COUNCIL MEETING NOVEMBER 24th,1976

The meeting that had adjourned on November 22nd, 1976 was reconvened in the Municipal
Office, Three Hills, on Wednesday, November 24th, 1976, commencing at 9:00 A M
All Councillors were again present for the meeting PRESENT
Mr G King was present for the first part of the morning and recorded minutes
while he was present
Mr J Jeffery, Assistant Secretary- Treasurer was present for the remainder
of the meeting and recorded the minutes. SUBDIVISION
Discussion was held concerning the proposed F G Pryor subdivision - NW 30- 31 -24 -4 NW 30 -31
It was reported that there are 5 wooden bins on the site approximately 180 feet 24 -4
from the road and some steel bins approximately 240 feet from the road
There is no dwelling on the property The proposed subdivision is 17.5
acres, being 1320 feet by 250 feet. Mr Bauer moved that discussions be
h.,ld with Mr Pryor with a view to revision of the subdivision width and
length, and that approval of the subdivision be then recommended, if an
agreement with Mr Pryor could be reached

Mr King gave a report regarding Development Control Number 789 and
resolutions thereto CONTROL
Procedure and time required to process a development permit and a building permit BY -LAW
were outlined, and Mr King stated that these had been verified by discussion & BY -LAW
with C R P C Without appeal the minimum time is approximately 1 month, 812
with appeals at least two months Representatives of C R P C had offered to meet
with Council After lengthy discussion, Mr Brown moved first reading to by -law
number 812 , this being a by -law to repeal by -law 789, Development Control

Mr. Ferguson moved second reading to by -law 812

Mr. King briefly reported that the Alberta Motor Association wish KEIVER
to put up a shower building at their park at Keiver Lake LAKE PARK

It was agreed that only a building permit is required for this

Council then reviewed the AAMD & C by -laws as set out on page AAMD & C
31 of the 1976 Convention Handbook Mr Poole moved that we recommend REVISION
to the Association as follows -
1 That the term of office for directors be changed from 4 years to 2 years, but)with
the provision that no change be made in the present terms of these now in office OF BY -LAti

2. Mr Berdahl moved the work "next" be deleted in #6F sixth line to clarify that the
president takes office immediately following the Executive meeting at the end of the
convention, at which he is elected

Mr Ferguson moved that the by -laws be clarified to show the proper procedure for
presentation of resolutions in respect to who may present same

It was agreed that specific notices of motions to change the by -laws be
prepared, presented to Council for rati.f iat ion and then submitted to the

Mr G King then left the Council meeting to attend a convention
in Edmonton
Mr Brown gave a report on the official opening of the Huxley
sewer system Mr Brown moved that a letter of thanks be
written to Mr. Alex Cunningham commending him on a job well
done

The Secretary reported that the Swalwell Community Association
would like the M D to cut the grass around the community center
on a continuing basis Mr Ferguson moved that the M D not
cut the grass, as this is normal maintenance and the expense
should be looked after with their usual recreation grant

Mr Bauer moved approval of the power line extensions as per plans
submitted

The Secretary read a letter from Alberta Transportation regarding the
1977 bridge requests It was noted that the land description that
Alberta Transportation stated was incorrect, was in fact correct
This location is in the SE 25- 28 -22 -4 It was agreed that they
be advised of this.

Mr. Poole moved that this bridge be closed immediately and V11
signs erected to advise the travelling public It was agreed
that the Bridge Branch be contacted to see if they would remove
the bridge while their crew was in the area.

The Secretary reported that Mr Gerald Hazel would like to fence FENCE OFF
off the unused portions of the road allowance on the NE 16- 32 -25 -4 UNUSED ROAD
and NW 21 32 -25 -4 for pasture use Mr Bauer moved that this be approved ALLOWANCE

Mr Paquette reported that he had taken the old T -18 unit to Calgary and is bringing
back one new GMC with hoist and box to see if the new unit will REPORT RE TRUCKS
spread satisfactorily, before buying the box and hoist
Mr Dobler and Mr Paquette are to report Monday if the boxes and hoists
are satisfactory
Mr Bauer moved that the tender deadline for machinery purchases for 1977 TENDER DATE
be Wednesday, rebruary 2nd, 1977 at 9 00 A M FOR MACHINERY

to the NW 14- 29 -20 -4 Mr. Poole moved that Mr Berdahl inspect this ACCESS NW 14

The Secretary read Mr King's report regarding the point meeting
with the M D of Starland Topics mentioned were fire calls, insurance
coverage on firemen in their own vehicles, agreements regarding fire
calls in other Municipal District, ambulance calls, load limits, speed
limits, Peace Time Disaster Agreements (separate agreements are required)
garbage collection, water and sewer systems and building permits
It was also noted that the M D of Kneehill will sand Tcman Hill
in the months of December, February and April, and Starland will sand
in the months of November, January and March

Mr Brown reported regarding Rockyview tendering for equipment
The Secretary reported that school bus signs are required at the grade
school at the P B I
Mr Berdahl reported p Carbon Sharples Road that the ends
were cut off on two culvert extensions, that the road should be
regravelled
He asked that the Shop Committee consider a new door at the Carbon Shop.
Mr Poole moved that we tear down the old tin shop building in Carbon

Mr Poole reported that he would also like to see gravel testing done GRAVEL TESTING
at SW 18- 30 -25 -4- Jake Reimer , and SW 16- 29 -24 -4 - Art Becker.
He reported that some people are helping themselves to sand at the
I Berreth pit SE 4- 30 -23 -4 and are creating some problems,which
are not serious at present
Mr Brown reported that snow fence is required north of the Agri
Center in Linden, and north of the Barkman Store
Brushing is required between West of 17 and West of 18- 30 -26 -4, and
from Bircham Corner West Sections 9 and 10 and 15 and 16 in 29 -25 -4
The caraganas are out in the ditch at these locations
Mr Bauer reported brushing is required at Dave Smithers - SE
25- 31 -25 -4 and at Henry Davis West - SW 28- 31- 24 -4., and one mile north
of Charles Folkman - NE 26- 32 -26 -4
Mr Ferguson requires snow fence as soon as possible in all areas
of Division 5
Mr Campbell requested gravel testing up river as soon as possible
and requested the office to check to see if we have a lease or have
applied for a lease on Section 2 -34 -22 and 34 in 33 -22 -4.
