A repular meeting of the Council of the Municipal District of Kneehill
No 48 was held in the Municipal Office in Three Hills, on Monday,
September Rth, In75, commencing & 9 OG A. M.

minutes, except for brief periods when Mr John Jeffery, Assistant
Secretary -Treasurer recorded same
PRESENT
Mr r r ving, as Returning Officer, gave the results of the
FLECTION RESULTS
election for Councillor for Division 1, which was held. on August 29th
1075 and declared that Mr C A Berdahl was elected
Mr Rerdahl then suT,scrihed to the official oath as Councillor BERDAHL COUNCIL
Mr C W Toole, as Deputy Reeve was in charge of the meeting, due OATH
to the absence of peeve R W Brown
Mr Poole welcomed Mr Berd.ahl_ to Council and expressed the hope WELCOME - BERBAHL
that there would he good co-operation and exchange of ideas.
Mr Berdahl repl..ied and stated that he hoped to represent his Division
on local matters, but to keen the ideas of the whole municipality
In mind at all times.
Mr. Bauer movedapproval of the minutes of the APPROVAL MINUTES
meeting of August 25th, 1975, as circulated to all members AUG 25/75

The financial statement for the month ending August 31st,1975 FINANCIAL
was presented and discussed as per copy with these minutes This STATEMENT AUG
showed a net balance at the end of the month of minus $40,198 37
and with loans owing of 5359 nOn nn
Mr Campbell moved that this report he accepted

Council was advised that Miller Trucking renuested overload OVERLOAD PERMITS
permits to allow them to haul Rn,Onn pound loads for a period. MILLER TRUCKING
of some two weeks from well locations, particularly frog+ the
south east of A-32-24-4 (Wold) It was noted. that it was
necessary to use light coat surfacing in this regard.
Mr Rauer moved that no overload permit be granted

SANITARY LAND
An extract from the minutes of the annual meeting of March FILL PROPOSAL
31st, 1975, page 3, was read in regard to the resolution
regardina a Sanitary Land Fill Site Discussion followed
It was noted that the proposed site near Three Hills in the
STa 25-31-2.4-4 has 37 1. acres suitable for a sanitary land fill
according to the report of the Public Health Inspector
Mr. L Litz arrived at the meeting at this time,
being approximately 9 2.n A M
Mr William K11gour met with Council and again voiced his W. KILOOUR
obiection to the location of the sanitary land fill site SANITARY LAND
proposed for portion of South West 25-31-24-4. He gave his FILL SITE
otlo obiouiau as:
I The location is within eight of his residence
2. It is on prime land
3. He is certain that it will be unsightly and he particularly referred

to having up to 40 old car bodies visable at that location,
at one time
Fe further stated that he would be satisfied if this Council
expressed strong opposition and he asked that they do so.
Considerable discussion followed
Tt was pointed out to Mr. Kilgour that the Municipal
nistrict has a responsibility to provide some location
for a nuisance ground or Prounds particularly for hamlets,
and that Alberta Environment mal -es the final decision about
whether or not anv location can be accepted.
Alberta Public wealth is also involved in the approval
Mr Kilgour stated that he had no .faith in those bodies.
Mr Poole also explained that it was planned that trees be
planted around the area, and therefore it should not be
unsightly
In reply to a question, Mr. Kilgour stated that he could
not recommend anv other specific location, but felt that
mileage was of no consequence and therefore some other suitable
location could be found.
A recent letter from the Town of Three Fills regarding the
use of its nuisance grounds was read and referred to very
briefly Mr Kilpour then left the meeting.
Further discussion took place in regard to Sanitary Land
Fill sites. Mr Ferguson moved that the land fill committee POSSIBLE TWO
look into the possibility of two locations for sanitary land LOCATIONS FOR
.fill - one being the N« 33-29-25-4 just north east of Acme SANITARY LAND
The matter was put to a vote and the motion was declared FILLS
lost on a tie vote MOTION LOST
Some further discussion took place in regard to the letter
from the Town of Three Fills in which it stated that as from TOWN OF THREE
November 1st, 1475, the nuisance grounds would only be open v HILLS NUISANCE
certain days per week and the rates for use of it are being GROUNDS

Mr Rerdabl moved that the Municipal Committee of Mr R W.
Prom and. Mr. R r Campbell meet with Town officials and with COMMITTEE MEET
the Prairie Rible Institute for a further discussion of this WITH TOWN OF

Mr Rauer moved that the rate of pav for officials for the RATE OF PAY
Council election on August 29th, 1975 be $40 00 for each of FOR ELECTION
the Deputy Returning Officer and Poll Clerks and $25 00 rent OFFICIALS
for each of the locations, all being as recommended by the
Returning Officer

The Local In.itatives Program was reviewed briefly Mr G
King explained that it was basically for work that would not
otherwise be done that those doing, the work would have to
be hired through Canada Manpower and that it was basically
designed for areas of high unemployment However possible
nroiects could be - hand brushing along roads, or carrying
out anv special studies that Council might wish done
Other ideas could also be considered
Mr Campbell moved that no application be made for assistance
under the LIP program.

