- ------------------ - ---=------ - - - - -- The Court of Revision of the Municipal District of Kneehill #48 T*et in the Municipal Office Three Hills on Monday, May 16th, 1977, commencing at 9 00 A M Members present were• R W Brown, T A Ferguson, G A Berdahl, L Litz and C W Poole Councillors Bauer and Campbell attended the hearing and gave some information in respect of lands in their divisions Mr Peter Spilchen Assessor was present throughout the hearings Mr G. G King Secretary - Treasurer, along with the Assistant Secretary -- Treasurer, John C Jeffery recorded the minutes Mr Poole moved that Mr Brown act as Chairman of the Court of Revision Carried The appeals were dealt with as follows 1 Leonard Litz - C P R Lease Land adjacent to Wimborne 13 29 acres This land is assessed at $400 00 Mr Litz deposited the required $3 00 with the Court of Revision, and asked to be excused from voting The appeal was read to the Court Mr. Litz advised the Court that the lease land is used for farm purposes and should be assessed accordingly Some of it has considerable brush Mr Spilchen agreed Mr Litz left the hearing Mr Spilchen recommended that a farm rate assessment be used and that the assessment be reduced from $400 00 to $160 00 Mr Poole moved that the said assessment be reduced to $160 00 Carried Mr Litz returned to the hearing and his $3.00 deposit was returned to him 2 Mary J Yates --- 20 acres in SE corner of SE 28- 29• -26 -4 Not present 'rho Appeal was read to the hearing Mr Spilchen reported the land is now assessed at $600 00 and buildings at $3750 He recommended a reduction on an old barn and sheds and his new total showed land at $600 00 and buildings at $3350 Mr Litz moved that the assessment be reduced as recommended to a total of $3950 Carried 3 Frank A Gauthier - NE 24 34 25 -4 Not Present The appeal was read to the hearing Mr Spilchen made comparisons with the SE 24, NW 24 and SE 25 in 34 25 -4 , and recommended no change Mr Ferguson moved that the assessment of NE 24w- 34 -25 -4 be confirmed at $3190 00 Carried 4 Ben Jasman -- NE 33- 30 -23 -4 and SE 3-- 31 -23 - -4 Not Present The appeal was read to the hearing Mr Spilchen made comparisons with adjoining lands and recommended no change Mr. Poole moved that the assessments be confirmed as follows NE 33- 30 -23 -4 $3580 SE 3- 31 -23 -4 at $3530 Carried 5 H 6 M N Kroschel - SE 16- 29 - -25 -4 - Not Present The appeal was read to the hearing, Mr Spilchen made comparisons with adjoining lands and recommended no change Mr Brown moved that the assessment be confirmed at $3690 Carried 6 R C Seidel - SE and NE 6 34 -23 -4 - Not Present Mr Spilchen recommended that the NE 6 remain the same, but that the assessment on the SE 6- 34 -23 -4 be reduced $170 00 mainly because of extra alkali areas Mr Litz moved that the assessment of NE 6- 34 -23 4 be confirmed at $2770 and the SE 6- 34 -23 -4 be reduced from $2880 to $2710 Carried 2 7 Mr Kurt Nasen -- All of Section 35-32-23-4 - Mr Nasen was present The appeal was read to the hearing Mr Nasen stated that he had brought the land in 19739 crops were badly frozen in 1974 and 1975 and partly hailed in 1976 Under the old land rating system this was shown with approximately 2 /3rds of the section being #7 or top soil and the balance #6 Under the revised C L I rating it is shown as #3 Mr Spilchen reported that the arable portions of the adjoining lands are assessed at approximately the same rate. After further discussion Mr Nasen was advised that the Court would consider this matter further and advise him of the decision by mail He thanked the court and then left the meeting In reply to a question, Mr Campbell stated he knew the land very well and he verified that it is quite subject to frost in the lower portions Mr Spilchen calculated an approximate 5% reduction on the lower lands for frost and presented revised figures to the court aad Mr Poole moved that the revised figures be accepted and assessments dealt with as follows SE 35- 32 -23 - -4 reduced from $4420 to $4300 SW 35 32 23 -•4 reduced from $4110 to $4000 NE 35- 32 -23 -4 reduced from $4560 to $4330 NW 35- 32 -23 -4 reduced from $4770 to $4670 Carried 8, Mrs M A Smith -- NW 35- 31 -23 -4 Present The appeal was read to the hearing Mrs Smith stated a ridge through the quarter is light and stoney It does not produce as well as the better land adjoining Mr Spilchen stated that the present assessment gives a 5% allowance for stones and 10% for topography The surfaced road made an addition of $232 Comparisons were made with