A regular meeting of the Council of the M D of Kneehill #48 was held
in the Municipal Office, Three Hills on Monday, May 10th, 1976,
commencing at 9 00 A.M.
Councillors present for the meeting were.
Mr. G A Berdahl Div 1
Mr C W. Poole Div 2
Mr A W Bauer Div 4
Mr T A Ferguson Div 5 (except for part of the afternoon)
Mr. L Litz Div 6
Mr R.G. Campbell Div 7
In the absence of Reeve R W Brown who was on holidays Deputy Reeve
C.W. Poole was in charge of the meeting
Mr M Brereton of the Three Hills School Division was present for
the greater part of the meeting
Mr G.G.King, Secretary - Treasurer, was present and recorded the minutes
Mr Bauer moved approval of the minutes of the Council meeting of
April 26th. and 27th, with one correction - April 26th page 7 -
under heading official opening of the ambulance building - name
of Mr R W Brown should be added to those attending

The financial statement for the month ending April 30th,1976
was presented and discussed as per copy with the minutes
This showed a net balance at the end of the month of $5021 37
but with $221;000 00 owing on loans Mr Berdahl moved approval
of the said financial statement

Mr G King reported on the Alberta Rural Municipal Administrators
meeting held at Three Hills on April 30th. Mr Poole had attended
the opening of the meeting on behalf of the Municipal District
to bring greetings A good exchange of views and an outline of
changes in legislation had been the major benefit of the meeting
Three departmental representatives had been present Thirty
counties and 11 Municipal Districts had representatives at the
meeting Mr Ferguson moved approval of the report

Mr Berdahl and Mr. Poole reported on the official opening of the OFFICIAL
new Co -Op Implement Depot in Drumheller, the afternoon of April OPENING
30th It appears that this business is expanding and giving service ✓ CO -OP DEPOT
to farmers of a wide area DRUMHELLER
Mr. Campbell moved acceptance of this report.

Mr Norman Soder, Ag Fieldman, met with Council, and the STEP program
was reviewed Mr. Soder stated he believed twostudents could be well
employed during the months of July and August for work in parks and
could perhaps give help at the cemeteries It was suggested that they
could work along with Johnston Hart doing that work. Mr Campbell
moved that an application be made for assistance under the STEP program
for two students for work in parks and cemeteries., and with a wage
rate of $3 00 per hour.

interested in that type of employment

Mr Soder asked about a meeting of the park committee; but
it was agreed that this be left to some later date
Mr Soder then left the meeting
Mr John Jeffery, Assistant Secretary- Treasurer reviewed the
accounts, for payment Mr Bauer moved approval as per the
list with these, minutes.

Mr Berdahl moved approval of the extension of Alberta ALTA POWER
Power lines as per details submitted to this meeting EXTENSIONS
and that approval be also given to Hudson Bay Oil and Gas for a ETC
pipe line crossing NE 33- 31 -24 -4

Some Councillors suggested that companies when boring holes BORING ROADS
under the roads for pipelines may bemakin too large a hole FOR CROSSINGS 14
and this is causing some cave ins later. It was agreed that
Alex Cunningham check regarding this, with particular reference
to a dip at the coulee south of Sectnn 28 - 29 -22 -4
Mr Berdahl moved approval of the building permit as issued
to Murray McCracken for a new dwelling in the NE 24- 30 -23 -4

A copy of a letter from the Town of Three Hills dated April 28th.,1976
to the Honourable Dick Johnston, Minister of Municipal Affairs, had
been sent to our office in regard to delays in getting a residential
subdivision approved This letter was read together with the reply
of May 5th; 1976 It appears that the matter is resolved; and early
approval will be given Mr Ferguson moved that this be accepted
and filed as information; and that Mr R W Brown be given a copy

He further stated that they are now at the Megli Pit, but will going
to Grainger tomorrow for a few days, and then to the Ivan Berreth
stock pile north of Carbon for work mainly in Division 1
Mr Dobler asked about Council's policy in regard to sand from
our acreage in the corner of the SE 4- 30 -23 -4. It appeared
agreed that no charge be made for the sand taken by farmers
or others of the area, but that a charge be made for loading if
done by the M D

Mr Ferguson moved that the Council adopt the following as gravel GRAVEL
policy That it be okay for Mr Joe Dobler, after discussion with POLICY
the local Councillor, and /or the motor grader operator, to regravel v FOR ROADS
roads as necessary, but that new locations must first have approval
of Council

Council was advised that Mr Harvey Thiessen now has a small H THIESSEN
gravel crusher, and has stated he will be able to do some crushing GRAVEL

