HomeMy WebLinkAbout1975-11-04 Council Minutes11 [A COUNCIL MEETING -- NOVEMBER 4th, 1975 (Continued from October 30th, 1975) P.13 The Council Meeting that had adjourned from October 30th,1975, was reconvened in the Municipal Office, Three Hills, on Tuesday, November 4th, 1975, commencing at 9 00 A M. All councillors were again in attendance This meeting was to complete the organizational meeting of the Council and also to deal with Agricultural Service Board business and any other general business which might be brought before it. Mr Ferguson moved that no change be made in the banking resolution which in brief provides for banking, through the Treasury Branch at Three Hills Carried Mr Berdahl moved that a suggestion be sent to the Three Hills School Division that it contact the various towns and villages of the area regarding care of the school grounds Carried The various comittees., etc., were discussed in detail, and it was agreed that the shop and the foremen's committee be made into one for the coming year It was noted that the Auxiliary Hospital and Nursing Home representatives are named for the three year term, so Mr f T A Fergu,-on and Mr A W Bauer still have two years to serve Mr Poole moved that Mr. T.A. Ferguson continue to represent the M D on the Kneehill Ambulance Society Carried Mr Ferguson moved that the representative to C R P C be Mr R W Brown; with Mr. A.W.Bauer as alternate , Carried Mr Bauer moved that representatives to the Drumheller Health Unit be Mr G A Berdahl, and Mr T.A. Ferguson. Carried Mr Poole moved that the Employee Committee be lir R W Brown; Mr R G Campbell, and Air L G Litz. Carried Mr Campbell moved that the representatives to the various Recreation Boards; be as follows Acme -- Linden - Mr R. t', Brown Torrington - Mr A W. Bauer, with Mr L Litz alternate Three Hills - Mr T A Ferguson Trochu Mr. R. G Campbell Carbon - Mr. C. W. Poole with G A Berdahl as alternate Carried Mr Bauer moved that the Road Committee be Mr R G Campbell, Mr G A Berdahl, Mr G King and the local Councillor, when dealing with a local matter Carried Mr Poole moved that the Finance Committee be Mr R W Brown, Y Mr. G.A Berdahl., and Mr L Litz Carried M 14 r BANKING RESOLUTION THREE HILLS SCHOOL DIV SCHOOL GROUT.JD CARE 1975-76 COMMITTEES N M COUNCIL MEETING --• NOVEMBER 4th, 1975 Mr Poole moved that the Fire Committee be Mr R W Brown., Mr T A Ferguson, Mr A W Bauer., and Mr R G Campbell Carried Mr Litz moved that PIr G A Berdahl be Council Member on v the Board of the Kneehill Foundation -• Golden Hills Lodge Carried Mr Ferguson moved that the representatives for Emergency V" Measures be Mr R W Brown, and with lir G Kind as Deputy Co --Ordinator Carried Mr Poole moved that the committee in regard to getting land and fence agreements be the local Councillor, Ted Paquette, or John Dorn as alternate, and a member of the office staff on request. Carried fir Berdahl moved that the committee regarding pound disputes., et. be the two nearest available Councillors, not including the Councillor from the division affected. Carried Mr. Poole moved that the Rural Road Study Committee be Mr R. W Brown and Mr A W Bauer Carried Mr Brown moved that Mr G A Berdahl be Council Representative on the Regional Resource Project Carried Mr Campbell moved that the following be representatives on the Boards of the various seed cleaning plants Rosebud T G A Berdahl KIBA (Beiseker) Mr C W Poole Three Hills and District -• Mr T A Ferguson and Mr A 61 Bauer Carried Mr Poole moved that the Foremen's Committee be consolidated with the Shop, Safety and Equipment Committee, and that Council members be R.W. Brown L G Litz and T A Ferguson, and that the others on this committee be Ted Paquette, Keith Smith, Joe Dobler, Robert Cranston, John Dorn, with J C. Jeffery as Secretary Carried Mr Brown moved that Council members alternate as representatives to meetings of the Three Hills School Division., in the following; order Division 1 November Division 2 December Division 3 - January Division 4 February Division 5 March Division 6 April Division 7 May Division 1 - June Division 2 July Division 3 August Division 4 - September Division 5 October Carried The meeting adjourned for dinner from 12 00 Noon to 1 00 P M P 14 15 V v,. c L� COUNCIL MEETING -- NOVEMBER , 1975 P 15 Mr. Berdahl moved that our representatives to the Executive of the Central Alberta AAAID & C be I-,-�r R W Brown with Mr C W Poole as alternate Carried Air Ferguson moved that the Committee for campgrounds, etc be Mr C tJ Poole; Mr A W Bauer, Mr R G Campbell and w Norman Soder Carried Mr Norman Soder, Agricultural Fieldman met with Council and membership on the Agricultural Service Board was