HomeMy WebLinkAbout1975-11-05 Council MinutesC+] COUNCIL MEETING - NOVEMBER 5th; 1975 P 19 Council meeting that had adjourned from November 4th, 1975 was reconvened in the Municipal office at 9 00 A M. on Wednesday, November 5tb, 1975: with all Councillors again present. Mr Ted Paquette Public Works Superintendent, met with � Council Mr Paquette briefly reported regarding the Acme East road and the arrangements for borrow pits etc y He also stated that the grass seeding is done Mr Paquette advised Council that the road employees do not wish to agree to a 10 hour working day for 1976, and he suggested that machines might work about as many hours on a 9 hour day with all servicing done after the work shift He also stated that some servicing might start about 2 hours before shut down and continue through the evening. Mr Paquette was questioned regarding the lay off of men and he asked Council's opinion about how many should be kept It was agreed that enough men be kept to operate all the snow plows and to carry on the necessary work Mr Paquette advised that Mr A Buchart<, Darryl Rempfer, 31/ and John Reznechenko will be laid off He also stated that he plans to keep Mr Wik, throughout the winter Mr Berdahl spoke about the need to get gravel stock piled from Loewen It appeared that the road is slippery when the crew is available and when the road is dry the crew is busy elsewhere Mr Paquette then left the meeting All Councillors of the M D of Starland together with Mr Don Merritt and Mr J Simpson of the office staff then met with Council for a discussion of any matters of general interest Each person present introduced himself, and it was agreed that the discussions be very informal Tolman Hill sanding and snow plowing - it was agreed that Starland would look after this in November January and March I with Kneehill looking after it in December,. and February Fire Truck Exchange of Work with Trochu as far as it is known no trips have been made across the river in 1975 to date by either side Telephone Service - Drumheller voted against extended flat rate calling with both Carbon and Morrin; so those areas are still on their own Starland has an agreement with the Drumheller Fire Department for fire services adjacent to Drumheller with a flat rate and extra charge after a certain length of time Exact details were not available Public Works was discussed at some length tir Brown reported on the shift work which we had in 1974 and part of 1975 He outlined our general pay arrangement Starland stated they pay overtime after a 10 hour day; and also after 180 hours per month, for those paid by the hour., and with overtime after 191 hours per month for those public works employees who are paid by the month It was noted that shop employees should be paid overtime after 8 hours per day., but some municipalities do not follow the regulations J ACME EAST ROAD BORROW PITS ETC 1976 WORKING HOURS LAY OFF OF MEN GRAVEL STOCK PILE LOEWEN MEETING WITH STARLAND C+] 6 COUNCIL MEETING -- NOVEMBER 5th, 1975 P 20 Starland wanes for Public Works is at $5 50 an hour basis and $5 75 for top finishers This was compared with our top rate of $5 99 per hour Sick leave benefit., etc , were also discussed Gravel crushing rates appeared in line, with them paying $1 25 and the N D of Kneehill $1 15 at present Both pay royalty of 15C Railway line abandonment both M D s are waiting for further information Boundary adjustments this appears to be a very quiet issue at present Foreign ownership of land not considered much of a problem now It was mentioned that outside owners sometimes create a problem as they do not co-operate in local matters. Use of municipal vehicles was discussed Our policy is that an employee may use it to go home within a one mile limit from his work center. Starland has greater freedom in this; but is finding there are problems Two of their employees are charged a nominal rate of $40 00 per month with one living 10 miles from his headquarters and the other 15 miles The M. D. is paying all expenses Drumheller Ambulance Service was referred to This is now being operated through the Drumheller Hospital, but no specific agreements are in effect at present A noon dinner was enjoyed by the combined group at the Hillside Restaurant, in Three Hills Some brief discussion followed the noon luncheon and the M D Starland thanked Council for the invitation, and for the hospitality shown That portion of the meeting was then adjourned, and the representatives from Starland left Miss Penny Reimer and Mr Karl Nemeth of Calgary Regional Planning Commission entered the meeting at this time to discuss various planning matters General discussion followed Mr Brown discussed some parcels in his division, and Mr Nemeth stated that if the parties in question would re -apply the subdivisions would probably be okay, as they could waive the section regarding caveats Mr Brown