adjoining lands namely NE 34 NE and SW 35 in 31 -23 -4 and SW 2 32 -23 -4, and other la„cls Mrs Smith then left the hearing Mr Spilchen recommended no change Mr ��ole moved that the assessment be confirmed at $4240 Carried 9 F F Weimer, Jr - SE 20 and SW 21 in 33 -26 -4 Notpresent The appeal was read to the hearing Mr Spilchen advised that the assess- ments had been slightly increased in 1976 due to the increase of the land under cultivation He had talked to Mr Weimer regarding this and Mr Weimer agreed Comparisons were made with NW 16 , SE 21 and "7 21 all in 33 -26 -4 Mr Spilchen recommended no change Mr Berdahl moved that the assessments be confirmed - SE 20 at $1860 and SW 21 at $2630 Carried 10 Mr Alex Brander NE 31- 32 -Z -4 Present The appeal was read to the court Mr Brander stated he felt that the dwelling should not be assessed as it is not occupied now, and he did not receive rent from the last tenants fie did not appeal on the land, nor on the actual assessed value of the buildings excpet that he felt that the buildings should not be taxed Mr Spilchen stated that the dwelling was occupied in December, and had no heating system other than an electric stove Mr Brander stated that the power has been shut off He then left the hearing Mr Ferguson moved that the assessment of $1530 on the land and $590 on the buildings be confirmed, but that Mr Brander be advised he may appeal to Council for consideration of cancellation of the taxes on the building later in the year if the dwelling remains unoccupied Carried 11. Witral Holdings Ltd - Buildings on SW 8-- 29 -22 -4 - Not represented. Appeal was read from Schwab & Company was read to the hearing Mr , Spilchen reported that the buildings were in use by renters in December of 1976, but are now boarded up He did not have information about the exact date that the renters left and the appeal did not state this Mr Ferguson moved that the assessment be confirmed at $3220 land and $1520 on buildings Carried 3 COURT OF REVISON MAY 16th, 1977 Page 3 12 Jacob Leonhardt - Buildings in Pt SE 22- 28 -20 -4 - Not present The appeal was read to the hearing The assessment on the buildings is now $9640 Mr Spilchen recommended that some reduction be given on older buildings and this would reduce the total on buildings to $8700 Mr Litz moved that the assessment on the land remain at $150 and the assessment on the buildings be reduced to $8700, for a total of $8850 Carried The Court of Revision adjourned from 12.00 Noon to 1 15 P M 13 Hudson Bay Oil and Gas Company Ltd - not represented Lease No 438 in 7 of 21- 31 -24 -4. Also present throughout the meeting were Mr Russel Horvey, D A Mr Norman Soder, Ag Fieldman Mr Glenn Smyth, Assist Ag Fieldman Mr Farrin Leavitt, Supervisor, Weed Research and Development, Alta. Agriculture Mr John Zylstra - Mr Leavitt's summer assistant Mr John Nielson - Instructor from the Olds School of Agriculture Mr Nielson is assisting Russel Horvey in return for work done at the Olds School by Mr Brian Laing, during the winter This will be for approximately 2 weeks. ?r Reg Campbell, as Chairman of the Agricultural Service Board, - ­d as chairman of the meeting tr. I- T^ffery recorded the first part of the minutes, and Mr G G King the latter portion _r Jeffery briefly reviewed the minutes of the Ag. Service Board meeting of April 18th, 1977 Copies had been circulated Mr Horvey reported that he had talked to Bruce Ruby of the Seed Cleaning Plant at Three Hills, and Mr Ruby is advising his board to look into the possibility of purchasing a vacuum for cleaning trucks outside and for similar work Mr Ferguson moved approval of the mi -lites of April 18th, 1977 Carried Mr Norman Soder read his Ag Fieldman's report as per copy with the -mutes He also suggested putting plastic bags in the garbage barrels at the parks for ease of handling, sanitation, etc It was agreed that he get prices of garbage bags from the AAMD 6 C. Mr Litz moved that the fence posts at the various cemeteries be pair*­-1 wbi tG Carried Mr Leavitt gave a brief tall -bout seeding plots with the John Deere from Olds., explaining the 6iff —ont success and failure rates of plots to date. Mr Soder reported that he had picked up the no till drill, for use on test plots later Mr Soder also reported tr-,t Dr Helm of University of Alberta did not seed the y plots here, due to the time factor We will -vim to do the seeding and likely pay rental to Parks Brothers for a portion of their land in SE 25- 30 -24 -4, along Number 21 highway Mr. Soder reported that