JUNE 23rd, 1975

A regular meeting of the Council of the Municipal District
of Kneehill No 48 was held in the Municipal Office, Three
Hi11s, on Monday, June 23rd, 1975, commencing at 9.00 A.M.

It was regretted that Councillor Church was absent due to
illness
Mr. G.G King, Secretary—Treasurer, was present and recorded
the minutes.
PRESENT
APPROVAL MINUTES
June 11th1975
Mr Ferguson moved approval of the minutes of the meeting ,
of June 11th, 1975, as circulated, with one correction on
page 1 in regard to the Huxley proposed sewer system, which
should read — each place would have its own double compartment
septic tank (no cesspool)

Mr John Jeffery, Assistant Secretary—Treasurer, met with FOREMEN'S COMMITTEE
Council and read the report of the Foremen's Committee REPORT June 19
Meeting held on June 19th The main items noted in this
report were:
1. Committee had directed that Dale Harris and Robert
Gaucher be fired, and given one week's pay in lieu of
notice This was because their work had not been satisfactory.
2. Richard Harris had been reclassified as an intermediate
motor grader operator fnr the month of June, which causes
a reduction in pay for that period of time

MEETING WITH RICHARD
Mr Richard Harris met wit:l Council in regard to the HARRIS
action taken by the ror=en's committee above He gave
his explanation of what had taken place, and stated that
he had not tried to interfere with the r.peration of the
crew, but had told Dale Harris that he was entitled to
20 minutes for coffee breaks and given him certain other
information Decision on this was tabled until later in
the meeting Mr Richard Harris then left the meeting
Mr. R.W. Brown stated that he had talked tc Glenn Smyth REPORT RE- GLENN
Assistant Ag Fieldman regarding his salary, and had told SMNTH — WAGES
him that the committee did not recommend any change at this
time as he had a guaranteed wage the year round, and had
other benefits

Mr. Poole moved that the report of the Foremen's Committee REPORT
meeting be accepted

Mr Bauer moved approval of the extension of Alberta
Government Telephone services cr cables as per plans FOR EXTENSION ETC
submitted for SW 12-34-26--4 and in Huxley.

Mr Litz moved that the Municipal District and office staff
co-operate with Miss Linda Davidson in her project of the
preparation of a committee resource book, all as per
information in letter of June 17th, from the Three Hills
School Division
Carried
Mr R. W. Brown and Mr. G King reported on a committee
meeting held June 16th, with representatives of C R. P. C.
Town of Three Hills and Prairie Bible Institute Following
a request from the Town, the C R P C. is conducting a
study of the pros and cons of annexation to the Town of
Three Hills of the Prairie Bible Institute, Grantville and
Ruarkville areas or any portion of them The terms if
reference for the study were outlined and agreed upon at
the committee meeting and these were read to Council
Costs are being paid by C.R.P.0
Mr Poole moved that the report be accepted and the terms
of reference also accepted by Council.

Mr Brown moved that Council approve of the extension of
Calgary Power services to the SE 10-30-26-4 Linke
Carried
Mr Campbell moved that Council approve of building permits
as issued to Peter Baerg for a machine shed in SE 16-30-24-4
and Donavon Haller for a residence in NE 1-33-24-4
Carried
Council was advised that Mr. Sorenson has appealed the
conditions for approval of his subdivision in SW 32-29-25-4
They were also advised that C R P C refused the Jacobs
subdivision in NW 9-29-24-4 Various minutes, etc , from
C R P C were also referred to briefly
Mr Campbell moved that the information and minutes be
accepted and filed

The following were read to Council CORRESPONDENCE
1 Copy of a letter of June 6th, from the Allingham Community
Association to Dr A Warrack as M.L.A of the Three Hills ETC.
Constituency.
2 Reply of Dr Warrack dated June 18th addressed to Mrs
Frank Hansen
Recommendations of Dr Warrack in the reply were also discussed
briefly
Mr Ferguson moved that the correspondence be acknowledged, by
letter to Dr Warrack, with copies to Mr and Mrs Frank Hansen
and to the Allingham Association, stating that the proposed sale
was for park use only, that no caveat had been registered and
therefore the previus agreement had been overlooked, and that
Council agree with the suggestions of Dr. Warrack as per his
letter, but prefer to arrange for private operation through
lease or otherwise

Letter from Dr A W arrack, M L A was read in regard StiaALWELL PARK
to the Swalwell Park, in which he clarifies that he
did not suggest any possibility of the area being taken
over as a Provincial Park. He did suggest that some
recreation money might be used a'-, that location.
Mr Campbell moved ',hat thIs be ac'.mowledged and that
Mrs. Joan Gerlitz be advised of the reply as iaceived from
Dr. Warrack

