A regular meeting; of the Council of the M D of Kneehill #48
was held in the Municipal Office, Three Hills, on Thursday, June
17th 1976, commencing at 9 00 A M

PRESENT
Mr L F Poxon of the Three Hills School Division was present for the
forenoon portion of the meeting
Mr. G G King Secretary - Treasurer, was present for the greater part
of the meeting,, and recorded the minutes Mr J. C Jeffery,
Assistant Secretary - Treasurer recorded some of the minutes in the
afternoon; during Mr King's absence
Mr Poole moved approval of the minutes of May 25th 1976, as
circulated, but with corrections of minutes as follows
1 Last line -- page 5 should read contract at 75� per lineal
foot
2 Page 6 re- Old Car Bodies -- middle of paragraph - location
should be on the south side of Number 9 at the old Biebrick
Service Station, approximately 11�,: miles east of the Grainger
Turn Off
3 Minutes of May 18th page 10 re expenses for Provincial
A S B Tour to Sangudo should be $170 00 for expenses if an
employee, and $350 00 expenses for other members

Discussion followed regarding the expenses allowed for the
delegates to the Banff Refresher Course, . and it appeared
that some error had been made in the original calculation as
per minutes of May 18th, page 10 The delegates to the
Firemen's Convention also stated it had been shorter than
expected and therefore the expenses for that should be reduced
Mr Campbell moved that the minutes of May 18th, page 10 as
recorded regarding the above re amended and that the allowance
for the Banff Refresher Course be as follows.

Councillors - the amount to be $221 00

Mr Ferguson moved that the following policy be accepted as
a guideline for expenses for conventions, but with the
understanding that Council may make special provisions
for any cause
Policy If two or more delegates are attending a convention
outside of the Municipal District, the payment for each
shall be
1 Payment for one half the mileage at 20� per mile
2 Hotel expenses at $25 00 per night
3 Registration at Cost
4 Staff will be allowed $4 00 for each meal
5 Councillors will not receive meal allowance but will get

GRAVEL
Mr Doug Hazelton of Linden Contractors, met with Council CRUSHING
He stated he is now at the Megli Pit and will have approximately LINDEN
10,000 cubic yards completed by tomorrow night, which will leave
another 5000 for the M D He stated there would be another CONTRACTORS
15,000 cubic yards, approximately to finish out the corner
It was agreed that the road committee meet him at that site
next Tuesday afternoon
Mr Hazelton stated he would not give a price for the
crushing of the stock pile near the Tolman Bridge as he v
did not have time and the material is too muddy, and there
is no space for parking his machine
Mr Hazelton also asked about the provision of patch
material for light coat surfacing, and stated he is
considering getting a twin auger mixer with conveyor
^ +rer equipment Council stated they would be
interested and he may submit a price later Mr
Hazelton then left the meeting

Letter from the Three Hills School Division gave a list of OLD SCHOOL

land fill proposal was read and discussed at some length LAND FILL
This outlined the costs of collection and operation of the

this report be accepted and that Council approve participation
by the M D , if the estimates as given are reasonably close

Mr Karl Nemeth and Mr John Jordan of C R P C met with C
Council and took part in the discussion of the planning;
matters referred to this meeting MATTERS
Mr Campbell moved that various minutes of C R P C meetings
be filed, as received

Mr Poole moved that Council voice no objection to a
proposed amendment to the Preliminary Regional Plan, t-
affecting Calgary

By -law number 789, being the Development Control By -law for
this Municipal District was then discussed Each Councillor DEV
had previously been supplied with a copy of same ✓ CONTROL
Er Brown moved third reading to by -law number 789 BY -LAW

Members of C R P C advised that this by -law must
now be sent to the Provincial Planning Board for its approval �
A copy of resolutions number 1 and number 2 under the
Development Control By -Law had been supplied to each Councillor
in advance of the meeting

Mr Ferguson moved that these be tabled and referred to
the Director of C R P C for his comments before action is
taken by Council

It was noted that maps of the hamlets should be attached to
the resolutions and that the Three Hills subdivision
and the P B I area should be included in regard to same
Mr Brown; Berdahl and King reported on the subdivision
appeal hearings before the Provincial Planning; Board in
Calgary recently regarding Don Pryor - SW 1 -32 24 -4
and Rowbottom - SW 27- 29 -21 -4 Information had been
supplied to the Provincial Planning Board The board will
submit a written decision at a later date
Mr Berdahl moved that these reports be accepted

Council was advised that a new meat processing plant
may be located adjacent to Trochu, in the north part
of the South East of 17- 33 -23 -4, east of the railway
The Town of Trochu has made inquiry verbally about
annexing certain areas., including; all of the portion
of SE 17- 33 -23 -4 , east of the railway, and also the
balance of S-2- of 8-33-23-4 No written application
has been received, but Trochu was given a temporary
letter of approval, subject to reference to this Council
meeting Trochu wants our Council's opinion because
it definitely wishes to have the processing plant within
the town boundaries Mr Poole moved that Council state
that it has no objection to a development permit for
approximately a 4 acre site in SE 17- 33 -23 -4 for the meat
processing plant

Sewage Lagoon, as per plans submitted, through C R P C

of certain titles for Garrett Brothers in SW 3-- 29 -23 -4,
as per details submitted through C R P.C.

