HomeMy WebLinkAbout1976-05-18 Council Minutes2 Re G COUNCIL MEETING MAY 18th 1976 CONTINUED FROM MAY 10th 1976 Page 9 The Council Meeting that had adjourned from May 10th, 1976 was reconvened at the Municipal Office, Three Hills on Tuesday., May 18th 1976, at 9 00 A M All Councillors were present for this meeting Mr G G. King Secretary - Treasurer, was present and recorded the minutes. Mr Walter Anderson and Mr. Russell Horley of the Three Hills School Division were present for the early part of the meeting Letters from the Provincial Planning Board advised they were holding hearings in Calgary on June 10th 1976 regarding the subdivisions of Rowbottoms and Pryor Mr Poole moved that Mr G King be added to the committee members named previously of Mr Brown and Mr Berdahl to represent the Municipal District at the subdivision hearing Carried Mr Poole mentioned regarding the proposed drainage in SW 2 30-26-4 Reg. Gibbs and other areas adjoining Fie asked that Water Resources be sure to notify Mr Linke and Mr Clark before going in Mr Anderson and Mr Horley gave information regarding the school division supplementary requisition and stated that they are trying to have a balanced budget The final approval for the amount required hds not been received from Edmonton They now have approval for a 22 76 mill requisition, but have asked for approval for 25 53 malls In reply to a question, they stated that total taxes levied for school foundation and supplementary last year totalled approximately $783 173 00. Some discussion took place regarding the licences of mobile homes All of the revenue goes to the Municipal District The rate for oil leases was also discussed Mr G King was asked to check on the municipal agreement for the lease south of the Orkney Hill. Mr John Jeffery Assistant Secretary Treasurer was also present throughout most of the meeting and took part in the budget discussion. He stated that the flat rate for telephone calls to Calgary would be $180 00 per month including the shop and the office. Our present costs by tolls is about $170 00 per month. There would be an installation charge of approximately $25 00 There was no information about hog,* it would affect calls coming to us from the outside areas It was agreed that we obtain more information and submit a report to Council The proposed budget as drafted by the Budget Committee was pone over in detail Many items were mentioned Mileage for the Utility Officer and for the Assessor were discussed and it was noted by some Councillors that it may be cheaper to supply them with a small vehicle instead of paying mileage This would not be in 1976 Mr Anderson invited Council representatives to meet with the School Division Board at their office in Trochu on June 9th at 10 00 A M for a discussion of the School Division Budget He was advised that some of the Councillors and the Secretary Treasurer would be at the Banff Refresher Course on that date, but others might be able to attend Mr Anderson also gave the following approximate /f PR�SEwT DRAINAGE SW 2 -30 -2( Gibbs SCHOOL SUPP REQUISITI( MOBILE H LICENCES RATE FOR OIL LEASE' FLAT RATE TELEPHONE CHARGES BUDGET MEETING WITH SCHOOL DID JUNE 9/76 10 1*1 A N G COUNCIL MEETING May 18th 1976 statistics in regard to costs of education In 1975 total number of students 1935 Cost $2 932 512 00 for an average of $1515 00 In 1976 1 905 students cost estimate $3 266 513 00 for an average of $1715 00 Total students being bussed to schools approxin tely 1300 Mr Anderson also advised that the conciliator's report for the Bow Valley School area was turned down by both the School Authority and the Teachers' Association Mr Horley stated they hope to have some of their accounting done through our office but arrangements are still being worked out Mr Anderson and Mr Horley left the meeting at approximately 11 20 A M Discussion of the budget continued until noon Council adjourned for dinner from 12 00 Noon until 1 00 P M Council was advised that the Agricultural Service Board had met yesterday May 17th 1976 and had gone over its budget in detail The new figures were included in the overall budget now being discussed Mr Campbell mentioned that the ratepayer member Harold Howe and Harold Mueller had attended the Red Deer Convention.; but there had been no definite decision about expenses they should claim Mr Brown moved that each be allowed to charge for mileage expenses and per diem at the regular rates Carried P 10 SCHOOL STATISTI ACCOUNTIN WORK FOR SCHOOL DI DINNER AG SERVI BOARD BUD PAYMENT FOR CONVENTIONS ETC Discussion then took place regarding expenses for those who will be attending other events shortly and the following motions were made��' Mr Bauer moved that those who attend the Agricultural Service Board 4 Provincial Tour at Sangudo be allowed $I e--00 for expenses if an employee and $38A - -00 expenses including per diem,, for other members�psO Dates are July 6th to 9th Carried 11r Ferguson moved that employees attending? the Banff Refresher Course be allowed $190 00 each for expenses and Councillors who attend be allowed $330 00 each including per diem �lloo , Carried Mr Berdahl moved that Mr Tom Ferguson be allowed $285 00 for mileage and expenses and per diem for the Firemen's Convention coming up at Red Deer, and that Mr Campbell be allowed the same amount less any amount which the Provincial Association may pay him as a member of the Executive Carried Mr Jeffery advised that the net Agricultural Service Board budget is $46.140 00 It was noted that the expenditure for parks and based on last year's figures would be about $27 200 00 including labour use of equipment and all grants If the work as outlined for the cemeteries this year were included it would be about 11!