HomeMy WebLinkAbout1975-10-30 Council Minutes[A 'e lu COUNCIL MEETINr OCTOBER 30thl,1975 ---------------------------------- (CONTINUED FRO.":' OCT 27/75) P 10 The Council meeting which had adjourned .from October 27th,1975 was reconvened at the Hunicipcl Office, Three Hills, at 9.00 A M , On October 30th, 1975, with all Councillors again in attendance Representatives of the Board of the Three Halls School Division met with Council for a general discussion of any matters of mutual interest. v Those present were 1" -Lr W Anderson, Mr. J Benedict, Mr Russell Horley and Mr Jeh4f Smyth Computer services of R A Siebring and Associates t. -;=as discussed The Three Hills School Division has given notice that its contract will be cancelled because of the proposed increase in rates and the Board will be making arrangements to have this work done at some other location Facilities at Lethk-ridge, Red Deer and through the A S T.A an Edmonton are being considered The M D of Kneehill has not reached a decision regarding the computer services and Mr. Kind stated he wishes to discuss this with other Secretary --Treasurers at the time of the Fall Convention of the ,.F . 11 D. & C It appeared agreed that the School Division and the municipal District make separate arrangements for the accounting in 1976; but that a combined program right be considered some time later [SAGE DISCUSSION The Three Hills School Division is a part of the Bow Valley Authority for purposes of negotiations Mr. Anderson stated that perhaps the A T A will stay with the 10% guidelines, but the annual incrementb are also a factor. ivir. R.W. Brown briefly reviewed the municipal situation in regard to provincial grants, with special reference to the fact that the government formerly alloted 1/3rd of the gas and oil royalties Since 1971 the amount of the grants have been at Government option, and the increases have been far below inflation. Mr. Brown also commented on the financing in some European countries he had visited recently, where local areas receive a portion of income tax 75% of the valuation of property is taken and then 2% of this as added to income for individuals. It was noted that often special sharing grants with the government are costly as the government encourages a new program and some times later drops out A statement by the Provincial Treasurer of Tlberta on 197E Budget Planning indicated that the grants would be only increased 11% for 1976 Comparision of wages for nechanics, etc , were discussed briefly. To definite conclusions were reached except that it appeared there is no problen between the two authorities 11 C IN N COU14CIL MEETING OCTOBER 30th,1975 P 11 Mr Brown explained that the M.D. faces a special problem in wage negotiations for 1976 as shortage of experienced help may mean a change from our previous double shift work in summer The matter of mileage rates was discussed. The M.D. rate is now 17� and the School Division rate was recently set at 20� per mile, but the School Division claims the provincial gas rebate on a mileage basis New per diem rates have not been set M D Councillors get $32 00 per day, plus $16 00 per day expenses School Board members get $30 00 per day plus $5 00 for expenses at regular meetings only. The representatives enjoyed a noon luncheon from 12 00 to 1,00 P lei Bowing of grass in school yards was briefly discussed. Mr Anderson stated that some minor damage had been done at one school by our A.S.B. equipment, but the total bill of about $700.00 for mowing is quite low and there is no complaint 1-r. Horley advised that Bus route maps will be available soon and copies will be supplied to the 1.1 D Mr. Benedict advised that a dirt road west of 8 33 26--4 north of Browns, is now being used as a bus route. An alternate route will be used when necessary during the winter or during wet weather Mr Litz stated that this is a rather poor road and would need to be rebuilt before being gravelled Mr. Benedict further stated that the road may be used as a bus route for many years but some times routes are altered and that may change The M.D. advised they endeavour to keep r -gid equipment up to date, and bought a new packer and trac-tractor in 1975 Priority in 1976 411 likely be for one or perhaps two motor graders The members of the School Division thanked Council , and were in turn thanked for attending They then left the meeting Mr. Brown and fr. Campbell reported on their meeting with the Council of the Town of Three Hills regarding its nuisance grounds The town feels that the present $800 00 grant per year is inadequate as its total costs of operating the nuisance grounds is about $4400 00 per v year, without digging a new trench and they estimate the use is about 50% rural They asked that the it D dig a new trench and Pit Brown stated he told them we might do so but that a charge at regular rates as per policy for Carbon -- would be made Mr Ferguson and mr King resorted on the ambulance society meeting of October 29th,1975 They outlined the need for a .... 12 rte"' A COUNCIL MEETING .t. OCTOBER 30th,1975 P.12 storage building for the ambulances,, and advised Council that the Society recommended a special levy of � mill extra per year in 1976 and 1977 to pay for the building The building would be owned by the Society Plans are going forward to acquire a lot from the Village of Linden and to arrange for the housing of the fire truck. This project will only be proceeded with if it receives support from the majority of the councils Mr. Bauer moved that the M D of Kneehill support this proposal Carried Pyr Campbell stated that a short piece of road east of Trochu at the Knievel Dill became quite slippery when wet or icy It was agreed that warning signs be put up Mr Berdahl mentioned that it may be advisable to change the location of the road being used as an entry to the j Lowen Gravel site. This is to be studied further at a later time Mr Ferguson advised that Mr. Hugh Bodmer of Regional Resources Project is to obtain some information tonight about possible grants for the ambulance building and also in regard to triming trees in Swalwell. Brief discussion also took place regarding the wXpM1. of the businesses from. Linden, with lumber and machinery being stored in Portion of NLq 20 30--25A This will be further discussed when representatives of C R P C are present next Wednesday.
