Campbell Harold Mueller Norman Soder Glenn Smyth J C Jeffery Mr Poole moved that this meeting deal with any business brought before it Carried Unanimously. Mr Bauer gave a brief report regarding the Allingham South Bridge He stated Mr Robert Vetter had telephoned and advised that in his opinion the bridge is in good shape Mr. Bauer had made an inspection also, and felt that it was in reasonably good shape Discussion followed Mr Bauer moved that the Road Committee inspect the Bridge and if the committee is in agreement with Mr Bauer, the Bridge Branch be contacted for acre- inspection. Carried MOTION TO DEAL WITH ANY BUSINESS ALLINGHAM SOUTH BRIDGE L APPROVAL The Secretary read the minutes of the October 18th, 1976 meeting Mr Brown MINUTES moved the adoption of the minutes as read Carried 1080 BAITS Discussion followed, and it was noted that 1080 baits have been ........ :;'.d for, r. but not placed out as yet AG. FIELDMEN Mr Soder and Mr Smyth gave a verbal Agricultural Fieldman's report REPORTS Mr Soder advised that he had been on three weeks holidays, and attended a course in Banff for one week Mr Smyth reported he had worked on the records in the office and had attended meetings in Drumheller and Strathmore He had made an inspection of the Seed Cleaning Plant, sprayed approximately 100 head of cattle and solved a badger problem at the Sarcee Cemetery Mr Litz moved acceptance of the report Carried D The Secretary read the D A 's report dated November 29th,1976, copy of which is filed with the minutes Discussion followed Mr Berdahl moved acceptance of the report Carried Mr Soder reported about the grain marketing seminar at the Torrington Hall December 2nd, 1976. No arrangements have been made for dinner that day, except to advise the Torrington Hotel that there could be more people for dinner that day Mr Soder read a letter from Mr Ross Bertrand, Plant Industry Fieldman of Alberta Agriculture, stating that our applications for 1080 baits have been approved The baits are ready, south of Cardston, and we must arrange to pick them up, and pay for our share of the costs A REPORT G' GRAIN MARKETING V SEMINAR 1080 BAITS CORRESPONDENCE Mr Soder also read a letter from Mr Bill Lobay, Head of the Weed Control and Field Services Branch, Alberta Agriculture and L K Peterson, Head of the Pesticide Chemicals Branch, Alberta Agriculture, regarding the use of picloram Also the promoting of allowing Tordon 22K to be used in field scale treatment of crop land, and allowing unlicenced individuals to apply Tordon 22K is not in accordance with labor regulations Discussion followed Mr Ferguson moved to accept and file the correspondence Carried .. 2 L n 9 • COMBINED MEETING COUNCIL AND AGRICULTURAL SERVICE BOARD November 29th,1976 P 2 Mr Smyth gave a report regarding the parks He stated that 645 PARKS man hours had been spent at Keivers' Lake, Tolman Park and Swalwell & Park in 1976 Gross cost involved is $7950 00 which includes material CEMETERIES labour and equipment Discussion was held concerning manpower for the parks and cemeteries Mr Brown moved that the Parks Committee investigate with Mr. Frank Hansen to see if some restrictions can be X released, and a report to be brought back by the last meeting in February Carried Brief discussion was held concerning bouys for Keiver Lake, and also barbeque pits for the various parks Mr Bauer moved this -natter be tabled until the February meeting Carried Discussion was then held regarding the cost of cemeteries' projects for 1976, and it was generally agreed that one man, or possibly one man with a student helping, could handle both the cemeteries and the parks It was agreed to leave this discussion for the time being Mr Brown moved acceptance of the report Carried CAPITAL Discussions were held concerning capital equipment for 1977 Mr Soder EQUIPMENT reported that a tree mover without truck would cost approximately $12,000 00 It was generally agreed that the M D. should not be involved in tree moving Mr Soder reported that Kirk's Sheet Metal could probably build a grass seeder which would be very suitable for their purposes, at an approximate cost of $500 00 Mr Ferguson moved that Mr Soder obtain prices from Kirk's Sheet Metal for the next meeting Mr Soder advised that the 1966 one ton truck is still in reasonably good shape, but he was a little concerned about