Mr Harvey K Toews taxpayer, sat in the meeting for a

Mr Dale Harris and Mr Robert Gaucher, met with Council MEETING
to appeal against being fired
They admitted having had disagreement with those in charge
on the job, but felt that their position was somewhat justified
Mr Brown advised them that their work had not been satisfactory,
and it sometimes appeared that they had not been giving an honest
effort and therefore they had been let go, The employees then
left the meeting
Council further discussed this matter
Mr. Campbell moved that the decision of the Foremen's Committee
be upheld in regard to Dale Harris and Robert Gaucher

the T wn of Three Hills was read in NUISANCE GRDS.
Letter of June 11th from o
regard to its nuisance grounds° It stated that they can no longer
supply services for the rural area at $800 00 a year, and are
therefore considerLng closing; the dump site and restricting its
use to residents of the town only They also stated they believe
that a regional sani-cary lanl fill operation will prove moot
economical for all parties c-:ncerned
Mr. Poole moved that a reply, be sent stating that another meeting
regarding the -regional land fill operation will likely be held
in August, and asking the c •..cporation of the town in the meantime.

SCHOOL DIV MINUTES
Mr. Bauer moved that the m-._nutes of the Three Hills School Division
meeting of June 11th. be accepted and filed as information

Correspondence from the ANMD & C was read in regard to the CORRESPONDENCE
Canadian Federation of Mayors and Municipalities This
encouraged support of the organizati,,n and pointed out
the fact that Mr George Whitehead is on the executive
Mr Ferguson moved that this information be accepted and
filed,

TAX ARREARS
Mr Ferguson moved that tax arrears of $507,88 on roll card BEN PICKERING
1778 charged against Ben Pickering be cancelled in full as ROLL 1778
there is no land or security of any kind in respect to these
taxes.

Letter of May 29th, 1975, from Alberta Health and Social ASSISTANCE TAKE
Development was read This stated that the Department is OVER BY PROVINCE
willing to take over all social assistance as from July
lst, 1975, including the administration, if so agreed upon
by the local Municipalities
The local municipalities would continue to be responsible
for development and operation of Preventive Social Services.
Mr, Poole moved that the Council agree to this proposal

KLEGG HOUSE
Letter from Alberta Culture, Youth and Recreation, stated HISTORICAL SITE
that they had given consideration to designating the Klegg REFUSED
house,near the Morrin Bridge, as a heritage site, but
had not accepted it as being of sufficient historical significance,
Mr. Ferguson moved that this information be accepted and filed

LINDEN RECREATION
1974 financial report from the Linden Recreation Board REPORT
was read and discussed briefly, as well as their plans
for 1975. Mr Bauer moved that the 1974 report be accepted
and payment of the 1974 grant made

Mr John Jeffery, as Secretary to the l;gricultural Service MINUTES
Board, read the minutes of the meeting of that Board held
on June 16th,1975 Some discussion followed Mr Ferguson JUNE 16/75
moved that the report be adopted and the recommendations
approved, except that no $10 00 charge be made for trees

The Council meeting adjourned for dinner from 12:00 noon DINNER

THREE HILLS RURAL
Letter of June 11th from the Town of Three Hills asked the RECREATION AREA
Municipal District to designate the boundaries of the Three BOUNDARIES
Hills Rural Recreation area as those boundaries which were
proposed in the plebiscite held in 1972 Discussion
took place regarding this Mr G King reviewed with Council
the provisions of the Recreation Development Act, with
particular reference to the fact that a recreation area
can be established by by-law, without any vote, but any
by-law for levying taxes on a special area, must be advertised
and open for petition, etc
Council also discussed problems that might arise if an area
was set up for Three Hills, without consultation with places
such as Linden, Carbon, etc Mr Brown moved that Council
of the Town of Three Hills be advised that the Municipal District
Council sees no need for a recreation area, unless for the purpose
of a special tax levy, and further that this Council believes
the matter should be tabled, pending the study being made by
C R P C regarding possibly annexation of P B I, Grantville and
Ruarkville, to the Town

