Towers, Manbers of Parliament, and also Mr Gordon Taylor, M L A , and his research director, Mr Williams Others present introduced themselves report of the meeting of January 15th,1975 was read by the Secretary. Adoption was moved by Mr. A. Hannah, and seconded by Mr E Rogers Carried 11 A A RM MEETING OF LOCAL GOVERNING OFFICIALS _ JANUARY 21st,1976 p 2 ZJREE HILLS SCHOOL DIVISION. Mr R Horley, Secretary - Treasurer gave a report for Mr Anderson, who is away on holidays. They have no final agreement on wages through the Bow Valley School Authority. They are tied to approximately 11% increase in grants and budget, and this is creating problems Bus arrangements must be changed to fit in with the new government proposals Linden has made application for a private school and if this is N.Lj,___,zZed with, a nunbex of othner changes will follow They are endeavouring to get the school yards cared for through the Towns and Villages. TOWN OF THREE HILLS Councillor Mrs Jasman stated they had a big construction boon in 1975, with 70 building pezmiits to cover 29 residences, 6 mobile hmies; and with the addition to the Golden Hills Lodge and new senior citizen apartment, for a total of 65 housing units They are now planning another subdivision in thesouth. Operating costs of the nuisance grounds climbed and they are now making a charge for anyone outside of the town for use of those facilities. TOWN OF TROCHU., Councillor A. Hannah stated they had opened a new subdivision and gave a good report of buildings of all types Thirty six permits were issued He stated they have two full time doctors and one part time. A4ore subdivision development will be necessary They are also planning major sewer extensions and water extensions. VILLAGE OF CARBON- Councillor Permann also reported on advancement at Carbon, with 9 new homes and 4 double wide trailers Their senior citizen apartment is filled They are planning to annex some additional area Study is being made of a sewage lagoon, and plans are going forward for that He also suggested that the M D should consider improvements to the Carbon Sharples road VILLAGE OF ACME Mayor Rogers spoke on development there, and park improvements with one new well drilled in town. They now have a well in the rural area, three to four miles west of Acme, that will produce 400 gallons per minute. Costs of bringing this water to Acme will be quite extensive He also spoke of work under the D-- vonian Foundation and the planting of trees on main street Other major pro3ects included the building of the new cafe, and the Senior Citizens' apartments, which are now covered in. The future looks very good. VILLAGE OF LINDEN. No one present, but Mr Brown reported that they now have a good well out of town, and plan to pipe water in V AGE OF `MRINGTON No representative present Three Hills by Mr II Sommerville - Doctor Holt and Dr Ying in tam with privileges at the hospital, but no operations performed Active occupancy is clown slightly, but out patient ase of the hospital is up with an additional 3000 dollar revenue from that New facilities are being studied though the joint planning emission, working with the Alberta Hospital Services CamAssion. He further added that there were 32 births, 31 marriages and 24 deaths in the area last year. t Mnora - Mr N Wagstaff - He reported occupancy up to about 96% and out patients services also up The gmt:.LiYtu=,L only pays percentage up to 80% occupancy fo the extra use creates some financial problems Future requirements are under Study by a special committee which is now being named They have three doctors will privileges at Elnora 3 Lai ca Nit,tx -Liw, OF LOCAL GANG OFFICIALS JANUARY 21st,1976 P 3 Trochu - Chairman F Hoppins stated the construction of the new facility are under way, and so it has been difficult to carry on with the regular work at the hospital Occupancy is slightly over 75 %, with the 18 beds in use Out patient use is also up. Staff includes 20 full time and 19 part time Operating deficit of $25,000 00 in 1975 was mainly due to wages Three doctors have privileges at the hospital Physiotherapy is given one day per week They have good cooperation with Three Hills and Elnora AGRICULTURAL DEVELOPMENT COP414LT EE. Mr Frank Hoppins spoke briefly with regard to this committee, and stated that the Board includes R7r Allan Leinweber of the Linden -Acme area, Mr C. Poole for the M D , and Mr M Steinbach of Trochu Only a few appeals regarding farm loans have been brought before the Board He also referred to the work with Transcom in regard to hearings to be held by the Hall Commission in respect to C. P. R. rail line closure Mr T. Ferguson gave a financial report for 1975 He alsostated there were 202 calls answered during the year, and some 2103 volunteer hours of work were given by the people of the Linden district. Wimborne Water system had some additions made to equipment Two way radios have been installed in municipal vehicles and including the ambulances and fire trucks r A0XU, ARY HOSPITALS. l-it Ferguson reported that the 50 bed auxilbry hospital at Didsbury is full and the 40 bed nursing hone is almost full, but the latter includes some mental and senile types that create a problem Discussion is going ahead regarding a central hospital facility with Sundre, Olds and Didsbury considered Mr Wright added that the consultant firm had studied the area of Mountain View and had recommended that the Sundre hospital be kept as a major one, with minor changes, and that the other major hospital be