the availability of parts It was agreed that Robert Cranston check over the truck and give a report to the next meeting Mr Soder stated he would like a sprayer with three individual tanks for carrying a number of chemicals at one time Discussion followed, and it was generally felt that the tanks could be put on a trailer to be hauled by any of the trucks. Mr Brown moved that Mr Soder look into the price for a trailer and tanks and bring this information back to the next meeting CArried The meeting then adjourned for dinner DINNER Tractor needs for the Service Board were discussed briefly Mr Soder reported that both tractors are working well, as far as the Service Board is concerned TIME FOR Discussion was then held concerning the swine flu vaccinations Mr Ferguson FLU moved that the Municipal District of Kneehill shut down at 4 00 P M Friday VACCINAT to give all employees who wish the vaccinations, the opportunity to have it This is without pay Carried Mr Soder gave a report about a Green Foxtail meeting he and Glenn had attended MEETING in Standard He would be interested in some sort of a control program for GREEN FO} 1977 He further reported that he and Glenn had attended an in- service training TAIL course at Banff They had discussed the Dacom System, Wildlife problems, & BANFF Metric System, Tordon usage, ,:rr..,.i,, .; ..: and nozzles, Annual meeting of Fieldmen, TRAINING deep plowing practices, Fieldmen's Manual, Weed Control Act, trees, spray MLt+tttrh draft and control patterns, He stated that the grants for the Agricultural Service Board would be similar to 1976 He also stated it was a very good meeting Mr Brown gave a brief report regarding the AAMD & C convention as it related to the Service Board Mr G A Berdahl moved acceptance of the reports Carried /,Z if �%Gr 3 L� • I • COMBINED MEETING COUNCIL AND AGRICULTURAL SERVICE BOARD November 29th,1976 P 3 Discussion was held concerning the expenses for the In- Service EXPENSES Training Course, and it was agreed that both Glenn and Mr Soder would FOR IN SERV only charge half mileage as they both took their cars, and not the truck " TRAINING COURSE Mr Soder then reviewed the shelter belt program, as to initial payments and maintenance payments Mr Berdahl moved that the policy be advertised SHELTER in two issues of the Capital BELT PROGRAM Carried Mr Soder advised that they are planting only shrub trees with the tree planter this year He also felt that the policy for ordering trees was that any deletions from Oliver were directly ordered from Indian Head by Oliver However this is not correct It was the general feeling of the meeting that Norman carry on and support Oliver rather than ordering all trees direct from Indian Head TREES Discussions were held concerning revisions to the Weed Act Mr Soder advised Council if they felt that any changes should be made to the Act, these {-; ^uld be submitted to the Department of Agriculture as soon as possible Discussions were held concerning the use and cost of 1080 baits Mr Brown moved that the 1080 baits be charged out at $10 00 each for 1976 and that for 1977 it be the actual cost for the baits, divided by the number of users Carried CHANGES TO WEED ACT COST OF 1080 BAITS Mr Soder reported that the Regional Meeting of the Service Board would be A S B held in Strathmore, on Tuesday, December 7th,1976, commencing at 9 30 A M REG at the Strathmore Hall Mr Soder was advised to contact Mr Neil Hempel and MEETING advise him of this meeting The rest are to meet at the office at 8 30 A M STRATH Further discussion followed, and Mr Brown moved that a sympathy card be MORE sent to Mr Neil Hempel from the Council and Service Board of the M D of Kneehill #48 Carried By -law Number 526, a by -law to establish a system of permits controlling the burning of stubble on land was then discussed After discussion of the pros and cons, Mr C W Poole moved the first reading to by -law 814 being a by -law to amend by -law 526, to add Clause 2(b) as follows No permit will be required for stubble burning in the fall, if the land is to be re- seeded by the following spring, Mr Brown moved second reading to this by -law 814 Mr Berdahl moved third reading to this by -law 814 Carried Unanimously Carried Unanimously carried Unanimously Mr Soder then presented some resolutions to the meeting AMEND MENT TO BY -LAW 526 BY -LAW 814 