Wages 101 11 JOINT MEETING OF THE MUNICIPAL DISTRICT OF KNEEHILL #48 COUNCIL AND AGRICULTURAL SERVICE BOARD - MONDAY, DECEMBER 15th, 1975 A joint meeting of the Council of the Municipal District of Kneehill #48 and the Agricultural Service Board was held in the Municipal Office, Three Hills, on Mornay, December 15t]i, 1975, commencing at 9:00 A.M. PRESENT Those present were - Mr R G Campbell, Chairman Mr. C. W. Poole Mr A W Bauer Mr L G Litz Mr. G. A. Berdahl Mr T A Ferguson Mr. R W Brown Mr. Russell Horvey, District Agriculturist Mr Brian Lang, District Agriculturist Mr Norman Soder, Ag Fieldman Mr. Harold Mueller, Ratepayer Member John C Jeffery, Secretary SPECIAL MEETING Mr; C W Poole moved that this be declared a special meeting, and that Council V/ deal with any business brought before it Carried Unanimously The Secretary read the minutes of the October 20th, 1975 meeting Brief MINUTES discussion followed OCT 20/75 Mr, C W. Poole asked about the treatment of cattle for warbles at auction marts,being charged back to the owner, and he was advised there would be a $2.00 per head charge. M,. Poole also advised that he thought the 50e, charge for the avedex sl:reader was too low. He was advised that others in the area were charging 50C Brief discussion was held regarding the payment for the Linden Church for the meal for the tour this summer, and it was decided to leave it as is Mr Soder reported that Mr. Glenn Smyth attended the annual in service training course for Ag Fieldn;en in Banff, during the week of the 24th to the 28th of November .ir Soder advised he could not get away He also advised that the weed control course is now available at $10.00 per course, and ha asked if the M D would consider supplying binders for each course, as they are arriving in loose leaf form It was decided without motion that the M.D.;could not supply the binders. Mr R W Brown moved that the minutes of the October 20th, 1975 meeting be adopted Carric.d Mr Soder read a report from the Assistant Ag.Fieldman, Mr. Glenn Smyth, copy of which is attached. Mr. Berdahl moved acceptance of the report Carried Brief discussion resulted from the report as follows. Mr. Horvey asked if our roadside mowing program was for safety or for snow control He was advised that it was safety first Mr Soder then read his own report, copy of which is attached Mr. Bauer moved acceptance of the report. Carried Brief discussion followed Mr T A Ferguson moved that Mr Soder be allowed to take off the three days before Christmas. Carried Mr B Lang, D A read his report Brief discussion followed Mr Horvey, D A , outlined the courses offered by the Three Hills Extension Office. Mr. Horvey further advised there would be a course in metric conversion on January 15th,1976, from 1 00 to 3.00 P.M at the Provincial Building Mr Ferguson moved tance of these reports (copies attached ) Carried WARBLE TREATMENT ETC. REPORT 2 C X COMBINED MEETING - COUNCIL AND AG. SERVICE BOARD - MONDAY, DECEMB R 15th, 1975 The Secretary read correspondence from Alberta Transportation (Mr E Danc"uk) regarding grass seeding of the Linden Overpass He-avises that the seeding crew has been requested to put this project on their program. Any information regarding costs may be obtained from the office of Mr T E.Horn, Traffic Operating Engineer, Transportation Building, Edmonton Mr Soder read a seed testing certificate from the Department of Agriculture, in which they had tested a Canada No. 1 pubescent Wheat Grass - Lot number 190571 - 50 pounds of seed from Hanna Seeds Ltd , at Lacombe They stated there was 93.7 percent of pure seed and 264 weed seeds per ounce The test results were that the seed was ineligible for any Canadian Seed Grade Mr Soder read a letter from Mr Sherman Yelland of Alberta Agriculture, Supervisor of the Cereal and Oil Seed Crop Section They would like imput concerning amendments to the Canada Weed Seed Order, and tha Grade Standards Act. Mr Brown moved to file the correspondence Carried Mr Brown moved that it be approved for the Department of Highways to seed the Linden Overpass. Carried Mr Soder gave out p-- '_lets explaining the Weed Control Course coming up - commencing January 5th, 1976, and also asked Council if they would like him to set up a metric display He ;fated the display would cost about $60 00 Mr Brown moved that we set up two metric displays, one in the Provincial Building and one here Carried Mr; Brian Lang, D A showed slide presentation of Scentless Mayweed, and Green Foxtail Mr Soder reviewed some of the main weeds, and asked what priorit;> items vhould be for out next year budget Mr Soder mentioned wild oats, toad flax, green foxtail, scentless mayweed, and Canada Thistle Mr, Brown mentioned buckwheat in his area Mr Mueller mentioned that CanadaThistle