Well & water at Tolman Park / /0" 11 11 i J COMBINED MEETING OF COUNCIL AND AGRICULTURAL SERVICE BOARD - July 26th, 1976 A combined meeting of the Council and Agricultural Service Board was held in the Municipal Office Three Hills, on Monday July 26th,1976 commencing at 9 00 A M Those present for the meeting were Gilbert A Berdahl, Councillor Clifford W Poole, Councillor Ralph W Brown Councillor & Reeve Art W Bauer Councillor T A Ferguson Councillor Leonard Litz Councillor Reg Campbell Councillor Harold Mueller Ratepayer Member Russell Horvey, District Agriculturist Brian Lang District Agriculturist Norman Soder Ag Fieldman Glenn Smyth Assistant Ag Fieldman G G King Secretary - Treasurer Mr Reg Campbell acted as Chairman of this meeting in his capacity as Chairman of the Agricultural Service Board L Mr Ferguson moved approval of the minutes of the Agricultural Service Board meeting of June 21st 1976, as circulated Carried Mr Norman Soder read his report as Ag Fieldman copy of which is filed with the minutes Brief discussion took place and the following items were noted 1 Roadside mowing is considered very good, but more may need to be done because of later growth 2 The ford 1 ton is about a 1966 model and has some 90,000 miles on it Replacement should be considered with capital v expenditures, later in the year 3 The motor on the sprayer has been replaced by Mumford Medland under warranty Mr Brown moved adoption of the Ag Fieldman °s report Carried Mr B Lang read the report of the D A copy of which is filed with the minutes The following items were noted in the discussion which followed 1 Letter of thanks to be sent to Hank Vander Plymn as the one who helped organize the meeting in regard to alkali soils and treatment 2 Arrangements are being made with Park Brothers for use of a pantion of the South East of 25- 30 -24 -4 east of Highway No 21 for Regional Test Plots The location is near the Linden Junction. No expense is expected for the Municipal District 3 The winter course will take four to five days and suggestions were made in regard to the timing of this It appeared the majority favoured 2 days one week and three days a second week, or the alternate would be five days in a row Courses would likely start about mid January Times could be from coffee at 9 30 A M with course from 10 00 to 12 00 Noon, and with the course from 1 00 to 3 30 P M followed by coffee and general discussion Those interested are to talk it over and give further opinions later 4 A farm cdring course is also requested 5 Mr Litz asked about a welding course Mr Lang st;jjpk�d it would not likely be arranged as we have had a large number of 2 0 n U 0 COMBINED MEETING OF COUNCIL AND AGRICULTURAL SERVICE BOARD July 26th,1976 P 2 these in recent years Mr Horvey agreed to find out if such a course is available, through Olds or Drumheller or other close areas 6 Treatment regarding alkali spots appears to be best handled through drainage and growing grasses or crop Mr Soder suggested that the Department might consider hiring a man to be in charge of experimental work with alkali soils in this area Mr Poote moved adoption of the D.A. report Carried The following from this area had attended the Agricultural Service Board Tour at Sanguido. Mr R W Brown, Mr R G Campbell, Mr L Litz, Mr Harold Mueller. Mr Glenn Smyth They all stated they had enjoyed the tour, and felt that it was of benefit Mr Bauer moved approval of the report Carried The meeting was advised that the Local Weed and Crop Variety Tour is being arranged for Wednesday, August 4th, 1976, meeting at the Provincial Building in Three Hills, at 9 30 A M ,_,ices to be visited will be the James Crhstie and S Luoma farms and perhaps R W Brown and others Mr Berdahl moved acceptance of this report Carried By -law number 726 of this Municipal District passed in 1973 states in brief summary that the farmer is responsible for the control of weeds adjacent to his land, and out to the center of she roadway Council policy regarding control of weeds on road allowance and work done through the Ag Service Board was discussed and it was felt best not to spell this out in a firm policy In general Mr Soder states that they try to control the weeds on new grades for approximately the first three years, and to do most of the secondary roads Tordon is used for thistle control, but this also kills alfalfa 2 4 D is normally used The meeting was advised that a dinner and social evening will be held in Red