APPROVAL MINUTES SEPT 8/75 Tbp minutes of the September Ath meeting were briefly reviewed, and the following corrections were noted - 'Page Q - David Nibbs did in fact receive 16 yards and should be billed for a total of 16 yards Pape Q - Mr. Rerdahl stated that he "must' resign from the Soil Conservation Board and. not as written that he wishes to resign. Mr Rerdahl moved approval of the minutes of the meeting of September 8th, 1975, with the corrections as noted Carried NEW BUILDING The Secretary read correspondence received from Alberta Disaster FOR AMBULANCES Cervices and Allan warrack, M L A , regarding possible financial & FIRE TRUCK assistance for construction of a building to house the ambulances and rural fire truck in the Village of LinA.en It appears that no such assistance is available at this time Mr T A Ferguson moved these letters be accepted as information anA fil_eA Carried SWALWELL AREA Mr r W Poole stated that residents of Swalwell had asked TREES TRIMMED to have the trees to the area trimmed., and he wondered if financial assistance would be available for this type of project Mr. Ferguson ap:reeA to discuss this matter at the next Regional Resource meeting on September 29th, 1975, with particular reference to the Neighborhood Improvement Program The Secretary read a letter from Allan Warrack, M L A regarding FYTEN DA?-4- the AMthe Fvte_n nam near Swalwell Mr. Warrack is referring the SWALWELL matter of having the area designated as a provincial campsite PROV CAMPSITE to the Department of Transnortation The Secretary also advised the meeting that Mr. Hempsey of. the Department of Transportation has already inspected the site, and will advise us further in due course. Mr Poole moved. to accept and file this correspondence He also requested that a coov of the letter from Allan TIarrack be sent to Mrs Joan rerlitz at Swalwell Carried The Secretary read a letter from C. R. P. C., regarding the SORENSON SUBDIVISION! Sorenson subdivision in the Sul 32-29-25-4. The Commission SW 32-29-25-4 has agreed to request the Provincial Planning Board to review Board Order 573 S 75 with respect to the Service Road Condition. Mr R 0 Campbell moved this be accepted and filed as information. Carried .... 2 14 14 11 I" C0ITNCIL MEETING SEPTEMBER 22nd. 1975 P 2 proposed DFV. The Secretary read a letter from C R.P.C. regarding the proposed SE 21-29-23-4 development in the SF. 21-2q-23-4, for the manufacture of. Texas Cates M. BUYER They advise that the proposed development would appear to comply with provisions contained in Part 111, Section 3 (10 (c) (vii) of the preliminary Repional Plan Mr A W Rauer moved to accept and file this correspondence Carried A. letter was read from Mrs S MacKinnon of Acme, and she requested POLICY RE, information regarding, policy of the Municipal District for cutting hay PAYING DITCHES in the ditches. The Secretary advised Council that there is no Q+ existing policy Mr T A Ferguson moved as follows• 1 That the person farming the land (owner or renter) has the eo first option to cut hay in the ditches surrounding the land b 2 If any other person wishes to cut hay around anyone else's property, they should receive permission from the person farming the land. Carried RATE OF PAY Brief discussion was held concerning the rate of pay for the school BUS DRIVERS bus drivers for the A.S.B. Tour. The Secretary advised that the A S B TOUR School Division hoped the Council would hold the $15 00 limit Mr Berdahl moved that the Council ratify the $1.5 00 per day payment Carried The Secretary reported he had received a telephone call from Mr GRANTVILLE R. 0. R.eglowitset, reRardinp the Orantville water crossing hookup WATER HOOK UP Re advised the original price was r4000.nn. The contractor has gone INCREASE IN bankrupt and the new cost of the hookup will be $55nO 00 COSTS It was noted that the new price for boring; the road alone is $4?inn a foot for 70 feet making up apnroximately $3000 00 of the cost Mr T A Ferguson moved that we approve the new rate, and send � a _letter to all residents with their next water bills, advising them of this change. Carried The Secretary read a thank you note from the Kneehill Senior Citizens'KNBFHILL Society thanking Council for the cony of the Three Hills Directory SENIOR CITIZENS Mr L r Litz moved this correspondence be accepted and filed THANK YOU Carried Corporal Moller of the R. r. M. Police Detachment met with Council CORPORAL MOLLER He advised Council he has been transferred to Red Deer. Corporal R r M P Moller mentioned that the Allingham Corner requires some attention. He has no solution to the problem, but cars keep going through He felt additional signs might be of some assistance in overcoming the problem. Me also advised that Keiver's Lake had been a little quieter this year than;previous years After some general d.1scussion, Corporal *Boller thanked Council and left the meetin4. Rrief discussion was held concerning the Crest Design Contest CREST DESIGN with the Three Mills School Division Yr Berdahl moved that the CONTEST following euidelines be set un GUIDELINES 1 l�4R 7 The crest should include in some manner the words - M P of Kneehill It should d.eDIct all industries in the area M 11 [A ComrIL MEETING - SEPTEMBER 22nd,1975 P 3 3 The crests should be of a uniform size 4 The crest may include any other original ideas of the individual student First Prize will be $2.5 00 Second price $15 00 and third prize $10 00 The contest would be oven to all students of the M n of Kneehill #48 and the Judges would be Council and Mr f Wilson, if he agrees The contest close around the 5th of December, 1975, with the decision to be made on December Sth, 1975, if such date would be appropriate as far as the School Division is concerned The Secretary is to check this matter with Mr Wilson and also to place an advertisement in the Three Hills Capital, outlining the contest Carried Mr Tonv Hovkins of Hopkins Construction met with Council Mr Hopkins stated that he was running into problems with the gravel crushing at Tolman There is too much mud in the nit run He has crushed approximately 10,000 cubic yards to date, and had about 25nn to 3000 left He feels this nit run is not suitable for crushing. v Mr Ferguson moved that the road committee of R r Campbell and 0 Ui Poole check this matter out and with authority to act as they see fit Carried Mr Hopkins thanked Council and left the meeting r Y HOPKINS CONSTRUCTION TOLMA24 BRIDGE GRAVEL CRUSHING The Secretary read correspondence from Alberta Government Telephones regarding proposed construction plans for buried cable as per plans A G. T. submitted for the carbon, TorrinR_ton and Acme Exchange Areas ✓ BURIED CABLE PLANS Mr f W Poole moved that we advise A r T that there will be a ditch cleane4 out in the Carbon Rural. area in the near future Carried Mr A W Bauer moved that the plans as submitted for the Torrington, and Acme area be approved and A r; T be advised no construction is Planed for these areas in the near future Carried BUILnING PERMITS A. building Permit for the summer cottage, garage and patio on that Portion of the W 13-30-26-4 for Miss Matilda Baerg was discussed Mr Gampbell movedthe permit be approved, subject to the committee of L r Litz and J C Jeffery, inspecting the site, and approving of same. Carried A building Permit for Baerg hairy Fara Ltd (Walter Baerg) for a new dairy barn was considered (SF 30-3n-75-4) Mr T A Ferguson moved approval of this permit Carried A building Permit for Ruben Fhrmann for a new mobile home on Lots 6, 7 and P, Block 2, Plan Wimborne 7015 F F , was considered J Mr. Litz moved approval of this hermit. Ferguson moved that this building permit be approved, subiect to approval being obtained by the applicant from the Department of Transportation Carried A building permit for a quonset for machine storage for Lawrence Neher on the Nie 20-28-2.3-4,was considered Mr C T,z Poole moved that this building permit be approved Carried ol A building permit f r 4 14 x 20 motel units on Lot 3, Block 4, Plan 4617 F N , - John 6'- Grantville - was considered. Also a permit for a garage on Lot 3, Block 4, Plan 4617 F.N. was also considered Mr A T*1 Bauer moved that these building permits be approved Carried Abuilding Permit for a mobile home on Block A Plan 3164 J K. Grantville - Robert Weber - was considered Mr Ferguson moved that this building permit be approved Carried Council adjourned for dinner from 12.00 Noon to 1.00 P M V DINNER The Secretary read a letter from Lockerby, Siwert, Loney & Quantz HOWR regarding the Howe subdivision - SF 33-30-2.4-4, and SW 33-30-24-4 SUBDIVISION The solicitors request that the M p of Kneehill sign a restrictive SE 33-30-24-4 covenant agreement Mr. Litz moved that the Reeve and Secretary -Treasurer be authorized to sign the restrictive covenant agreement on behalf of the Municipal District of Kneehill #0 Carried The bill from Mr Ben Schmidt for root picking on the SE 4-34-24-4- was referred to briefly. Mr R G Campbell moved this be tabled until BEN SCHMIDT the next meeting. ✓ ACCOUNT Carried The Secretary reported that he could not find either a policy or a by-law regarding the number of approaches or culverts to be nut in per quarter section in the Municipal District Mr T A. Ferguson moved that the following policy be established. 1 That the M D, will supply one approach and one culvert to the farm site and one approach and one culvert per quarter section if required Any further culverts or approaches will be at the owner's expense Carried The application for employment from Frank J Barker was considered and Mr A W Bauer moved that the application be referred to Ted Paquette Carried The gecretary read two letters from.