Mr Bauer moved that the road committee and Mr R W Brown contact
Harvey Thiessen for details in regard to gravel crushing

Mr G King advised that the Sarcee Butte Community Center
had asked about Council donating and placing a small quantity SARCEE BUTTEE
of gravel at its community center in exchange for parking COMMUNITY
motor grader, etc , in that area This was discussed briefly CENTER
Mr Berdahl moved that Council adopt a policy of donating a
small quantity of gravel at all community halls within the
Municipal District at no charge

Mr Joe Dobler then left the meeting
Letter of April 29th,1976 from the Town of Three Hills outlined TOWN OF
their position in regard to the Sanitary Land Fill In brief THREE HILLS
the town wishes to be repaid for the cost of digging the trench SANITARY LAND
and will then turn it over to the Society for operation and FILL
maintenance Total costs can be recovered on a per capita or
some other mutual agreeable basis Mr Litz moved that this
be accepted and referred on to the proper committee.

Mr G. King advised that he had contacted Johnston Hart and had J HART
hired him mainly for cemetery work on a flat rate basis of $4 75 CEMETERY
per hour, plus regular mileage., etc WORK
Mr Hart started work on May 1st This is on the basis of a 40
hour work week., but with no guarantee of employment during bad
weather conditions
Mr Ferguson moved that this report be accepted

Mr G King advised that he had discussed the matter of a riding RIDING MOWER
mower with Mr Norman Soder and Mr Glenn Smyth of the Ag
Service Board; and they had agreed that a Yazoo 42" would be most
suitable Delivered price is $2095 00 The Calgary representative
is to bring one out tomorrow morning for demonstration and approval
Mr Campbell moved that this report be accepted; and authority
given to buy the said mower.

Mr Bauer moved that the Deputy Reeve and Secretary- Treasurer KNEEHILL AM.
be authorized to sign the guarantee agreement with the TrG%ury SERVICE
Branch at Three Hills to guarantee the loan up to $35,000 00 at GUARANTEE

Notice had been received from the Bridge Branch stating that
the new bridge WNW 21- 31 -22 -4 (McLean) had been completed on MCLEAN BRIDGE
April 19th,1976 Mr G King advised that he had written a reply COMPLETED
pointing out that the riding surface is still to be applied, and
this should be the responsibility of the Bridge Branch
Mr Ferguson moved that this information be accepted.

A proposed subdivision inSW 27- 33 -24 --4 - Adams was discussed
In brief this provides for a 40 acre parcel taking in the old
building site, in the south west corner of the quarter section V/
Mr Litz was excused from taking part in this discussion as a
relative was involved
Mr Campbell moved that Council recommend approval of this
subdivision

A proposed subdivision in SE 27- 28 -20 -4 was read, which would
extend the property owned by David Harperr It was noted that
this had been refused approximately two years ago.
Copy of a letter submitted by Underwood, McLellan 6 Associates
gave further information and stated that it appeared that Alberta
Transportation would not voice objection at this time Mr Berdahl
moved that Council recommend approval of the subdivision and
with cash in lieu figure recommended at $500 00 per acre value

Notice was read in regard to the appeal made by Mr Rowbottom
in respect to the refusal of his subdivision in SW 27- 29 -21 -4 ROWBOTTOM
No date for the hearing, has been received, from Provincial Planning ✓ APPEAL -
Board Mr Ferguson moved that Mr. Berdahl and Mr Brown be authorized SW 27- 29 -21 -4
to attend the hearing in regard to this appeal

The need of a subdivision at Sunnyslope was mentioned briefly
to Mr Jordan, and he agreed to come to Sunnyslope some time in the SUNNYSLOPE
later part of next week He is to telephone with specific information ✓ SUBDIVISION
Mr Jordan was thanked for meeting with Council and he then left the
meeting
Council adjourned for dinner from 12 00 Noon to 1 00 P M ✓ DINNER
Three colored crests designs were shown to Council as drawn by
Mr Harder at Three Hills. It appears that Council will plan to
use these for lapel pins, truck signs, etc Mr Berdahl moved that CRESTS
the choice be for the one with the yellow background, but with the
prairie rose to be the lighter shade; and that the Secretary - Treasurer
endeavour to get some prices