is one of their major problems Mr. Soder stated the budget meeting should be a joint meeting, and the abpve points should be considered in the 1976 program Hel;further reported that the Seed .;'pct will be discussed at the copference on Thursday Tho meeting adjourned for lunch a-- 12.00 4. and reconvened at 1.00 P M Diocussion was held concerning whather the Municipal District should be cutting wood for camp kitchens Mr Soder was advised to check with Mr Paquette regarding wood cutting, to determine if he could spare men from the Public Works Crew P 2 LINDEN OVERPASS GRASS SEEDING SEED TEST IMPUT SEED ACT CHANGES ETC APPROVAL SEED OVERPASS WEED CONTROL COURSE SLIDES SCENTLESS MAY WEED ETC DINNER CUTTING WOOD CAMP KITCHENS t0 cut wood for the kitchens Mr Soder asked that a meeting of the Parks Committee beset up for the first week in January, if possible Mr. Soder reported that deck, a burrow builder re.,-- rements for 1976 he would probably need a projector and tape CAPITAL and a small tractor and mower for capital EXPENSES FOR Mt Soder is to look into a price fc 0 1 as $200.00 has been approved from tl :1 COMBINED MEETING COUNCIL AND AG SERVICE BOARD - MONDAY DECEMBER 15th, 1975 P 3 Mr Soder reported that the Sunnyslope, Allingham area was having problems with pocket gophers Mr. Smyth had looked into the prices for some burrow builders, pull type is $575.00 and a three point hitch type is $475.00 Mr Soder was advised to try and form a co-op in the area firstly to see if the farmers would putchase these burrow builders amongst themselves The riding tractor with the front mower was discussed briefly. The Hesston tractor runs from $3840 00 to $4800 00, with mower attachments from $608.00 to $1066 00 The Yazwo 76" is $3055 00 60" $2489.00, 48" $2259 00. 42" $2095 00 Ma4sey Ferguson 12 horse power tractor - $2000 00, and a 14 horse power tractor for $2600 to $2700 00 The riding mower of 6 8 horse power is $595.00 International 185 which is 18 5 horse power is $4897.00, with a mower of $530 00 16 horse power is $3013.00, with $410.00 for thq mower. 8 horse power is $1388 00, and the Cadet 8 horse power isy$953 00 Mr Smith also obtained prices on a weed eater, which he stated would probably cut triming time around gravestones, etc., to about half The price is about $325.00 Mr. Soder stated that it would possibly free another tractor, which could be given to public works The majority of opinion of the meeting was that we should go to a water cooled engine, and stay above 16 horse power. We possibly should consider contracting out the maintenance of cemeteries to private individuals Mr. Poole stated we should wait and see how the School Division makes out with the towns and villages regarding the cutting of school yards. Mt? Brown moved that we advertise for a contract for maintenance requirements on the cemeteries, and parks in the Municipal District. Carried It was also agreed that we should contact Mr Russell Horley, at the School Division, to see if the Division would be interested in going in with the M D on this project The Secretary was requested to contact the M D of Starland to see what they are doing about these matters at this time 4 11je M.D of Starland has eight cemeteries, which they pay caretakers for maintenance at the rate of $150 00 per cemetery. They also pay their cemetery recorders $30 00 per year, and they have no parks as such that they maintain. Mr Soder reported that the Warble policy regarding auction uarkets has been advertised He further statec that there would be a $2 00 charge for infested cattle and infestation is one warble The M.D is to hire a man for the auction markets and the GOPHER PROBLEM BURRO14 BUILDER RIDING TRACTOR COSTS ETC CUTTING SCHOOL YARDS PARKS ETC MAINTENANCE CONTRACT WARBLE POLICY government will pay his wages Mr Horvey stated there should be some follow up to spray the balance of the herd of infested cattle, in addition to the ones sold at the auction markets Mr Soder felt that the grasshopper survey is unsatisfactory, as it GRASSHOPPER only provides guidelines , and is not generally a rule, throughout SURVEY the areas, as only 4)proximately 100 people are taking the survey witthin the province fir{ 4 • n COMBINED MEETING COUNCIL MEETING AND AG SERVICE BOARD MONDAY, DECEMBER 15th, 1975 Brief discussion was held concerning wind erosion and water erosion, and native grass improvement programs. Mr Soder felt that the M D should advertise the programs to educate the people of the area With regard to the water erosion program he advised it would be a three way split between the province, the municipal district and the farmer. Brief discussion was held concerning wages for 1976 Mr Soder stated we would possibly have to pay more wages to keep the good men. Mr Horvey