Ferguson Div 5 Leonard Litz Div 6 Reginald Campbell Div. 7 Mr. G.G King, Secretary- Treasurer was present for portions of the meeting and recorded parts of the minutes Mr J C Jeffery,Assistant Secretary- Treasurer was present for a portion of the meeting M. Jean Wilkinson was present for portions of the meeting and recorded minutes while in the meeting Mr Walter Anderson, Member of the Three Hills School Division was present for the afternoon portion of the meeting Mr. Litz moved approval of the minutes November 22nd, November 24th, November subject to the following correction December 3rd minutes page 4, Item 6 - to go to Division 6 (not 7) APPROVAL MINUTES of the meetings held 29th and December 3rd, 1976 should read - new motor grader Carried FIRE REPORT R Mr Ron Howe, Three Hills and District Fire Chief met with Council un WF He stated that he has resigned as fire chief, but will remain as a volunteer, and assist the new officials at least for the time being. Mr Jim Schneider will be the Fire Chief and Alex Cunningham is Deputy Fire Chief. The motor in the rural fire truck is now okay, but still needs king pins Calls were answered to 10 rural fires this year. Henry Braconnier, Ed Sept and Eldon Brodner are active rural volunteers The total number is 20 By comparison, Mr Campbell stated Trochu has 5 town and 10 rural volunteers at present, but are looking for more in the town Mr Howe also mentioned that some fire hose and a few small items are on order Mr Ferguson movedthat this report be adopted, and Mr Howe be thanked for his good work. Carried Mr Howe then left the meeting The financial statement for the month ending November 30th, FIN. TEMENT 1976 was presented as per copy with the minutes The net STATEMENT balance was $1,190,036.49 with no loans owing Mr NOV Poole moved that the faancial statement be accepted Carried Some discussion took place regarding money spent at FUNADS municipal parks, which may be charged to the Public Reserve FROM PUBLII Trust. Mr Brown moved that the appropriate costs RESERVE be taken from the Public Reserve Fund and transferred to FUND FOR the general account PARKS Carried Mr. Poole moved first reading to by -law number 816, this being BY-LAW 816 a by -law in respect to grants forthe year 1976, for the GRANTS following- Salvation Army $500 00, Canadian National Institute for the Blind $200 00, Cystic Fibrosis Association $100 00, ✓t Drumheller Agricultural Society $200.00, Hudson Bay Route 2 r� N 0 COUNCIL MEETING DECEMBER 13th,1976 P 2 Association $100 00, Unifarm District of Kneehill $100 00 for a total of $1200 00 Carried Unanimously Mr Campbell moved second reading to this by -law Carried Unanimously Mr Ferguson moved third reading to this by -law. Mr Campbell moved to accept Carried A letter from Alberta Government Telephones regarding buried cable being installed at See 11 and 12 in 33 -25 -4 was referred to the meeting Mr Litz moved that we advise and requestathatadtheocab7euction is anticipated in this a be put back 125 feet from the center line of the road and failing this, any expense involved in moving the cable in future for such ,lberta construction would be at the sole expense of Carried A letter from Alberta Power Ltd regarding power line extensions was referred to the meeting The extensions will be to LSD 6 of 1 and 10 of 9 in 29-23 -4 per plans Mr Poole moved approval of the line extensions as p P submitted Carried A letter from Guy Tomilson, County of Paintearth with regard to Alberta Rural Municipal Administrators Curing Bonspiel was read to Council 21st,1977 The bonspiel is to be held at Castor on January and file Mr Berdahl moved to accept shouldearrange for 1 or information, and also that Mr King 2 rinks to participate in this bonspiel Carried A letter from Alberta Agriculture regarding a replacement Home Economist was read to Council Mr Ferguson moved f, to accept and file this as information Carried A letter from Wilburt Short of Calgary regrding taxes on Lot 12, Block 8 Plan 4761 E H Sunnyslope Mr Short reg s was read to Council the lotewastion in the 1976 taxes, as the building on demolished by May of 1976, and should not be assessed for the full year. Mr. Poole moved to accept PIG and file the report and to pay the necessary accounts Dec 2/76 Carried The decision from C R P C regarding Lumont Farms subdivision application for SW 2- 29 -24 -4, was read to Council and C R P C conditions of approval noted CORRESP The decision from C R P C regarding