Mr T A Ferguson was excused from the meeting at 1 25 P M until V T A FERGUSON
approximately 4.00 P M , so that he could attend a neighbor's funeral OUT
Minutes of the Three Hills School Division meeting of April 21st, 1976
were referred to briefly Mr Brereton added considerable information
in regard to that meeting and a special meeting held at a later date
He stated that the Wimborne School will remain open this coming year
because of strong pressure from the area He also stated their original
budget would show a deficit of $100,000 00 but they made a special
request to the Department for authority to go beyond the ordinary
limits of increase If approved the requisition may be for about 25 53
mills Mr Brereton also gave some information regarding the funding
for certain students and teachers at Three Hills in regard to a proposed
trip to Russia which was called off Mr Bauer moved that the minutes
and the information given be accepted and filed

a small acreage from the M D lying east of the creek in the NW 19- LAND FOR
30 -25 -4 He stated that he wished to change his driveway to a point DRIVEWAY
further west than the present one Mr Litz moved that this be referred
to the road committee

Letter of April 28th, from Alberta Environment stated that
payment has now been made to the M D of $1614 47 as its
share of the costs in regard to the Wimborne Fish

Mr Campbell moved that this be accepted as information
and payment made to the Wimborne Fish and Game

Mr Litz moved acceptance of the financial statement
as received for 1975 from Arthurville Community Association

Mr Campbell moved that the minutes as received from the Carbon
Recreation Board and the Torrington Recreation Board be filed
as information

Letter from Mrs Sadie Milligan dated May 3rd, 1976 was read
She had paid a $3 00 snow plowing account, but voiced objections
to same She also added that something should be done about filling
in an old basement across the street from her place
Mr Berdahl moved that this letter be filed and some consideration
be given later regarding the basement

The account of $66 00 sent to Doug Knapp last December 1st was referred
to Council A small basement excavation had been dug for him by Oris
°nO¢ers with the traxcavator on October 27th 1975, and he had been
charged for three hours at $22 00 per hour Mr Paquette pointed out
that the charge was incorrect, as it should have been without operator
and also total charge correctly is $18 20 per hour with operator
Mr King; stated that some upward revision had been made to compensate
for use of the truck and low boy Mr Bauer moved that the account
be amended so that the charge will be three hours traxcavator work
at $13 00 an hour for $39 00 plus moving time of $6 00 for a total
of $45 00

Council policies regarding private work were then reviewed with particular PRIVATE
reference to the motion from October 10th, 1968, and November 25th, WORK POLICY
1974 Council appeared agreed that the policies should be revised
to show that no private jobs will be done in towns or villages except j
community jobs authorized by councillors The policy is to be
redrafted and brought to a later meeting
Machinery rates were reviewed Mr Poole moved that the charge for MACHINERY
work by any motor grader be at $28 00 per hour as from this date, and , RATES
that this apply for summer work and also for winter snowplowing MOTOR GRADER

Letter of April 30th, 1976 from Gulf Oil outlined authorized increases GULF OIL
in the price of fuel, with gasoline, diesel fuel going up 1 4� per gallon PRICE LIST
Asnhalt oil is only going up 4 /100th of a cent per gallon Further price
increases will come if crude oil prices go up Mr Bauer moved that this v
be filed as information

Mr Paquette agreed to check soon regarding adequate signs at SIGNS
the McLean Bridge for the bumps that exist there, this being I/ McLEAN BRIDGE
at WNW 21- 31 -22 - -4
Mr Paquette was also asked to put up a playground sign on the ? PLAYGROUND
paved road at the south side of Wimborne.

plus 1t for every 35� increase that may come in tha price of ROAD OIL

in regard to the 1976 road grant agreement and has been given a ✓ GRANT
list of proposed projects for inclusion

Miscellaneous public works items were discussed with Mr Paquette
including
1 Gravel testing to be done in the Sharples area on the Fraser
farm
2 Road Committee to check regarding borrow pit involving
Kostrosky and Becker
3 Andex Oil asks that the M D pave its approach to the oil well
at SSW 25- 30 -24 -4 and send them the bill regarding this
Mr Paquette advised that the main crew will complete the fob from
Gordon Parks' west in approximately 2 days Fie recommends that
they next go in order to the Swalwell West fob Poffenroth job,
Beveridge Lake School South job., and then to the Correction Line
in Division 5 Mr Berdahl moved that the above recommendations
be accepted

Mr Poole reported that he had met with Mr Reginald Gibbs in regard
to a drainage problem and culvert location at SW 2- 30 -26 -4 The
drainage will also involve property of Mr Linke and Mr Herman Clark
Mr Poole moved that a letter be written to Water Resources care of
Alberta Environment in regard to this matter, and that they be asked
to contact Mr Gibbs at telephone 271 -2767 residence or 253 -9111
business

