Councillors present for this meeting were Division 1 - Mr G A Berdahl Division 2 - Mr. C. W. Poole Division 3 - Mr R W Brown (Reeve) Division 4 - Mr A W Bauer Division 5 - Mr T.A. Ferguson Division 6 - Mr. L. G. Litz Division 7 - Mr R G Campbell Mr G G King, Secretary -Treasurer was present and recorded the minutes Mr Berdahl moved approval of the minutes of the meeting of October 27th, 1975 and October 30th, 1975 as circulated, with one correction for October 27th, page 7 referring to the Schmidt road, should be south of Hesketh (not Sharples) Carried The financial statement for the month of October was discussed, as per copy with these minutes This showed a net balance of an overdraft of $190:850.86 and with $248,000.00 owing on loans. Mr Ferguson moved adoption of this statement Carried Mr Poole moved approval of a building permit for Walter Berniko for a hog barn extension on 20 acres of SW 35-30-25--4, but subject to approval of the Drumheller Health Unit as this would be an intensive use of land. Carried Application of Prairie Bible Institute for a building permit for an addition to a residence at 339 - 3rd Avenue North was discussed Mr G King advised that he had looked at the location and it appeared that the application should be approved and no one else would be affected Mr Bauer moved approval of the building permit. Carried Mr Campbell moved approval of the building permits as issued by the Secretary --Treasurer for the following. 1 Lewis Esau - SE 17-•30-25-4 - Dwelling (& temporary trailer) 2 Ken Everett - NE 22-31--23-4 - Barn 3. SE 25 30-25-4 Addition to Broiler Barn 4 Alfred Esau - Pt SE 25 30.-25 -4 Garage 5 Georgina Bayes NE 34--32•-25-4 - Residence Carried Letter from the Acne Devonian Face Lift Committee asked Council to put pressure on the owners of the old car graveyard south of Acme, to speed up the clean up Mr. Campbell moved that Mr. R.W Brown contact the people concerned and discuss this matter with them Carried 2 PRESENT APPROVAL MINUTES OCTOBER FINANCIAL STATEMENT BUILDING PERMIT BERNIKO BUILDING PERMIT P B.I BUILDING PERMITS CLEAN UP OLD CAR GRAVEYARD SOUTH OF ACME !-4 10 a Iq COUNCIL MEETING - NOVEMBER bth; 1975 P 2 Brief information which was available regarding the 1975 Cow Calf Producer's Advance Program Loan was read Main changes are that the applicants must first pay off any old loan; and there will be a 7% interest on new loans Mr. Ferguson moved that this be accepted and filed as information Carried lair Litz moved that Council approve of some further buried cable by Alberta Government Telephones in an alley at Wimborne as per plan submitted Carried Councillors Poole, Brown Bauer and Ferguson had attended a recreation banquet and meeting at Acme on November 5th,1975 They verbally reported on that meeting Mr Brown stated that Three Hills had suggested a two mill recreation levy over the whole municipal district, so that all ratepayers would be contributing, including industry. The other areas had not pressed for extra requisition, but it appeared that all wanted some further financial support Carbon was not officially represented Mr Brown also mentioned that the Acme Local Development Committee has been erecting new buildings in Acme for sale to businesses or otherwise General discussion followed in regard to financing and in particular financing of recreation programs, and reference was made to the 10 or 11% guidelines of the federal government and what may be the guidelines of the provincial government Mr. Ferguson moved that discussion of extra taxation for recreation purposes be tabled Carried Letter of October 31st, from the Town of Three Hills asked that the agreement for recreation between the Town and the Municipal District be reviewed and invited suggestions and participation Included were recommendations from the Three Hill and District Recreation advisory board The present agreement was dated in 1963 and is similar for Three Hills and the other areas Mr Poole moved that a letter be written to each town and village; with copy to the recreation board, stating that the M.D. is willing to review the recreation agreement if so desired and will host a meeting in January Carried A circular of September 13th, from AAMD & C gave the opinion of its solicitors in regard to conflict of interest matters In general it stated that there is no conflict of interest by a councillor voting on any matter which is of common or community of interest The conflict appears where the councillor concerned would receive some special benefit, direct or indirect Mr Bauer moved that this be filed as