discussed, Mr. Berdahl moved that the members of the Agricultural Service Board be as follows. Mr R G Campbell Chairman Mr L G. Litz member Ratepayer Representatives -- Mr Harold Howe and Mr M McGhee One Member to be named from Alberta Agriculture with alternate Ag Fieldman -- Norman Soder John Jeffery as Secretary Carried It was noted that alternates, if M McGhee does not accept will be Harold Mueller and Harry Church in that order It was also noted that a letter of thanks should be sent to Findlay Code for his contributions while a member on the Board Mr Brian Lang and Mr Russell Horvey, District Agriculturists then also met with Council Considerable discussion again took place in regard to the purchase of an Avedex spreader Mr Litz moved that Council confirm the previous motion authorizing the purchase of a spreader Carried Mr G King advised that Mr Fred May has quoted a price of $245 00 for a replacer*ent of the broken headstone at the Manor Cemetery Mr Poole moved that Mr May be given an order for the Young headstone installed at the price of $245 00 Carried Mr. Campbell and Mr G King reported that a little more information had been obtained regarding grave covers for the Hogg location at Loyalty Mr Ferguson moved that Mr. Campbell have authority to get the grave cover replaced Carried Some discussion followed again in regard to asking the School Board to have the Towns and Villages do the mowing for them at the school yards, but with it clearly understood that this be a suggestion only; where it is possible the Town may have better equipment and would be able to give better service The recommendation that a riding mower be bought to use in cemeteries and for other similar work was discussed Mr. Ferguson moved that this be tabled pending more information and some reply from the School Board Carried Mr. Ferguson moved that the same policy be followed as last year in regard to 1080 Baits., which states that the baits will be set out or. request at approved sites, and that the cost be $20 00 per bait this year. Carried AG SERVICE BOARD DISCUSSION MEMBERS, ETC. 41 1 REPLACEMENT BROKEN HEADSTONE REPLACEMENT BROKEN GRAVE COVER POSSIBLE PURCHASE RIDING MOWER 1080 BAIT POLICY & PRICE 16 011�- %W M COUNCIL MEETING - NOVaIBER 4th„1975 P 16 The supply of wood to the parks was discussed SUPPLY It was suggested that if anyone with old posts or old WOOD FOR buildings which might be salvaged; should let Norman Soder PARKS ETC know. Mr Hervey asked about the use of Municipal shop for USE OF welding courses MUN. SHOPS Mr Poole moved that the M D make available space at the WELDING Carbon and Wimborne Shop for the first week in March or at such COURSES date as may be required for the welding courses Carried Use of space at the Three Hills Shop for welding courses was also discussed, and this is to be taken up later with Ted Paquette Mr Soder asked that areas at the shop yards be better maintained and he suggested that some of the shop area should have the soil SHOP YARDS partly sterilized so that weeds; etc can be controlled CLEAN UP ETC It appeared agreed that this be done, but special care must be taken to be sure that it does not affect neighbors land Mr Soder also reported that Mr Olsen has land adjacent to the Three Hills Shop and has complained about some of his field apparently being sterilized There is a slight possibility that some diesel fuel might have leaked in that area., but this is not definite Seeding of grass at the Linden Overpass was discussed, Mr Brown LINDEN stated that he had a seeder that could be used if a tractor could OVERPASS haul same on the slopes It was agreed that Norman Soder arrange GRASS SEED to have something done in early spring It may also be necessary to have a culvert raised slightly, as it has partly filled with silt Mr Brian Lang outlined certain items in connection with the weed program carried out at Provost and suggested that weed surveyors should GEED be hired. Mr Berdahl moved that Council hold a joint meeting with SURVEYORS the Agricultural Service Board on December 15th„ 1975;. commencing at 9.00 A M -. and that this matter be one of the items on the agenda. Carried Air Ferguson moved that T-lr Soder have authority to order 1 ton of Tordon Beads ORDER FOR Carried TORDON BEADS Mr Berdahl moved that we suggest to Alberta Agriculture that the COTJ CALF D A have authority to sign appliestions for the Cow Calf Program PROGRAM Carried Council was again advised that the Mennonite Church Group at Linden had charged much less for the meal for the Service Board Tour AG.SER. BD thinhad been paid at Three Hills and Huxley Area Mr Poole moved TOUR that Council approve increasing the total payment to the 11 -TIAL