mentioned the green certificate program in connection with wages, and also stated that Mr Glenn Smyth is unhappy with his wages He feels there is too such of a spread between himself and Mr Soder's wages Mr. C W Poole moved that the meeting adjourn at 2.15 P M. Buyer and to let Mr. Irwin Ziegler of the ,iTnifarm Association Carried Drdmheller Hearing on February 20th Mr Bauer moved that we send Mr Levi Boese's account of $265 05 ACCOUNTS TO SOLICITOKS el Mr K Felker's account of $100 00, and The Village of Irricana in the amount of. $237 50 to the solicitors for collection ETC Carried The Secretary was advised to send the bill of Mr D Weese of , Drumheller, for a map for $4 00 to 0 H Parry & Sons Mr R.W Brown reported that there would be a meeting with MEETING TO Mr. Richard Ure of Transcon, on the 13th of January, 1976 PREPARE at`2 00 P M in Carbon, regarding railway line abandonment BRIEF The office is to let the Council of the Village of Carbon, RAILWAYLINE The Municipal District Council, the Carbon Chamber of Commerce, ABANDONMENT The Agriculture Development Committee, the District Agriculturists and the D H.E., and the Unifarm Local know about ✓ �� Mr,_ )on-. this meeting We are also to book the hall through Buyer and to let Mr. Irwin Ziegler of the ,iTnifarm Association know The purpose of the meeting is to prepare a brief for the Drdmheller Hearing on February 20th Mr, Brown advised that he received a telephone call from Bruce Hannah BRUCE HANNAH stating that Mr Don Kostrosky has sent him a bill for $270 00 for ACCOUNT OF dirt moved earlier this summer KOSTROSKY DIRT Mr. Poole reported that if the M D would pay the bill, Mr Kostrosky would probably cut it down Mr T A. Ferguson moved that Mr Brown contact both parties and try to,;settle the situation Carried t Mr. Poole reported that Mr Herbert Heysa who purchased the 80 acres HEYSALAND RECLAMATION k4m Mr Lorne Hart, has spent approximately$300 00 filling holes on. -his property He has now become aware of the government reclamation program 5 r 0 C"TNSO MEETTN6 COUNCIL AND AS. 55RVICI BOARD - MONDAY, DECEMBER 15th, 1975 Mr. Poole moved to accept the resignation Carried Mr, G King gave a report regarding the 6.60 acres of the municipal owned Wimborne nuisance grounds Mr Litz moved WIMBORNE that the report be accepted, that the Municipal District clean NUIS GROUNDS up the site and offer it for sale, REPORT Carried Mr G King reported regarding the accident on September 10th,1975 in whi^h Mr Robert R Blont was injured near the bridge at Linden It appears the vehicle left the road and rolled There was ACCIDENT approximately $6000.00 damages plus Mr Blont lost wages to October R BLUNT 31st,1975 Mr King reported that no ambulance was called to the accident Mr. Ferguson moved that this report be accepted, and the matter referred to our insurance company. Carried Mr King gave a brief report of the fire losses for 1975 1975 FIRE Mr Bauer moved acceptance of the report. POWER proposed line extensions to LSD 6-21-31-24-4 and LSD 6-12-32-25-4 EXTENSIONS for the Twining Oilfield, and LS D 10 of 5 and 9 of 9 and 5 of 10 policy to place in 31-23-4 - Twining Oilfield Mr Ferguson moved these extensions be approved as per plans submitted. G King read letters of thanks from the Salvation Army, and Cystic Fibrous for the grants received LETTERS OF Mr Poole moved to accept and file this correspnddence THANKS FOR GRANTS Carried Mr. King reported that Mr Hugh McLean, the Chairman of the Huxley Community Hall came in and asked for a new street light at the east HURLEY COMMUNITY of the hall, to light up the parking area. Mr Poole moved that no HALL STREET more lights be authorized, as it is not our policy to place lights in front of community halls LIGHTS Carried Nr. Mr R Campbell moved that we cancel these taxes Carried Mr G King read a letter fro`m the Town of Three Hills to Mr C Lau of the Drumheller Health Unit, regarding a joint sanitary land fill, for M D of. Kneehill, Starland and County of Wheatland, in which the Town of Three Hills supported the project Mr L Litz moved that this letter be accepted and filed Carried Mr G King gave a report regarding money for recreation and legal requirements Council may provide money from the general fund, without limit and without advertisement or voting. The funds must come from the whole Municipal District Council may have a by-law for a specific recreation area and a special levy for such an area must be advertised, and if a petition received a vote must be held, with a simple majority decision by ballot. He further advised that Section 206 of the Municipal Government Act deals with various other grants with a limit of one half a mill, but this does not put a limit on recreation money The above was verified by a telephone call to Mr