Mr R Campbell spoke to Mr Paquette regarding cleaning up at the
Elmer Medina spring - North West of Huxley - and also in regard to
repairing; the guard rail at the Pigeon Bridge east of Trochu
Mr Berdahl stated he had been contacted regarding a road to the
Drumheller Ski Hill coming in from the south It was agreed that
the road committee will check regarding this

Mr Berdahl also stated he had been contacted by a person from Drumheller
who wishes to operate a concession at the Horseshoe Canyon Corner CAYNO:�i;L',
This has been referred to Edmonton by the applicant, and we will '
likely hear further regarding it later CONCESSION
Mr Campbell moved that Council authorize payment to the Regional REG
Resource Project of $36 00 as our share of the expenses of a delegate ✓ PAYMENT
to a recent conference

Mr Bauer moved that two posts with reflectors be put on the
south side of the road east of Three Hills opposite the approaches
at Grantville
Carried
Mr Bauer and Mr Paquette reported that someone with a rock
picker had dumped three to four loads of gravel along the
side of the road south of Gorrs' and the end of one culvert has
been blocked
Mr Bauer agreed to check further regarding this matter
Mr T Ferguson returned to the meeting at approximately this time
Mr Paquette advised that the patch crew is still working south
of Hesketh and are now straightening the bend in the road and will
next be. doing the hump to improve vision
Council was advised that R Angus had installed a reconditioned
motor in one of our gravel trucks earlier this year After
a few hours of operation trouble developed, and the expense of
repair was considerable R Angus blame the truck driver for
not stopping as soon as the trouble was evident No decision was
made by Council
Mr Paquette then left the meeting
Letter of April 20th from Alberta Culture advised that the
Schech dug out home in NW 22-- 31 -26 -4 is being designated as a
registered historic site Mr Bauer moved that this be accepted
as information

Mr Alex Cunningham, Utility Officer, met with Council Bids
as received in regard to the proposed sewer system at Huxley were
opened and reviewed briefly The bid of Elmer Stickel and
D Jassman of Three Hills for ditching and backfilling at 75� per
linel foot was the cheapest of those received for that work
It appeared that the bid from the AAMD & C for pipe, etc is
the lowest, but some further study is needed to make comparisions
Mr Bauer moved that the committee be authorized to make decisions
and in general to accept the low bidders

Mr Cunningham stated that Underwood McLellan had been contacted
regarding the legal survey for the lagoon site, etc , and stated
they felt this could be delayed until after construction
It was agreed that decision as to whether or not Council would do the
work for the lagoon with municipal equipment be tabled until the
budget meeting
Mr Cunningham then left the meeting

Letter from Mr Byers solicitor, stated that he had sent a GRASSMICK
double registered letter to Mr. Jerald Grassmick cancelling LOTS IN
the Council's agreement with Mr Grassmick in regard to portions SWALWELL
of Lots 11 to 26 Block 7, Swalwell, as Mr Grassmick had failed
to make payment for same Solicitor's fee was $50 75 Mr Poole
moved that the report be accepted, that the solicitors be paid, and that
the bts be held as potential building sites later

Report of 1975 fire losses as received from the Fire Commissioner
was reviewed with Council It was noted that certain fires listed 1975 FIRE
in the M D were actually outside of the area and these were noted LOSSES
Mr Ferguson moved that the corrections be sent to the Fire Commissioner

Mr Poole moved that Mr R W Brown be named as Council's representative REPRESENTA.T
to the Three Hills Local Further Education Council for Continuing CONTINUING

Circular of April 28th from Alberta Environment was read in regard
to potential reclamation sites It was noted that all sites selected
must be owned by some level of government or they must be purchased
Mr Campbell moved that application be made to have the nuisance J
grounds reclaimed, which are going to be abandoned; and that the
reclamation council be advised that Council here does not see the need
of ownership where such things as old gravel pits, etc , are to be cleaned
up

on Lots 9, 10 and 11 in Block 8,Plan Sunnyslope 4761 E H
had been torn down but the site has not been cleaned up It
is unsightly and somewhat dangerous Mr Berdahl moved that notice
be given to the owner that Council will consider issuing an order and
taking other action under Section 158 of the Municipal Government
Act and that Mr Ted Chalk as owner be given the opportunity

Mr Berdahl stated that a group from the Drumheller area had contacted him with
objection regarding cutbacks in hospital services It appears that the
cut backs in services and in the number of beds applies throughout the HOSPITAL CUT
province due largely to government restraints BACKS
Mr Berdahl moved that a letter of protest be sent to the Honourable V
G Mxmiely; Minister of Hospitals and Medical Care, with copies to
The Honourable Allan Warrack and Mr G Taylor M L A ; from this area
