COUNCIL MEETING APRIL-14th,-1977
The Council meeting that had adjourned on April 11th, 1977, was
9' reconvened in the Municipal District Office, in Three Hills, on Thursday
April 14th, 1977, commencing at 9.00 A M

for a further discussion of this matter

Mr Brown moved that a letter be written to the Survey Branch

Mr King advised that this M D has clear title to 2 75 acres BECKER
in SW 16- 29 -24 -4„ the said acreage lying south west of the former ACREAGE
road diversion The location was inspected by Council on road tour SW 16
and it would appear to have only a small value and is not suitable 29 -24 -4
for development Mr Poole moved that the M D offer to sell this
2 75 acres to Mr Arthur and Mrs Alvina Becker, at a total price
of $_$x'00, on condition that the title be consolidated with the
balance of the said quarter section, and that the M D pay the transfer
costs, etc.

ROAD PROG
There was general discussion cc;mparing the need for operating the
road crews with a similar public works program to that in 1976, versus
the need to hold the line on taxes
Mr Campbell moved that Council first consider the 1977 budget
assuming that a full road program will be carried out

Preliminary budget figures were presented by Mr Jeffery These BUDGET I
were discussed in detail and revised by Council A copy of the DISCUSSIONS
revised figures are filed with these minutes
The following points were especially noted
1 Net amount spent in 1977 to date for public works machinery
and trucks is $140,406 00 Budget provides for $185,000.00
Council may want to buy two gravel trucks late in the year , or other
items.
Provision is made for contributions to various seed cleaning plants
The municipal portion of the tax increase for balanced budget with
the revised figures would be approximately $47,227 00 or about 2 mills
The 1976 municipal mill rate was 59 1 so the increase would be about
3 40 These figures do not take requisitions into account
School requisition may increase 5 28 mills and increases in other
requisitions may be about 3/4 of a mill
A letter from the Beiseker Se -d Plant asked about our Council
sharing in the ccsts of a new plant. It stated that the government
will not contribute towards the new plant Mr. King and Mr
Brown advised that this M D contributed 250 of the municipal share
of the capital costs of the original plant in 1957
Total municipal share for up grading other plants is approved
by the government at $15,000 00, on condition that the plant
and the provincial government contribute an equal share. On this
basis our share for Beiseker would be 250 of $15,000.00 which
would equal $3750.00
Mr Berdahl moved that the Beiseker Seed Plant be advised that this
M D will provide up to $3750 00 towards the up grading of the
present plant or for a new plant as their board deems fit

Town and Village Recreation Boards which have not submitted their
1976 reports are to be asked to get these in right away
Mr Brown briefly explained the reasons for having the whole council
discuss the by get in the first stages rather than having
the finance committee deal with it first
Mr Brown agreed to contact Mr. Frank Keirle
regarding the small bridge being used as a cattle pass at SSW 17
30 --25 -4 A cattle pass 65' by 45" would cost about $1726 00
while a 24" culvert would cost about $351 00 and would look after
the drainage Mr Keirle is to be asked if he wishes to pay the
difference so as to have a cattle pass

Mr King was asked to write to Mr McFetridge regarding the drainage
at the north side of Carbon and to again request a meeting at the site v
Mr John Dorn had checked the levels at the Ron Toews dug out at
SW 6- 32 --24 -4 The over flow appears to be about 1 foot too high, and

Mr Campbell moved that the balance of our road bans be removed BANS
effective Monday morning., April 18th, 1977

Mr Poole agreed to 1'only' the Swalwell Access if it is
approved by the government for 1977 Otherwise do the `Gordon"
job and or as much as possible on the Correction Line west
from SE corner of 3- 31 -24 -4 for equivalent total time of 30
days
Other councillors agreed to delete the projects marked
and this brought the time estimate down to 166 days
and leaving the Merle Anderson job until late deleted another
25 days, for a net 141 days required
Mr Paquette estimated the total number of work days in the
season at 147 days
Mr Litz moved that the main crew be authorized to start next
week on the Sunnyslope East job in Division 4.

Road surfacing was discussed briefly
Various comments were made regarding the need for patching, etc
and Mr Litz stated he would like to have some heavier surfacing done on
the 4 miles serving the Wimborne Gas Plant.
Mr Berdahl suggested that the Bridge Branch be asked to give
some financial help o V
p provide cement based fords for creek crossings
This will be referred to our bridge inspector
The possibility of a cement ford at the Fred Art location is to be
considered and the up stream land owner is to be contacted
The foremen and Shop Committee set their next meeting for Tuesday
April 19th., 1977 at 1 00 P M
Organization of the small crew was discussed
Mr Ferguson moved
1 That the small crew operate with full equipment as in 1976
2. That one trac tractor do one day's work at the Three Hills
Sanitary Land Fill site each week, and that the Sanitary Land V
Fill Committee be billed for this plus the costs of moving one way
3. That Ted Paquette have authorization to start organization of
the work and that he contact the councillors for more details and V
report back to Council
Council was advised that the Sunnyslope west road has been scarified and
rocks taken out for approximately 333 miles Mr Paquette suggested
that it should now have a light coat of gravel and good maintenance
Mr Bauer asked that consideration be later given to applying v
Terrazyme and light coat surfacing to this road

A letter from the Village of Linden asked for help with equipment
ald also for financial help to improve the main east west road through
the village Mr Ferguson moved that a reply be sent to the Village
suggesting that the major work be delayed until 1978
when government help may be available, but that the M.D. agree to i/
do some work this year if so requested at government rates, but
that no financial assistance be given

A report from Don Rees of Alberta Energy and Natural Resources WELL
was given regarding the flowing wells at the Fawcett corner nortKiAWCETT
west of Huxley Mr Brown moved that Mr. Campbell have authority CORNER.
to investigate further and decide whether or not the NT4 HUXLEY,
flowing seimic holes should be plugged and that he have authority
to decide.

Mr Campbell stated that the Three Hills School Division wants some
caragana dozed out at the Trochu School. Mr Paquette stated ✓
this could be done with the traxcavtor and he will telephone
Mr Anderson and arrange for this