RESOLUTIONS 4 i r .7 • 0 COMBINED MEETING COUNCIL AND AGRICULTURAL SERVICE BOARD NOVEMBER 29th 1976 P 4 RESOLUTION-NUMBER-1- WHEREAS there is insufficient information on the label of a pesticide container in regard to the manner in which a pesticide, especially an insecticide takes effect, whether oral, dermal or by inh&l.ation WHEREAS this information could be beneficial in the method and extent of the application of the pesticide THEREFORE BE IT RECOMMENDED that the method or manner by which a pesticide takes effect be clearly stated on the label RL �U1,v i .LuN -NUMBER - 2 ------------- - - - -- WHEREAS the label on the pesticide container indicate tie content of active ingredient in ounees, pounds and percentages and WHEREAS the amount of active ingredient in a pesticide can be confusing in its simpliest form AND WHEREAS the public can be and has been mislead by the various methods of indicating the content of active ingredient AND WHEREAS by 1980 the Metric Conversim is to be completely in effect THEREFORE BE IT RECOMMENDED that a uniform method of indicating the active ingredient in pesticides and their rate of application be developed to include all pesticides for use when the pesticide conversion to metric is completed RESOLUTION-NUMBER-3- WHEREAS considerable research has gone on and is going on into the mixing of agricultural chemicals for reasons of economy, better controls and the lessoning of spray applications AND WHEREAS the findings of this research has been favourable, showing that certain herbicides may be mixed as well as certain herbicides and certain insecticides AND WHEREAS it is illegal to recommend such mixes, even though reaearch has shown that some herbicides and pesticides are compatable, one with another, and could even give better control of the undesirable pest at less cost AND WHEREAS it is illegal for a pesticide applicator to recommend or apply a tank mix of such chemicals even at the request of the farmer AND WHEREAS some farmers are dependent on custom applicators to spray their crops AND WHEREAS a custom applicator must obtain a pesticide applicator's licence AND WHEREAS farmers have been using such mixes on their own land even though the application may not be as accurate as that of a licenced pesticide applicator AND WHEREAS in most cases, chemical companies will withdraw their warranty on a product when it is mixed with another chemical that it has not been registered to be mixed with 5 I /Ztv // I • • 9 COMBINED f,i".L- i4u COUNCIL AND AGRICULTURAL SERVICE BOARD NOVEMBER 29th,1976 P 5 THEREFORE BE IT RECOMMENDED that legislation be set up to allow the mixing of certain pesticides under certain conditions, when research has found that a combination of two or more herbicides and or insecticides are compatible and could accelerate the effect of such chemicals on the undesirable crop Some conditions to consider would be that it be legal for a licenced custom applicator to apply such mixtures at the request of a farmer providing the farmer involved is willing to and does sign a form that would dissolve the applicator of any responsibility for any possible damage resulting from such a mixture AND that it be legal for a farmer to make up such compatible mixtures on his own and apply same on his own land RESOLUTION-NUMBER-4- WHEREAS Agricultural Fieldmen are generally the only people in an area appointed as Chemical Inspectors in the various areas of the Province AND WHEREAS no compensation is made to the Counties, Municipal Districts or Alberta Municipal Affairs for this service by appointment AND WHEREAS Alberta Agriculture pays 50% of an agricultural fieldman's wages inLnr,rvRE BE IT RECOMMENDED THAT Alberta Environment pay a grant of 100 of the Agricultural Fieldman's wages in conjunction with the 50% grant that is presently being paid by Alberta Agriculture, for services received by such appointments to each local governmental body involved for each appointment RESOLUTION-NUMBER-5- ------------------ WHEREAS there are a minimum of directives and a general lack of directives and a general lack of information as to what is expected of Agriculture Fieldmen in their appointed capacity of Chemical Inspectors AND WHEREAS it would appear that the Pesticide Chemicals Branch of Alberta Environment is understaffed and unable to adequately supply the necessary