Poole Division 2 Mr. Ralph W Brown Division 3 (Reeve) Mr A W Bauer Division 4 Mr L Litz Division 6 Mr R G Campbell Division 7 Mr G G King, Secretary -Treasurer, was present and recorded the minutes. tir. Poole moved approval of the minutes of the Council meeting of June 23rd, 1975, as circulated. Carried PRESENT APPROVAL MINUTES" JUNE 23/75 1 The monthly financial statement for June of 1975 was presented and discussed as per copy with the minutes. JUNE FIN This showed a net balance at the end of June of $6,359 07 statement but with $290,000.00 owing on loans Pyr Bauer moved that this statement be approved. Carried Mr Poole moved that we record in the minutes of this meeting the regrets of Council at the death of former RECORD DEATHCOUNCILLOR A H Councillor A H Church of Division 1 CHURCH Carried Mr Litz moved that the tribute to former Councillor TRIBUTE TO I A H Church be included in the minutes as per article FORMER COUNCILLOR which appeared in the recent issue of the Three Hills A H CHURCH Capital and prepared by Secretary -Treasurer, G.G.King. Carried Mr. Poole moved that Council call for nominations for NOMINATIONS a Councillor to fill the unexpired term of A.H.Church TO FILL UNEXPIRE in Division 1, with nomination day to be August 1st, 1975, TERM OF A H and with the Secretary -Treasurer to be Returning Officer CHURCH and to carry out all duties for the nomination and election if necessary Carried DEATH OF JOHN Mr. Brown moved that the minutes record with regrets ESAU the death of John Esau former long time employee of the FORMER EMPLOYEE Municipal District and that a card be sent to the family expressing regrets Carried Letter of June 14th from Honourable Dick Johnston, MinisterMUN ASSISTANCE of Municipal Affairs was read The balance of the 1975 GRANT RECEIVED Municipal Assistance Grant, amounting to $142,769.00 had been paid to this Municipal District late in June Mr Campbell moved that this be accepted and filed Carried Mr. Brown referred to a recent discussion he had with ALTA COMMITTEE k1r Ross Ellis, who now heads a committee named by the INVESTIGATING Government in regard to Provincial Municipal Assessment MUN ASSESSMENT and Taxation matters lir Ellis is confident that major & TAXATION changes and improvements will be made in existing legislation L01 IN 24 Form T-1 626 (149P) TRIBUTE TO A. H CHURCH It is with deep regret that we record the death of Allan H Church, Councillor for Division Number 1 continously since June of 1954. SW 32-29-25-4 The hearing is to be in Calgary, Friday, July 18th, at 2°00 P M Carried BUILDING PERMITS Mr Poole moved approval of the building permits as briefly listed in item 9 of the Agenda of this meeting Carried Letter of Thanks was read from the Torrington and District Agricultural Society for our municipal grant of $800 00 Mr Campbell moved that this be accepted and filed Carried 1974 Recreation Report from the Torrington and District Recreation Board was read Mr Litz moved that this be accepted and filed. Carried Letter of July 3rd from the Town of Three Hills asked for a joint meeting of committees of Council for a discussion of recreation policy between the Town of Three Hills and the Municipal District of Kneehill 11r Poole moved that R W Brown, T A Ferguson, A W Bauer and G G King represent the Municipal District on this committee. RETIREMENT nR TIMMPROW Letter =rom the orumneller Heairn Unit invi.tea memders of Council and Staff with their wives to attend an open house on Thursday, July 31st, from 4°00 to 6°00 P 14 , honouring Dr Thompson on his retirement Mr Bauer moved that a reply be sent advising that two or three couples may be able to attend, but stating that others are unable to be present at the gathering because of the Provincial Agricultural Service Board Tour. Carried Petition of July 1st, 1975, from residents of Ruarkville asked for further consideration of a water and sewer system for that hamlet. Mr. Bauer moved that we up date the file in regard to that matter, look into the possibility of grants, and refer the matter to Underwood, McLellan and Associates for general study Further that a reply be sent advising the residents of Ruarkville what is being undertaken and also referring to the annexation study which is now underway Carried Miss Linda Davidson met with Council and requested some financial assistance for publishing a Kneehill Resource Directory She gave information regarding the project and stated that a grant of $200.00 would supply about 50 books for this area, to be distributed, one to each agency, about 10 to the school and one to each Town and Village Office, and one to the Municipal District Office The School Division is giving assistance in regard to the printing of the books