#48 was held at the Municipal Office, in Three Hills, on Tuesday, October
14th, 1975, commencing at 9 00 A M.

Mr. Berdahl moved that the organizational meeting of Council be ORGANIZATIONAL
held on Monday, October 27th, 1975, commencing at 9 00 A M. OCT MEETING

Mr Ferguson moved approval of the minutes of the Council APPROVAL MINUTES
meeting of September 22nd, 1975 as circulated subject to a SEPT 22/75
correction as follows
on page 4 the building permit for the motel unit was for

Mr Ferguson mentioned that Mr and Mrs Emil Cammaert

are holding an open house at Rockyford on Sunday, October ti
50th ANNIVERSARY
26th, 1975, on the occasion of their 50th wedding anniversary
lir Cammert is Reeve of the county of Wheatland
Mr Doug Hazelton of Linden Contractors, met with Council
LINDEN CONTRACTORSI
and stated that he would be read;! to move in to start work
GRAVEL CRUSHING
in this Municipal District by tte 1st of next week. He is
presently running two shifts for a total of 20 hours per day,
and states that he can crush 1C to 12 thousand cubic yards
per week He asked for Council's approval for him to start
at the Garson pit so that work i,ould be done there before
freeze up
He now measures the quantity of gravel by the time to fill the
surge bin on the machine makin- some tests at the start
The stockpiling is done by way of a conveyor.
The matter of stripping areas where private gravel is being
taken was discussed and Doug said that he had always stripped
the areas which he used He was also advised that he must stay
away from the pipeline Mr. Eazelton stated that he would be
quite willing to go from the Garson pit to the Torrington pit,
on completion of the work at Garson°s
Mr Hazelton left the meeting
Mr. Campbell moved that Council approve starting of the crushing
work at the Garson pit, as per previous arrangements

The financial statement for the month ending September 30th, SEPT FINANC'
'975, was presented and discussed, as per copy filed with STATEMENT
these minutes This showed a net balance at the end of the 1
month of $30,614.77, but with loans owing of $340,000 00
Mr Bauer moved acceptance of this report. Carried

COUNCIL MEETING October 14th,1975

Council was advised that the tax sale had been held on September TAX SALE
29th, 1975, and the portion of the lot in Twining had been TWINING LOT
sold to Douglas Parker at a price of $15 00 This is subject DOUGLAS PARKER
to the government approval
Mr. Ferguson moved that the report be accepted.

All Councillors except Mr Campbell, had attended the
Central AA11D & C meeting in Didsbury, on October 6th; 1975.
Mr John Jeffery, Assistant Secretary-Treasurcr had also
attended
They gave verbal reports of that meeting and of the
discussions and resolutions
Mr Campbell moved that the reports be accepted.

Mr. Walt Regehr of Linden met with Council and discussed
the possibility of having a new building in Linden to be
used for storage for the two ambulances and the fire
truck and to provide a meeting place for the volunteers,
as well as an area for general maintenance of the vehicles
It appeared that no government assistance is available.
Mr Regehr had tentative plans, with an estimate of
3600 square feet at $15.00 per square foot, for a total of
$54,000 00 He had also made some inquiries regarding a
metal quonset building Rent being paid now to the owner
of the old building is $60 00 per month for each unit, or
a total of $180 00 per month. The facilities are not very
suitable. Considerable discussion followed Mr Brown
moved that this Municipal Council voice its support for a
new building.; and that this be referred to the next meeting
of the Ambulance Society

It was agreed that a letter be written to the Honourable
Helen Nunley of the Provincial Government to find further
information regarding possible government assistance
Mr. Regehr thanked Council and left the meeting
Mr G A Berdahl submitted his letter of resignation
as a member of the Land Conservation and Reclamation Council.
This was submitted as he is now a member of Council and
therefore not likely qualified to continue in the other
position Mr Poole moved that this resignation be accepted
with thanks to Mr Berdahl for his work as a member

Mr Berdahl stated that he had spoken to Mr Emil Heinrich
of Hesketh, and had asked if he would accept appointment
as a member of the Land Conservation and Reclamation Council.
Mr Heinrich had stated he would do so. There were no other
suggestions made by Council members Mr Berdahl moved that
Mr Emil Heinrich be named as a member to the Land Conservation
and Reclamation Council for the next ensuing two years, and
that he be so advised and also told that there would be a possibility
of reappointment

