SPECIAL JOINT MEETING OF KNEEHILL MUNICIPAL COUNCIL AND THE
AGRICULTURAL SERVICE BOARD
THURSDAY, MARCH 11th, 1976

There hasn't been too much activity around the A S B office since our last meeting.
We attended the Foremen's meeting Thursday, February attended the Loss
Prevention Seminar in Edmonton on Friday, February 20th, sprayed cattle on Monday,
February 23rd and went to Red Deer that evening to attend the Provincial A S B
Conference We did not get back until Thursday evening The balance of the
time has been spent in the office with the exception of a half day spent at the
Acme Auction Mart on Thursday, March 4th
The present use of the A S B tractors was discussed at the Foremen's meeting
It was felt that the Service Board could get by with the M H tractor for the summer
but the I H C tractor could be used by Public Works for the summer. The grass
seeding could be left until fall and it could then be done by either public works
or the Service Board The M H tractor would then be free to be used by Public
Works if it was needed, while the I H C. was doing the grass seeding This
arrangement would appear to better utilize the two tractors
It was also discussed that it would appear to be a full time job for one man to
assist with the tree planting program, then go on to mowing grass at the
cemeteries, schools, parks and roadsides This could provide continuous work
until fall This man could then go onto the I H C and do the grass seeding
It was recommended that a meeting with all M D employees be arranged before
the end of March on safety John Jeffery has made arrangements in co_-. unction
with the Workers' Compensation Board to hold this meeting on Friday, March
19th Apparently dinner will be served at participants' own risk.
The Loss Prevention Seminar held in Edmonton was very interesting and possibly
a little scary It was stated that a person may be better not to get out of bed
in the mornings except that accidents can even happen there. The meeting to be
held on March 19th will go into a portion of what was presented at the Seminar
We have only sprayed two herds of cattle for lice since our last meeting This
was done the day we were getting ready to go to the convention and there
had to be 350 head to do Their working facilities were good and we had no
problems
The Provincial A S B conference in Red Deer was one of the best that we have
had Facilities were excellent with the exception of the P A. system, which
created some problems There was in the neighborhood of 450 people registered
The resolution presented by the M D of Kneehill was defeated This was the resolution
on resolutions, that even though resolutions were defeated, they still be sent
on to the proper authority I feel that this was a good resolution and while
it could be expanded, should be presented again next year
We attended the sale at the Acme Auction Mart on Thursday, March 4th in regard to the
arble inspection program There was no cattle going through so there was no inspection

The balance of our time has been spent on reports and preparations for
spring and simmer work There have not been too many people coming into the office
for information for the past while

JOINT MEETING - MUNICIPAL DISTRICT OF KNEEHILL NO 48 COUNCIL
AND AGRICULTURAL SERVICE BOARD - MARCH 24th,1976

A joint meeting of the Council and the Agricultural Service Board was
held in the Municipal Office, Three Hills, on Wednesday, March 24th
1976, commencing at 9 00 A M
Those present were.
Councillor R G Campbell, Chairman
Councillor, G Berdahl, Councillor C W Poole, Councillor R W Brown
Councillor A W Bauer, Councillor T A Ferguson, Councillor L. G Litz
Mr Harold Howe; Ratepayer Member, Mr Harold Mueller,Ratepayer Member
Mr. Russell Horvey and Mr Brian Laing, District Agriculturists,
Mr Norman Soder, Ag Fieldman, Mr Glenn Smyth, Assistant Ag Fieldman
John C Jeffery, Secretary
The minutes of the February 17th, meeting were reviewed briefly Mr
Brown moved approval of those minutes

Mr. Norman Soder read the Ag Fieldman's report, dated March 11th,
1976 Discussion followed, and Mr H Howe moved the acceptance of-
his report

Mr Brian Laing gave a brief report of the District Agriculturists'
activities. Mr Laing advised that he had been in Olds last week
and Mr Horvey had been out at the coast for a meeting The winter
courses are almost over, and he had received several comments
on the welding courses Mr. Litz asked if a course could be put
on next winter in Wimborne, with the SAIT instructor Mr Laing
advised he would check into this matter as the SAIT instrudpr
must be booked at least a year in advance. Mr. Laing further reported
the Farm Labour Pool Budget was cut considerably, and for 1976
they will only pay $200 00 a month for two months.
Mr. Poole moved acceptance of this report.