Deer on September 30th, to honour those named to the Hall of Fame Mr Horvey stated that this area is invited to send one couple as representatives Mr. Ferguson moved that Mr and Mrs Reg Campbell be named as the representatives with alternate to be Mr and Mrs. Harold Mueller, Harold Howe and Leonard Litz in that order Carried Mr Soder reported that he had inspected the new grade west of 17 and 20 in 31 -24 -4 He said that he can arrange tonow some grass and weeds in SW of 20 (R D Evans) and also level and seed the area to grass Hc, stated there are some bad holes along the new grade, which should betrimmed first and he particularly referred to one on the west side of the road near the north end It was agreed that Mr Bauer and Mr Soder inspect that road again and that perhaps arrangements be made for a motor grader to do some trimming The meeting was advised that Mr Don Nielsen from Olds does considerable work in this area., digging dug outs, etc He does good work.; but he moves the cat on its tracks along the ditches, and some times causes damage to culverts and to the roadside Mr Brown moved that a letter be sent to Mr Nielsen asking him to take greater care when moving his track vehicle % Z Carried / , 3 D V V N 11 COMBINED MEETING OF COUNCIL AND AGRICULTURAL SERVICE BOARD JULY 26th 1976 P 3 Mr Laing mentioned that a tour will be held on Wednesday August llth,1976;, under the organization of Hoestch - Hoe Grass Details are still being worked out Mr Berdahl reported some washouts at the end of two culverts at Braunbergers west of 20- 28 -20 -4, on the west side of that land It was noted that Oris Rodger has been contacted and agreed to check regarding these Mr Soder reported that they had quite good success in the control of the Scentless Mayweed, but new Datches V are still being found Mr Bauer moved that the holiday slack time for the Agricultural Service Board personnel be agreed upon v as between November 1st and February 28th Carried A letter from the Drumheller Health Unit was read In regard to the well at the Tolman Park east of Trochu This stated that the water is contaminated and likely because of a poor base at the well In further reports it was noted that no actual tests had been made of the water but it was murky Mr Soder reported that a new base has been put at that well in the last few days, and further improvements are to be made It was agreed that the well be pumped out if considered necessary, and that arrangements be made to have that done every spring and that no further action be taken until we have specific reports from the Drumheller Health Unit Mr Horvey and Mr Laing reported that the 4H work is again under Alberta Agriculture The government has made this change at the request of many organizations that were involved Mr Brown moved that this meeting adjourn Time of Adjournment 11 30 A M -- - - - - - - - - -- Chairman Carried Secretary V • 11 i.GRICULTUR,? Weather conditions have hindered us to some extent, not rain so much, but we have had a considerable amount of wind. We have three men working with us besides Glenn and myself and I feel that the boys have been working good WEEDS. We started spraying roadsides around June lst and Robert Tullikopf has been at this as steadily as the wind would permit. I have seen some of the results and Robert appears to have done a real good fob. The roadside sprayer seems to be working well with the exception of the fibre glass on the inside of the tank corning off in patches There is a slight leak in the rear right bottom seam of the tank The majority of the new road construction for the past three years has been sprayed and we are now working on thistle and Toad flax patches on other roads We do not plan on any brush spraying until this Fall and then we pl.-tin on using as many pellets as possible rather than spraying. I have called at a number of fares in regard to late worked sur.P_er fallow and in most cases, the problem had been taken care of We have done some work on the Scentless Hayweed but we still have to spend some time on this Generally speaking, the area looks real good in so far as weeds are concerned There are some fields with real bad Wild Oat nfestations, but for the most part, our fields look quite cleoin Canada and Sow Thistle will be starting to show up now. Glenn and the boys have sprayed a considerable number of fields that have Toad Flax �Ie have had sprayer problems so this is delayed at present PESTS: The only problem we have h.