Mr Poole gave some information regarding trimming of trees
at Swalwell, and possible contract work for same TRIMMING TREES
Mr. Ferguson stated that he had been unable to get to the SWALWELL
last Regional Resource meeting, and thus had no information
Mr Poole moved that this matter be tabled until more information
is obtained

Por Campbell reported that he will endeavour soon to see
Mr Ben Schmidt regarding his account for root picking
Letter of R Seibring and Company was read in regard to
the contract work for machine accounting for the M D. of
Kneehill They stated they wished to negotiate with
Council for a monthly fee of $1095 00 for a new contract
Mr. G. King gave some information regarding the services
and stated he would like more time to investigate the matter
It was also suggested that it should be discussed with the
Three Hills School Division
The matter was then tabled
A letter from Energy and Natural Resources of the Province of
Alberta, outlined their procedure in dealing with Crown
leases The information indicated that leases are handed
down or sold from one person to another, and it would
appear that the rate of rental is quite low
Mr Poole moved this be filed as information, and that
a resolution asking for a change of policy be presented
to the Fall Convention

Mr Litz moved that Council accept and file the information
from Teledyne Exploration regarding; si6smic work in the Trochu
East West area

Mr Campbell reported that a grave cover on the grave of
Robert Ho;,¢ in the Loyalty Cemetery had been broken by
one of our machines, which was mowing grass lie is to see
Emil Kletke regarding cost for replacement of the cover or
repairs
Mr. King advised that a tombstone at the Manor Cemetery had
also been broken and Mr Norman Soder is getting information
regarding a replacement

The Council meeting adjourned for dinner from 12 00 Noon to 1 go P 21 DINNER
A reply from the Village of Carbon stated it would not object
to Morley Buyer operating a business in the SE 21--29•-23.4 as per MORLEY BUYER
his application to manufacture Texas Gates or similir equipment. BUSINESS
Mr Poole moved that the licensing branch be advised that the SE 21-29-23-4
11 D of Kneehill Council has no objections to the proposed business

Mr Walter Anderson; Chairman of the Three Hills School Division
entered the meeting at this time - approximately 1 05 P M and
was present until later in the afternoon as noted
Information regarding proposed closure of CPR rail line from Acme
to Carbon, Hesketh and on to Drumheller was discussed Mr Poole
gave some data he had in regard to elevators handling, etc , at
Carbon It was suggested that Mr Harvey Alton of the Department
of Highways, at Edmonton;, would give some information regarding
the effect on roads of additional trucking It was noted also that
a hearing regarding this closure is to be held in Calgary on Friday,
November 14th, 1975
Mr Ferguson moved that a committee of R.W Brown, C W Poole and
G G King prepare a brief opposing; this closure of the rail line

in regard to an application for a permit to locate an & SUPPLY LTD
anhydrous ammonia business at Equity Siding Details regarding
location of the tank, etc , were given and discussed Mr v
Poole moved that this be approved subject to compliance
with all provincial and or federal regulations

Mr W Hughes of R Angus Ltd , met with Council and submitted
a quotation for a caterpillar 140 motor grader Prices and
other information were discussed He then left the meeting
briefly and Council went into the matter in more detail
Mr Campbell moved that a machinery meeting be held near the
end of January, 1976 and that Council then call for bids
for any machinery which they may desire to purchase

Mr Hughes was invited back into the meeting and advised
of the above motion He thanked Council and left the meeting,
Mr Walter Anderson also left the meeting at this time;

Mr Bill Drake of Koppers Ltd met with Council in regard
to culverts He stated that their spring price list is
still in effect and he also stated that rivetted pipe are
available but the price is appro*imately 15% above that
of the other style. He requested a share of our culvert
business He was advised that this has been general Council
procedure
Mr Bauer moved that this matter be tabled until we have
a stock record of culverts at the end of the year

Mr Drake then left the meeting
A proposed agreement for purchase of the northerly 11 feet of
land from the NW 20--29--24-4 was discussed The arrangements with
Triple K Ranching Ltd , (A R Kostrosky) is for 10 times the
averag- assessment of the quarter, which would :amount to about
$134 00 according to Mr. Poole Mr Brown moved that the proposed
agreemeht be accepted and that Mr R 0. Kegowlitsch be authorized
to do the required legal survey

