Mr Rogers moved that Mr. C W Poole act as Chairman of the meeting,

Those present introduced themselves, and named the area or
municipality they were representing
The report of the meeting of January 21st,1976 was read by
the Secretary Mr Permann moved adoption
Carried
Mr Stan Schumacher, M P . expressed thanks for the invitation
and stated he is always willing to answer questions, especially
on Federal issues He spoke regarding the confusion following
the recent Quebec election, and the effects that may follow, because
of that election and the fact that Quebec has pulled out of the
Anti Inflation Board program He mentioned that capital punishment
has been abolished in Canada. He also made reference to the
Crowsnest rates and said it is too soon to forecast the changes
that may follow The new session will be dealing with whether or
not to have T V in the house, changes to unemployment insurance
and perhaps reference to a budget
Mr Gordon Towers, M P , also expressed his thanks and spoke
regarding the grain stabilization bill. He spoke of problems
facing farmers with the low final grain payment, and various
other matters He also made reference to new programs, Canada
Works and Young Canada Works, which were introduced because of
high unemployment Applications must be filed before February 4th
Mr. Gordon Taylor, M L.A., stated he is holding, pre - sessional
meetings now to determine the wishes of the people of his area
He feels a major concern comes when elected representatives
do not reflect the people's wishes He stated there had been
no actual cut backs in school and hospital funding, but increases
in keeping with guidelines He also spoke regarding education
and perhaps it is getting too far from the basics He encouraged
School Boards to let the department know if the new busing, regulations
are causing a problem He also spoke regarding the sale of
arable land to foreign investors and said legislation is being
considered His last topic dealt with planning matters and
he stated the new Drumheller, Hanna commission area will come as soon
as funds are made available He also suggested that the power
of the unions may have to be controlled, but he appeared to support the
government's stand in giving the Syncrude Pipeline job to a union company.

The Honourable Dr Warrack, M.L A expressed his appreciation
for the meeting and also stated he is holding local meetings
to discuss matters with his own constituents
He stressed that 70% of the oil and gas revenue is being used
and only 30% is going in to the Heritage Fund He stated
the majority support the idea of the Heritage Fund, but then make
many requests and su gestions for ways it should be immediately
spent This does create problems
He spoke about the Federal government's concern about bringing the
constitution to Canada, but felt that keeping protection for
provincial rights is most important The present economy
of Alberta is excellent, but he still felt that government should
lead the way in controls and Alberta is trying to stay with 10%
this year He felt that unions should have democracy and the
leaders Ehould be certain they are speaking for the members
tie also expressed connratulations to all dedicated workers in
any field
Three-Hills-School-Division-Report
Chairman, Walter Anderson introduced Mr L Duigou, Acting,
Superintendent, and new Secretary- Treasurer, Mr Bert Adrian
He paid tribute to the work of former trustee; Mr Harold Benedict
and Mr Walter Hourihan, both of whom died since the last meeting
of this group Main problems of the school division are
coping with the new bus regulations, and also making plans for the
Linden area due to the fact that the private school is likely
to open there next September Copy of this report is on file
TOWN-OF-THREE-HILLS__
Councillor K Wright stated 1976 was another boom year, with the
record total of 86 building permits, for a total of $2,891,761 00
He spoke briefly of future programs including paving in the new
Anderson subdivision, and up-grading of the present water supply
He also mentioned the town recently purchased a Audit Five computer
Mr Wright also mentioned that the town expects to develop a new
industrial subdivision west of the town, this coming spring
Mr Wright mentioned that Mr Shipclark had resigned as Town
Manager, and he introduced Mr Neil Bayers, who has been hired

TOWN OF TROCHU
Mayor A. Gehring spoke of progress at Trochu in 1976, with 8 new
residential starts, for a value of $243 110 00, and considerable
renovations and additions to other older buildings for a total
of about $44,500 00 The RRAP program is now in full swing,
and will see extensive changes at Trochu The Trochu Valley Manor
was finished and the 10 self contained suites are occupied. Population
is up slightly, and St Mary's Hospital addition is nearing completion
Another doctor has arrived, and in general things are good The new
sewage treatment site has been put in to the east of the town Copy of

VILLAGE OF CARBON
Councillor Walter Permann stated their main project had been a new
lagoon for sewage treatment. Council is now considering whether to
develop the area known as the island or to spread out in some other
direction Progress has been made in most ways, with 21 building
permits, for a total value of somewhat over $208 000 00
Assistance in the recreation program has been appreciated The
w Park View Lodge operates at full capacity Carbon has been
designated as an area to receive help under the NIP program and
many chan,;es will take place, with the assistance of that grant