Mennonite Church to $1200.00 but this be first referred to MENNONITE Harold Howe to discuss with those involved. CHURCH Carried Mr Soder referred at some length to work done for the M.D. by Grace Siemens when she was at our office, employed by the GRACE Department of Agriculture, and he urged that she be given SIEMENS something in recognition for her work. Mr Poole moved that GIFT Mrs Grace Siemens be given a gift of $200 00 without precedent Carried G�D% 17 M 10 COUNCIL MEETING NOVEMBER 4th..1975 p,17 Employment of Glen Wagstaff of the Service Board and the matter of always having green men in the spring was discussed It was agrad that this should be taken up with Ted Paquette at a later time Mr Russell 11orvey gave a few details in regard to the West Coast Grain Producers tour, which is a four day tour starting about November 25th at =i price of $135 00 This was for interest only Mr Soder, Mr Horvey and Mr Lang, then left the meetin,.. Mr Bauer moved first reading to by ---law number 780 this being a by-law to name the members of the Court of Revision as Councillors G A. Berdahl, C.W Poole, A W Bauer, L Litz and R G Campbell, and giving authority to R W Brown and T A Ferguson, to sit in as committee members and to set the rates of pay the same as applies to other Council work during the same period of time Carried Unanimously Mr. Ferguson moved second reading to this by --law Carried Unanimously Mr Poole moved third reading to this by law Carried Unanimously Mir Bauer moved that Council recommend that Mr C. W Poole be reappointed to the Alberta Agricultural Development Corporation Carried Mr. Ferguson moved that Mr R W Brown continue as Council representative on the hospital Study for. the Three Hills Hospital area and also on matters involved with the study of annexation of P.B I , and other areas to Three Hills Carried Some discussion took place in regard to Rural Fire Services and the organization of the fire services, with particular reference to the need for better back up service by a water truck in the Three Hills area. Mr Campbell spoke about the Vermillon Training School with the province paying a large percentage of the costs. If the municipalities paid more, then more courses could be held He also referred to the Provincial Fire Chiefs executive meeting to be held February 8th Ile is a member of that Executive. Mr Campbell moved that a meeting of the local rural fire departments be held at our office on Monday., January 19th 1976, commencing at 7 30 P M Carried It was noted that Mr. Campbell will invite Mir Don Graham to that meeting A letter of October 30th, from the Town of Three Hills: addressed to Mr R.W. Brown, as Reeve was read in regard to the Three Hills Nuisance Grounds This outlined the costs of operation from 1970 to 1974, and to date in 1975 It suggested a 50 - 50 sharing of the costs They also asked that the M D dig a new pit in that nuisance grounds; this fall Considerable discussion followed Mr Poole moved that a reply be sent to the. Town of Three Hills stating that the M.D will dig the pit at regular rates, as this was the same proposal as given to Carbon and that it will review the grant later, after information regarding the actual use is available 14 A S. ALTt AG DEV CORP 04 18 MR BROWN RE HOSPITAL STUDY, ETC RITRAL FIRE SERVICES TOWN OF THREE HILLS NUISANCE GROUNDS COUNCIL MEETING - NOVEMBER 4th: 1975 P 18 Mr Poole moved that Mr R W Brown and Mr. R G Campbell be Council v members on the Nuisance Grounds committee Carried The proposal from the Drumheller Health Unit was read in regard to a Regional Land Fill site and service to the area and discussion followed Under this proposal all open pit dumps in the Health Unit area would be closed andtentirely new system would be followed Collection would be made and taken to a central location some where near Three Hills and from there it would be compacted and hauled to a disposal site at Drumheller Alberta Environment would pay all costs exceptthat of the local collection This is a brief summary only of the information. Mr Brown moved that one more area nuisance ground committee meeting be called and that other members of Council be invited, that Mr Charles Lau of the Drumheller Health Unit be invited to show a film he has in regard to this and that the meeting be held at our office on Wednesday: November 26th, commencing at 7 30 P M Carried It was suggested that Mr Walt Oglivie of Alberta Disaster Services be contacted for any financial help that might be available in regard to two way radios or related equipment such as buzzers to call people to phones, etc Mr Bauer moved that this meeting do now adjourn, until 9 00 A M on Wednesday, November 5th, 1975.