Harold Howe's plot had $551 50 worth of lime put on, at the rate of 25 tons on 50 acres Mr Brown moved that we pay the grant to Harold Howe of $200 00 Carried Mr Brown also reported that Herman Clark from Acme has been doing sour: liming igr Berdahl moved acceptance of the Ag S'A�!lY Fieldman's report Carried K • • COMBINED MEETING - COUNCIL AND AG SERVICE BOARD P 2 Mr Horvey read his D A 's report as per copy with the minutes He further e)pl.ained that forms for the STEP program will be available by next week Mr Bauer moved acceptance of Mr Horvey's report Carried Minutes of the meeting of the Ag Advisory Committee of April 6th, �j 1977 were read and brief discussion followed Mr Brown moved that the minutes be accepted and filed Carried Letter of April 27th, as received from the Assistant Secretary - Treasurercf the County of Barrhead regarding the possibility of our Federal Government imposing a duty on chemicals coming into Canada. This suggested that a letter be sent to the Federal Minister of Agriculture expressing concern in regard to this Mr Brown gave some comments on the problems which the AAMD & C has iti dealing with chemicals Mr Brown then moved that a letter be firected to Mr Eugene Whelan, Federal Minister of Agriculture, expressing concerns about the imposition of duty on chemicals coming in to Canada Carried Mr Soder read a circular regarding June regional meetings of the ASsociation of Alta Seed Cleaning Plants Meeting for Region 2 will be at Olds on June 14th Mr Poole moved that this be accepted as information Carried Mr Brown moved that the circular regarding the Regional meetings of seed plants be referred to the next Council meeting Ij Carried !? Mr Soder read a letter regarding the Agricultural Service Board Tour to be held at Vermilion River, and this was ordered file as information Mr Soder read a letter from Mr Ross Betrand regarding certain dangers in respect to the use of chemicals on oil seed crops if spraying same for grasshopper control Mr Berdahl moved that farmers be required to sign a release form Carried Mr Soder also read some letters which had been tabled from a previous meeting fmm Cliff Barrettregarding grasshoppers He also briefly reviewed chemical rises as received from the AAMD & C Mr Wainwright of Delburne met with the meeting regarding operation of a ec_..,.;: ._on at Keiver Lake Park He has a goose neck trailer 8 foot by 11 with the rear part equipped to operate a concession He stated that Mr Rick Leyland, from the Drumheller Health Unit will inspect this unit within a day or two Considerable discussion followed Mr Poole moved that no rent be charged to Mr Wainwright for operating his concession at Keiver Lake Park subject to the following 1 That Mr Wainwright be responsible for picking up garbage and depositing same in barrels at the Keiver Lake Park 2 That this be on a trail basis 3 That he supervises the area and reports back if problems arise 4 That Council reserves the rent to cancell the agreement if the operation is unsatisfactory Carried Mr Wainwright was advised of this decision and agreed to it • Mr Soder read some correspondence from Larry Welsh regarding demonstrations, etc Mr Ferguson moved that the information be accepted and filed r Carried COMBINED COUNCIL AND AG SERVICE BOARD MEETING P 3 Mr Jeffery gave a report regarding the proposed water line in to the Agricultural Service Board Shop This had been previously approved It was agreed that motor grader operators be asked to submit a detailed list of all backsloping done by them along roads, so that same will be seeded to grass, unless Council directs otherwise Mr Soder stated that use of herbicides on the variety plots will be at a low cost to the M.D , with an estimate of about $100 00 No till cropping plots are planned at the farms of Jim Bishop and Jim Bayes. The equipment is here now The M D will seed and spray,the farmers get the crop No compensation has been promised, but there will be some nuisance to them Farmers supply the seed No agreements are drawn up to date Thetast plot will be approximately 10 acres and the farmer must have a similar 10 acre plot nearby to compare Mr Soder suggested that the M D pay 600 of the fertilizer required for the 20 acres at the recommended rate This is a five year deal Mr Bauer moved that the suggestions as noted be approved, and that agreements be obtained with the farmers prior to commencement of the work Carried Mr Leavitt spoke of carrying out some tests of weed spraying _"- ,3rious rates of chemicals and various