REPORT-OF-SANITARY- LAND FILL MEFTIITG --APRIL -20th�,1976

A meeting was held at the office of the Municipal District of Kneehill in Three Hills,
on Tuesday, April 20th, 1976; commencing at 7 30 P M
Those present were- Mr Charles Lau, Public Health Inspector, Drumheller, Health Unit
Mr Lyndon Davies Provincial Department of Health
Rob Pritchard, Alberta Environment
Mr R W Brown and Mr G G. King; M D Kneehill #48
Mr Albert Hannah and Mr E Knievel, Town of Trochu
Mr Ted Schmidt and Mr S Bramley - Village of Carbon
Mr Elmer Rogers, Village of Acme
Mr H Ehrmann Village of Torrington
Representatives of Three Hills had telephoned to say they were unable to come to this
meeting, but willing to co operate in any way possible
Report of the meeting held on March 15th was read and discussed briefly By -laws
as suggested had been passed by the M D of Kneehill and likely the Town of Three HIlls
Acme Carbon and Torrington representatives each stated they planned to pass a by -law.
Mr Pritchard stated he would send a sample by --law for use here Mr Pritchard
in reply to questions, briefly outlined the Crcws Nest Pass - Pincher Creek Regional
Land Fill set up. Involved are towns of Pincher Creek Blairmore and Coleman
Villages of Cowley, Bellevue and Frank Municipal District of Pincher Creek and
I D #5 Alberta Environment granted $400 000 00 for items such as machinery,
scales buildings, fences and on site roads Environment also paid for the engineering
costs and for the land Population served will be about 10,000, and the facilities
may also be used by Waterton Park and others Each municipality pays a membership
fee of approximately $2 00 per capita,, and is also charged a user's fee He was
not sure what service, if any, is granted to the rural areas
The present government policy now provides grants for land only
Representatives present expressed their Councils' views in brief
1 M D Kneehill - wishes to participate for hamlets only, but with arrangements whereby
farmers could use the facility on a charge basis
2 Carbon - definitely favours one central location, but wants cost estimates
3 Trochu - can continue with their own at present, but looking at the new proposals
and considering costs
4 Acme must make a change and favour central location
5 Torrington -- realizes they are about through at the present bcation and thus must
make a change
Mr Hannah suggested that the group might consider buying; a compactor unit instead of
hiring a contractor
Mr Brown advised that costs in the M D were below those of the contractors for road
building
A new compactor truck might cost about $25,000 00, a used unit might be available from
some city. To look after 600 people would take approximately one 20 cubic yard load once
a week Total population of the urban areas here including hamlets would be
slightly under 5,000
The meeting agreed that we should get written quotations.,
First from Three Hills for use of their present site including operation of same
Discussion would also be held with M.D about the M D doing the machine work with
the recommendation that the work must be done at least once per week except perhaps
in winter
Second Sealed bids for collection and delivery of garbage to the Three Hills Site for
all hamlets of the M D (excluding P B I ), for the Village of Torrington, Linden and
Acme Quote additional for Carbon Quote additional for Trochu Quote reduction
if any; if all of the above are included Each bidder to outline equipment to be
used and the service to be given Replies to be in by May 20th,1976
Advertisement for the bids to be put in the Calgary Herald and Edmonton Journal, and
also sent by letter to Prairie Waste Management and Central Disposal Ltd
Agreed that next committee meeting be at the Municipal District Office in Three Hills on
Tuesday -; May 25th, 1976; commencing at 8 00 P M