An article from nape 22 of the Calgary uerald - dated Friday
September 5th, 1475 was read in regard to financial grants under
the Neighborhood Tmprovement Program The article as published
stated. that Municipal nistricts 47 and 4R and. I D Number 7
have been granted gpno,nnn nn
Mr C Kinn advised that he had -talked. to Mr. Hugh Bodmer of
Repi.onal Resources Project at Carbon, and it appeared that
the newspaper article is in error as the NIP money is being
handled throuph that organization However it may be possible
to have some of the mon.ev allocated to the M.D.
*"r Campbell sug¢ested that we should endeavour to get
some money for a new building in Linden to house the two
ambulances and the fire truck
Mr C King suggested that some of the money might be used
for clean un in hamlets
Mr Ferguson moven that Regional. Resource Project be asked to
consider allocating some of the funds to the �Iur_icipal District
of Trneehill for the proiects as noted. above

Mr. peraahl asked for some information res*.ardin7 the work of
Mr T'uah Roamer and stated that he had been unable to net any
aavi_cp. from biro for certain projects at Hesketh General

that its interest rate is now 10 and. 3/8th per cent per annum
and this will fluctuate. If borrowing is to be done the rate
should be stated as not to exceed. 17'�' ner annum

"r. Tohn Jeffery advised Council that mr Tea Paquette as
Public Works Puperintenaent has a build u,of 51 hours overtime
and be asks that he he Paid for at least 25 hours of this time
at time and one half ni.scussion followed Mr Rerpuson moved
that mr. PRouette he aavised that he is expectedto take time
off in lieu of overtime and no change be made in Council's policy

The Local Authorities Roard had written. to ask. if this Council
would have anv objection to a slight further annexation to the
Village of Acre, this being the projection northerly of Prospect �.
Avenue so as to PIve access to the parcel on the east side of
that proiected avenue Mr Bauer moved that a reply be sent to
the Board that Council has no objection to this proposal

*4r Norman Poder, Ap_r{..cultural Fi_eldman met with Council and
bro»nbt with him a large scentless Mavweed plant. Ne stated that
this weed has been located in three areas south west of Three
'Fills and he recommends burninn of the patches They have already
burned anproxirtately one half acre at a cost of Sl?n 00 and have
two more to do The discussion indicated that Council approved
of this on condition that the landowners are co-operating. Mr.
Boder also stated there will he information in the Capital and
other niiblicity regarding this weed, which is comparatively new
to this area

concerning same, statinc, that the building was in a very
dilanated condition and Aeffnitely should be torn down Mr
A T.T. Dauer had inspected the bulldinp at a senarate time, and
he agreed with the report as given. Tt was noted. that Council

Bauer referred to this and. advised that Mr. Paq.uette's

action was taken

Council wanted to know what warranty or responsibility
the contractor had because the new raving was quite

and explained that there is no wav to correct this except

and this would he too expensive, and not likely approved

some material out The problem was not caught soon enough

and the trucks hauled considerable overloads

Mr Rod. Turnhall of Ferguson Supplies met briefly with
council and stated that they will soon have available a new
motor grader with articulation option, and some other changes.
ue also advised that the delay in netting the part for our
TS Motor Scraner was due to the fact that it was a very rare
case of a breakdown of this narticular part for the rear end
and it was not in stock

through. Jubilee effective September 1st 1075, and the rates

Mr nobler reported that three to four hundred Rallons of oil
bad been. spilled near the TTonpins Farm due to the trucker who

getting annrovals The engineers agreed that they could meet

The engineers and others advised Council that some survey levels
had been taken for a Proposed gravity sewer system from R.uarkville
to tie in through the P R T and the tounn of Three Hills' system.

to be studied in further detail This information will also be
ready by October 14th

Alberta Association of Municinal T^istricts and Counties

Convention would likely include having all rural lands
assessed on the same basis with a maximum of $40 nn ner
acre , having all rural residences assessed, but with
the taxation to be on the greater of the assessment of
the residence or the land, for each. taxpayer