Discussion followed Mr. Poole moved that a grant of $200 00 be Paid to the Kneehill InterAgency Directory, care of Miss Linda Davidson Carried 3 J RUARKVILLE PETITION FOR WATER & SEWER KNEEHILL RESOURCE DIRECTORY 19 M 11 COUNCIL MEETING JULY 14th,1975 P 3 Air. Litz moved that the circular regarding proposed ALTA. POWRR RATE increase in rates of Alberta Power Ltd., he filed. IIICREASE Carried Mr. G. King read to Council a proposed by-law prepared BY-LAW 774 by solicitor, Iir W Siewart, in regard to the Wimborne WIMBORNE FISH Fish Dam Mr Litz noted one correction that should be DAM made to show that the Minister of the Environment advances only one half of the cost of the project Mr. Campbell moved first reading to by-law number 774 this being a by-law in regard to the Wimborne Fish Dam as per copy attached Carried Unanimously Mr Bauer moved second reading to this by-law. Carried Unanimously Air. Litz moved third reading to this by-law Carried Unanimously. KEIVER LAKE I A letter from each of the following was read in regard to the CORRESP014DENCE Keiver Lake Park Mr and Mrs Ray Gascon, Ilrs. Beth Smith of the Three Hills Kinettes and Mrs Katherine Sinclair In brief each supported continued operation of the park with improvements and if necessary with some charge to help defray expenses Mr Litz moved that these be referred to the park committee Carried CONCESSION A letter from AIr Allen Sharp of Three Hills requested POPCORN KEIVER permission to sell popcorn at Keiver Lake Park at weekends LAKE Mr. Campbell moved that this be approved on condition that Mr. Sharp agree to tidy up any paper bags, etc , resulting from his operation Carried Mr Brian Rutherford and Mr Bob Lindsay of Pye Electronics met with Council along with Mr. Alex Cunningham, our rural Utilities Officer They gave considerable information regarding the mobile radios which they can supply to this Municipal District and they outlined in further detail their price quotation which had been received in writing They stated there would be no extra charge beyond the quote in item 3 if payment is made by March 1st, 1976 Delivery time is about six to eight weeks Installation can be done by Alex Cunningham, and they stated they would give him one to two days trainning at no cost The two salesmen then left the meeting and further discussion took place It was noted that 50 to 52 new units with brackets and a repeater would cost approximately $35,000.00. PYE ELECTRONICS RADIO QUOTE DINNER Council meeting adjourned for dinner from 12:00 moon to 1:00 P.M. After the noon adjournment further discussion took place in regard to the proposed mobile radios Mr Bauer moved that Council buy new mobile radios as per quote of Pye Electronics Carried Mr. ^.utherford and Hr Lindsay then again met with Council and they stated that additional units beyond those with trade ins would cost $716 00 each. Air. Campbell moved that Mr Alex Cunningham have authority to place an order with Pye Electronics for 52 units and with repeater and other required equipment, less trade in of our present ur� 0 CEJ 11 COUNCIL MEETING JULY 14th,1975 P 4 equipment Carried Council was thanked for the order by the salesman and they and Idir. Cunningham then left the meeting; Mr R W Brown had inquired about forms that might be useful for Councillors to relay requests to foremen or others in regard to special small jobs to be done A speed memo form in three parts was shown to Council and use of this was discussed. lir Poole moved that Council authorize the use of these speed memos on a trial basis Carried Council discussed the matter of collection of miscellaneous accounts, which are over 6 months old Pir Poole moved that any account over six months old be referred to Mr Byers, solicitor of Schumacher, Madden and Byers, for collection Carried iir Poole moved that no credit for miscellaneous accounts over $250 00 be given without Council consent. Carried SPEED MEMO FOR REQUESTS FOR JOBS TO BE DONE COLLECTION MIS. ACCOUNTS MISC ACCOUNTS CREDIT LIMIT The following met with Council and were present when the GRAVEL CRUSHING bids for gravel crushing were opened. Mr. Ned Ellithorpe, Sundre Contracting Co , Mr Alf Hornseth, Stoneway Crushing Ltd., Mr Eli Dobush, Olds Contracting Ltd Mr Bert Tuggle, Tuggle Construction Ltd , The bids for gravel crushing were then opened and the following is a brief summary Sundre - Torrington - $1.05, Nlegli $1,25, Carson $1 90 using an additional 20 x 36 inch jaw crusher to handle all large rocks Stoneway - Torrington , IZegli and Carson Pits - each $1 26 per cubic yard Olds - Torrington and Hegli - each $1 25 - Carson - $1 50 Tuggle - Each Location - $1 24 Hopkins Construction - Torrington and Megli - $1 20 - Carson $1 35 Linden