HomeMy WebLinkAbout1976-11-24 Council MinutesL41. 1*1 E �O 4 s COUNCIL MEETING NOVEMBER 24th,1976 IM The meeting that had adjourned on November 22nd, 1976 was reconvened in the Municipal Office, Three Hills, on Wednesday, November 24th, 1976, commencing at 9:00 A M All Councillors were again present for the meeting PRESENT Mr G King was present for the first part of the morning and recorded minutes while he was present Mr J Jeffery, Assistant Secretary- Treasurer was present for the remainder of the meeting and recorded the minutes. SUBDIVISION Discussion was held concerning the proposed F G Pryor subdivision - NW 30- 31 -24 -4 NW 30 -31 It was reported that there are 5 wooden bins on the site approximately 180 feet 24 -4 from the road and some steel bins approximately 240 feet from the road There is no dwelling on the property The proposed subdivision is 17.5 acres, being 1320 feet by 250 feet. Mr Bauer moved that discussions be h.,ld with Mr Pryor with a view to revision of the subdivision width and length, and that approval of the subdivision be then recommended, if an agreement with Mr Pryor could be reached Carried DEV Mr King gave a report regarding Development Control Number 789 and resolutions thereto CONTROL Procedure and time required to process a development permit and a building permit BY -LAW were outlined, and Mr King stated that these had been verified by discussion & BY -LAW with C R P C Without appeal the minimum time is approximately 1 month, 812 with appeals at least two months Representatives of C R P C had offered to meet with Council After lengthy discussion, Mr Brown moved first reading to by -law number 812 , this being a by -law to repeal by -law 789, Development Control Carried Unanimously Mr. Ferguson moved second reading to by -law 812 Carried Unanimously Mr Berdahl moved third reading to by -law 812. Carried Unanimously Mr. King briefly reported that the Alberta Motor Association wish KEIVER to put up a shower building at their park at Keiver Lake LAKE PARK A M A It was agreed that only a building permit is required for this BUILDING development PERMIT Council then reviewed the AAMD & C by -laws as set out on page AAMD & C 31 of the 1976 Convention Handbook Mr Poole moved that we recommend REVISION to the Association as follows - 1 That the term of office for directors be changed from 4 years to 2 years, but)with the provision that no change be made in the present terms of these now in office OF BY -LAti Carried 2. Mr Berdahl moved the work "next" be deleted in #6F sixth line to clarify that the president takes office immediately following the Executive meeting at the end of the convention, at which he is elected Carried Mr Ferguson moved that the by -laws be clarified to show the proper procedure for presentation of resolutions in respect to who may present same Carried It was agreed that specific notices of motions to change the by -laws be prepared, presented to Council for rati.f iat ion and then submitted to the Association before the end of December �j C] 1 A COUNCIL MEETING NOVEMBER 24th,1976 Mr G King then left the Council meeting to attend a convention in Edmonton Mr Brown gave a report on the official opening of the Huxley sewer system Mr Brown moved that a letter of thanks be written to Mr. Alex Cunningham commending him on a job well done Carried Mr Campbell moved acceptance of the report Carried P 7 G G K out OPENING HUXLEY b SEWER SYSTEM The Secretary reported that Mr D Fyten, President of the REQUEST FROM Swalwell Community Association would like the stop sign at the Esau SWALWELL COMM and Old #21 Highway Corner moved further east Mr Bauer moved ASSOCIATION that Mr Poole look at the site and refer the matter to Mr. Paquette Carried The Secretary reported that the Swalwell Community Association would like the M D to cut the grass around the community center on a continuing basis Mr Ferguson moved that the M D not cut the grass, as this is normal maintenance and the expense should be looked after with their usual recreation grant Carried The Secretary gave a brief report regarding the closure of road allowance CLOSURE OF being that portion of Wacker Avenue, between Block 6 and Block 9 ROAD ALLOWANCE Plan Swalwell 5050 A.K. Moved by Mr Poole that third reading be WACKER AVE. given to by -law number 808, to effect closure of that portion of SWALWELL the road allowance as noted above, as there were no objections received to the advertised closure of the street Carried The Secretary read a licence