Minutes of h, S Ed meeting of February 21st/77 2 Review of 1977 A.S Ed program and effects on budget, etc 3 Report of Park Committee 4 Nuisance Grounds - Enviromnent contract 5 Foremen & Shop committee report 6 Other items as time permits W COUNCIL MEETING MARCH 7th; 1977 - I-------------------- ----- - - - - -- The meeting of Council that had adjourned on February 28th, 1977 was reconvened in the Municipal District Office in 'hree Hills, on Monday March 7th, 1977, commencing at 9 00 A M The members of the Agricultural Service Board were also present for the meeting, to discuss matters relating to the Agricultural Service Board PRESENT Those present were. Fieldman D A (after 10.30 A M ) J C Jeffery, Assistant Secretary - Treasurer was present and recorded the minutes Mrs Ada Major from the Three Hills Capital was also present Minutes of the Agricultural Service Board meeting of February 21st, 1977 were discussed briefly Mr Litz moved adoption of the minutes Carried The Secretary reviewed the 1977 Service Board budget There is $7971 00 over received revenue from 1976 plus estimated grants of $30,610 00, plus other revenue, for a total revenue of $44,081 00 Expenditures are estimated as follows Capital $10,000 00 Other Expenditures $79 475 00 for a total of $89,475.00 The total cost to the M D for 1977 would be $45,394 00 It was noted that this budget does not include expenditures for any parks Discussion followed regarding capital items and other portions of the budget Mr. Ferguson moved the budget for the Ag Service Board for 1977 be approved as presented with the following exceptions 1 Parks and Cemeteries be included in the budget making an increase in custom work revenue of $9000 00 and an increase in other wages of $9000 00 2 The item of $6000 00 for truck capital be referred to the Municipal Finance Committee for consideration. Carried A copy of the budget is attached Mr H Mueller asked that the Service in the paper Discussion followed Mr Horvey moved that that the A S B the Three Hills Capital with required and the Three Hills Capital publish a said minutes i� J Board minutes be published minutes be sent to sections deleted, summary of the Carried 2 MINUTES A S B MEETING FEB 21/77 1977 BUDGET PUBLISHING MINUTES A S B MEETINGS IN PAPER COUNCIL MEETING MARCH 7th,1977 P 2 The Park Committee minutes of January 28th, 1977 were briefly discussed and the following items were noted 1 Swalwell Campground - Mr Poole moved that no road be built on the east side of the Park Carried 2. Swalwell Park - Mr Poole moved that the whole road area on the west side of the park be gravelled. Carried Mr Litz moved that at least one camp kitchen per year be painted Carried V, PARK COMMITTEE REPORT Mr Campbell moved that two burning pits be put in at Tolman Park, two at Swalwell Park and eight at Keiver Lake Park. using 15 to 18 inch used culverts about 18" long, with a used grader blade attached to the bottom Six inches of gravel would be spread around the pit Carried Mr Bauer moved the acceptance of the rest of the minutes V' of the Park Committee report Carried There was again a brief discussion of the policy about PUBLISHING publishing the A S B minutes Mr. Horvey moved that a A S B letter be sent to the Kneehill Advisory Board stating that ✓ MINUTES we had decided to send our minutes to the Capital ADVICE TO Carried KNEEHILL ADVIS It was agreed that the next regular meeting of the A S B COMMITTEE be held Aprill8th, 1977, commencing at 9 00 A M , NEXT with the Chairman to have the authority to call another REG meeting in the interim period if required MEETING Mr Soder reported that the grasshopper program would be GRASSHOPPER in effect again in 1977 and very few problems were expected PROGRAM Discussion followed, and Mr Poole moved that the A S B v pay half the cost of chemical supplied to a farmer under the grasshopper control program Carried RESOLUTIONS Mr Soder and Mr Campbell gave a brief report regarding AT AG the Regional Ag Service Board Conference held in Red Deer SERV BD Mr Soder stated that we presented nine resolutions CONFERENCE to the convention, one having been defeated at Strathmore One was lost and one withdrawn All the rest of the resolutions were passed Mr Horvey gave a brief report stating that the forms BEEF are not yet in for the beef stablization program and STAB further there may be a summer employment program set up „ FORMS again this year