at Didsbury Olds certainly does not agree with this He further stated that boundary changes are still under consideration Some thought is also being given to having one board for all the hospitals in the �buntain View area. MUNICIPAL DISTRICT OF INEEHILL Reeve Brown reported on in road improvements in 1975, including 21 miles of high standard grading and a number of small jobs completed The gn,���u,«..t added three inches of pavement from Allingham to Wimborne, and dic a double lift from Wimborne north to our boundary This connects through W Deer on to Innisfail Light coat surfacing has been repaired and maintai apd a saving of gravel is quite considerable The government has stated that tt will not pave Number 27 east inl976, but will look at putting a light coat of surfacing on the road from No 21 highway to the Dry Island Buffalo Jump F Controls over expenditures may affect the amount of the services and the wort+ done this year. He reviewed the discussions regarding Sanitary Land Fill, E appreciated the co-operation from the towns and villages, and regretted that nothing firm is decided at this time He also referred to the meetings regm a. M 0 M y M MEETING OF LOCAL GOVERNING OFFICIALS JANUARY 21st,1976 P 4 rail line �,►��t, with special reference to a meeting at Carbon this caning January 29th He also referred to his trip to Europe and noted that nearly all European countries he visited except Great Britian get a share of the inane tax at the local level Mr Stan Schumacher, M P stated it is good to be back and he appreciates the meetings of this type. It is gratifying to see the accomplishments as reported. The session of parliament has had various adjournments, but it is unusual that it is now in the same session in the third calendar year Emphasis is being put on law and order He also referred to hearings of the Hall Camu.ssion and stated that political discussions will follow Mr Gordon Towers, M P regretted that he could report little progress for the western part of Canada, and no decision about keeping the Crows` Nest Freight Rate Agreement. He referred briefly to the stabilization act, with the beef price at 38� and the advantages to Eastern Canada He also referred to the grain stabilization bill, which may be passed soon, but he is not happy with many clauses in it He mentioned that local councils and people concerned should watch regarding money available for land purchases or other government assistance, and stated that the cut back in mortgage money may reduce the funds available fran the government Mr Gordon Taylor, M. L A stated it was a pleasure to be at the meeting He ., ,., --.sed the Psi D Council for holding the meeting He felt it very good to discuss ocmnon problems Fie expressed the regrets of Dr A Warrack, M.L.A for this area, at being unable to attend, due to the holiday period. New session starts March th, and invited any to sit in on the sessions if in Edmonton. Heritage Fund bill over one billion dollars reserved for the future idea is accepted in principle by him, but he wondered what the people expect in the real details. He stated he is looking forward to the report of the land use committee, he realizes it will be a real problem in exercising control of foreign ownership Paving of Highway No 27 east is not included in the 1976 �.��,y��«, due to austerity, but he states the r- linister must decide on priorities He is very concerned about the hearings of the Hall Commission and he feels that railway lines should be kept open Some further information regarding costs, etc can be obtained from his office Planning matters at a local level give and a committee from Hanna and Drumheller are trying to get a new planning con-mission to serve the Drumheller and east area Fie feels that C R P C delays programs too much, and some tunes thwarts development. Perhaps they have too heavy a load The Worker's Compensation Board Act is up for review, and he invites opinions He thanked the M D for the invitation t6 be here DISCUSSION- Yr. G Berdahl mentioned about the �unbulance building at Linden, which is now under construction volunteer labour is invited for that worthy cause. Mr. Permrann asked if any one could give suggestions about the price of land for a sewage lagoon Therei.s really no guideline for this Considerable concern was expressed about the high pri.ees of gasoline, power and the increases proposed for natural gas in Alberta Some who 11ad travelled mentioned Alberta appears to be the higher of almost all other areas Some even suggested that private enterprise may be doing some gouging, as prices vary so greatly, within Alberta Mr. Albert Hannah replied in part; and stated that perhaps in other areas they work harder and for less. He stated that trucks in the U S operate at 7(� per mile less He also suggested that the Trans Canada Highway should be up- graded as truckers are taking over more of the business, and better facilities are needed Mr Hoppins mentioned that he felt the guidelines should apply to utility prices as well as other .items, as the price of power had shot up Natural gas is going up on April 1st, telephones may have a total increase of same 20 %. Mr Gordon Taylor stated that he could not make any reply officially, for the ..5 1 KI lu y I ANNOMM"Ob MEETING OF L= GOVERNING OFFICTTJ -S JANUARY 21st, 1976 7 government in power, nor for rx Warrack, but stated he had asked about these matters in Parliament - Under Federal guidelines items excluded are those under the Board of Public Utilities Camussioners