granted to Pan Canadian Petroleum for PAN CAN exploration in LSD 11- 19- 28 -22 -. Mr Berdahl moved to accept and file LICENCE this as information LSD 11- 19 -28 -22 Carried The Secretary read letters from Alberta Power Ltd for extension ALTA POWER of power services to NE 20- 31 -25 -4, LSD 6- 16- 32 -24 -4 and LSD 8 & 10 LINE EXTENSIONS in 14- 30 -24 -4 and LSD 14- 27- 30 -24 -4 Mr Bauer moved approval of the power line extensions as per plans submitted Carried The Secretary read thank you notes from Mr and Mrs D Faught, and THANK YOU NOTES Mr and Mrs T Bannister for anniversary plaques presented to them by the M.D Mr Litz moved to accept and file the letters Carried The Secretary reviewed the minutes of the supper meeting of all the REC BOARD Recreation Boards held in Carbon, November 4th,1976 Mr Ferguson SUPPER MEETING moved to accept and file the same Carried The Secretary referred to the minutes of the Three Hills Recreation REC ADVISORY and Parks Advisory Board meeting of October 18th,1976 Mr Poole BOARD MEETING moved to accept and file same Carried The Secretary read the Regional Resources Project minutes of the REG RES October. 19th mad ing and notice of November 16th meeting PROJECT MINUTES Mr. Campbell moved to accept and file as information. Carried The Secretary read the 1976 financial statement from the Over 1976 FIN STA The Hill Community Association Mr Berdahl moved to accept and file OVER THE HILL Carried I'.rWWNITY 8 //W/`1 v E 170j- r�q l I COUNCIL MEETING NOVEMBER 24th,1976 an Brief discussion was held concerning the storage of fuel FUEL TANKS tanks in villages, and Mr Campbell moved that this matter IN TOWNS & be tabled until he can obtain further information VILLAGES Carried The Secretary referred briefly to the old Wimborne post office OLD WIMBORNE site Mr Berdahl moved that Mr Litz be a committee of one POST OFFICE to take care of the situation SITE Carried The gravel price list dated June 17th, 1976 was then reviewed. GRAVEL PRICE Mr Berdahl moved that the limit of 100 yards of crushed gravel LIST per customer per year be imposed effective immediately Carried Mr. Berdahl moved that the Hesketh pit run price be lowered to t 65� Carried It was agreed that the Secretary should notify frequent purchasers NEW POLICY of our gravel of this new policy, and also it be advertised in the SALE OF GRAVEL Three Hills Capital RESTRICTION The closure of the road diversion in the SE 30- 30 -23 -4 was referred SE 30- 30 -23 -4 to, and Mr. Poole moved first reading to by -law number 813 CLOSURE ROAD being a by -law to cancel the road diversion in the SE 30- 30 -23 -4 DIVERSION CARRIED UNANIMOUSLY Mr Bauer moved second reading to by -law number 813 Carried Unanimously Mr Ferguson moved to table other matters regarding C L Edwards until Mr Poole can contact Mr Edwards and obtain further information Carried The Secretary reviewed a list of equipment for sale or rent from Maclen Equipment in Edmonton Mr Litz moved to accept and file Carried The Secretary read a letter from Alberta Transportation regarding the 1977 bridge requests It was noted that the land description that Alberta Transportation stated was incorrect, was in fact correct This location is in the SE 25- 28 -22 -4 It was agreed that they be advised of this. Mr Poole moved that the Department of Highways do a site survey for us regarding File 1953 z_Z q 2 f Carried With regard to file 71175 WNW 26- 31 -26 -4 (Allingham South Bridge) Mr. Poole moved that this bridge be closed immediately and V11 signs erected to advise the travelling public It was agreed that the Bridge Branch be contacted to see if they would remove the bridge while their crew was in the area. Carried Mr Berdahl moved acceptance of the report Carried The Secretary reported regarding Bridge Authorization - File 2475 - NE 22- 31 -24 -4 Required repairs to the north east wing wall are to be made using salvage material Mr Bauer moved to accept and file Carried Brief discussion was held concerning load limits for the M D Mr Poole moved this matter be tabled until the next meeting Carried BY -LAW 813 MCLEAN EQ, LETTER 1977 Bridge Requests A't LOAD LIMITS 9 v r L_ C` i COUNCIL MEETING NOVEMBER 24th,1976 OR The Secretary reported that an agreement had been reached with Mr ACCESS AGREEMENT Joe DeBeaudrap regarding access to the river and stock pile Joe DeBeaudrap sites in NE 30 or 31 in 32 -21 -4 NE 30 - 32 -21 -4 Mr Campbell moved to accept and file Carried The Secretary r _.. '..ad that Mrc- Walls was in agreement with