Mr Bauer moved that a letter be sent to each of the Villages of LINDEN &
Linden, and Torrington, advising them that the Municipal District TORRINGTON
may not be ahle to continue with the present agreement in regard to I/ NUISANCE G
providing facilities for nuisance grounds for those villages FACILITIES

Mr Walt Fegehr and. Mr Orville Klassen of Linden met with Council AMBUL
in regard to a nronosed new building to be located in Linden to house COMMITTEE
the two ambulances, the fire engine and to provide for a meeting place DELEGATION
and for other facilities. Thev stated that the Village has a lot RE. BUILDING
available, north of the water tower and. it would be suitable
Proposed size of the building is 60 feet by 60 feet, with the possibility
of adding 2n feet extra for Village offices �
Rent now being paid for the three units is $180 00 ner month, and
the facilities are poor, and the safety factor is not very great
Estlnatee costs given by them was 554,000 00, Considerable discussion
followed. Mr Ferguson moved that this matter be pursued, and
endeavour to obtain information regarding possible grants from the
Provincial Government through Emerpency Measures and. by asking
Mr Hugh Roemer of Carbon for his assistance.

It is noted that Councillor ramnbell left the meeting at 10.20 A M. during
the discussions regarding the Linden Building, as he wished to attend a
funeral at Trochu Zee returned to the Council meeting at 1,00 P M
Mr John Jordon of Calflary Fegional Planning Commission and our Assessor,

Mr Henderson brought up the matter of assessment and possible taxationGOLF COURSE
of golf courses, with reference to the one at Trochu, where the property
is owned by the Town and the one at Acme, where the property is owned
by the Golf Club
Mr. Ferguson moved that this he tabled and more information be obtained
in regard to the legislation

Letter iust received. from Morley Buyer for Drive Over Gate Ltd , was
read, asking regarding a licence to manufacture a Hump Back Gate
at Morlev Buver's farm in Section 2.1-79-23-4 A clipping from the
Big Country News of August 20th, 1975 regarding this project was
also read to council Mr G ping pointed out that, in his opinion,
all rural land is presently coned agriculture, and therefore a change

would need. to be made in the Preliminary Regional Plan to allow
this business
Mr Jordon added some information, but stated. that he was
not fully aware of the pertinent documents
Consirlerable discussion follower. It was also notedthat
this proposed business is within 2 miles and in the buffer
zone around the Village of Carbon.

of the requirements of the Preliminary Regional Plan to allow
this manufacturing business, subject to first obtaining approval
from the Village of Carbon

the subdivision in qTJ 32-2.q-2.5-4 - Sorensen
Mr R Gi Rrown advised. that the approach into the Municipal
road is now okay and no other road improvements are required
by the Municipal nistrict.
The second clause of the annroval required an agreement with
the Municipal nistrict, whereby the applicant would. provide
without compensation, a inn foot wide service road, parallel
and adjacent to the east boundary of secondary road 806 when
and if this is required. Mr Brown moved that a letter
be written to the Provincial Planning Roard, objecting to this
reouirement, and explaining that the Municipal nistrict sees
no needy for renuirinp. that the applicant be forced to donate
land] for a roadway, when others do not need to Jo this

Mr Brown moved that a letter be sent to C RP C asking it
to set a policy of recommending to the Provincial Planning Board
that no public reserve be requiredin any case where a subdivision
is being made in the Municipal nistrict of Kneehill, and that
this be under the authority of Section 26 (1) (c) of the Planning
Act

Letter of August 18th, 1975, asked Council's opinion regarding
the amount required for cash in lieu of reserve for the subdivision
in MF 8-30-25-4. Their proposal was $389.10 per acre, and there
was some doubt whether McCulloch Agencies, as agent for the developer,
had agreed to that figure or to 8300 nn per acre Mr. Brown moved
that Caluary Regional planning Commission be asked to waive the
reserve entirely, but if it is not willing to do so, that Council
recommend the 53nn.nn per acre value

and Mr Perron had agreed to give an easement for entry along
the north side of the South West of the said. Section 12
Mr G Kine further advised that he was in Calgary on Friday
and had. discussee this matter with Mr. Spence the surveyor
at the Land. Titles Office, and. Mr Spence had agreed that the
area would be registered by description Mr King also had

Mr John Jordon of. C R P C then left the meeting
Mr G King advised Council that Mr Jerald. Crassmick has
not made anv payment on the $1500 On which he bid for lots JERALD
in Block 7 Swalwell Ne had been advised that this bid was LOTS IN
accepted by letter of June 12th, 1975, and a registered
letter had been sent to him on July 25th, giving him until
Aupust Ath, 1975 to make payment No reply of any kind
has been received
Mr. Ferguson moved that Mr. King obtain legal advice regarding
the Municipal District`s legal position in this matter