information Carried Council was advised that Mr LeRoy Reimer had telephoned the office in reply to our inquiry about the fact that he had perhaps worked up a portion of road allowance west of Section 16 -31-26_.4. Mr Reimer stated he had plowed up along the trail to flet rid of weeds and brush and he intended to crop up to the edge of the travelled portion of the road Fie also complained about brush and rocks along the same roadway 0 COW CALF PROGRAM A G T. BURIED CABLE RECREATION MATTERS AAMD & C CONFLICT OF INTEREST LEROY REIMER ROAD ALLOWANCE 3 1 M 11 COUNCIL MEETING -- NOVEt:BER. 10th,1975 P 3 but extending north and south from same It was noted that Mr Jake Klassen had previously advised the office that he wished free use of that roadway for chasing his cattle back and forth Mr. Brown moved that a letter be sent to Mr LeRoy Reimer with copy to Mr Jake Klassen advising Nir Reimer that, if he seeds any portion of the roadway, it will be at his own risk, in so far as damage to his crop is concerned. Carried Council was advised that Andex Oil has an approach from the west to a well in the SW 27-30--24-4 and the company had inquired about changing the approach to bring it in from the south; but this would mean some travel on the light coat surfacing Mr Poole moved that the proposed change of approach road not be approved by Council as it would likely cause damage to the surfaced road. Carried The Council meeting adjourned for dinner from 12 00 Noon to 1 00 P M Mr Brown advised that Mr George Whitehead, or the Secretary --Treasurer of the M D of Willow Creek would like to have a copy of our last minutes regarding the combined meeting with the towns and villages and other local governing officials It was agreed that this be supplied Carried Discussion took place regarding convention expenses, and per diem for those named to attend the convention of the AAMD & C on November 17th tc 21st Mr Poole moved that the convention expenses for employees authorized to attend be $275 00 each, and that each Councillor who attends be allowed a total amount of $95 00 per day Carried Mr Poole and Mr Brown reported regarding further information received at a recent Agricultural Development Corporation meeting,, in respect to rail line abandonment Hearings in the local area will be held in February next at Drumheller, Carbon and other areas to be announced. It appears that the hearings in Calgary on November 14th are for the larger company briefs, etc It was thus agreed that the municipal brief regarding the Acme Drumheller line be prepared and presented at Carbon later It was also noted that another Ag Development committee meeting will be held December 1st, and further information will be available following that meeting; It is expected that both Tor Poole and Mr Brown will attend that meeting lir Ted Paquette, Public Works Superintendent then met with Council Mr Bauer reported that Mr Reynolds has asked that the culverts on the former trail used along the south side of NE 20 32.-24---4 be now removed He stated that that trail is not needed for public use as the road on the north side of Section 20 has been made passable for farm traffic Mr Paquette agreed to get the culverts out as soon as convenient. Mr Reynolds plans to level the old roadway and use it as farm land ANDEX OIL ROAD APPROACH SW 27••30--24-4 DINNER MINUTES OF FETING TO WILLOW CREEK CONVENTION EXPENSES RAIL LINE ABANDOIRIENT DON REYNOLDS ROAD ALLOWANCE NE 20--32-24 4 [A [A �q COUNCIL MEETING NOVEMBEP 10th91975 P.4 Mr G King and Mr Bauer reported it had recently come 3000 to their attention that the roadway by Jack Gorr had not JALLOWANCE been registered as a survey although it had been used JAACKCK GOp.R for many many years 6000 Mr. Ferguson moved that this matter be followed up and 4 Paulson that Council recommend a survey and that the committee of yards Mr Bauer and Mr G King have authority to make the required 3500 arrangements 6 Highway 21 & 27 Carried yards 7 Brietzke OLD Mr G King advised that the M D of Kneehill has title SCHOOL SITE to two acres in the north west corner of MJ 31-28---20-4 NW 31--28. 20. 4 This was an old school site and had been used by the M D for gravel stock piling some years ago. Mr Jeffery brought in an inquiry about whether or not it could be sold or leased out at this time. Mr Berdahl moved that the M D arrange to have these two acres tidied up and that we continue to hold title Carried Mr G King advised that he had talked by telephone with SCHMIDT Mr Schmidt regarding the road East South East 34-28-22-4 on the Hesketh South road The minutes of October 27th; ROAD PROBLEMS 2822 19759 page 7 had been discussed and Mr. Schmidt had stated SE 34 28 22 44 full agreement with the terms as outlined This matter is to be confirmed by mail if and when the strike ends Mr Berdahl moved that this information be accepted. Robert Franke COUNCIL MEETING - NOVEMBER 10th.,1975 P 5 3 000 cubic yards The list was read to Council by Mr G King and he added further information as follows. 