Mr Soder reported concerning the 1975 budget The Department
of Agriculture had paid the maximum grant of $13;000 00, and we had
applied for approximately an additional $5000 00 If these funds
are available payment of this additional $5000.00 grant will be
considered at a later date
Mr Soder read to the meeting a certificate of compliance regarding
Christie Pork Ltd , in which the company had worked with the
Department of Environment and Department of Agriculture to improve
the environmental conditions on the pig ranch
Mr Soder also reported on the matter of blasting the ditch with
explosives at Elmer Meding and Fred Haller The explosive would
cost approximately $500 00,and that WaterResources are doing a survey
Should it be feasible, Water Resources may use it as a demonstration
site Alta Water Resources require the participation of the M D
in the project Further information on this matter will be brought
to the next meeting
Mr Soder stated he would like to attend a dry land salinity meeting
in Lethbridge on March 25th, 1976, and he would like to have Glenn
attend the Avenge meeting at Innisfail Mr. Brown moved that Mr
Soder be authorized to attend th�iteeting in Lethbridge, and Mr. Smyth
be authorized to attend the meeting in Innisfail

The prices as quoted in the written bids were considered Mr Brown moved
that we purchase our seed requirements from United Grain Growers

Mr Soder then gave everyone present a list compiling the Ag Service
Board duties in the office and in the field Copy of the list is filed
with these minutes.
The list was reviewed at great length
Mr Ferguson moved that the Ag Service Board continue to sell grass
seed and certain chemicals in small amounts as we have in the past.

The following points were then reviewed and agreement reached, subject
to passing one motion covering all these points
1 It was agreed that tree planting be restricted to shrubs only for 1977
2 It was agreed that there be a minimum charge of $25 00 or 65t a head
whichever s the greater for cattle spraying
3. It was agreed that there be a basic minimum charge for any custom work.
4. It was agreed that the parks and cemeteries are the responsibility of
Council and not the Service Board, and also it was agreed that we
notify the school division that we cannot mow school yards this year
5 It was recommended that if Mr Soder felt he required support, he report
directly to the Chairman of the Ag Service Board, and if there are any
major complaints about the Department_; these are to be referred directly
to the Chairman
6 It was agreed that Mr. Soder set up a work load distribution for presentation
to Council at their next meeting
Mr Brown moved that the above points be recommended to Council

Brief discussion was held concerning the cost sharing for government grants
Mr Brown moved that the farmer pay 40% and the government pay 60% on all
programs, with the exception of demonstrations

Further discussion was held on the Wild Oat and Thistle Program. Mr Soder
advised this program is also a 40 -60 split, with a $10,000 00 budget, and
a $6000 00 grant Mr Bauer moved that the 60 -40 split be upheld to a
riximum of $100 00 per farmer

Mr Soder was advised to check with the Agriculture Department; and work
out the program and follow up program, for thistle control

The capital requirements of the Service Board were then discussed.
Mr. Soder stated that the small tractor and mower and weed eater
could be eliminated now that the Service Board has been relieved
of these responsibilities
The Service Board will rebuild the grass seeder box; rather than
purchase a new one
Mr Ferguson moved that we purchase a projector and tape deck for
approximately $600 00

Discussion was held concerning our summer spray operation and also
summer help Mr Soder was advised that there are several applications
on file for summer helps and Mr Brown moved that we advertise
for an operator to run our one man spray truck, on a split shift
basis -- early morning and late evening when there is no wind