Jack Fleming of Municipal Affairs Mr Litz moved to accept and file this report Carried u I SANITARY LAND FILL RECREATION MATTERS Mr Brown reported that he had read an article in John Schmidt's FENCE LINE c6lumn which he read to Council Brief discussion followed Mr Brown ACT moved that we send John Schmidt of the Calgary Herald a copy of the line fence act, along with a memo Carried Mr Brown reported that the oil shed that was sold to Boese Brothers had been damaged by someone before the Boese Brothers had a chance to pack it up Mr Campbell reported that Mr Albert Kimmel had hit the fuel tank with the grader and the tank had spun around and hit the oil shed Mr. Campbell further stated that Mr. Kimmel feels that a sheet of plywood and one stud would probably fix it. Mr Brown is to see the Boese Brothers and attempt to settle the matter Mr Berdahl reported he was now on the committee of the Regional Resources Project and he would like some guidelines from Council on what to do at the next meeting There is a grant of $800,000 00 divided between three places for each year, andthe M D of Kneehill iq not listed for payment in any year Mr Brown requested Mr. Berdahl to ascertain why the M.D. is not included Mr Berdahl advised that the 1975 grants are divided between Trochu, Bassano and I D Number 7, the 1976 grants between M D Starland, Carbon and Hussar, and 1977 between Beiseker, Acme and Rockyford Mr BAuer moved that Mr Berdahl ascertain why the M D. of Kneehill Vias not included t Carried 7 OIL SHED DAMAGES REG RESOURCES PROJECT M ca A Combined Meeting - Council and A S.B. Monday, December 8th,1975 P 7 Mr G King showed Council the proposed crest design by Mr Arlie Harder Mr Berdahl moved Mr. King review the crest again wit., Mr Harder to find out some of his ideas and bring it back to the next meeting Carried Mr Brown reported briefly regarding planning matters including.. 1 Esau Subdivision - Portion cut off to the south west of the railway in SW 17-30-25-4 - Request for waiver of reserve caveatagainst the balance of the quarter was refused by Provincial Planning Board Mr King advised that he has sent a letter of appeal regarding this to the Minister and the Board, with copy to C R P C 2. Siemens - Farmstead NW 23-29-22-4 - Decision requires a survey but not a 100 foot service road Also stated there should be no access to the secondary road. Mr. King advised that an appeal hos also been sent to C.R.P C regarding this Mr Bauer moved the acceptance of the reports on planning matters as referred to above Carried CREST DESIGN PLANNING MATTERS Mr Litz moved adjournment at 5.30 P.M. As you know, it is hard to get a lawn established in one year, even with constant watering I am not sure what else we can be doing to better l do our system without going to a lot of expense, using fertilizer, etc , butthink le only pcould may be roblem with this isost as well with sthatrthehd ubledcast disc does some with lot less cost The y p levelling and finishing in areas where there is loose soil. You are all aware of the Postill reclamation project, that is with the exception of our new member. Harold Mueller After the Public works crew were finished levelling and hauling dirt, our boys went in and spread fertilizer and seeded all areas to grass. They used a mixture of grass as we were not sure which one would grow better. We have attempted to claim 60% of the cost of this work on an A S. B grant under reclamation. I am not sure how successful we will be in having our claim accepted We have already had some questions on it from Gary Miller in Edmonton With the exception of a few minor grant claims and the Provincial A S B. tour and Wild claimscdone, uphave andsentlinther beforeaorsmade shortlypand aftersthe in We hope to have all New Year The boys did quite a lot of work at the Meehan cemetery and the Manor Cemetery They straightened a number of headstones and grave covers and put the wire up around Manor and along the front of Meehan cemeteries, after the fence crew put in the posts The fence at Meehan is completed, and the one at Manor is completed with the exception of installing the gate Wq found a little regrowth of Scentless Mayweed where we did the burning We treated some areas with chemicals, Amitrole T., Gromoxone, Tordon and Roundups. IG won't be possible to assess the results with these chemicals until spring but we will be watching it very closely. We'picked up the 1080 bait at Cardston again this year We have placed baits on.Phillip Rocks and Len Andrews We picked up four baits, so we still have two to place The boys picked up the camp tables at Keiver's and Tolman, but they felt'it best rlleave the ones ou betused lthere well aeven ere is fin thewintergoing . on there all year ou We did have some strong winds this fall