The provincial government appears to feel that it should not give any advice or direction to that Board, as it might be considered interference Mr W Pennann spoke about the increases in insurance and the fact that these are also above all guidelines. Mr Schumacher stated that only one province has actually signed an agreement with Ottawa, but it appears definite that Alberta will be doing so, but only for a period of 18 months, and they recommend that the resource industry be excluded fran all controls Teachers of the Bow Valley School Ruthority have asked for approximately 17% increase This matter is now going to conciliation ~I It appeared the meeting felt that price controls are needed, and business should be controlled, but not to the extent that it would kill private enterprise Mr G Wilson mentioned that the government should be careful about exercising controls, and he felt that the people themselves could stem the tide Mrs Schumacher felt that the most important point was that the goverment I should start in with the actual government business, as that is where the main problems have started Some suggested a simplier form of financial statement should be given to ratepayers, so that they could understand sane of the business conducted by their elected representatives Mr Taylor stated that it was his definite opinion that if railway lines are abandoned, the land should go back to the people, without charge It was agreed that meetings of this kind are of value, and that another meeting should be held in approximately 1 year's time RESERVE Wednesday, January 19th, 1977, for this meeting, but let Mr G Kinq of Three Hllls know whether or not this date suits. Replies well in advance are requested, especially fran the Members of Parliament and the M L A s' fpr the area 9 1 S G G King, 0 A O COUNCIL MEETING -° WEDNESDAY, JANUARY 21st,1976 P 8 CONTINUED FROM JAY 12th,1976 PRESENT The Council meeting that had adjourned from January 12th,1976 was reconvened in the Municipal office, Three Hills, at 900 A M , on Wednesday, January 21st, 1976 All Councillors, with the exception of Mr C W Poole, were in attendance. Mr Brereton of the Three Hills School Division was present C R P C Correspondence to and from Alberta municipal Affairs, regarding the need 1—orl cr..orLA %aj a" for public reserve caveats where the public reserve had been paid in full ETC were read Mr Dick Johnston, Minister of Municipal Affairs , stated that the present legislation requires the caveats, but this will be reviewed for the new planning act Mr Bauer moved that this information be filed Carried Correspondence from C. R. P. C. regarding subdivision in SE 17- 30 - -25 -4 was read Mr Brown stated that no additional approaches are needed, and no extra road right of way Vir Ferguson moved that this be accepted Carried C. R. P C approval of consolidation of various titles of William Hansen at Allingham were read Mr Bauer moved that this be accepted Carried Mr Berdahl moved that correspondence from C. R P C regarding subdivision in NW 23-29-22-41 - H Seimens - be filed as informti.on Carried Recent letter from C R P C regarding proposed changes in its pipeline right of way policy was read Mr Campbell moved that a reply be sent to C R P C including the following. 1 Include a copy of our policy and ask if there is any conflict 2. Ask what obligation the M D has to allow and follow any regulations made by C. R. P C. 3 Ask about any use of corridors for all lines 4 Ask about regulations �,.,.,.dng flow lines Carried MiLnutes of November meeting of C R. P C were referred to very briefly 14' Litz moved that these be filed Carried Mr. Brown stated that Mtr Ron Hilton of Water Resources had told him that the dbsign for a new dam slightly north of Acme has been drawn up and the estimated cost is some $300;000 00 Mr. Brown also stated that a court hearing will be held fairly soon regarding the Janet Lumber Yard, which was built on railway property near Calgary, with out the required approvals Rocky View Council had supported it, but C. P C is to be held in Calgary on February 6th, 1.976, commencing at 9.30 A ti It was agreed that delegates be Mr R W Brown, N h W Bauer, and Mr G King Mr Berdahl moved that the matter of planning caveats be brought before the annual meeting of C R P C , and reference made to our previous correspondence and discussion Carried Ar Brown reported that no cash in lieu or public reserve is required for subdivision under 2 acres in size The matter of titles to the land affected if rail lines are abandoned was discussed Some information is to be sought regarding the procedure in disposing of that land. ....9 ,/ I/ V A Cy 11 COUNCIL MEETING JANUARY 21st, 1976 Development Control By -law No 781 was then discussed in detail The new pages 2, 3 and 6 as received from Mr A R Smith, Director of C R P C were also discussed Mr Ferguson moved that page 2 subsection g be changed to refer to majority vote of Council manbers present, and voting Carried Mr. Brown moved that this M D bring before the annual meeting of C R P C a proposed new preliminary regional plan for the County of Wheatland and the M D of Kneehill and Starland Carried Shortage of time did not allow Council to ccmplete: dealing with this by -law. It was suggested that the by -law to be advertised should be the one which is ultimately to be -the one passed by Council, and thus considerable thought should be given to the matter before any advertising for the public is done Mr Litz moved that this meeting adjourn.