Mr. Bauer moved that the following Policy be set by Council COUNCIL POLI
in respect to property or items being, offered for sale, by bid FOR ITEMS
1 That the hid must be accompanied by a certified cheque SOLD BY BID
for 107 of the offer
2 That the deposit will he returned to the unsuccessful
bidders

3. That the deposit will apply on the Purchase by the successful
binder if the balance is Paid within 30 days of notice of acceptance
If the balance is not paidwithin that 3n days time the deposit
will be forfeited to the Municinal nistrict and the sale cancelled

The County of Red Peer had comnlied the reselts of a recent
survey taken by it in regardto rates being paid for mileage MILEAGE RATE
A copy of that survev was read to Council In brief it showed SURVEY

Mr Brown advised that he had received a telephone call from SWALWELL
Mrs. Joan Gerlitz of the Swalwell Area and she rad told him PARK
that we had erred in asking the provincial Government to take
over the Swalwell Park, as a Provincial Park, instead of asking

out if there is a possibility of the Provincial Government
taking over the said area as a Provincial Campground.
An offer for the old hardware store in Sunnvslope was
referred to Council__ Mr Ferguson moved that the
Municipal District call for bids for this pronertv

A report of the Foremen's Committee meeting of August
21st, 1975, was read to Council and. discussed
The following items were specially noted.
1 Tobn Trentham's wages - O.u. as noted
2 Mr nobler now advised Council that Dale Weigum
sbould also be added. to the list regarding the
number 1 driver's licence
Mr Campbell moved that Vern uaskell, Ken Ruchart, John Trentham
and rale Weigum, he each paid the fi15 no for having the number 1
giver's licence

of time that this would apply for, and. it was generally agreed
that it would be once per vear for each individual
3. Mr Campbell moved that Council approve having Dean Lytle
classed as an intermediate Wagner Operator, for July.

hour for a sub foreman for the main crew, on condition that

Letter of Aupust 12th,1975, from the District Engineer advised ALLINGHAM
that the Secnndary Road from Allingham to north of Wimhorne WIMBORNE ROAD
has been completed to their satisfaction and the road is
under the Jurisdiction of this M D as from July 16th 1975
Mr. Bauer moved. that this information be accepted, but that
the District Engineer he asked about the maintenance bond
and bow much warranty there is in regard to this road

A committee of Alberta Transportation, C N R and the MEETING AT
M.n are to meet at the CN underpass south of. 18-31-23-4 CTI UNDERPASS
this coming Wednesday at 1 0n P M Council agreed that ✓
the roaa committee, including Mr Ferguson and Mr Paquette
represent the M Tl. at that time
Title information regarding GTest half of 19-31-21-4 showed that
the land is owned by F T Nakaska and Frank Pugo and none is owned GORMAN INLET
by Tfr Gorman or the M D for the inlet road to rorman's place ROAD
from the west
Mr Brown moved that Mr Ferguson and Mr r King have some authority
to obtain title for the road inlet

to ask if they could spread waste oil on their own lease roads. ANDER OIL

4 acres of land. near the West Side of the SE 2.4-30-26-4 He did this PROPOSED GRA
of his own accord and at his own expense, and had asked if the M D PIT
might wish to huv gravel from there Mr Paquette and Mr Jeffery
had looked at that location this past week Mr. Paquette advised
that some holes had been left open and he does not consider the gravel
suitable for crushing, as it is much too sandy and is also shallow
Mr Poole moved that a reply he sent to Mr Baera advising him as noted
above and that we agree to keen a note of this location on record

read in which he advised her that the Department of. Transportation TOM LOWEN
is not prepared to construct a road from the Improvement District ROAD PROBLEM
up to the top land of Lowen's in part of Section 14-89-2.1-4
This matter had been referred through Council and the road committee
at previous meetings and access had been arranged through the land
of Mr. Braaz Mr Poole moved that this information be filed

Mr Paquette and Mr Dobler then left the meeting
Mr Poole renorted on the time it had taken to pump water from the PUMPING WATER
Swalwell Dam to Provide downstream water for Mr Ralston's pasture. SWALWELL
Anew numn had to he filled with pasoline every hour, and thus DAM
consi.derahle labour was involved Mr Poole had spent 5 and. one half
days himself and driven a total of 329 miles on this project and
has also supplied 20 gallons of pas at 52� and some cable and clamns
costing, $3 70 A total of R8 hours pumping time had been required V
mo definite answer was given Mr Poole as to whether he could claim
payment under committee work or supervision or otherwise
It was agreed that Mr Ron Hilton of Vater Resources be again asked
for a report reQardinp the 9walwell Dam