�d with pests is insects on trees most of these have been te'_ '.en care of reasonably easily, but we did have a problem at Charlie Duttonvs at Dru::lheller, with an insect that is not too common. "'his was the larvae of the Rusty Tussock moth We sprayed twice with 11alathion and finally switched to Diazanon before we got thy:: desired control F1e have been spraying; shelterbelts with Malathion but I think that we will be going stricly to Diazanon Halathion is nice to work with but it is limited and the temperature factor of 68degrees can and has, limited our work We have had very few requests for Dinethoate for grasshoppers The grasshopper_, populL-ttion appears to be really low this year We have had no reports on insects on rape as yet but we should be watching for them EROSION We have only worked on three washouts and only one standing request for more assistance Some farmers have done some levelling a their own. ,ghile there was considerable wind erosion this spring, things settled down quite well There was a limited amount of reseeding on account of soil drifting but there was some ... We have almost completed the roadside mowing for this year In fact with other work coming up, we may have to let it go for this year We had a lot of little things go wrong with the rower and I don't think that we h--.d quite as good a job as post years but I have heard reports that the mowing looked good It may be that there has been more regrowth on account of the delayed moisture in some areas In fact, I have debated on going over some roads again. EUIPPIENT . s I stated before, we had a nui.1ber of minor things go wrong with the mower which became a nuisance, not costly but time consuming We did have to have a new clutch in the i-la.ssey tractor This went out when we were cultivating; Keiver's Lake beach We had to put a new clutch in the Ford one ton alone; with a new windshield It is using some oil but I like the way it is eot up for spraying. Tv1arbe we should be looking at purchasing a new truck for next year as this outfit is used quite a lot and covers a lot of miles and we need something quite dependable We have had considera:? -le trouble with our insecticide sprayer 7Ve had to put on a. new sprayer pump The motor has given us a lot of trouble so we ordered a new one The new one seized uf� with less than one half -hour operation. We sent it back to Plumford- Nedla,nd Ltd. to find out the problem They claim that it had been run without oil and therefore no warranty. I did see Glenn put oil into it before it was started so this was not the case They said that they would not send it out until the warranty was settled. Depending on developments at this time of writing,, we may let them keep it as it was not paid for G!..NTS; .Je have claimed for all Service Eoard GrLnts up to the end of June The total was a little in excess of $14,000 00 DEMO1d ST u- ,TIONS . I sle haven't spent much time on derionstrati.ons this year. The one mayor one was out at George Doles' on barley Valter Yarish wanted to test some Ultra Low Volwae 2 -4 -D by aircraft This chemical was applied and it resulted in considerable daiaage to 30 acres of barley and not too much tweed control. Walter YCrish and the chemical people Flan on being here the first week in .'.ugust to assess the possibilities. `-le are not certain where the problem lies; it could be the -- :�:Iplication or the chemical. The chemical wars applied by George Walker from Edmonton The only other two demonstrations are with Hoe- arass which Cie farriers applied themselves a.nd both farmers appear happy. P.F.I"C . To date the parks haven't been the problem this year that they were other years. Isle haven't had nearly as rauch vandalism. There had been a few trees cut down and one or two tables broken up a; bit but I expect that this would be normal We have ordered flouts to fence in an area along the beach at ieiver's Lake in the water to keep boats and skiers out of the swiru_iing area There h` vent arrived as yet 7�le have pounced a new pad around the well at Tolman but still have soiAe work to do on this �I ral On Iq A t�GRICULTUIZr,L FIELDMILM9S REPORT JULY 26, 1976 3 Parks - contpd. -1e picked up five camp table kits to assemble when we have a rainy day. These were precut and a little more expensive than the raw material but should be cheaper in the long run. We plan to get all parks mowed this next week We also hope to get some work done on some of the older