Council policy in regard to helping., pay expenses of those taking
apprenticeship courses was discussed It was not%d that the
following inquiries are on record
1 Glen Wagstaff - inquired about apprenticeship for mechanics
Ted Paquette advisee it would not be suitable for him to do this
while working for the Agricultural Service Board as he would not
receive sufficient training This would be for 1976
2 Earl McRae inquired about apprenticeship for welder
3 Doug Knapp also inquired about apprenticeship for a welder
It was also noted that Ken Quinlan is now taking his second year
as a welder and Dale Leslie is taking his second year as apprentice
mechanic
Council appeared agreed that Earl McRae and Doug Knapp apprentice
if they so desire under the general arrangements
Pros and cons of having three 3 hour work shifts for the four gravel
trucks for winter stockpiling was discussed Total time for each
man would be approximately 9 hours per day
Mr Berdahl moved that this idea of three shifts for four gravel
trucks for winter stock piling be approved on a trial basis

Mr Ferguson moved that a used press for our shop P?EW PRESS
work at Three Hills be purchased from John Leyten of FOR SHOP

Mr Poole moved that we call for bids for our smaller
press from the shop as it will no longer be required

Council was advised that a Mr Ziegler had asked why
a rather poor job of road work had been done at Section POOR JOB
34-28-22-4., south west of Hesketh ON ROAD Sec
Mr Berdahl and Mr Paquette stated they had not been 34-28-22-4
able to contact the owner of the land and thus had
made a straight cut in the ditch It is not yet known
whether there will be trouble to the fence or not.
There may be some problems with snow drifting
Mr Paquette and Mr Dobler were advised that Linden FURTHER REPORT
Contractors should be starting at the Carson Pit RE LINDEN
this coming week CONTRACTORS
Mr Paquette stated enough stripping is already done & GRAVEL
and there is a suitable stock pile location y CRUSHING &
It was noted that this is contrary to the report given STRIPPING
by Mr Hazelton in the morning
Mr Paquette advised that there may be a problem in regard
to the stock pile location at the Megl.i Pit The stock
pile should be on the east side of the creek and it is MEGLI PIT
unlikely that Mr Hazelton will do this, because he is ✓ STOCK PILE
using a conveyor , instead of trucks LOCATION
This matter was not further discussed
The hours of work for the road and gravel crews were discussed HOURS WORK
Mr Ferguson moved that they continue with the 11 hour days ROAD & GRAVEL
this week, but start with 10 hour days on Monday; October 20th CREW
and that this be arranged by starting one half hour later and
stopping one half hour earlier than at present

Letter from the Worker's Compensation Board asked if their WORKERS'
directions of July 24th, 1975 for safety had been followed COMPENSATION

that the oil on the floor of the oil room had been clamed up
Letter of October 6th,. 1975 from the Bridge Branch stated that LETTER FROM
the requests for bridges or culverts in WNW 26-32-27--4 - Fred BRIDGE BRANCH

Mr Bauer moved that this information be accepted and filed

stated they were driving a test pile for the new bridge west TEST PILE

Council was advised that Hoppkins Construction had completed HOPPKINS
crushing as much as possible of the stock pile taken from CONSTRUCTION
the river and located south of the Tolman Bridge TOLMAN CRUSHING
Our gravel crew had hauled the remaining quantipy of
approximately 5000 cubic yards to the south end of the
Tolman Park
To complete the deal with the Postills it is now necessary

Mr Paquette advised that two crawler tractors and the small crew
are now working south of 13--32-23-4 (Booth West) SMALL CREW
The TS14 is working in the Gorman area in the south east Ghost Pine ' WORKING ON BOOTH
area WEST ROAD
They next propose to go to the Kraft road in the Wimborne area, AND OTHER PROJECTS
Mr Brown moved that Council approve a light coat of gravel
on the Booth West road as referred to above, for approximately ✓.
3/4 of a mile, with the work to be done late in the season

of road from William Gibson east being south of 14-30-23-4 `'

Mr Zang He expects them to submit a report to the office NW HUXLEY

M D of Starland, had telephoned and stated they would like M D STARLAND
to again exchange work for sanding of the Tolman River Hill EXCH WORK
This year Starland would do the work ir. the months of November ON TOLMAN RIVER
January and March, and the M D of Kneehill in the months of HILL
December and February This appeared to be all right with

It was also suggested that Councillors from Starland be invited
to meet with our Council for discussion of any matters of mutual
interest Mr Brown moved that this matter be followed up
and arrangements made if possible

It was suggested that Council should discuss the 1976 hours
of work for the road crews at the October 27th., meeting
Mr Brown moved that a notice be put in the Three Hills
Capital asking that those who have but bale stacks
'hear fence lines moved them as soon as pcssible, as
they may cause snow problems, and this is contrary to
our policy regarding no obstructions within 125 feet
of the center line of the road
The policy is to be further advertised at the same time
