Mr Poole moved approval of the minutes of the meeting of. MINUTES
July 28th, 1075, as circulated, with one correction on page

The financial statement for the month ending July 31st, 1975, JULY FINATTCIAL
was presented and discussed as per copy filed with these minutes
STATEMENT
This showed. a net balance at the end of the month of minus $56,074.93
and with �261,nnn no owing on loans Mr Bauer moved adoption of
the financial statement
A letter from the Department of Extension certified that Harold COMPLETION OF
Henderson had passed the course taken during this past winter COURSE
Under Council policy he is now entitled to his refund by the H H_ENDERSON
M P of the fee of S110.nO. Mr. Ferguson moved that Mr Henderson
be congratulated and paid the $110.00.

RECREATION
Mr G King read a brief report of the Recreation Committee COMMITTEE
meeting with the Town of Three Hills representatives on August MEETING
7th, 1.075 In brief. the Town pointed out their financial problems
in meeting the costs of recreation and asked that the M D consider
a 2 mill levv throughout the whole municipality for recreation
purposes This levv would be then shared with the Town and Village
Recreation Boards
Considerable discussion had taken place at that meeting in regard
to that matter and other general items
Mr Rrown, Bauer and Ferguson added comments in regard to the report
It was noted teat the Town of Three Hills had sent a letter to each
of the other towns and villages of the area suggesting that they
combine in their request for this special leery
Mr Poole movedd that the report be accepted and the decision tabled
in regard to this matter as it will not apply until 1976 in any case

Mr Rrown advised that the hospital Planning Committee for the PLANNING
Three Pills area has made a submission to the authorities at COMMITTEE
FAmonton, and further negotiations are going ahead in regard HOSPITAL
to the required facilities It is specially noted that the
Government does not favour having doctors' offices in a hospital

having a survey made of the location of the cemetery and an agreement

Tt was agreed that the Torrington Community Center be contacted
to find out if they would favour having the plaque erected in
that center
Mr G King also advised that bronze plaques can be obtained for
individual footstones at the graves where the locations are known.
The approximate price would be 520 00 each. Barbara and Heather
advised that approximately 100 of these would be required to do
most of the cemeteries where the locations of the graves are known
Mr Ferguson move& that this he approved, and arrangements made to
have cement slabs noured. on which these plaques would be placed

Tt was noted that the cement work might be done by Downe Sand and
gravel, by Fmil Kletke or by a Mr Toews in the Linden area
More information is to be obtained.
Further studv is to be made regarding having a plaque honouring those
buried at the Meehan Cemetery as the location of the graves is not
known in manv cases
Information is also to be obtained regarding the Catholic portion
of the cemetery at Meehan, as it is understood that they have
received a special grant and we should co-ordinate our project
with them
Reports were given in regard to the general work done at the
cemeteries including filling in of sunken graves, mowing, etc
It was also noted that Walter Schafer perhaps should be contacted"
regarainn a spruce tree at the R.empf_er Cemetery, which is touching
power lines

Tour were read., as received from the County of Smoky Lake and A S B TOUR
the County of Rarrhead, and it was noted that the letter from
the Countv of Smoky Lake was actually from. the President of the
Associatlon of Alberta Ag Fi.eldmen Mr. Poole moved that
these letters he accepted and filed and that all those responsible
for the success of the tour he commended for their fine work

Mr r King gave Council a brief summary of court information COURT DECISION
which decided that a Councillor of the County of Strathcona COUNrILLOR
is ineligible to hold office because he voted on a matter AND CONFLICT OF

Correspondence from Mr NuQh Bodmer of Regional Resource RESOURCE PROJECT
proiect No 1, stated that each community's portion of the
expenses from April 1st, 1075 to March 31st, 1976 is 9365.00
The M n of Kneehill still has a credit balance after deduction
of that payment in the amount of 5434 75, as we had paid 9700 OO
for a special project and apparently that money was not required
this past year mr Poole moved that this information he accented, and ..4

council meeting adiourned for dinner from 12.00 Noon to 1000 P.T.

had met with Lar_ry Edwards and gteve Varga regarding the need BIGELOW DAM

arrangements and the outlet at the Bigelow Pam had been opened
on Saturday, Auvust ind, and wil.1 remain open for some time
as they wish to Lower the water level. at that dam, and this
will also provide the required water downstream.
Council. was advised that we are waiting for further information WITTSTOCK
from 'Tater Resources in reoard to the drainage at T-Tittstock's DRAINAGE
in STJ 1-10-76-4.
Council was also advised that 'Tater Resources is making further SGTALWELL DAM
studv of the outlet at the Swalwell Dam, but no report has been REPORT