rqjrd to the road work in the NW 23- 31 -25 -4 Mr Bauer moved to accept and file Carried G HAZEL The Secretary reported that Mr Gerald Hazel would like to fence FENCE OFF off the unused portions of the road allowance on the NE 16- 32 -25 -4 UNUSED ROAD and NW 21 32 -25 -4 for pasture use Mr Bauer moved that this be approved ALLOWANCE Carried NE 16- 32 -25 -4 etc, Mr Paquette reported that he had taken the old T -18 unit to Calgary and is bringing back one new GMC with hoist and box to see if the new unit will REPORT RE TRUCKS spread satisfactorily, before buying the box and hoist Mr Dobler and Mr Paquette are to report Monday if the boxes and hoists are satisfactory Mr Bauer moved that the tender deadline for machinery purchases for 1977 TENDER DATE be Wednesday, rebruary 2nd, 1977 at 9 00 A M FOR MACHINERY Carried PURCHASES for 1977 The Secretary read a letter from Mr Gordon Taylor regarding access to the NW 14- 29 -20 -4 Mr. Poole moved that Mr Berdahl inspect this ACCESS NW 14 site again and report back to Council, and the office advise Mr 29 -20 -4 Taylor Carried The Secretary read a report concerning a Mr Dennis Kuiken His car DAMAGE ROAD left the road three miles north of Linden on Road 806 and had destroyed ✓,SIGN D KUIKEN a road sign Mr Poole moved that no action be taken against Mr Kuiken. The Secretary reported that Mr of snow fence for Grantville to Mr Paquette Max Beam requested two more rolls Mr Bauer moved this be referred Carried The Secretary read some correspondence from the AAMD & C regarding grader blade and culvert price reductions Mr Campbell moved that Mr Paquette check this matter Carried Correspondence from Jubilee Insurance regarding coverage was reviewed. Mr Litz moved to accept and file Carried The Secretary read Mr King's report regarding the point meeting with the M D of Starland Topics mentioned were fire calls, insurance coverage on firemen in their own vehicles, agreements regarding fire calls in other Municipal District, ambulance calls, load limits, speed limits, Peace Time Disaster Agreements (separate agreements are required) garbage collection, water and sewer systems and building permits It was also noted that the M D of Kneehill will sand Tcman Hill in the months of December, February and April, and Starland will sand in the months of November, January and March Mr Bauer moved to accept and file the report Carried SNOW FENCE GRANTVILLE AAMD & C CORRESPONDENCE JOINT MEETING STARLAND The Secrd REPORT ary read a letter from the Honourable H M Horner regarding SREPORTRD ROAD Secondary Road 575 Secondary Road 583 and H #iway #27 Mr Bauer moved SAVING that Mr Horner's letter be answered, and he be advised that the M D of Kneehill's top priority for paving in 1977 is the Three Hills West Road, which 10 G'� F I I 1 i J s I i C -] El C, COUNCIL MEETING NOVEMBER 24th,1976 P 10 is Secondary Road 583 Mr G A Berdahl wished to be recorded as opposed Carried Public Works reports were then given as follows Mr Brown reported regarding Rockyview tendering for equipment The Secretary reported that school bus signs are required at the grade school at the P B I Mr Berdahl reported p Carbon Sharples Road that the ends were cut off on two culvert extensions, that the road should be regravelled He asked that the Shop Committee consider a new door at the Carbon Shop. Mr Poole moved that we tear down the old tin shop building in Carbon Carried PUBLIC WORKS ITEMS U Lam"" V Mr Poole reported that he would also like to see gravel testing done GRAVEL TESTING at SW 18- 30 -25 -4- Jake Reimer , and SW 16- 29 -24 -4 - Art Becker. He reported that some people are helping themselves to sand at the I Berreth pit SE 4- 30 -23 -4 and are creating some problems,which are not serious at present Mr Brown reported that snow fence is required north of the Agri Center in Linden, and north of the Barkman Store Brushing is required between West of 17 and West of 18- 30 -26 -4, and from Bircham Corner West Sections 9 and 10 and 15 and 16 in 29 -25 -4 The caraganas are out in the ditch at these locations Mr Bauer reported brushing is required at Dave Smithers - SE 25- 31 -25 -4 and at Henry Davis West - SW 28- 31- 24 -4., and one mile north of Charles Folkman - NE 26- 32 -26 -4 Mr Ferguson requires snow fence as soon as possible in all areas of Division 5 Mr Campbell requested gravel testing up river as soon as possible and requested the office to check to see if we have a lease or have applied for a lease on Section 2 -34 -22 and 34 in 33 -22 -4.
