HomeMy WebLinkAbout1976-04-27 Council Minutesa 11 N { COUNCIL MEETING APRIL 27th,1976 (CONTINUED FROM APRIL 26th,1976) The Council Meeting that had adjourned from April 26th 1976 was reconvened in the Municipal Office, Three Hills at 9 00 A M , Tuesday:; April 27th, 1976 with all Councillors again in attendance PRESENT Mr G G. mile 1 day 22 Division 7 Leischner Road - West of 31- 33 -23 -4 1 mile 15 days 23 Division 7 - Poffenroth Road - West of 2- 34 -24 - -4 k mile 1 day 24 Division 7 South Huxley Road - South of 17- 34 -23 -4 - 1r, mile 1 day 25 Division 7 - Doerksen Road Brushing __ West of 14., 23., 26 and 35 in 34 -23 -4 4 miles -- 6 days 26 Division 7 Cranston East and South West of 19-- 34 -22 -4 - k mile 1 day 27 Division 7 Hutterite Trail West of 29 and 32 in 34 -22 -4 -- % mile 4 days It was noted that we possibly may supply only culverts for the above project 28 Division 7 -- Muchka Road - West of 26-32 - -22 -4 k mile - 2 days ..) 10 A �� EJ N C� N COUNCIL MEETING APRIL 27th 1976 P 10 The above total 19 miles - 156 days Some Councillors listed other projects that would not involve the whole of the small crew being as follows 1 Hesketh Bridge Creek Crossing Section 12 29 -22- -4 - 1 day Mr C W Poole moved that the Road Committee look at the Becker Road West of 25-33 26• -4 - Division 6 Carried Brief discussion took place regarding the purchase of �arious types of radio equipment Mr Campbell moved that if a Councillor purchases an extra bracket and aerials for extra vehicles of his own, the M D will purchase them back when he leaves Carried Mr Bauer reported that Mr Ron Toews would like to do some work on the road on the west of 18-- 32 -26 -4 into a new gravel pit site Brief discussion followed and Mr Bauer moved that we approve of this matter and pay Mr Toews $100 00 for 100 cubic yards of screenings to 12" and that the above gravel be placed on the first 2 mile on West of 18 32- 26-4., and Mr Bauer further advised that the cheque for the $100 00 should be made out to Ron Toews or bearer and applied against his account Carried Mr Clint Thompson from the Bridge Branch entered the meeting at this time and advised that the Bridge Branch would like to put a retaining wall along the north and south east sides of the Linden Overpass He stated they would dust require only a small amount of work from us It was noted at this time that Mr Kin£ was to contact Mr Robert Cronkite regarding the seeding of the side slopes at the Linden Overpass Brief discussion followed and the cementing of low level crossings was discussed Mr Thompson stated it would be better to use pit run and /or rocks and keep very low, possibly only two feet above the stream bed He further reported that extensions to our culverts would be coming around June lst,, 1976 and that old number 21 bridge is proposed for this coming winter Mr Thompson left the meeting at this time Discussion continued on the 1976 road program It was decided to delete the following projects Project No 5 Division 4 - McKay North 2 miles - 12 days Project No 11 - Division 6 - Stanton Road - 2 miles - 12 days This would bring the complete projects of the Main Crew to 192 miles and 129 days The Small Crew was then discussed and it was decided to delete Project No 4 Division 7 - Leischner Road 1 mile - 15 days and Project No 22- Division 6 - Howard Road - 12 miles and 20 days This brings the Small Crew Projects down to 162 miles and 121 days It was further noted that if time permits Project No 11 would be top priority and Project No 5 second priority for Main Crew, and that if the Small Crew has more time, Project No 22 would hold priority over Project No 24 RADIO EQUIPMENT R TOEWS ROAD W 18 -32- 26-4 LINDEN OVERPASS RETAINING WALL BRIDGE 1976 ROAD PROGRAM CONTINUED Brief discussion was held concerning Land Buying; Policy and Mr Poole LAND BUYING moved that we purchase land requirements