Mr Ted Paquette Public Works Superintendent, met with
Council at this time
Council was advised that a tentative subdivision for
Sunnyslope has been submitted to C R P C in accordance
with a plan drafted by Robin Arthurs Surveyor after
discussion with Mr R W Brown and Mr G King, and others
The proposed subdivision plan was discussed
Mr Brown moved that Council recommend approval and
C R P C be requested tozelax the minimum parcel size
for the one parcel, which is shown as 0 33 acres
and that the central portion of Block 12 be designated
as park

Letter of May 20th,1976, from Alberta Transportation
stated that Mr Pryor does not require a permit from
that office, for a dwelling proposed in SW 1-- 32 -24 -4,
but suggested the set back of at least 134 feet
It was noted that Mr Pryor's application for a building
permit showed the location back well over that distance
C R P C members present stated they saw no objection
to granting the permit, as there is no other residence
on that quarter section Mr Ferguson moved that
Mr Don Pryor be granted the building permit for a dwelling
in SW 1- 32 -24 -4 as per his application of April 26th;1976,

Mr G Neufeld's application for a permit for an
addition to his hog operation in NW 18- 29 -25 -4 was
discussed Mr Brown moved that this be approved, subject
to Drumheller Health Unit and Provincial Regulations
and with the permit to show that construction must start
within 12 months of this date, and be completed within 24
months

Mr Litz moved that Council approve the building permit
for Ron Toews for a mobile home located North westerly
from the present house in SW 6,32-24--4- as per application
of May 31st,1976
Carried
Order Number 8611 of the Local Authorities Board gave
approval for the annexation of a strip of land to the
Village of Acme This was reviewed and it was noted that
the effective date is January lst, 1977
C R P C members stated that no actual development would
take place on this during 1976, but the Village could
proceed with general plans for same
Mr Brown moved that the annexation order be accepted,
and that C R P C be advised that Council approves of
same, with the dates as shown

Mr Brown asked C R P C members if there were any
controls over the sale of the school sites which had
been abandoned as schools centers
They stated that any parcel with a separate title
can be sold and title transferred without special
restriction in that respect

the meeting, and bringing information, and they then

Mr Bauer moved approval of the pipeline and road crossings ROAD
of Ammoco Canada, with the crossing at SW 16- 32 -24 -4 as CROSSING
per plan submitted in accordance with our regulations V AMXOCO

Information from Canadian Western Natural Gas was
reviewed briefly in regard to proposed natural gas C W N G
pipelines and road crossings in the Carbon Grainger ROAD CROSSING:
area Mr Ferguson moved that these be approved, subject
to a 125 foot set back and our policy regarding road
crossings and also subject to review by Mr C W Poole
and Alex Cunningham

The Secretary reported regarding an accident 4 miles ACCIDENT
east of Trochu A truck overturned in the ditch April 9th, EAST TROCHU
1976 and left fertilizer bags, etc.,in the ditch Mr. FERT BAGS
Berdahl moved that we write James Edwin Birtles, owner, IN DITCH
to clean up the ditch

Mr King gave a brief report regardinu the property TOEWS
Mr Harvey K Toews wishes to use one mile west and LAND
south of Linden Mr Brown moved that we give V WEST &
Mr Toews free use of the land for the next five years LINDEN
without precedent; with no buildings to be erected, and
that the approach be left as is

Mr Jeffery gave a brief report regarding* Mr Willard W KOCH
Koch.; and stated that the motor grader operator had CLAIM
gone in on his winter wheat and ridged the lard
Mr Koch has sent a bill of $200 00 for loss of 50 bushels
at $4 00 a bushel
Mr Bauer moved that we pay Mr Koch $195 00
and $5 00 to Mr Koch or bearer regarding the black list
account

Mr G King reported Mr George Melnechuk had been
in recently regarding the Mt Olive Cemetery road at

on the corner and he wondered if the road could be

further asks that if Mr H Mueller could borrow a sheeps
foot packer for the Drumheller Fair June 30th and July lst 1976