and one Saturday, especially, there was a considerable amount of soil moving. I was glad to see the snow as it put a stop to the drifting I am not sure that the drifting was as bad as it appeared There was a lot of dust in the air, but I am not aware of any serious drifting We have had sheet erosion from water run offthat probably did as much or more damage The real test of our farming methods may come in:the spring, but the farmers will be better prepared to handle the situation then We were able to obtain to tbarber up inaCalgaryspreader lt isringCalgary now, for $4125.00, but we h pick it l 99 AGRICULTURAL FIELDMAN'S REPORT P 2 We expect that the winter will be pretty well taken up with courses, conferences and meetings and holidays -We hope to get involved a little more deeply with the w-;_ control course We would also be interested in taking and working with courses in the Metric system We are thinking of setting up a comparison display within the office that could be beneficial in the proposed conversinn Glenn Smyth leaves today for England for three weeks holidays I would like to take the three days prior to Christmas, but this would mean that there would be no one in the office for this period I do not think we would be that busy, but should you feel we should stay open, I could forgo taking those days Glen Wagstaff has been helping Alex install radios for the past two weeks He is presently on with Public works He is a good man and we are sorry to lose him, but at least he is still with the municipality. I feel that we have had a good summer and that even with the Provincial Weed Tour being held here, we did accomplish a lot of work I think we should take a good look at future programs and attempt to come up with a work load that is in balance to the labour force I would then feel that we would be able to complete the work more to your and our own satisfaction I respectfully submit this report for your acceptance along with my wishes for you all to have an excellent Christmas and that 1976 will be the type of year that you can all look back on and say that it was.,the best year t t you ever had ---------- Agricultural Fieldman COMBINED MEETING COUNCIL AND AGRICULTURAL SERVICE BOARD OF THE MUNICIPAL DISTRICT OF KNEEHILL 448 Monday, December 15th, 1975 ASSISTANT AGRICULTURAL FI91,DMAN'S REPORT Norm mentioned that it may be a good idea for me to give a report There may be things in my report that will conflict with Norm's report, but for the most part will probably be very repetitious, so please bear with me. I will try to summarize our major programs in the order which we do them TREE PLANTING Last spring we planted trees for 57 farmers for a total of 45,804 trees and delivered trees to 66 farmers for a total of 9638, with an overall total of 55,442 This total is considerably less than last year, with 90,000 trees planted and delivered, and 110,000 the year before. Next spring looks even worse Last year approximately 66% of the trees ordered from Oliver were received Next spring I think we will be lucky if we receive 50% of the trees from Oliver Between Indian Head and Oliver we have 140 orders for 85,580 trees, but anticipate we will receive only 50,000 to plant and deliver ROADSIDE SPRAYING. We sprayed approximately 500 miles of roadsides this past year and several patches of toadflax. We also did several miles of experimentation on dormant season brush control, using different rates of 2 4'D, 2 4 D and dicamba in diesel fuel, and different rates of Tordon 22K and Tordon beads and dicamba granular We had hoped to put down some Tordon 10K pellets, but they arrived after the snow and we couldn't get it done We seeded approximately 65 miles of ditches this year, staying pretty well right behind the roadcrew We would have been caught up completely, but took the transmission out of the tractor and were unable to finish about 2 miles. Glen �mowed 342 miles of road this year with very little trouble involved as he kept the mower a little higher off the ground. I think we should set a priority on whether we do it for safety or snow control If for safety we should mow earlier, and if for snow, we should mow later or even twice, as this year there was considerable regrowth `-� The shelterbelt pests were about the same as last year Although we had numerous calls we sprayed only 22 shelterbelts slightly less than last year The price of cattle or perhaps the late fall must have been a factor in the spraying program this past year. We only sprayed 12 herds for a total of 726 head as compared to 17 herds and 1536 head last year We had many other programs too numerous to mention, or which will be covered in Nom's report I am sorry I will not be able to attend the meeting, but not all that sorry as I am on holidays.