Tetter from Crosland Peacock, Insurance Adjusters, was read. in RALPH LOOSMORE
regard to an accident of Ralph Loosmore on July 2.9th, 1975 The d ACCIDENT ON
l-etter claims that Mr Loosmore struck a rock. on the road and damage ROADS
was done to his car Mr Brown moved that this letter be referred to
our insurance company for investigation

Mr Ted Paquette, Public Vorks Superintendent and Mr Joe Dobler,
Gravel Foreman, met with Council.
Mr Paquette advised that the new water Dump is on order and was
to be used for numpinp water from the Swalwell Dam Cost is NEW WATER PUMP
anproxim.ately 5650 00 The Dump has not been delivered. Ne agreed FOR SWALWELL DAM
to look for an alternate Dump, as Mr Poole statedthat crater is now
needed downstream.

been in touch with Mr Tom Tutt of Linden and had some tenative prices,
but nothinu specific. Mr Poole moved that Mr Paquette be authorized
to pet definite information and nroceed with this matter

Mr Paquette adviseA that the main crew is continuing with the gradinp
work on the Trochu T -Test Job and s'ould finish this week Fe said the
worlr is slowed. due to a lack of ei:nerienced men, and a break down with
one machine ue stated that six men are leaving at the end of the
month or about that time, and he suppestee going to one shift of 11
hours ner day Pe further stated that he would have work for all
present employees Considerable discussion followed., incl.udine the
effects on the budget, the individual men's earnings, and other matters
Both Ted and Joe stated they felt the men would aqree to the longer day
with the nay for overtime at one and. one half timssthe regular rate
Mr Poole moved that starting Monday Aupust 1Rth, the main crew , the
patch crew and the gravel crew all work on one shift of. 11 hour days
for the balance of August and for the month of September, but that
Council state it is willing to reduce this to 10 hours per day if
so requesteA by the men, and that no change be made in the present
arrangements withthe motor grader men

held to discuss the above changes, if the employees so request and

It was noted that Joe Dobler and John horn receive overtime pay at
one and one half times the regular rate and the amount of overtime
will considerably increase with the change to the 11 or 10 hour day

basisly for a nine hour day, but be may have some overtime

Letter from the nistrict Engineer advisedthat the Dead Haul Road
west of 20 and 12 in 32-26-4 has been restored to condition
equivalent to that before the government work commenced Mr y
Bauer or Mr Dobler advised Council that a small pile of black
dirr taken out of the road is still to be spread, but this can
he done with our equipment Mr Ferguson moved that this be

Council was advised that some emulsion type surfacing has been
done at the airport near Three Rills, with the understanding that
`E;is was to be billed to the Town and they will recover a portion
or all of the expenses from the Flying Club Some discussion took
nlace regarding this as the airport serves the whole area
Mr Ferguson moved that the Town of. Three Fills he billed for 50%
of the cost of the surfacing at the airport and that it be pointed.

cubic vards of coldmix navinp for the cemetery ,just west of V
Three Wills. Mr Paquette stated. that we do not have a supply
of this, and therefore it would be impossible to supply the cola mix

available, but there is some chance that we may pet the plant in
to mane a greater supply, and. if :30, this will be considered

improve the crossing over the Ghost Pine Creek, south South West CREEK
1R-32-22-4 It was agreed that the road committee inspect this CROSSING

Mr Paquette advised that R Angus wish to bring out a cat - 140 G
Motor Grader for a 4emonstration about August 19th It would work GRADER
with our main crew near Acme and other Councils would be invited to DEMONSTRATION
inspect it Tyr Bauer moved that approval be given for the demonstration R ANGUS
without obligation

Mr Soder then confidentially stated that family nroblems and
hjs own health are making it necessary for him to be absent NORMAN SODER
from his work for an indefinite period of time LEAVE OF ABSENCE
Mr. Ferguson moved that Mr. Norman Sorter he granted leave
of absence for 10 days with the option for him to return
sooner, should conditions be such that he so wishes, and
that this matter be reviewed after apnroximately the 30
day Period