Mr Soder reported regarding the warble inspection program at
auction marts There is a $2 00 charge per animal for inspection and treatment
The Auctbn Mart keeps $1 00 and the M D would receive $1 00
for chemical and supervision The Department also pays for the sprayer
and inspector Mr Brown moved that the Auction Mart retain the full
charge of $2.00 per head if they go along with the program

The Secretary advised that he had a bid from Mrs. Barker regarding
Keiver's Lake Mrs Barker will lock after emptying the garbage
barrels approximately each Monday and Friday, general clean up
of papers, etc, and would haul the garbage to the Torrington Nuisance
Grounds twice a week clean up toilets, would not be responsible
for any supplies or vandalism, but would report any damage to
our office She would retain revenue from bottles picked up
For this service she would charge $75 00 per month. Mr Berdahl
moved that an agreement be entered into with Mrs. Barker for
$75 00 per month from the date the concession opens until
the booth is closed in the fall It was noted that the garbage
should be hauled to the Three Hills nuisance grounds,; and if
necessary a small additional amount would be paid to Mrs Barker
to compensate for the additional distance

The Secretary referred briefly to a letter from the Department of
Agriculture regarding grasshopper control Mr Phillips, Head
of the Department reported that dimethoate is the only spray
insecticide being supplied, and it will be sold at $8 00 per gallon,
which is the same price charged in the 1974 -75 year
It was noted that only light to moderate infestation is forecast
for this area
Mr Ferguson moved that we supply grasshopper chemical to any farmer
requiring it on a 50 -50 farmer and municipal split.

It was reported that the Province will pay $20 00 a day for
shop rental for the welding course held in our shop in Carbon
Mr Bauer moved that we apply for the $20 00 per day grant for five
days for the Carbon shop

Mr Brown reported that he felt Mr Soder and Mr Smyth should
be out more in the winter months, such as attending at auction
markets on sale days; talking with the farmers etc Mr Brown
moved that Mr. Soder and Mr Smyth be allowed to attend auction
sales and any other event of this nature when they had time
to mingle with the farmers, as much as possible

Mr Soder asked about having a weed tour in early July for Council
and Ag Service Board, and perhaps include others
This was left until later in the season for decision
Mr Soder referred to the fact that he is a director
of the Provincial Ag Fieldmen' Association; and stated
they have about 4 to 6 meetings of the Executive per year
They also plan a four day meeting to discuss a training course
for Ag Fieldmen This will be March 29th to April 4th
He asked how much time Council was willing to grant him
for attendance at thesefunctions Mr Ferguson moved
that Council approve attendance

Mr Glenn Smyth asked about walkie talkie radios and said
they would be useful at times Mr Campbell stated they
would be of limited use as the range is short but they
could be discussed when more information is available.
Mr Horvey spoke about the feed assistance program
and stated that it is only available in areas specified
needy by the Province The general opinion expressed by
the meeting is that there is no real shortage of feed in
this area at present, but this should be reviewed in summer
when the supply can be forecast
Mr Campbell asked Harold Howe to comment about being a TV
personality Mr Howe replied that he has been a director
and executive officer of the Red Poll Association for many
years, and that he has been invited this summer to a meeting
in Great Bruin The meeting will be approximately 10 days
in July Last Monday the President of that association and
he did a one half hour program for the Lethbridge radio
station and this will be broadcast over channel 13 and perhaps
one other this coming Sunday at 2,00 P M He further advised
that the local president of their association, Mr Joe Marshall
will be a judge at the show in Great Britain Mr Howe further
stated that he and his family hope to take about 22 days and spend
it as a family trip to Great Britain He was commended for his
interest in the association, and for the honour given to him
A letter is to be sent to the Workers' Compensation
Board thanking it for arranging the safety seminar held recently
at Three Hills
Mr Brown moved that this meeting adjourn
