REPORT OF COMMITTEE MEETING
HELD TTTFSDAY EVENING, AUGUST 19th,1975

A meeting of the Committee was held Tuesday Evening, August 19th, 1975
commencing at R no P M , in the Municipal Office, Three Hills, Alberta.
Those Present were-
Mr Ven Simpson, Solid Waste Management, Alberta Environment
Mr Lyndon n navies, Consultant Public Health Inspector, Alberta Health & Social
Development
Mr fharles Lau, Public Health Inspector, Drumheller Health Unit
Mr. R. W Rrown and Mr R G Campbell, representing the MD Kneehill #48
Mrs Pauline Jasman, representing the Town of. Three Hills
Mr Ed Knievel and Mr. Dick Sommerville, representing the Town of Trochu
Mrs Frances Mcrulloch , representing the Village of Acme
Mr. G. G. kine, Secretarv-Treasurer, M D Kneehill $4R
MrVampbell moved that Mr. R.T. Rrown act as Chairman of this meeting
Carried
Mr r King, acted as secretary to the meeting.
Tie briefly reviewedthe replies received from the Towns and Villages in
regard to whether or not they wish to support a central land fill project.
Carbon - Vo as they felt the costs would be too prohibitive- if possible
to pet financial assistance from the Government, would look at it again
Trochu - No
Linden - annrove in principle, but concerned about the costs
Three hills - definitely interested
Acme - by telephone - sunported the proposal
Torrington - no reply
It was clearly understood that the M.D. of Kneehill is in favour of a combined
Proiect
Mr Simpson advised that a similar project is being prepared or considered
in the (row's *Test Pass Area, at an estimated cost of $12. 00 per ton per capita
per year. The amount of waste Per capita is approximately 1 ton per year
Mr Vnievel supe-ested that the costs estimated previously by Mr Lau were
much too low, at S7 15 a ton It was explained to him that Mr Lau had
actually submitted figures of $11 00 per ton Considerable discussion took
place in regard to all aspects of the proposal Mr Brown referred to the
special_ benefits of a central location, but said that the location near Acme
is still under review in case this central Project falls through. Mr Knievel
stated that Trochu now owns 20 acres and feels that it aan operate there for the
greater benefit of its People.
Mr Simpson stated that he and others in Alberta Environment have been preparing
a cost sharing proposal, which will soon be submitted to the cabinet Details
are not definite, but the Government may provide land, nick up debenture payments,
give grants for equipment or other forms of assistance He went as far as
to state that tbi.s area might expect S2on,000 to $3n0,000 assistance This can
not he considered binding at this stage He hopes to have definite details in
annroximately l nmonth

He encourages adoption of the central land fill nronosal, under local
management, with the costs shared by agreement Estimates can be
made of the amount of waste from each municipality, costs could be
shared on that basis or on nonulation basis, or in other agreed divisions
To get the grant, they will expect that the trench be compacted each day
that the nit is used, but some allowance will he made for adverse
weather conditions, especially in winter
Mr navies explained that the present regulations require that modified
land fills, such as those now in use, be compacted and. covered with
fill at least every three months, except in winter These requirements
arp not being met Mr Simpson added that new regulations being
considered will. tend to force all areas to co-onerate in a
sanitary land fill.
Tt was agreed that a nreliminary application be made to Mr L F
Stewart, Secretarv, Provincial Roard of Health, for the right
to establish a land fill site in the South gest of. 25-11-24-4. As
that land is owned by the Town of. Three Hills, Mrs Jasman agreed to
ask the Town to make the anplication
Mr nuph Rodmer had written to the Minister of the Environment on
June 20, 7.075, asking, about financial assistance A cony of his
letter and the renlv of June 16th was given to those present, and copies
are enclosed for those not present
Mr. Simpson adviseA that a further reply will be sent following decision
of the cabinet and he agreed that a cony be sent to the office of the
Municipal District of Kneehill.
Mr Brown expressed thanks to those who had attended
It was agreed that another meeting,, be held on call by the Municipal
nistrict of Kneehill, after further information is available
about government grants, etc