toilets to make theca :pore ,presentable I am planning on taking the balance of this week off frori July 27th to I`ugust 2nd Unless something unforseen should come up, it would appear that everything is in hand as much as can be expected. Campbell Div 7 Mr G G King, Secretary - Treasurer: was present and recorded the minutes Mr Bauer moved approval of the minutes of the Council meeting of July 12th,1976, as circulated with one correction, page 5, second line should read two acres, not area Carried Mr G King advised Council that the debenture money of $34,500 00 has been received regarding the Huxley Sewer Systen A separate ledger account is being kept to record entries regarding that system The ditching, etc , is progressing favourably with Mr Alex Cunningham spending a lot of time working on that project. Mr Litz moved acceptance of the report Carried Each Councillor was given Act; and was advised that until proclaimed. Letter stated we would have some proclamation Mr Berdah be filed as information PRESENT APPROVAL MINUTES HUXLEY DEB MONEY a copy of the new Stray Animals STRAY ANIMAL the Act does not come into force ACT of July 9th from Alberta Agriculture advance information regarding the 1 moved that the report and letter Carried POUND SALE The report of the pound sale at the Loosmore Pound on July 17th was read showing that the heifer was sold to Andy Majak at a price of $220.00 Necessary advertising, etc , is being proceeded with Accounts will be presented at the next meeting; Mr Ferguson moved that this information be accepted -and filed Carried Councillors Berdahl and Ferguson and Poole attended the Regional Resource meetirgon July 20th,1976 Mr Berdahl reported approximately 15 total attendance with reports received from Manpower Drumheller, reports from Bassano and I D #7 regarding the NIP and RRAP programs, and Doctor Scace gave a preliminary report of his studies regarding the operation of the total regional project Trochu was not represented Mr.(bmpbell moved that the report be accepted Carried Mr G King advised Council that Mr Hugh Bodmer of Regional Resource Project had contacted the office and requested certain information regarding the hamlets and housings so that this district may qualify for assistance in 1977 Mr Ferguson moved that the information be supplied and the report accepted Carried REG RES MEETING REG RES INFORMATION REQUESTED X 2 r� :�q e COUNCIL MEETING JULY 26th,1976 Council adjourned for dinner from 12.00 Noon until 1.00 P M P 2 Mr G. King advised Council that Mr Harold Henderson wishes to resign from his position as Assessor as he has the offer of a better position with Department of Municipal Affairs at Wai „wright, and this will be nearer to his father's farm, and he wishes to help with the farming operations Mr Henderson then met with Council r Submitted his letter of resignation with the date to be effective August 27th, 1976 Mr Brown told Harold that his work had been very satisfactory and that Council hates to see him go; but cannot stand in his way Mr Henderson stated he had enjoyed the work here, but wishes to move for the reasons as recorded earlier He has no recommendations for a successor Mr Bauer moved that the resignation of Mr Harold Henderson be accepted with regrets Carried Mr Henderson stated he is willing to help any new person that may be hired and hopes that arrangements may be made through Department of Municipal Affairs for some time off from the other work so that he can be of some assistance here The matter of holidays for Mr. Henderson was discussed Mr Poole moved that Council approve of Mr Henderson having his holidays the first three weeks of August Carried H HENDERSON RESIGNAMN -nderson thanked Council and then left the meeting ADVERTISE Mr Ferguson moved that Council advertise for an assessor with FOR ASSESSOR following notes 1 Advertisements to be in Calgary Herald, Edmonton Journal Red Deer Advisor City Circulation, Lethbridge paper; all Municipal Districts and Counties, and letter to Department of Municipal Affairs ✓ 2 Salary to be commensurate with training and experience 3 Duties to commence as soon as possible 4. MEETING CARBON BUILDING PERMITS - SE 1- 30 -23 -4 Mr Berdahl moved approval of the extension of services ALTA and changes in same for Alberta Power as per plans submitted POWER for LSD 12 of 4- 28 -20 -4 and to LSD 7 of 21- 31 -24 -4 EXTENSIONS Carried Mr Litz advised that he had been told that Alberta Power plans some changes