HomeMy WebLinkAbout1977-02-02 Council MinutesN_ COUNCIL MEETING FEBRUARY 2nd 1977 P.1 A special meeting of Council of the 14 D of Kneehill 448 was held in the Municipal Office, on Wednesday, February 2nd, 1977, commencing at 9 ,.00 A M This meeting had been called to discuss trucks and road machinery and related items and due notice had been given to all councillors Councillors present were G. A. Berdahl Div 1 R W Brown Div 3 (Reeve) A W Bauer Div 4 (after approximately 10.30 A.M.) T A Ferguson Div 5 Leonard Litz Div 6 Reginald Campbell Div 7 Mr G G King, Secretary- Treasurer, was present and recorded the minutes until 4.30 P M Mr John Jeffery, Assistant Secretary was in during the first part of the meeting and then recorded the minutes following 4 30 P M Other employees present were Ted Paquette, Joe Dobler and Robert Cranston, and John Dorn Councillors present were given a statement of 1976 capital expenditures on transportation items, including the radio system These were a net total, of $249,153 37 The budget for same for 1976 was $222,000 00, w th the over expenditure being mainly due to the two gravel trucks purchased late in the year Council was also advised that the office had a 1976 capital budget of $28,000 00, but should not require more than about $6,000 00 in 1977. The Service Board capital for 1976 in the budget was $1,000 00 Some extra allowance should be taken into consideration for 1977, although no specific recommendations are made Mr G King also advised that the 1976 financial statement shows a surplus of approximately $30,000 00 Increase in wages for 1977 is estimated at $35,000 00 to $40,000.00 The 1977 Budget as such has not been discussed, but this information was given as a general guideline At 9 30 A N agents present were invited in for the opening of truck bids Mr Bob Gingrich of Shaw C. M C was the only agent present The bids for a one half ton 4 wheeled drive truck and for a 3/4 ton crew cab truck were then opened A brief summary of the bids is included with these minutes Mr Bauer:, Councillor, came into the meeting at approximately 10 30 A M , as the last bid was being opened VA Councillors reviewed the bids received, and discussed same with the employees present Mr Ferguson moved that a 4 wheel drive truck be ordered from Garrett Motors of Carbon, with additional extras as per their quote at a price of $6,120 00 and no trade in, and with price adjustments to provide for a 373 to 1 gear ratio, and to be bought without the rear bumper Carried Mr John Dorn stated that the radio in the 4 wheel drive he has been using is owned by him He offered to pay council $40 00 difference for a new radio in the new trucks and the other one would then be the property of the M D lir Berdahl moved that this be accepted, and that the order to Garrett Motors be amended to include a radio in the 4 wheel drive Carried The bids for the crew cab were then reviewed in some detail Mr Bauer moved that an order be placed with Garrett Motors Ltd , of Carbon, for one new crew cab with some additional extras as quoted at a price of $6 016.00 with adjustments for a gear ratio of 410 to 1 and without the rear bumper. The transmission is to be 4 speed Carried v V r COUNCIL MEETING FEBRUARY 2nd,1977 P 2 The meeting then adjourned for dinner between 12 00 Noon and 1j') 100 PM t-P� `i-0 At 1 °30 P V1 agents present were. invited in for the opening: of bids for motor graders and vibratory packers Agents present were as follows Herb Dickieson Pioneer Machinery Carry Woods , Costello Equipment Roger Youngblood, Percival Machinery Clay Tippett and George Scollan,Coneco Ltd Larry McDonald and Rod Turnbull from Ferguson Supply ✓' Al Bork, Vulcan Machinery Ltd. Herb Ritchie Bob Gillia_, Purves Ritchie Bob Gowland, Pardee Bob Ferrari, R Angus All bids were then opened and a brief summary of same is attached with these ✓ minutes The agents left the meeting, and Council discussed procedure to be followed in regard to the motor Sraders. They agreed that each company be given approximately 5 minutes to outline privately to Council the specifications and other information concerning their machines following were then interviewed in turn 1 Mr Larry McDonald and Mr Rod Turnbull of Ferguson Supply In reply to a question they stated additional power could be obtained by putting on a different head with 4 valves at approximately $2,865 00 extra Other information was also discussed 2 Mr R Gillia, of Purves Ritchie agent for Galion. Brief general discussion followed 3 Mr Clay Tippett and Mr George Scollan of Coneco, agents for Wabco Mr Scollon stressed that their machine is built in Edmonton and patts are always immediately available They guarantee excellent service Other information was given 4 Mr Bob Ferrari of R Angus; agent for Caterpillar He clarified the quotation by saying: that the price would be firm as quoted if an order is given today He also referred to the guaranteed maintenance program available and also made reference to the buy -back program of his company Details of these were not discussed 5 Mr Bob Gowland of Pardee, aryent for John Deere He stressed the Rood points of his machine and stated they are prepared to give excellent service They Hive 1500 hours or 12 months warranty and two service periods With the agents out, Council then discussed the various bias., specifications, etc , and invited opinions from the nublic works men present Main discussion was whether or not a machine with articulation is needed as the price is nearly $25;,000 00 hi,-'her One machine is to ao with the main grading crew, and this feature was considered very useful for finishing work, etc It would also turn much shorter liz�' 3 14 COUNCIL MEETING FEBRLARY 2nd, 1977 P 3 Mr Ferry_uson moved that an order be placed with Pardee Equipment Ltd , for one John Deere Number 770 motor grader less trade in of the 12F Caterpillar motor grader, price difference as quoted of $63,353 00.