the M Sweet subdivision application for SE 3- 29 -25 -4 was read to Council and conditions of approval noted The Director's comments regarding a gas processing plant to be located on SE 24- 28 -24 -4 were noted Mr Campbell moved that this correspondence be accepted and filed as information Carried Mr Jeffery, Assistant Secretary- Treasurer ----red the meeting and presented the accounts ACCOUNTS It was noted that account number 29369 should be 804 not $80 00 as listed Mr Poole moved to accept and pay the accounts, subject to the above mentioned correction to #29369 Carried A letter from University of Alberta was read with regard to LOCAL a seminar on Local Government which is to be held February GOV'T 10th and 11th, 1977 The fee is $25 00 per person .' SEMINAR Discussion was held and Mr Poole moved that Mr Jeffery and FEB 10 & Mr Litz attend this seminar, if possible 11/77 Carried The meeting then adjourned for dinner DINNER ?'r Walter Anderson, of the Three Hills School Division entered the meeting at approximately 1.00 P M ✓' A request from Alberta Gas Trunk Line for road crossings ROAD for their Equity Lateral Loop was referred to Council CROSSINGS Mr Cunningham had checked the proposed crossings and advised ALTA GAS they appeared to be satisfactory Mr. Poole moved approval TRUNK LINE of the proposed road crossings subject to compliance with our regulations Carried A letter written to Mr D Boese regarding an extension D BOESE for temporary permit for a mobile home on Pt NE 1- 32 -24 -4 DEV PERMIT was read to Council, and it was noted that Mr Boese is ct residing in the mobile home now, but merely storing same at that loc,tion Resolutions Number 1 and 2 of Development Control By -law 789 have been received from C.R P.0 and were considered by Council Following lengthy discussion of the matter, Mr Poole moved that existing Resolution Number 1 be withdrawn 5 E 1.1 • COUNCIL MEETING DECEMBER 13th,1976 P.5 and replaced by Development Control Resolution Number 1, as presented to the meeting today, which �. resolution is now in conformity with the Preliminary Regional Plan Carried Mr Ferguson moved that existing Resolution Number Two be withdrawn, and replaced by Resolution Number 2, as presented to the meeting today, which resolution is now in conformity with the Preli.miaary Regional Plan, subject to the following change. Page Five Paragraph 3 5 4 (b) - Sixth Line - Deletion of the words "acceptable building sites" DEV CONTROL u and addition of the following words after the word and in the said sixth line " "if the parcel is to be used for residential purposes, the newly created parcel must have an acceptable building site "" Carried EMPLOYEE The meeting then reviewed the minutes of the COMM MINUTES Employee Committee Meeting held December 1st 1976, and the wage contract It was noted that the employees were in agreement that the cost of living clause be deleted, and that the employees had requested increase of the minimum wage rate to the same rate as unemployment insurance WAGE benefits, which effective May lst, 1977 will be $637.00 CONTRACT per month The minimum wage now paid here is $550 00 per month The committee had recommended an increase in the minimum wage rate Mr Campbell moved that the minimum wage rate be set at $600,00 a month Carried Mr Ferguson moved that on Page 3 Shop and Service Personnel Item 3 should read - A foreman may authorize pay at the overtime rate on a Saturday, Sunday or Statutory Holiday Carried It was noted that the men requested the snow plowing policy be advertised in the paper and also that the grader operators be not moved out of their own areas unless absolutely necessary Mr Bauer moved that the snow plowing policy be advertised Carried Council agreed that the foremen s:.ould be made aware of the feeling of the men regarding being moved out of their own division before all their work is done, for minor jobs elsewhere It appears that the biggest problem is lack of communication Mr Jeffery suggested that perhaps a meeting of the foremen, councillors and employees, perhaps along with the school division men could be arranged and have as a speaker Mr Bob Simmerman, Public Relations man from Calgary who would speak on solving these types of problems Mr Poole moved that the Foremen Committee attempt to arrange such a meeting Carried It was noted that the men requested a change in annual holidays n,� E 1� r: • COUNCIL MEETING DLCLrx,,,ER. 13th 1976 so that the term of 8 years