� mills in total Mr Ferguson mentioned that the Three Hills Seed Plant is likely to ask for a grant to up date their building Total estimated cost is $45 000 00 split between the province the seed plant and the municipal district and this might be on a three year basis making the amount $5000 00 per year This is not definite as they do not have approval from Edmonton Other councillors commented on this and stated that they did not expect any such request from Rosebud or Beiseker this year 11 A S B BUDGET PARKS & RECREATI COSTS THREE HIL S SEED PLAN n U • C COUNCIL MEETING MAY 18th 1976 P 11 Mr Hempsey District Engineer, met with Council.; and stated that ROADS he did not expect us to get any grant for secondary roads this year PROGRAM F( 1976 Mr Dempsey asked Council's opinion about the effect on roads if costs, etc the Acme Carbon Drumheller C P R line was closed Fie stated that the Regional Meeting of the Hall Commission will be held in Stettler L nrjeir�i: on June 14th and 15th and he has been asked to gather information DIST ENG, Council members stated the extra traffic on light coat surfacing would have a drastic effect Heavier loads would also affect gravel roads during certain seasons Mr Hempsey advised that the bump at the Haller Flat could be filled with hot mix or if that is not available with cold mix material He also stated that the cracks on the pavement east of Trochu should be filled very soon, and he recommended C 190 Husky Crack Filler Mr Hempsey stated that he is being forced to make cut backs by the government restraint program, In 1975 he was allotted $1 5 million dollars but was allowed to spend $1 9 million His total this year will not exceed $1 7 million He stated that there seems to be some ::..vantage of the restraint program and the cut backs as the quotes for dirt work on the Verdant Valley Road near Drumheller this year came in at 58t per cubic yard compared with quotes for similar jobs last year of 90t to $1 00 Some discussion took place regarding the Wimborne Road and Mr Hempsey stated he recommended the 59 000 pound limit The speed limit in the County of Red Deer was also discussed and it was agro od that we get information from Red Deer regarding their load limits speeds signs etc Mr Hempsey was thanked for meeting with Council and he then left the meeting Mr Campbell moved that Mr Ted Paquette Public Works Superintendent be directed to fill the hole on the Trochu -- Haller Flat, east of Trochu soon and also do the crack filling as soon as can be arranged Carried The budget was further reviewed, and two main questions were left to be dealt with later 1 What about the present budget as to public works etc , 2 What about the proposed special two mill recreation levy Mr R W Brown stated that he supported an increase of 10% in the municipal portion of the mill rate and wished to have included the surfacing INCREASE of the Acme East road The increase as suggested would look after this IN MUN The 1975 municipal mill rate was 55 1 mills the budget as presented for MILL RATE review showed 58 5 mills, giving the 10° increase would provide for another 2 1 mills Mr Poole moved that the municipal portion of the budget be increased by 2 1 mills for transportation costs meaning road construction or surfacing and that council approve the balance of the budget as presented tentatively, . with the school supplementary requisition to be adjusted but with this motion not affecting the decisions to be made in regard to taxation for parks and recreation Carried Mr Bauer moved that the municipal mill rate as per the previous motion be PARKS & reduced by 1'-2 mills in respect to the costs that have been included there REC MILL for recreation, parks and cemeteries and that an additional 115 mills be RATE put with this; for a total of 3 mills to be classed as cemeteries parks and recreation, with the distribution of the recreation money to be decided later Carried Five in favour two against Councillors Berdahl and Ferguson a Iced to be recorded as opposed ,� 12 'J I Cq K�� COUNCIL MEETING MAY 18th,1976 Mr Bauer asked to be excused from the meeting at this time It was agreed that the original formula for recreation grants distribution be reviewed and that the Secretary Treasurer up date it with the new figures in mind and bring some recommendations to Council at a later meeting Letter from the Premier of Alberta stated that the cabinet will be tourin? Central Alberta June 7th and 8th and would like to visit this area on one of those dates It was agreed that an appointment be arranged through the Honourable Dr Warrack Mr Poole reported that he had received some complaints regarding dust on the Acme East road It was suggested that as a temporary measure the persons concerned might contact oil companies and have waste oil spread in front of their buildings Mr Litz stated that there had been some complaints about trees on the Mrs Benedict property in Wimborne blocking vision at a corner Mr G King advised he had also had a complaint regarding that and also regarding the general condition of that property which is now vacant Mr Litz said that he would endeavour to see Mrs Benedict the owner regarding it A small machine for cutting grass around the edges of tombstones and in hard to get at areas in parks was shown to Council There is a blade for it to allow it to be used for cutting caraganas, etc Price with the blade would be approximately $225 00 Mr Ferguson moved that this be purchased Carried Mr Poole moved that this meeting do now ad]ourn Carried Time of A urn nt 5 30 P M - - -- - ----- !------ «------ - - - - -- Reeve - - -� -- 0e, -- - - - - -- Secret Trea Next regular meeting, of Council Tuesday May 25th, 1976 The mill rates as revised and tentatively accepted would be as follows for the year 1976.