Mr Berdahl moved that the combined portion of the meeting do now adjourn. ADJOURNMENT Carried Time of Adjournment 11 30 A M n, ;` � 3 COUNCIL MEETING MARCH 7th,1977 p 3 Mr. Neil Hempel, Mr Harold Mueller, Mr Norman Soder and Mr Russell Horvey left the meeting at this time ' The members of Council then continued with discussion of regular Council business r The Secretary gave a report to Council on Council's obligations to the Department of Environment concerning reclamation of nuisance grounds It was noted that before Council can offer the land for public sale the Minister of Environment must have first chance to purchase the land Mr Poole moved that the Minister of Environment be advised we wish to sell the lands involved and request his consent to do so Carried Mr Poole reported that Andex Oil had taken fill dirt from Section 8- 29 -23 --4 to construct an approach into the well site on LSD 8 of 8- -29 -23 4 The dug out is approximately 84 feet from the center of the road and the culvert in the approach appears to be too high After discussion, Mr Poole moved that Andex Oil be advised of the situation and requested to remedy the situation or Carried The meeting then adjourned for dinner from 12 00 Ncou to 1.00 P M Mr Paquette and Mr Dobler entered the meeting at 1,00 P M The minutes of the Foremens committee meeting of February 18th were then discussed The following items were noted v 1 No decision to be made as yet regarding the generators and this will be reviewed again after the E M 0 meeting 2 Parts room wall is now completed 3 The Shop Committee recommended that it be mandatory for all employees to have a first aid course Council agreed without motion that there be no first aid requirement as yet 4 There was further discussion regarding the wall in the parts room and Mr Ferguson moved that a steel stairway be placed in the parts room as earlier proposed Carried There was discussion regarding a compressed work week with 11 112 and 12 hour days Also double shifting It was agreed by all that it would be better to get the gravel on in the spring rather than in the fall After discussion Mr Poole moved that the gravel crew carry on double shifting until further notice Four trucks are to be run at night stock piling, and five used in the day time, hauling gravel to roads as circumstances permit Carried . 4 4 J REG MEETING COUNCIL CONTINUED RECLAIMED NUIS GROUNDS DUG OUT ANDEX OIL Sec 8- 29 -23 -4 DINNER FOREMENS COMM MEETING Feb 18/77 V COUNCIL MEETING MARCH 7th,1977 P 4 There was a discussion regarding the heat and smoke problem in the coffee room at the shop and Mr Poole moved that fans be purchased for the Council Room in the office and for the coffee room at the shop Carried Overtime for the foremen was then discussed Mr Brown moved that Mr Joe Dobler be paid for his over time during the double shifting operation of the gravel crew Carried Mr Brown asked how the employees were getting along with the two twenty minute work breaks in the winter period Mr Dobler reported the gravel crew is taking two twenty minutes breaks during the day and it appears to be working out satisfactorily Mr Paquette advised that the shop is taking a 10 minute break morning and afternoon, and a 20 minutes break for lunch, and this appears satisfactory Mr Bauer moved acceptance of the minutes of the Foremens Committee Meeting of February 18th, 1977 Carried Mr Ferguson reported about the road allowance sale to Mr Cullum on the south side of the NW 36 -30 -24 4 Mr Ferguson stated that Mr Cullum felt the price was too high and also complained about the dirt that we had hauled on to another of his fields earlier in the year �r discussion of this matter, Mr Poole moved to confirm the price for the land at 15 times the assessed value , being $871 50 Carried Mr Berdal asked about the policy that we send a resolution to the Spring Meeting asking the government to raise the rates chargeable for drilling rigs operating in a municipality Carried CHARGES FOR DR RIGS There was brief discussion concerning road bans., and it was ✓ ROAD BANS agra©3 that the bans be left as is for the time being Mr Dobler reported that the radiators in the new G M C NEW TRUCKS RADIATOR 9500 trucks are shaking apart Mr Cranston is checking PROBLEM to see if we can get heavier radiators for the trucks 'F After discussion, Mr Campbell moved we purchase a spare radiator and also look into shocks for the new