be reduced to fi ve years and the term of 15 years be reduced to 10 years The committee made no recommendations and Council made no recommendations at this time Clause 6 - Provision for Sick Pay was discussed and it was noted that the employees requested 12 days sick pay per month with no limit to build up Following lengthy discussion, Mr Litz moved that the sick day provision be increased from one half a day to one day per month with no limit to build up Carried It was noted that Clause 9 regarding the Pension Plan is no longer applicable, so should be deleted Clause 11 - Safe Driving Award was discussed and Mr Ferguson moved that the following clauses be added At the completion of the 5th year of successive employment $125 00 At the completion of the 6th year of successive employment $150 00 and each year of employment thereafter and the following words be deleted from the fourth line "and each year of employment thereafter" Carried Clause 13 Paragraph 2 regarding seniority and men of equal ability was discussed, but no decision made Discussion was held regarding the Kelly Ryan Wheels and blowers and it was moved by Mr Campbell that these matters be referred to the Shop Committee for their consideration Carried It was noted that in the wage contract the clause regarding two hours off for hanking is no longer required and should be deleted The meeting then discussed wage rate increases, using a 6% increase, for salary employees, and approximately 35� to 37� an hour for hourly men It was noted that 35� an hour increase would probably pass the Anti Inflation regulations It was agreed that Mr Jeffery check the figures out again and bring the matter back to the meeting later in the day Mr Berdahl moved adoption of the minutes of the Employees Meeting of December 1st, 1976 v Ll- v Mr Jeffery then left the meeting I A letter from Alberta Environment regarding the Orkney Hill ORKNEY road inspection was read to Council. It was moved by Mr HILL Ferguson to accept and file this letter as information RD INSPECTION Carried Mr Poole moved that this matter be referred to the District 4, Engineer of Alberta Transportation at Red Deer for his consideration Carried R GIBBS A letter from Alberta Environment regarding the R Gibbs DRAINAGE drainage project was read to Council PROJECT It was noted that perhaps the only committment from the M D would be culverts and work on the road allowance Mr Berdahl moved that we reply to the Alberta Environment that the M D would be willing to proceed with this project Under Paragraph 2 (b) - The Farm Water Management Program 7 ,7, N Li S i C A COUNCIL MEETING DECEMBER 13th,1976 P 7 which requires the landowners to pay the total cost of construction Carried SUNNYSLOPE A reply from Robert Thiessen on behalf of the land owners EAST PROJE involved in the Sunnyslope East Drainage Project was read DRAINAGE to Council It was noted that the landowners feel the project is too el- borate, and would only proceed if at no cost to them Mr Bauer moved to accept and file this report as information Carried A letter from Alberta Transportation regarding Bridge file 7473 was read to Council Mr Berdahl moved to accept and file as information f Carried A letter from Alberta Transportation regarding secondary road signs for Highway #27 was read to Council Mr Litz moved to accept and file as information Carried Mr. King advised the meeting that Mr Megli had returned the renewal of gravel lease covering Nlk� of 10- 30 -25 -4 duly signed, and Mr Bauer moved to ✓� accept the lease and authorize the Reeve and Secretary - Treasurer to sign the renewal on behalf of the Municipal District Carried A letter from Alberta 150 requested use of municipal roads for a snowmobile race in January, 1977 Mr Campbell moved that permission is given for use of the roads, subject to compliance with provincial regulations, with our municipal by -law regarding using the roads, and subject to there being no liability to the Municipal District for any damage or claims arising from the said use of the roads Carried A request from Sim & Associates for road access to LSD 6- 30- 29 -25 -4 was considered, and Mr Brown moved approval of the road access as per plan submitted Carried A letter from Jubilee Insurance regarding liablity insurance was read to Council and Mr Poole moved that the questionnaire b^ answered as follows 1 Approximately 25 miles 2 95% 3 50 4 No contract 5 We require contractors 6 Amount required $1,000 7 No 8 No -