Contractors - Each Pit - $1 15 Mr Poole moved that the contract for gravel crushing be awarded to Linden Contractors as the low bidder on condition that they will crush all rocks up to approximately 15" in size Carried Those present representing the bidders were thanked for attending and submitting bids, and they in turn thanked Council for the opportunity They then left the meeting. Mr Ted Paquette, Public Works Superintendent, came in to the V/ meeting during the latter part of discussion regarding gravel crushing ROAD Mr G King advised Council that the road formerly maintained E half 22 through part of the East half of 22-29-21-4, was not a surveyed 29-21-4 roadway, but had been used by Tom Lowen and perhaps others for access to certain lands in I.D. number 7 I4r A H Church had mentioned that there might be some problem regarding continued use of the roadway, but no definite problem has been brought to our attention. Mr. Bauer moved that this information be accepted 5 and kept on record COUNCIL MEETING JULY 14th,1975 Carried Mr Poole and Mr Paquette reported that they had lr. Ed Eskeland in regard to fence damage between 10 in 28-20-4 Tor Eskeland had agreed to accept full compensation for damages to his fence P 5 VEUCE DAMAGE contacted ESK�LAND Sections 9 an $150 00 as Pair. Poole moved that 14r. Eskeland be paid the sum of $150 00 Carried H. D CLARK Mr. Paquette reported that he had contacted P'ir H D Clark FENCE POSTS in regard to fence posts removed adjacent to road west South West 11-30-26-4 ]ie had agreed to supply 100 new posts and Mr Clark had accepted this as a reasonable settlement Hr. Bauer moved that this report be accepted. Carried FEDERAL TAX ON Circular from Gulf Oil was read in regard to the new Federal Fuel Tax of 10(,1 per gallon on gasoline The Municipal District should be able to reclaim amounts paid, but there will be considerable book work involved Mr Poole moved that this be accepted as information Carried ALBRECHT BRIDSE Letter from the Bridge Branch advised they would inspect LOCATION the location West SW 7-33-24-4 - Albrecht - when next in this area Mr Campbell moved that this be accepted and filed Carried R HARRIS Council was advised that Air Richard Harris has submitted RESIGNATION a verbal resignation from his position as Motor Grader Operator in Division 4, with this to be affective August 8th It was also noted that Brian Plant and Ruben Ehrmann and perhaps other present employees may be interested in that positinn lir Brown moved that Mr Ted Paquette advertise the vacancy among the employees and that Mr. Art Bauer and Ted Paquette have authority to hire a replacement for the motor grader. Carried NEXT FOREMEN' MEETING It was noted that the next meeting of the Foremen's Committee will be at our office on Thursday., July 24th, 1975, commencing at 9 00 A M A. S B NEW Council was advised that Mr. Peter Ragel is now employed by EMPLOYEE - P the Agricultural Service Board Other applications for employment were read as received from R Grant Ryckman, Dave Petersen, Gordon Sept, Marc E McRae, Kevin Price, Daniel Platt. Mr Poole moved that these be referred to Ted Paquette Carried Mention was made of the fact that Alberta Transportation may be negotiating for a gravel supply in SW 20-32-26-4 - Harvey Schmautz Land �G] GRAVEL SUPPLY ALTA TRANSPORTATI, Mr G. King advised Council that the Provincial Government plans to gravel and oil the road from Number 21 Highway east to the Buffalo Jump Park, with the work to be done in approximately 1 month Sources for gravel were discussed and possibility of them getting it from Pine Lake or Torrington were mentioned. � 6 M M COUNCIL MEETING JULY 14th,1975 P 6 Council was advised that the old stock pile sites, etc , at Tolman have been cleaned up and top soil has been placed on all areas except the one location where the crushing is still to be done The gravel crew hauled some gravel from Tolman to Division 7 and is now at the Reip stock pile in that same general area Mr Paquette reported that he hopes to start some top coat road surfacing soon They have been doing some seal coating recently They will need gravel trucks for this during the time of surfacing Discussion followe;i about how to get more gravel hauled The suggestion was made that the crew may have to work longer hours 11r Paquette advised that good progress is being made on the grading at Trochu gest and they should be finished in two to three weeks The next major project for the main crew is Acme East. The Secretary -Treasurer was asked to contact Armco in regard to the large culvert for the Acme job. lir G King advised that he had complaints from John Dorn on behalf of workmen in respect to sharp slivers on culverts. Mr. Bauer moved