Carlson Road W of 15- 33 -25 -4 - mounds of dirt from power poles need distribution further south to make larger approach for Carlson - also 1 or two mounds further north 3 Carlson West • West of 9- 33 -25 -4 - backsloping required on south side of road 4 Weisenburger West -- rebuild 2 mile of road north of 7- 33 -25 -4 5 Becker West - Road requires straightening or compensate him for some - West of 25- 33 -26 -4 6. Russel Smith Road - south of 5 and 6 in 34 -25 -4 Rebuild 2 miles 7 Howard Road - Finish job started last season - south of 30- 34 -25 -4 8. Road - clean out ditch - east of 3- 34 -24 -4- 14 Leischner Road - West of 31- 33 -23 - -4 requires fill 15 John Smyth Crossing - south of 11- 33 -23 -4 I 110�� C7 [�E COUNCIL MEETING APRIL 7th.1976 The Council of the Municipal District Office, Three Hills, commencing at 2 following road tour Those present were Gilbert Berdahl Div 1 C W Poole Div 2 Ralph W Brown Div. 3 (Reeve) Art W. Bauer Div 4 Leonard Litz Div 6 R G Campbell Div 7 of Kneehill #48 met at the Municipal 00 P M , on Wednesday, April 7th,1976 G G King Secretary - Treasurer was present and recorded the minutes Ted Paquette, Public Works Superintendent and John C Jeffery, Assistant Secretary- Treasurer were also present Mr Joe Dobler, Gravel Foreman met with Council and outlined the results of gravel testing done with Bertram Drilling. 1 NE 23- 28 -22 -4 - Earl Fraser - along the ridge - 8 to 10 feet gravel and 10 feet sand - very little cover 2. Same land as above , but further north Sand only 3 SW 24- 28 -22 -4 Marathon Realty - 6 feet gravel and 34 feet sand and sandstone 4 NW 10- 29 -22 -4 - Ross Fraser - - on slope of hill close to Hesketh Pit 40 feet clay and then 20 feet gravel From the above it would appear that gravel would best be obtained from Location No 1 and from across the road to the east in NW 24- 28 -22 -4 (Andrew Groenveld - lessee) - Marathon Realty Owner Mr Litz moved that the above report be accepted and the matter of leases for the NE 23 and NW 24- 28 -22 -4 be followed up, and further testing done with a backhoe. Carried Mr Campbell and Mr Dobler reported on testing for gravel east of Trochu by Bertram Drilling No suitable gravel had been located. Mr. Campbell stated he has been advised there is good gravel in the river north east of Trochu and perhaps more near the Elvin Location Inspection should be made in some manner and then consideration given to a road access Mr. Bauer moved that the Road Committee follow up on this matter Carried Council was advised that Andex Oil had inquired about access to the well site in LSD 6- 2630 -24 -4 - Loosmore The proposed outlet to the west is costly because of the coulee and also cuts the land up rather badly. Mr. Poole moved that Council approve access from the south along the east side of the coulee and then following the route as per diagram of Andex Oil Carried Alberta Environment had contacted our office regarding proposed use of NW 33- 29 -25 -4 for a sanitary land fill Mr Brown discussed this privately with Mrs Ruth Bates, who advised that Mr and Mrs Ken Balderson are negotiating a lease of the said land for.1976 Mr Berdahl moved that Council approve of Alberta Envaronment grant�agfarm lease to Mr and Mrs Balderson for the 7W 33- 29 -25 -4 for the year 1976, on condition that the Baldersons agree that the M D may have an access road and an area for a sanitary land fill if required later in the year., estimated total acres would be 12 acres as outlined in red on the sketch by Mr Charles Lau of the Drumheller Health Unit If the M D enters upon the said portion of the land, it will be obligated to pay $350 00 to the Baldersons for their out of pocket expenses Carried 2 ti H COUNCIL MEETING - - APRIL 7th,1976 P.2 Mr Poole advised that he has been requested to get a number of trees trimmed in Swalwell Some should be removed Estimated price obtained through information from the Town of Three Hills was $12 00 per tree for trimming or $22.00 per tree to remove Branches etc, are ground up and the waste hauled away There may be other alternate ways of getting it done Mr Campbell moved that Council authorize work done on the Swalwell trees with Mr Poole to be in charge Carried Mr Dobler stated that he can do any urgent gravel /ongrequest but wishes to avoid any unnecessary moving. It was suggested that the mile of road from W Gibson East be done fairly soon Mr. Dobler then left the meeting. Mr G King advised Council that he had telephoned Mr Earl Danchuk, Secondary Road Engineer regarding the paving program for this year Mr Danchuk had advised that the allottment had been cut back and it appeared.salikely that no paving would be approved for this Municipal District this year Mr Danchuk had also stated that he believed that the Three Hills West Road should have first consideration Council discussed this and Mr G King made it clear that the information is not final but a definite answer should be received in approximately two weeks Mr Bauer moved that Alberta Transportation be asked to make traffic counts on the Three Hills West Road and on the Pope Lease Road Car ried Mr Brown moved that a letter be written to Dr Hornar, "lberta Transportation Minister asking why the M D of Kneehill did not receive any additional road grant last fall similar to additional grants given to other municipalities Carried Mr. G. King advised that there is no registered road along the south side of Section 33- 28- -20 --4 - Stockton - but it has been used as a public road for many years Mr Poole moved that Mr G Berdahl and Mr G. King negotiate with the land owners to have this made a public road Carried Council then discussed where the main crew should start work Mr King advised Council that he had telehoned the Bridge Branch and it is unlikely that any government culverts or extensions will be delivered here before June lst Council considered the previous request of Mr Ferguson that the first work be done on the Correction Line south east of Three HIlls, but decided it might b.: best to delay this somewhat until the culvert extension is here Mr Litz moved that the first jobs for the main crew be Items 3 and 5 from the Road Tour Report of April 5th, with the foremen to decide which to do first -, and that each have a 26 foot top, and that one packer be used Locations are. W of 28 and 33 in 31 -24 -4 and West of 20 and 17 in 31 -24 -4 Carried Mr Berdahl asked to be recorded as opposed . 3 P C .0 N COUNCIL MEETING - APRIL 7th,1976 P 3 Mr. Bauer moved that the Small Crew be authorized to start work south of Hesketh at W 35 and West of 14 in 28 -22 -4 Carried Mr. C. Berthot of Gulf Oil met with Council and asked for road improvements between Sections 21 and 22 in 29 -24 -4 Mr Poole moved that the M D agree to maintain and improve the road with ✓ a motor grader and to supply approximately 200 cubic yards of crushed gravel from the Megli Pit, with Gulf Oil to haul the gravel at its own expense Carried Mr Berthot thanked Council and then left the meeting Mr Paquette advised that he had contacted Star Blacktop Ltd. about coming to Three Hills to prepare patch material for surfacing They quoted $4000.00 to move in plus 40� per gallon of oil used The M D would supply the oil and the gravel Based on 4000 cubic yards of work the approximate total price would be $23 62 per cubic yard. Prices per cubic yard would be higher for smaller quantities Mr Paquette also advised that Border Paving at Red Deer would supply the mix material at approximately $15 75 per ton Hauling would be extra, so the total price might be slightly higher, but the material would be obtained fresh when needed Mr. Litz moved that the patch material be hauled from Red Deer as required Carried Mr Bauer moved that this meeting do now adjourn Carried Time of Adjournment 4 40 P M lc&z - - - -- -------- - - - - -- - -- - - ----- --------- Reeve Secretary- Treasu