information THEREFORE BE IT RECOMMENDED that the Pesticide Chemicals Branch of Alberta Environment be supplied with a budget that would be sufficient to supply the necessary manpower to adequately administer this division RESOLUTION-NUMBER- 6. --------------- - - - -- WHEREAS Agricultural Fieldmen's duties as administration personnel to perform administrative, regulatory and such other duties as agreed upon by the respective Agricultural Service Boards AND WHEREAS County Councils, Municipal District Councils and Improvement District Boards are elected as polciy makers THEREFORE BE IT RECOMMENDED that when revisions are being made to the Agricultural Service Board Act, and related acts, that the Association of Agricultural Fieldmen be involved for suggestions, but the major / / /1�1 -I / 0 r LJ • 40 COMBINED MEETING COUNCIL AND AGRICULTURAL SERVICE BOARD 14UVCL -JDrx% 29th,1976 P 6 policy decisions on acts and regulations be presented for revision to the elected councillors at the annual convention of the Association of Municipal Districts and Counties each year RESOLUTION_NUMBER_7_ WHEREAS Agricultural Service Boards have been in operation for some 30 years AND WHEREAS there are a number of d::.:r :_.. '_ nts within Alberta Agriculture and Alberta Environment as well as some Federal Departments that Agricultural Fieldmen receive directives from, as well as requests for assistance AND WHEREAS there has never been a direct method of communication AND WHEREAS there are some 65 Agricultural Service Boards within the Province which would warrant a more organized method of communication and direction inz1wr01,E BE IT RECOMMENDED THAT Alberta Agriculture endeavour to get better liaison for all Agricultural Service Board matters RESOLUTION NUMBER-8--- WHEREAS Wildlife damage to farmers is a continuing problem, with damage from many protected forms of wildlife AND WHEREAS the protected species of wildlife are protected for the benefit and pleasure of the general public AND WHEREAS the benefits and pleasures derived from wildlife should be at the total expense of the general public AND WHEREAS farming is a business that is not sufficiently prosperous to support such damage AND WHEREAS farming is a business operated with the intention of making a profit AND WHEREAS wildlife damage is not a general hazard, but can involve individuals located in isolated areas or in locations to wildlife environment THEREFORE BE IT RECOMMENDED that the farmer who suffers damage be fully compensated for his loss. 7 r-. 0 • COMBINED MEETING COUNCIL AND AGRICULTURAL SERVICE BOARD NOVEMBER 29th,1976 Mr Brown moved acceptance of resolution number 1 Carried Mr, Harold Mueller moved acceptance of resoltion number 2 Carried Mr Berdahl moved acceptance of resolution number 3. Carried Mr Ferguson moved acceptance of resolution number 4 Carried Mr Brown moved acceptance of resolution number 5 Carried Mr Bauer moved acceptance of resolution number 6 Carried Mr Litz moved acceptance of resolution number 7 Carried Mr Ferguson moved acceptance of resolution number 8 Carried Mr Smyth gave a report regarding the Canada Thistle Program During the 1976 program 57 applications have been accepted to date for an approximate amount of $4680 29 Discussion followed and Mr Soder asked that Council be thinking of programs for 1977 and bring comments to the next meeting Further discussion followed concerning the Water Resources Division and Mr Brown moved that Mr Soder write a resolution in regard to the Water Resources Division to be taken to Strathmore Carried Mr Berdahl reported that some graves have been located on the Glenn McMann land and requested this be referred to Mr King Mr Brown reported that the repealing of the Development Control By -law at the last meeting was done illegally Discussion followed Mr Poole moved that a special meeting be held December 3rd, 1976, commencing at 9.00 A M Carried Mr Brown reported that the annual meeting of C R P C would be � held December 10th 1976, and he would attempt to clarify the election of officers on the December 3rd, 1976 meeting Mr Poole moved that the meeting do now adjourn Carried Time of Adjourn went - 5 45 P M Reeve P 7 CAN THISTLE v PRIGRAM WATER RESOURCES RESOLUTION Mcmann LAND GRAVES al+/ CONTROL BY -LAW C R P C ANNUAL MEETING ADJOURNME --------------------------------- Secretary- Treasurer
