A regular meeting of Council of the Municipal District of Kneehill #48
was held in the Municipal Office, Three Hills, on Monday, March 14th,
1977, commencing at 9 00 A M

There was discussion of this matter of sanitary land fill sites
in the province and also discussion regarding the costs of

There was discussion about this matter, and in particular
regarding the underground storage tanks and the use of old
car bodies in the Three Hills sewage lagoon Mr Campbell

Mr Brown mentioned the matter of various community
organizations not carrying insurance on their buildings
or contents It was generally agreed that there should
be a minimum of $2000 00 insurance carried on the building
and contents and the organization should also carry at least
$100,000 00 liability insurance.
Mr Brown moved that a letter be sent to all rural community
organizations within the Municipal District advising that
in future proof of insurance coverage in a minimum amount
of $2000 00 on building and contents and liability insurance
of at least $100,000 00 must be given to the Municipal
District prior to payment by the Municipal District of any
annual grants to the organization

Mr Campbell gave a brief report on the firemen' meeting FIREMEN MEETING
held at Trochu recently with firemen from the
Three Hills and Lirxb n departments The matter of compensation COMP
in lieu of lost wages while attending fire schools was IN LIEU OF

per person would be a satisfactory figure
The existing policy of the M D is payment on a 50 -50 basis
with the towns and villages for a limit of two per area
per year
Mr Ferguson moved the Municipal District set a policy
as follows
The Municipal District will pay $100 00 per7yearrin lieu
of lost wages for those attending Fire Training School
in Vermillon,w.ith this limited to 2 men per area per year
with provision for transfer from one area to another
It is suggested that the towns and villages involved
match this contribution Costs paid by the M D will be charged to the
Rural Fire Protection Area from which the representatives came.
Mr Soder entered the meeting at this time, approximately

Mr Soder and Mr Bauer reported to the meeting regarding

discussions held recently with Mr Frank Hansen in connection
PROBLEMS
with the Keiver's Lake Park Mr. Hansen is concerned that
the terms of sale of the land to the M D will not be lived up
to should the park be leased to a private individual,
and eventually the land might be sold and subdivided and lost
to public use Mr Hansen does understand the problems which
the M D is encountering in looking after the park, such as
loss of fuel, lack of telephone and sanitary facilities;
vandalism, and spillage of oil in the lake He feels that
motor boats should not be allowed on the lake Mr Hansen
feels the land should be taken over by the province as a
provincial park
The general feeling of the meeting was that it would be looked
after in a more satisfactory manner by a private individual,
and this would eliminate most of the problems and expenses

the M D is now incurring It was noted that it would take
at least 2 men to look after the park properly There was
a lengthy discussion about installation of facilities, and
a concession booth, and it was noted that there had been
considerable vandalism during the winter months No definite
conclusions had been reached in the discussions with Mr Hanson
Mr Poole moved that Mr Hanson be invited to attend a council
meeting on March 28th 1977 to discuss Keiver's Lake Park and
the Parks Committee draft a proposal for presentation
to Mr Hansen at that meeting

with the Village of Carbon in connection with the hold harmless A/G
agreement. The Village has agreed to sign the agreement
subject to a change in pEmgraph 3 regarding interest charges,
and date for commencement of interest charges, as outlined in the report
Mr Campbell moved that the agreement be returned to Mr Ross ✓
for his consideration and amendment as requested by the
Village of Carbon in connection with the interest charges

A letter from Canadian National Railway regarding the

crossing at Huxley was read to the meeting It was noted

that the C N R will not re- install the crossing at this

location After discussion of this matter, Mr Campbell
moved that the problem be referred to the Board of Transport
Commissioners for a full review of the situation, and a request
for re-- installation of the private crossing removed by

Mr Ferguson moved that Mr Alex Cunningham be authorized ALEX
to attend Part I Fire Investigation Course at the Alberta ,i CUNNINGHAM
Fire Training School at vermilion, from April 4th to FIRE SCH

Mr Jeffery reviewed the accounts receivable and
mentioned the accounts which had previously been turned
over to the solicitors
There are five large accounts owing, totalling $1052 55;
four for fire ca.ils and one for gravel
There are 17 small accounts owing which total only $108 38
It was suggested that these 17 small accounts be cancelled
and the parties involved put on a permanent black list
and no work be done for them except on a cash basis
prior to the work being done
There was discussion about possible collection of some
of the fire calls by levying the charges against the land
involved, and that the R C M P should be contacted to
determine their authority in calling out the fire trucks
Mr Campbell moved that the solicitor continue with attempts
to collect the outstanding accounts