to its high power line south of Section 18- 33 -25 -4 - Weisenburgers and there is grading work proposed for that area Mr Litz moved that Alberta Power be contacted V to avoid conflict between their work and ours and avoid expense of moving lines later Carried Mr Paquette, Public Works Superintendent, met with Council Mr Paquette aivised that Mr Dobler is working on surfacing projects today, and is not coming into the meeting Report of the Foremen' Committee meeting held July 22nd, 1976 FOREMEN' was read and the following noted COMMITTEE 1 ROPS to be put on the traxscavator this week 2 Ralph Brown explained further the comments regarding a fifth wheel unit fmr moving equipment and the fact that the men were not necessarily careless when some damage was done to a truck some time ago. 3 The report stated that Frank Gerlitz was to be let go, but Mr Paquette advised that Mr Gerlitz had been in the hospital, and therefore had some reason for not showing up for work It has been agreed that he come back to work soon Mr Poole moved that this change be approved Carried 4 Recommended purchase of a valve grinder at approximately $2000 00 with attachments Mr Paquette recommended against it as he felt the mechanics did not have experience in operation of it, and did not have time available Mr. Poole moved that no valve Pri.nder be bought. Carried 5 Overtime for men when surfacing, Mr Poole moved that this be approved Carried Mr. Bauer moved that the report of the Foremen' Committee be adopted subject to the motions as recorded previously Carried Mr Paquette voiced some complaint regarding the work in the municipal shop and the fact that the place is not being kept as clean as it should be Council was advised that Gary Hepburn had reported that a piece of grader blade had punctured a tire on his truck this past May No official claim has been made Mr Campbell moved that Mr Hepburn be advised to try to get warranty for the tire and also advised that he can make a claim here under our insurance policy, but there is no guarantee that he will receive payment Carried 4 A�E�4 V V GARY HEPBURN TIRE DAMAGE CLAIM N N COUNCIL MEETING JULY 26th,1976 1977, and this entitles him to S weeks He also then wishes to take part of the holidays coming to him for the year 1977, for a total of two weeks, which would then be taken in January of 1978 This would give him a total of 7 consecutive weeks Mr Berdahl moved that this be approved Carried The road committee with the Councillors of the various areas had made a number of inspections on July 19thy1976 and Mr. G King reported regarding those The following notes and motions were made in regard to the reports P 4 K GUNDLACH HOLIDAYS ROAD COMMITTEE REPORT 1 Peter Johnston - Requested permission to build a fence on the north side of NE 12- 30 -22- -4 so that he could chase cattle back and forth to his crown lease in the NW of 12- 30 -22 -4 without interfering with Sam Permann's crop The fence would be partlly on the road allowance Mr Ferguson moved that this be approved and followed up with Mr Permann advised of what Council has in mind Carried 2 A spot on the Orkney Flat in Section 27- 29 -21- -4 had settled, and was then being repaired Council was now advised that it settled badly again and Mr Paquette stated that repairs are being made today 3 Fence being placed too close to the road - West side of East half of Section 22- 29 -21 -4 The committee had talked to Mr. Radke, the hired man, and had told him that the fence must be back on the property line Mr Brown moved that a letter be sent to the owner, Mr Braaz regarding the fence and clearly informing him that the fence must be located on the property line Carried 4 Some buildings at the Siemens subdivision in NW 23- 29 -22 -4 appear to be too close to the North South Road A letter is to be sent to the owner concerning this 5 The committee recommends closure of the original east west road south of Part of SW 28 and South half of Section 29 in 29 -24 -4 - these being the parts which are cut off by the road diversion The requestsand agreements with Alf Kostrosky and Beckers are to be given consideration if the road is closed Mr Poole moved first reading to by -law number 803 this being a by -law to close the portions of road V v V south of South West 28 and south of 29 in 29 -24 -4 BY -LAW NO which are cut off by the road diversion 803 Carried Unanimously Mr Ferguson moved second reading to this by -law 803 CLOSE ROAD Carried Unanimously.