at 15 times the assessment at V POLICY a minimum of $250 00 per acre Mr Joe Dobler gave a gravel report for the year ending December 31st, GRAVEL 1975 as follows REPORT 11 J f 1� G D� COUNCIL MEETING APRIL 27th 1976 P 11 Division 1 - 10,539 yards regravelled 2349 yards - new grade. GRAVEL 72 yards �- light surface Total 12.960 REPORT Division 2 - 9171 yards -- regravelled 1998 new grade, 134 yards government culverts - 18 light surface- Total 11 321 Division 3 - 6396 yards regravelled 2007 yards new grade 180 - government culverts Total 8583 yards Division 4- 10;701 - regravelled 3771 yards new grade. 171 - government culverts - Total 14,61 +3 yards Division 5 9129 regravelled 2706 light surface Total 11,835 yards Division 6 - 10956 - regravelled 2781 new grade 2331 - light surface Total 16,068 yards Division 7 - 12,116 -- regravelled- 2020 new grade. 108 - government culvert - 1431 - light coat surface Total 15,675 yards Total for all Divisions 69,008 yards regravellec! 14,926 yards new grade 593 yards government culverts 6558 yards light coat surface Total 91,085 yards °ravel put on roads in 1975 He further reported that 64,057 cubic yards of gravel had been stockpiled Mr Litz moved that this report be accepted and filed Carried V Mr King read a letter from Mr Horner, Deputy Premier and Minister of ALTA Transportation,, advising the reasons that we did not receive a supplementary TRANSPORTATION grant durinc, 1975 ✓ CORRESONDENCE Mr Ferguson moved to accept this and file Carried Mr King read another letter from Mr Horner regarding our road grant for L 1976 and Mr Horner stated the grant would be in the sum of $229 534 00 Mr Bauer moved to accept this and file Carried Mr King read a letter from Mr Harvey Alton regarding; the general condition V on which the above grant will be based Mr Ferguson moved to accept and file Carried Mr Poole reported that there is a quantity of rock just south of Swalwell in the NE 9- 30 -24 - -4 He mentioned this to Mr Dobler and Mr Paquette if they might be needed at a later date at the Swalwell Dam Mr Dobler reported that Mr Robert Gundlach has bean classed as a Senior EMPLOYEES Labourer for the present time and has been a Senior Driver in the Gravel CLASSIFICAT Crew for the past two years Discussion followed Mr Campbell moved that all employees will be paid for the Sob they are doing, in the category they are placed by the Foremens° Committee No change will be made in status for less than 4 hours in one day Carried CANCELLATION ROAD DIVER Mr King gave a brief report about the road diversion in the NW 4- 30 -25 -4 and Mr Brown moved that this road diversion in the PIW 4- 30 -25 -4 NW 4- 30 - -25 -4 be cancelled if the same is still in effect Carried 12 ) A AVk N t I d COUNCIL MEETING APRIL 27th,,1976 P 12 The combined Service Boazd and Council Minutes of March 24th91976 were then referred to Discussion followed and. Mr Ferguson moved that we contact Mr J Hart to see how much he would require to do all our cemetery work for us if we purchased a mower Mr Hart is to supply his own transportation on a mileage basis Carried Brief discussion took place regarding our parks and Mr Ferguson moved that Mr Norman Soder,. Ag Fieldman; be authorized to hire two employees plus a spray operator and that Mr Soder's crew take care of all parks Carried Discussion was held concerning the third paragraph on page 3 of the above noted minutes It was noted the auctnn mart would receive $2 00 per head for inspection and treatment of animals for warble control Mr Brown moved that the auction marts also supply chemicals at the above price Carried Mr Bauer moved the adoption of the ]o.int meeting minutes Carried Mr Bauer moved the meeting do now adjourn Carried Reeve Secretary - Treasurer Time of Adjournment 5 30 P M CEMETERY WORK ✓ J HART AG ✓ FIELDMEN HIRE CREW AUCTION MART PAYMENT FOR WARBLE TREATMENT ADJOURN