VILLAGE OF ACME

Mayor Elmer Rogers also spoke of progress and more debts for
his village, with E new houses, 20 acres of land bought and a
master plan for total of 40 acres Installed two new Dumps
and 31- miles of water line to get adequate water supply, and
now must make plans to expand their lagoon Thev expect a new
trailer court soon, and this will briny, up their population
Plans for 1977 include a new office and equipment buildin;?,
another one and a half blocks of sewer lines and the completion
of the lagoon
VILLAGE OF LINDEN
The Secretary - Treasurer, Mr Sillito, stated they have a new
well connected which will produce about 700 gallons per minute,
so have adequate water The Senior Citizen Apartment has had
slow progress but is coming along There are other new
developments as well They may annex more land soon, as they
require same for commercial and industrial uses Sewer lagoon
the next big need if the Department enforces the issue Also
ho spoke of good progress in the recreation profiram, and
stated that the fire and ambulance building, is much appreciated.
The Village has concern about the effect of the private school
Fie also stated they are asking the province to Dave their main
street
PILLAGE OF TORR.INGTON

Mayor Hutton stated they have a new trailer court on the north
side, but with some Problems of getting water and sewer to that
area because of the paved highway New construction is under
way and Torrintton is progressing
THREE HILLS HOSPITAL
Administrator, Hugh Sommerville stated we now have four doctors
and some surgery is being done Occupancy is thus ,,oinq up_
More out patients are receiving care Mr Fred Enpey
went off the board due to health reasons and Mr William
Jack now represents the Town of Three Hills Statistics
included 23 births, 36 marriages, 38 deaths
ELNORA HOSPITAL

Board Member, Mr. Wagstaff stated they now have 3 doctors
with active admitting privileges and thus ;treater activity
The joint planning committee is working on the long range
plans for the hospital New equipment has been added and
he paid tribute to local community groups and individuals
for their help Copy of this report is on file
ST- MARY'S- HOSPITAL,- TROCRU
Chairman, Frank Hoppins read the report They naturally have
some problems due to the construction period, but everybody
cD-- onerated, and good service was given Particularly mentioned
physiotherapy treatment and also contributions to the hospital
by various - >roups The new portion is being occupied as it
is being completed, and will soon be in full use Appreciation
was also expressed to the Linden Ambulance Service for their
wonderful work Cony cf the report is on file
KNEEHILL A14BULANCE
Chairman Tom Ferguson again paid tribute to the ambulance
volunteers who in 1976 answered 246 calls and spent approximately
2177 hours on this volunteer work About 32 are very well trained
and give freely of their time They operate the newer Cadillac
with the Olds as a stand by The new building is completed and in

use but there is an outstanding loan of $38,500.00 which
will be recovered as time noes on Cony of the report is

DRUMHELLER HEALTH UNIT
Member, Gilbert Berdahl, spoke about the increased demands
and the casts and stated that thev are giving more and better
service They now have between 19 and 20 on staff but feel
there is some danger of local autonomy as the Government is
taking over more of the costs He Maid tribute to Mr. E
Cammeart, Chairman for many years, who died recently
He also stated that new cars have been bought acain in 1976
but it is not certain if this policy
of trading each year will be continued in the future.
AUXILIARY HOSPITAL AND NURING HOME
Member Art W Bauer stated the facilities at Didsbury are
occupied to capacity with a waiting list of 12 for the
auxiliary and about 69 for the nursing home Some
improvements have been made. Wage increases are expected
to be about 6% There is definitely a need for more
facilities
MUNICIPAL DISTRICT OF KNEEHILL #48
Municipal District of Kneehill Utility Officer Alex
Cunningham advised that the rural has program is practically
completed for all farmers in this area He also briefly
reviewed the modified sewer system installed at Huxley
He stated a study is being; made of a system for water and
sewer for Ruarkville< near Three Hills to tie into the
Town system
Municipal District of Kneehill report was given by C W Poole
as Deputy Reeve He mentioned that 711 miles of new light coat
surfacing was done from Acme east The Provincial Government
put an oil treatment on the Huxley Park road for a distance of
approximately 12 miles The M D main crew did about 26 miles
of grading and re-radinr, and some small jobs were done in
addition to that. A total of slightly over 92,000 cubic yards
of crushed gravel was used in 1976 Copy of the report is on

RECREATION, PARKS AND WILDLIFE

Mr Roy Archibald Fave a brief report regarding his wort, in
this and adjacent areas He stated some $26,000 00 in annual
grants had come from the Provincial Government He stressed
it is important to look at a master plan before st!rting any
major project He also stated Trochu will host the 1977
Summer Games He further stressed that all grant applications
from Recreation Boards must be in early
District Agriculturist, Puss Horvey spoke briefly in regard to the
Cow Calf Producer's Support Program, and some other related
matters
Regional Resourco Project No 1 Director, Mr Hugh Bodmer
referred to ;rants under the NIP program for Trochu and two
other areas, and stated in 1976 Carbon,, Standard and Hussar
will shore about $900,000 00 In 1977 Acme, Beisker and Rockyford
will be sharing grants and then the Municioal District may oualify
for some for hamlets Growth is exnensive and most towns and
villages are finding this out in regard to costs for sewer and
water prog=rams Since the start of his pro, ^ran about two
and a half million dollars of Rovernment funding has been brought
into the area at a cost of about 28% locally

_ Some discussion took place regarding Wheat Board payments
and it appeared that a farmer is not entitled to same if he
sells oats or barley on the open market

