HomeMy WebLinkAbout1976-08-11 Council MinutesN 11 REPORT OF SANITARY LAND FILL COMMITTEE MEETING WEDNESDAY, AUGUST 11th 1976 The meeting was held at the office of the Municipal District of Kneehill in Three Hills, on the evening of Wednesday, August llth.;1976, commencing at approximately 8 00 P M. Present for the meeting were Mr R W Brown - M D of Kneehill Mrs Pauline Jasman - Town of Three Hills Mr Walter Permann - Village of Carbon Mr Elmer Rogers and Mr Bruce Hannah - Village of Acme Mr Rick Leyland, Drumheller Health Unit Mr G G King; acting as Secretary Those present were advised that Trochu has decided not to participate in the combined program at present Contractors who had submitted bids for the garbage collection had been invited to attend and were present Mr Pon Thiessen as President, and Mr Ike Bishop of Central Disposal met with the committee Revisions to their original bid were discussed and they were advised that the meeting is interested in a tender for approximately 2 years to expire when the existing; contract of Three Hills terminates They stated that they would revise their quote to the following Collection from each residence and business $2 40 per month each This would provide once a week collection A compaction truck would be used A count of the places served could be taken monthly They further asked for an increase after the first year in line with the cost of living to a maximum of 8% plus the additional cost for fuel as may be calculated at that time, due to increases in fuel prices. Their headquarters will be in Calgary, but they also have a contract at Strathmore, and guarantee good service They left the meeting briefly Mr. John Oglivie of Prairie Waste Management then met with the committee He stated that the prices as previously quoted for the four towns and villages would remain the same, but that the price for all the hamlets named would be reduced to $655 00 per month in total He also asked for an escalation clause at the start of each calendar year He also stated he would use a compaction truck and be prepared to give a collection service once per week He then left the meeting briefly The previous quotation of Prairie Waste is summarized as follows- Town, Village # of Pick ups Price per MOnth Average Per or Hamlet Pick Up Acme 159 $424 04 $2 67 Linden 126 $296 50 $2 35 Torrington 80 $222 72 $2 78 Carbon 183 $565 96 $3 09 Hamlets 157 $655 00 $4 17 705 $2164 22 $3 07 Average Assuming that the count is reasonably accurate, the difference in cost would be approximately $472 00 per month with Central Disposal being the cheaper The meeting was also advised that E & L Disposal Service of Irricana had submitted a quotation received July 29th.,1976, but their price per residential unit was $4.40 and thus they had not been invited to the meeting., as the price was much too high Mr W Permann moved that a contract be entered into with Central Disposal for garbage collections subject to the terms etc., as outlined earlier in this report, with the co tract to be effective as soon as can be arranged Carried 2 REPORT OF SANITARY LAND FILL COMMITTEE MEETING - AUGUST llth,1976 P 2 Mr E Rogers moved that Mr G King get a by -law form which each municipality may pass to participate in this scheme and that he be authorized to get legal advice if considered necessary,, and with the proposal to start September lst, 1976 if this can be arranged. Carried Mr John Ogiivie of Prairie Waste Management was advised of the decision of the meeting He then thanked the group and left the office Mr Thiessen and Mr Bishop then again met with the meeting and had further discussion regarding the proposals They were advised of the motions as made, and stated these terms were entirely acceptable to them They suggested that street front pick up might be best, but were told that this could perhaps be done only where considered necessary They asked that a letter of confirmation be sent to them, and they would then be prepared to enter into the agreement and to start by September 1st, 1976 They also submitted a one page agreement form; which appeared acceptable subject to minor amendments to co bring it down to our local level This will be reviewed further They thanked the group and left the meeting Letter from Kedon Equipment of Calgary was read in regard to machinery to do the compaction and other work at the Sanitary Land Fill No price was quoted in the letter which had been sent to the Municipal Office Mr Leyland had a letter which Kedon had sent to Mr Charles Lau of the Drumheller Health Unit in which they had stated a rate of $27 50 per hour for a steel wheeled dozer - compactor and a front end loader of approximately 2 cubic yard capacity These prices were based on a mimimum 40 hour week, so were notconsidered practical by our meeting The matter of a supervisor for the sanitary land fill location was discussed briefly, but no specific action was taken The group will later have to decide what charges are to be made for those who bring in their own garbage and what days the nuisance grounds will be open, etc Mr Lynn Bishop of Central Disposal had not been able to attend this meeting, as he was away on holidays, but he is to be back by the first of next week., and will then be in touch in regard to the contract and other matters It was agreed that the villages of Linden and Torrington be given special information regarding this meeting, as they had no representative present, and also agreed that the next meeting be on Wednesday; August 25th;1976, commencing at 8.00 P M sharp Mr W.