1 Location at Highways 21 & 27 has been discusses! with Mr Ray Gabert and he is sure it will be okay 2 The Webb School location was not a definite one,but it would be somewhere in that area Mr Bauer moved tentative approval to the recommendations of Mr Dobler Carried Mr Litz moved that a letter be written to Alberta Transportation ALTA for definite information regarding the 1976 paving plans in the TRANSPORTATION Municipal District of Kneehill and also to inquire why the road f, 1976 PAVING to the Buffalo Jump was not oiled this year as promised Y' PLANS Carried Mr R. 0 Keglowitsch Engineer and Surveyor, met with Council and submitted the final statement of account in regard to the GRANTVILLE water line extension from the south side of the road to Grantville. WATER LINE The total account is $6,937 76 Iie discussed with Council the ACCOUNTS reason that the total cost was over the original estimate Mr Ferguson moved that the report be accepted and that payment be authorized to Aero Plumbers and Mr Keglowitsch, as per details submitted for the total of $6937 76 Carried Mr Keglowitsch stated he is ready to do the survey at Kostrosky's in the Grainger area KOSTROSKY'S Mr Brown moved that Mr. Poole meet with Nr Keglowitsch and SURVEY Mr Kostrosky to agree on all details for that survey and with power to act Carried Mr Paquette advised that the main crew should complete the three miles of grading next week, south of Sections 27 28 and 29, in 28-22 4. He also stated that the approaches for the McLean Bridge have been finished and a temporary detour has been made on the west side lie asked if further work should be undertaken or what Council wished to have done Reference was made to work that could be done across the Howard slough, south of 30-34-25 4 The distance is estimated at one quarter mile and it was suggested that the work could be done this fall from borrow pits, better than during any wet period of time Mr Litz moved that Council agree to have the work done at the Howard slough, if weather permits; this fall Carried Mr Campbell asked about the matter of having some brushing and sloping done near Doerksen's and near Bob Browns This matter will be considered at the next meeting Mr. Paquette advised that rip rapping of government culverts has been completed recently PUBLIC WORKS INFORMATION Mr Paquette advised that the present plans for the gravel crew are to complete some work on the following* stock piles -- Brietzke, Wold, ,i Greenleaf, and then do the three miles cf new grading south east of Carbon COUNCIL MEETING NOVEMBER 10th,1975 P 6 Mr Art Bauer advised that the Torrington Agricultural TORRINGTON Society wishes to get approximately 2000 cubic yards of pit AG SOCIETY run gravel from the Municipal pity south west of Torrington Air Ferguson moved that the gravel be supplied at 15� per cubic PIT RUN yard, as this is a community project GRAVEL Carried It was noted that lir Bauer did not vote on this matter as he is one of the officers of the Society Mr Campbell stated that he had contacted Mr Ben Schmidt in regard to his account for root picking as submitted previously Mr Campbell moved that Mr Schmidt`s account be authorized for payment Carried Mr Campbell also advised that Mr John Johnson had telephoned him and stated it had been necessary to pull the pipes at the Iiuxley well to make necessary repairs About two lengths of pipe and other repairs will be needed Mr Litz moved that Mr Campbell have full authority to authorize the repairs, etc , at the Huxley well Carried Council was advised that the oil shed and the press had not been advertised for sale to date, due to the fact that the Secretary -Treasurer was waiting for some more information Mr Berdahl advised that the road from the Horseshoe Canyon west one mile and south one mile to the gas plant is quite rough, and this is largely due to the fact that the oil company put oil on the road, and it has developed into hard holes Mr Paquette stated he did not feel it could be improved on by ripping it up this fall due to the frost conditions, but it should be checked early in the s,�ring BEN SCHMIDT ACCOUNT HUXLEY WELL REPAIRS OIL SHED & �r.