Mr Hoppins asked about government policy in issistinc- R E Associations
that are almost bankrupt Doctor Warrack stated that the
Province hopes to provide some assistance in cases of great
need for upgrading the system, but they are encouraging a
better analysis of funding for the future
Mr Permann asked about the future for the Anti Inflation
Board Doctor Warrack said he thought Alberta would be
likely to continue but for an indefinite time after March
1st unless other provinces follow the example of Quebec
or if the Federal Government drops it Mr Towers stated
he agreed with this answer
Mr Anderson asked about the use of the money raised through
the sale of Western Canada Lottery Tickets. He was advised
that about 50% goes to Edmonton for the Commonwealth Games
about 5% to national sports and the balance to the Calgary
and Edmonton Exhibition Associations
It was not recorded in all cases, but many of those present
expressed particular thanks to the people of the Linden area
for operating the ambulance service
Those present also expressed thanks to the M D of Kneehill for
hosting the meeting
Date for meeting next year was discussed, and it was suggested
it would be more convenient for members of parliament if it
were on a Friday or a Monday to fit in with the weekend
It was agreed that the next meeting be held on Friday, January
20th,1978, commencing at 1.00 P if , at our office in Three Hills
Mr Wright expressed thanks for the Recreation mill rate levied
throughout the area this past year, and also appreciation for
this meeting
Mr Poole thanked the members of parliament, the M L A members
and all others for attendin?

REPORT-OF-FIRE-COMMITTEE MEETING
-
A Fire Committee Meeting was held at the office of the Municipal
District of Kneehill in Three Hills on January 27th,1977, commencing
at 7.30 P M
Mr Ralph Brown acted as Chairman and G G King as Secretary for
the meeting

A report of the meeting held January 20th,1976 was read and reviewed
briefly. No errors were noted
Mr Walt Regehr in reply to a question advised that he has heard nothing
since last June in respect to a court claim made by the insurance
company in connection with the fire at the Norman Klassen residence.
An Examination for Discovery had been held in June, at which time
Mr Klassen had stated he was satisfied with the work done by Tas
Richardson in building the fire place The cause of the fire has
never been definitely determined
All fire departments reported they have received new municipal
district maps
A factory reconditioned motor was put in the Three Hills Rural Truck
King pins and bushings, etc , are to be put in soon Otherwise the
truck is okay Both Trochu and Linden reported their truck and
equipment are okay
Mr Campbell suggested that the three departments hold at least one
meeting each year He also stated the Fire Chiefs' Association hopes
to get together with Alberta Disaster Services in regard to hazardous
items being transported through the areas
Mr Alex Cunningham suggested further study be made of standard
equipment and training with special reference to oil field activity.
A first aid course'is to be held at Three Hills on February 14th,15th,
16th, 21st, 22nd and 28th and March lst and is to be held at the
Community Center, commencing at 7.00 P M Firemen are encouraged to
enroll Mr Cunningham also stated that a basic rescue course
may be organized through Alberta Disaster Services We require 10
basic and 1 advanced rescue person to qualify for an elaborate rescue
kit This may lead to a rescue unit later
Mr Keith Taylor stressed the importance of attendance a fire school
at Vermillon. The Provincial government pays travel, accomodation
and meals, but no wages Trochu sets a limit of 2 persons per year,
with an allowance of $100 00 each for wages The policy of the M D.
should be reviewed.

It was agreed that combined meetings of representatives of the
Three Fire Departments be hosted during the year by Trochu,
Three Hills and Linden in that order with Trochu to hold
a meeting at their regular practice night, Wednesday, March 2nd,
1977, at 7.30 P.M.
The Fire Chief's Association is trying to get standard
regulations regarding firemen's clothing
Local co- ordinator - no special person named at this time.
Walkie Talkie radios - in use at Linden and Trochu and
Mr Cunningham to get two for Three Hills soon.
Trochu expressed thanks to Reg Campbell for donating the ones
for them
Copies of the ledger sheets regarding revenue and expenditures were
shown to each fire department, and accepted, but with the
following notations
1 Check splitting of telephone rentals at Linden between
Fire Department and ambulance. Also payment by cheque #28226
for $80 00 which is likely for the ambulance
2 Town of Trochu will likely bill for one half of the costs for
the fire phones for 1977
3 No provision is made for build up of a credit for any new fire
truck

Copy of the Trochu report is on file In brief - 7 rural
calls (two false alarms) and 1 town fire Almost 1000 man
hours including 120 hours donated building fence at the
Swimming Pool.
Three Hills Report - 11 rural and 3 town fires Rotary
file is up -dated Clothing being brought up to enough for 20
men. Alex Cunningham now fire chief.
Linden report - 17 fires of minor nature - all rural About
28 volunteers mostly rural. Three attended the last Fire
School
It was agreed that the major oil companies be contacted for
suggestions about co- operation in getting special training and
equipment to fight fires that might occur at gas plants or in
related industries Circulars will be sent regarding this
Mr Campbell stated that the government is being requested to have
a fire prevention program in the Grade 1 to six levels
Mr Brown presented certificates for 15 years or more of
service as volunteer firemen to Bruce Guard and Keith Taylor,
both of Trochu Mr Larry Davis of Three Hills is also to receive
one, but was not able to be present
