The regular meeting of Council was held in the Municipal Office, Three Hills, on
Monday, November 22nd,1976, commencing at 9 00 A M
The following persons were present for the meeting

Mr J Benedict of the Three Hills School Division Board of Trustees was
also present for the meeting
Mr G King, Secretary - Treasurer, and Mr J. C. Jeffery, Assistant Secretary -
Treasurer recorded the minutes for the meeting
Mr. Ted Paquette and Mr Joe Dobler were also present for the greater portion
of the meeting
Mr Bauer moved approval of the minutes of the meeting of November 8th,1976

Council was advised that Robert Cranston had talked with the Truck Supervisor
from Alberta Transportation who controls over 200 trucks In brief this man advised
that only diesel units should be brought for over 25,000 GVW and he believes that
we would benefit by sending one of our drivers for training. They would first
give about 4 hours of instruction and then another 4 hours two or three weeks
later If interested contact Don Oastrom at 427 -8310
Mr Paquette suggested that Council consider operating the gravel
crt.. on a double shift for approximately 6 weeks next May and June, then
transfer the extra men to surfacing and filling in for holidays By so
doing, he felt Council could buy two new trucks and trade in or sell 4
Mr Dobler agreed this sounded practical
Mr Robert Cranston and Mr. Keith Smith were also invited to meet with Council
for discussion of the truck bids and they came into the meeting at 9.30 A M
Truck bids were then opened in the presence of the following salesmen
Robert Gingrich, Shaw G M.0 Trucks Ltd., 4620 Blackfoot Trail S E , Calgary
Ken Borglund, Paccar Truck Center Ltd , Box 220, Station T., Calgary and
Tom Grimes, Maclin Ford, Macleod Trail and 61st Avenue S , Calgary
Rod Alain, S 6 M Kenworth Ltd , Box 5066, Station A., Calgary arrived during the
opening of the bids, and one other salesman, Ted Wilson of Alberta White Trucks
111 Glenmore Trail S E , Calgary, arrived at noon after the opening of the bids
A good portion of the day was then spent discussing the bids and reviewing
the specifications of the trucks
The following is a brief summary of the bids

Councillor Poole moved that we trade 4 units in on the

The Council thanked the salesmen for their assistance,
and the salesmen, Robert
Cranston and Keith Smith then left the meeting
Mr Poole moved that Council proceed with planning matters and such other items
as time permits today, and then reconvene at 9 00 A M
on Wednesday, November 24th,
1976, with the foremen to be present at 1.30 P M

Mr John Jordon of C R P C then met with Council
The following matters were discussed
1 Mr G King advised that he had talked to Mr. V Court of Swalwell
regarding the removal of buildings illegally located on lots 11 and 12 in Block
6 Plan Swalwel 5050 A K Mr Court had stated he would again see
Mr Dunbar and also stated he was trying to get a separate title for
the four lots - Lots 11, 12, 13 and 14 Block 6, Plan 5050 A K
Mr King also stated that Mr Dunbar had been at the office today
and he had been again advised of Council's decision that the buildings
must be removed as no permission has been obtained for them, they were
substandard and they detract from the value of adjacent property.
Mr Dunbar had stated he had to live in the old trailer at least until
April and he had no other place to park it He admitted that the old
house had been moved in by him after he had full knowledge of the
need for permits, etc He thought he might have money in the spring
to enlarge the house to 30 feet by 26 feet, but had no definite plans
Mr Jordon stated that no subdivision application had been
received by C R P C to date
Mr Poole moved that Mr King refer this to our solicitors, Schumacher,
Madden & Byers and instruct them to take action to have the buildings
removed

Application of F G Pryor for a subdivision in NW 30- 31 -24 -4 was read
Mr Ferguson moved that this be tabled until the next meeting - Wednesday ,/
November 24th, 1976, so that Mr Bauer could first inspect the location.

Letter of N. .. 16th from C R P C was read in regard to Council's
dec-'L;,-on to table the development control resolutions The letter
strongly recommended that Council amend the resolutions
to bring them in conformity with the present preliminary regional plan
They believe that the Plan for the Eastern Region will not be completed
for at least 6 months Considerable discussion followed, including reference
to the development control resolution and the procedure necessary to allow
new buildings in hamlets, etc Mr Poole moved that this be
tabled until Wednesday, and that the development control by -law be then
reviewed with Council by Mr King

Notice from C R P C was read advising that the Eastern Region Committee
will meet at Carbon this coming Thursday at 1 30 P M Mr Brown will �
attend as our representative, and other councillors may attend if
.interested

34 -23 -4 - Seidel , subject to conditions as recommended
Mr Cam1tell moved that this information be accepted and filed

Revised decision of C R P C regarding subdivision of Lot 1, Block 4
Plan 4617 F N (Lammle) was read He is now permitted to have two
new lots on the northern portion of the property
Mr Bauer moved that this be accepted and filed
Carried
Revised decision of C R P C regarding subdivision of Lot 4, Block 4
Plan 4617 F N (Barg) was read This allows for 2 lots at the northern
siae of the property, and the same requirements for road and the lane
on the east side, but no lane in the center of the property is required
Mr Litz moved that this be accepted and filed

Correspondence from R 0 Keglowitsch Survey Ltd was read in
respect to subdivision of Part of Block M Plan Trochu 7512 A N
(Phillips) The purpose is to complete business started some
years ago to consolidate the part of Block M being used as
access with the other parcel adjacent which is now owned by
Mr Phillips
Mr Berdahl moved that Council recommend approval of the subdivision
plan. Carried
Mr Poole moved that the account of R 0 Keglowitsch Survey Ltd
for $470 00 be authorized for payment

Correspondence from Alberta Labor regarding amendments to the
Building Standards Act was ordered filed as information
Mr Ferguson moved that Council approve the building permit
for Alberta Gas Trunk Line Co Ltd , for a meter station in Part
NE 29- 31 -23 -4 as per plans submitted, and subject to all
provincial regulations

Mr Berdahl moved approval of the request from Imperial Oil
to locate an anhydrous ammonium tank dust west of Equity
as per plans submitted and subject to compliance with all
provincial regulations

Mr Bauer moved approval of the building permit as issued for
a residence on Part Lot 4, Block 4 Grantville - J Barg
Carried
Mr. J Jordon was thanked for attending the meeting and then he
left the meeting
Mr. Campbell moved that Council approve a b,

appointment to meet with Council at 2 00 P M today, but had not come

In brief Mr. Milan had been at the office on November 15th and stated he had been
laid off without written notice effective the end of the week - November 12th,
1976 Mr Paquette had told him the decision had been made by Council
Minutes of Council meeting of October 12th page 6 were read, and brief discussion
followed Mr Berdahl moved that this be filed as information

Mr G King advised Council that he wishes to attend an executive meeting
and convention of the Senior Citizens Homes in Edmonton the afternoon of V/
November 24th and on November 25th and November 26th 1976 This would be
on :mss own time in lieu of over time built up Mr Poole moved that Council

Mr. Bauer moved that this meeting do now adjourn until 9.00 A M , November