Mr Doug Hazelton of Linden Contractors met with Council,
Mr Joe Dobler, Gravel Foreman and Mr John Dorn, Grade
Foreman, also met with Council at this time
Mr Dobler suggested that we should get approximately
120,000 cubic yards of gravel crushed and he suggested
about 409000 cubic yards each from the Torrington, Megli
and Garson Pits,
Mr Hazelton was advised that bids will be called for the
work.
He Mentioned the possibility of a good gravel bar in the
river east of Edgar Riop
Mr Campbell also suggested some more tests should be
done near the Alvin location
Mr Hazelton then left the meeting,
Mr. Poole moved that a call be made for bids for gravel
crushing, subject to the following.
1 All bids to be at our office not later than 1°00 P M
July 14th, 1975, and be opened in public by Council
at 1030 P M on that date,
2 fill crushing to be 3/V
3e Crushing must be started not later than October 15th,
1975, and continue until finished
4 Council retains authority to decide the order in which
the work will be done at the three pits mentioned
5 Linden Contractors, Hopkins Construction and Olds
Construction are to be advised of this call for bids and
also to be advertised in the Herald and the Three
Hills Capital,
6 Other general conditions to apply.

The road committee advised Council of the need for a SIDE
sidewalk on the west side of the store in Wimborne to provide WESSTT O OF 6JIMBORNE
drainage The possibility of a curb was also discussed STORE
Mr Ferguson moved that this be approved with Mr. Lo Litz
given authority to make the required arrangements

Mr Elmer Llbrecht met with Council and discussed the ELMER ALBRECHT
road west south west of 7-33-24-4 Because of bends in the ROAD WSW 7-33-24-4
creek traffic travels on a portion of his land and he has
not been receiving compensation in that regard He stated
the public has been using a portion of the road at various
times since 1950, but he also said that he had received some
compensation from oil companies during that period The
companies are not paying anything now The road committee
had inspected this location recently and verified the use
of his land
Mr Litz moved that Council ask for a bridge

Mr Ferguson moved that Mr Albrecht be paid $2d00h00 en as

decisions were made in that regard

SW 1-32-25-41 and also for purchase of the West rod of
that land for roadway Mr Poole moved that these be
approved and that Mr Robin krthurs be hired to do the

Mr G King advised that Mr Karl Gundlach, motor grader
operator, at Carbon, had telephoned during the weekend
to report vandalism at the Carbon Shop. The valve at our
diesel fuel tank had been opened and considerable diesel
fuel had run on to the ground before this was noticed

the building Mr Gundlach has reported this to the RCMP
at Beiseker Mr Litz moved that the report be accepted,
and that Mr. Poole have authority to get a lock for the
fuel tank

Mr Brown reported that he had attended the official TREhSURY BRhNCH
opening of the Treasury Branch in Linden this past Friday OPENING
Mr. Brown reported there is a problem of drift soil along DRIFT SOIL
the road - SE 15-30-26-4 - and suggested the M Do contribute EDEL SE 15-30-
something towards getting this removed 26-4
Mr Ferguson moved that the M D allow $100000 to Mr Edel
if he hires a private contractor to clear up the drift soil
referred to above

Mr Flex Cunningham , Utility Officer, met with Council. NEG! RADIO
Correspondence from Pye Electronics Ltd was read with EQUIPMENT
quotations regarding mobile radios Mr. Cunningham enlarged
on the information given and Mr Brown stated that he and
Alex had met with a representative of that company recently
and had suggested they submit an offer Mr Cunningham
stated that from his study he believed their equipment is of
very high standard, and should give excellent service
Mr Ferguson advised that he would favour the purchase of the
new equipment, if Council deems this advisable after meeting
with the representative of the company Mr. Ferguson moved
that a representative of P,ye Electronics Ltd be invited to
the July 11th, 1975 meeting

Council was advised that Mr H E Clark had complained that H E CLARK_
our road crew had removed approximately 102 posts from WSW FENCE
11--30-26-4 There had been no wire on the posts at the time POSTS REMOVED
and the posts were about 8 years old Mr. Clark stated he WSW 11-30-26-4
would settle for new posts and he would put them in Mr
Paquette had been advised of this, but we did not have his
report for this meeting.
Ken Thompson had been contacted by radio and he stated he
thought the posts were at the Service Board yard This is
to be followed up for more information

Mr John Dorn and Mr. Joe Dobler then left the meeting
Mr Brown reported that in his opinion the Foremen's committee
and their work in setting various clas-es of employees for
wage rates has been proving satisfactory Council members
appeared agreed with this

Letter from Mrs Tricker was read in regard to the need for CEMETERY
work at the Swalwell Cemetery Mr Brown moved that a reply
be sent stating that t,Jork is planned at all cemeteries and
will be done as soon as possible