stated he felt community reserve was not a good policy because it is a cause of land inflation He also stated that the cemetery site and the Lewis Esau site have had the public reserve policy waived Mr Nemeth stated that it is easy to get around the caveat; but one must have the cash in lieu, being 10%, as the land or resultant money from this policy goes towards buying parks and recreation sites., and also the primary purchases of additional lands for school sites Mr Nemeth felt that all lands should have to contribute towards this He stated also that we could have a ly cash in lieu of policy for 20 acre sites, with 9% deferred for further subdivisions. He further stated that on a public reserve policy, the caveat only means that there has been no public reserve taken . The smallest parcel would be 40 acres, but you could re-classify )/jwb . 21 C3 COUNCIL MEETING .- NOVEMBER 5th,1975 P 21 the land to allow for 20 acre, 10 acre; 4 acres or 2 acre parcels Each case can be dealt with on its own merits The subdivision application of Mr Jim Davis, two and one hlf miles north of Linden - NW 1-31-.25-4 -- was discussed briefly, Mr Davis wishes to divide a quarter section into two SO acre parcels Mr Davis has stated the lands are # 1 and 2, which is prime agricultural land. He also stated that the ^orth portion could be consolidated with Section 12 The other 80 acres would be a separate title Mr Nemeth was advised that the present and final use of the land would be farming Mr C W. Poole moved that the application be approved, the reserve be deferred by caveat as it will be for farm purposes and that culverts and approaches are at the owner's expense. Carried The subdivision application of Hr Eitzen on NW 4 30--25-4 was referred to This is a 32 acre parcel, severed by the railway, and also a consolidation of a two acre parcel on the south portion for farming purposes, only Mr Nemeth advised we could relax the preliminary regional plan for 40 acre requirement, because of the railway and file a deferred reserve covenant against the 32 acres Mr T A Ferguson moved that we approve of the subdivision with a caveat against the 32 acres. and to waive the caveat for the balance and to obtain an agreement for consolidation covering the rest of the half section, torequest a relaxation of the preliminary regional plan to allow for the 32 acre parcel, and culvert and approaches to be at the developer's expense Carried A letter was read from the Linden Trading; Cc --Op asking if the M D would allow storage of various articles on farm property adjoining, the co-op area This would be a lease arrangement, with no service roads Mr Nemeth stated that the commercial use would not be allowed in a rural area The village could possibly annex the area , of this was allowed the assessor should be picking this up He referred us to pane 27 of the preliminary regional plan Discussion followed concerning home occupations and agri-related businesses Mr Nemeth advised that the preliminary regional plan is being revised, and we will have some imput to it It will be affecting the M.D. of Starland, County of Wheatland M D of Kneehill and I D #7 The application of Mr Harvey Watson to put a mobile home on a small acreage north of Ruarkville was referred to The Council explained to Mr Nemeth that the application was originally turned down because of the regulation of one residence on one parcel with the exception of farm land lir Nemeth advised we could issue a temporary permit for six months, subject to review Mr A W Bauer moved we issue a temporary permit for six months; to be reviewed at that time Carried A letter from Mr Hugo Robanski regarding a beef cooler in the Village of Wimborne and the cutting of beef was referred to briefly Mr. Berdahl moved that we table the application pending a report from Drumheller Health Unit regarding health regulations; etc Carried 22 COUNCIL P41ETING - NOVEMBER 5th,1975 P 22 Miss Penny Reimer then reviewed the development control by-law for the M.D of Kneehill The following changes were noted 1 Section 2 1 part d • should be 8 foot fences and part h should read 300 feet from intersections The proposed by-law was reviewed in detail Miss Reimer advised that first reading would have to be passed then advertised twice, then waiting 10 days and at the expiration of that time holding; a public hearing before the second and third reading was given to the by-law Mr C W Poole moved first reading to by-law number 781 Carried Mr G Berdahl and Mr. T. Ferguson were opposed Miss Reimer advised us to set the date for the public hearing and to contact her along with our development control officer and she would help us set up the necessary documentations etc Mr C W Poole moved the meeting adjourn at 5.20 P M Carried ----- - ------------------ ------ -- — --- Reeve Secretary -Treasure - Next Regular meeting - November 10th, 1975 commencing at 9 00 A M A 0