The AAMD & C's report on assessment and taxation was
reviewed and there was lengthy discussion regarding
assessment and taxation of residences, and possible
assessment and taxation of all buildings
Mr Paquette and Mr Dobler entered the meeting at this time

It was agreed that the report from the Association be
tabled until after the matter is discussed
at the Spring Convention
The matter of resolutions to be presented to the Spring
Convention by the M D was then discussed
A resolution regarding the A S B program was read
to the meeting as drafted by Mr Soder and Mr King
►ne resolution in effect asks for a global budget for the
Agricultural Service Boards
Mr Ferguson moved approval of the resolution as presented
and directed that the resolution be presented to the
R Spring Convention of the AAMD & C

The resolution drafted to request an increase in the
drilling rig tax was read to the meeting
It was noted that a revision of the tax had been
looked at by the Provincial Government previously,
but nothing had been done
Mr Bauer moved approval of the resolution as presented
and directed that the resolution be presented to the
Spring Convention of the AAMD & C

A circular from the AAMD & C regarding conversion to the
metric road signs was read to the meeting Orders for
new road signs for delivery in September should be placed
with the Association shortly This would enable the
Association to obtain a better price on large quantities

councillors and employees of the M D of Starland and

The school will be held at the Diana Restaurant in
March 24/77
Drumheller on March 24th 1977 and the company would
like at least 25 -30 people there The company will
supply lunch for those attending It was agreed that

the school would be of benefit to councillors, mechanics,
partsmen and operators as well es the service men
Mr Campbell moved that the M D send up to 15 employees
to the seminar, depending on the weather conditions, and
Mr Paquette be authorized to determine which employees
should attend

There was brief discussion regarding road bans, and the 45,,000
pound limit Mr Poole moved that there be no change in the
existing road bans on light coat surfacing and that a road
ban be imposed on the heavy paved roads effective 12 00 Noon /
March 11th, 1977, to allow 750 of G V W , or 60 000 pounds
whichever is the lesser amount

any other councillor wishing to attend this meeting should meet
at the M D office at 11 00 A M
TOWN OF
The Town of Three Hills have requested permission to THREE HILLS
explore for water in various areas of the Municipal District WATER
After discussion, Mr Bauer moved approval of the proposed J1 EXPLORATION
groundwater exploration subject to the Town or its agents
obtaining permission from the individual landowners involved

A letter from Andex Oil Co Ltd regarding road access ROAD ACCESS
to LSD 6 of 27- 30 -24 -4 off the light coat surfaced road LSD 6
was read to the meeting The company was not given permission 27- 30 -24 -4
by the M D for road off the light coat surface road BARKMAN
to this well site, but was instructed to obtain access off the
gravel road to the west However the landowner requested the
road not be put across his land to the west, but rather to the
south Andex guarantee that they will be responsible for any
damage to the light coat surface road beyond normal wear and tear
from light vehicle traffic Mr Poole moved that Council Tree
to accept the road access where it is now located, providing Andex
Oil Co. Ltd. is responsible for any undue road damage caused to our

Provincial Government and the Community Organization
The matter was briefly discussed, and it was noted that the

approve of the application for the grant on condition
that approval for the grant be obtained from the Three
Hills District Recreation Board as well

reclamation projects, and it was again noted that the Province
requires title to the area before they will do any reclamation

Mr Dobler advised the meeting that the radiators on the RADIATOR
new G M C trucks have both been replaced, at our cost PROBLEM
They are no longer under warranty G M C TRUCKS
Mr Ferguson moved that a letter be sent to General Motors
and with a copy to Shaw G M C , outlining our problems with X
the radiators and requesting their consideration of a possible
price adjustment CARRIED
The matter of the shocks on the trucks has been taken up
with Shaw G M C , but no reply has been received from the company
as yet
There was brief discussion about Mr Kimmel checking the MIS PUBLIC

gravel crew is on the long hauls
Mr Ferguson moved that negotiations be undertaken with the
landowners involved to obtain tho necessary right of way for

discussed briefly,; and Mr Paquette advised that some patch
work has been done on the Pope Lease Road
There was brief mention about problems arising under the new
Stray Animals Act 1/_1
FRED ART
Mr Litz mentioned the problem at the Fred Art location BRIDGE
and there was brief discussion about the possibility of PROBLEM
constructing a new water channel at this location and
the installation of a cement crossing if the land owner
up stream was agreeable
Mr icing agreed to look up this file and bring more
information to the next meeting of Council on March 21st
Mr Brown moved that Mr King and Mr Bauer contact
the land owner up stream from the location and also Mr
Art to see if some solution could be arrived at