rates of water, to determine crop tolerance , etc Money is available on a regional basis regarding thistles One plot is planned at Mert McGhee's in a wheat field. They would like to have a barley plot somewhere else Mr Leavitt suggested that the government will guarantee the same return to the farmer on the test plot as from the adjacent 10 acres The farmer does the harvesting The Department will sign leases with farmers in this regard Mr Neil Hempel was excused from the meeting at 5 30 P M Rejuvenation plots for native pasture was discussed Possible locations were at Bishops, Glenn Smyth, Tom Ferguson, maximum 5 acres each Mr Campbell suggested that the plots be spread around more It was agreed that Council consider locations and report back to Mr Soder ^nme tests had been carried out in the West half of 13- 28 -22 -4 for control of Black Henbane This is a poisonous weed a. and there was some of it in that pasture land Further check is to be made regarding the effectiveness of the controls Certain grants are available on a once in a life time basis, up to a maximum of $200 00 Mr Litz moved that Council approve of the policy if the maximum is earned in either one or two amounts Carried Mr Soder stated that about 6 miles of roadsides built in 1976 had not been seeded due to the laterrss of the grading work Council agreed that approval be granted for seeding on roadsides any time when the mosture situation is okay Mr. Horvey reported that P F R A still has a maximum $550 00 grant available on a one -half cost basis for water supplies Other programs under ARDA were cancelled March 31st, 1977, except for a minor carry over of funds Mr Brown advised him that Mr Jensen and Mr Fawcett may be interested in wells to replace the seismic flowing holes north west of Huxley 4 f COMBINED MEETING COUNCIL AND AG SERVICE BOARD May 16th, 1977 P 4 Mr Horvey briefly outlined certain government programs that are qkvw �� avAlable in case of dire water shortage 1 Pumps available to fill sloughs and dugouts if supply of water is available within 1 to 2 miles 2 Financial help is available if water must be hauled 3 They are watching feed and pasture supplies very closely and the D A at Strathmore is the co- ordinator Mr Horvey asked for information to fill out a government questionnaire and he was advised that the run off this spring was about 5 to 100 of normal and dams and dugouts are quite low It was noted that the Municipal Shop if the M D water pump is in working Some discussion took place regarding Service Board employees, and the fac the work with farmers Mr Ferguson hours of work be from 8 00 A M to 5 Committee should find out order hours of work of the Ag t that they must do some of moved that the regular 00 P M Carried Mr Leavitt stated that he had enjoyed the discussions and was somewhat amazed at the amount of work being done in Alberta and in this immediate area He made comparisons with programs in Saskatchewan Mr Soder reported that Brian Laing, D A has accepted a transfer to Provost, and will be leaving about the end of this week Mr Litz moved that Brian Lung be given a letter of appreciation for his work here, and that a memo concerning same be sent to Mr Al Reimer, Regional Supervisor, and also that Mr Brian Laing be given a Kneehill pin., as a parting gift Carried Mr Brown reported that a daughter of Mr Art Rowland died this week so he and his wife will be attending the funeral He will not be able to go to the planning conference which he had planned to attend Mr Ro;sland is vice president of the AAMD & C A card of sympathy is to be sent Mr Campbell expressed thanks to all of those who had attended and taken part in the discussions Mr Poole moved that the meeting do now adjourn Time of Adjournment 6 10 P M iw Carried G G King, Se ret ry for the Meeting a 3 { D A.'s REPORT TO THE AGRICULT URAL SERVICE BOARD ISETING, May 16, 1977 SE STATEMENT OF L STRICT & ACTIVITIES FOR MONTH t nights, complete with fashion show, display of projects, and entertaining held by ear: 4 -H clothing club These events are the fromtthe year sbers as they show their parents and guests their acco p )jects show near- oertec:t workmanship ears many of the questio' ;uests for D H F service have ack been high ssince athefyeaX was anlenjoYanle and thought- provok:. �e been stored up Going oerienc.e, but it certainly feels good to be back return D H E ranks The experience of haVZTt en away gives a person new enthusiasm upon men's Institute Conference and Trochu Handicraft Show made requests Wfor judges.