that a letter be sent to the Workers' Compensation Board advising of the hazard of these sharp slivers and asking for some investigation_ of the cutting of the culverts Carried ZIr Litz stated that he had a quotation from Three Hills Concrete Finishers of $2,406 90 to supply concrete and put in the sidewalk near the store at Wimborne and also to put the floor in the shop at Wimborne Mr Poole moved that this be approved Carried Mr G. King advised Council that Tony Hopkins had been contacted by phone and he had stated that he will be back to do the crushing at Tolman before mid August as per agreement Pr Litz moved that Council arrange for a clean up of lot 5, Block 2, on the south side of main street in Wimborne as it is under r?unicipal control Carried Mr. Litz reported that a sidewalk had been built along the portion of the south side of main street in Wimborne many years ago It is now in rather poor condition and is at the wrong elevation considering property being developed in that area Mr Campbell moved that Mr Litz be given authority to have the side walk taken out on condition that it is not to be replaced, in the near future Carried I7r Poole advised that a culvert across the road east of Pagets - South of 6-30-23-4 - should be replaced by a lamer one, put on an angle This was referred to Ted Paquette for investigation and action Council was advised that the small crew has been doing some grading and clean up work north of Knudsens° in the Huxley East area, west of Section 23-34-22-4 7 CLEAN UP TOLMAN SITES PUBLIC WORKS REPORT I V SHOP IN WIMBORNE FLOOR ETC HOPKINS COMPLETION OF AIG WIMBORNE SIDEWALK CULVERT EAST OF PAGETS M COUNCIL IIEETIIDIG JULY 14th 91975 P . 7 Hr Bauer, lir Litz and Mr Campbell advised that they had been contacted by Mr Milton Rempfer regarding his DARRLY son Darryl driving municipal vehicles REMPFER Brief discussion followed Mr Campbell moved that DRIVING Darryl Rempfer be authorized to drive the small tractor Carried :r G King gave a brief report regarding the lot in Wimborne - being Lot 5, Block 2 - This was put up for SALE OF tax sale in 1970 and not sold. The iiunicipal District WIMBORNE could therefore sell the lot Mr Litz moved that LOT the lot be advertised for sale, with bids to be in by September (th 1975 CHrried !dote. The advertisement not to be published until a later date FURTHER The Councillors advised Mr Paquette regarding public works PUBLIC WORK' problems in their respective areas REPORTS Mr Bauer advised that the I?utterian Brethren at Torrington would like their road oiled isr Campbell advised that Mr McPhee at Trochu would like his road oiled. It was agreed that the 11 D will not oil the roads, but will co -Operate with the farmers by supplying a grader, if they supply their own oil and trucks to haul it Mr Campbell reported regarding the approach at the Corrigan location, and also advised that the R tlallner Bill requires work to aleviate the problems with snow at the location west of Ottesonse lir Bauer reported Mr J Stahl wants the motor grader operator to windrow into the center so that he can hay the roadsides Mr Campbell reported that Mr C Doerksen has problems inregard to page wire and other fencing which he claims has not been properly replaced Nir Paquette is to check these matters Mr J. Jeffery, Assistant Secretary reviewed the employee EMPLOYEE meeting minutes with Council briefly MEETING Hr A W Bauer moved to accept the report Carried The Secretary reviewed the Tour Meeting minutes of June 26th TOUR MEETIN and asked about registration fees for Councillors lie was MINUTES advised that there is to be no registration fee for Councillors of this Municipal District Niro Soder reported that the spray truck is now out and working and also reported on various weed inspection problems ✓ i,e �u� reces�,e � �,oa,Q�u��� 11 C W. Poole reportedAthat Mr Vern Hanson has a very bad WEED PROBLE1 weed problem on his land at NE 13 and South half of 24 in 29-25-4 I Iir Soder was advised to enforce the Weed Act Regulations Discussion was also held concerning hiring weed inspectors, but nothing is to be done at this time 8 L79 14 M L45 COUNCIL MEETING - JULY 14th,1975 P 8 lir Cunningham entered the meeting at this time lar Cunningham and Iir King advised the meeting of the study done to date on the Iluxley Sewer System, including the price of land for the lagoon site, track crossings, etc , 11r Cunningham advised that he has contacted 25 of the 27 residents in Huxley and they are in favour of the proposal Mr C W Poole moved acceptance of this report Carried The Secretary reviewed the accounts as per list filed with these minutes ard Mr. Poole moved the accounts be paid Carried Mr. Poole moved the meeting do now adjourn.
