Carried FIN STATEMENT The monthly financial statement for the month ending May M"Y 3'-st a 1-975, was discussed as per copy with these minutes. This showed a balance at the end of the month of 45644.18 and with $234,000.00 owing in loans, M:c, Poole moved approval of this statement. Carried STUDY - I.NNEXI,TION At the request of the Town of Three Hills, the Calgary P.B I ETC. P-gional Planning Commission is to make a study regarding 10 IT 3 IT ILL S -Lhe pros and cons of annexation of the Prairie Bible Institute and adjacent areas to the Town. Represent at ives of the areas affected are tc hold a discussion meeting to o�N set out the terms of reference, etc, Mr. Poole moved z� , that Mr, R,W, Brown and Mr, i�W. Bauer represent the Municipal District in these meetings regarding annexation. Carried Mr. Alex Cunningham, U'L ility Officer, met with Council. HUXLEY PROPOSED A report was given to Council in regard to recent studies SEWER SYSTEM for a proposed sewage system for Huxley 1f. committee of three from Huxley with Ile; Cunningham and G.King had visited Vimy on May 31st 1975, to study that system, The committee had also met in Auxley last evening to discuss the proposal r with local resident„ , Under tpepew proposal each place would have its o�m` septic tank and only the water would be pumped out through plastic :sines to a lagoon. The hamlet of Vimy received substantial government support for this proposal, Mr, Campbell moved that the Municipal District co-operate in trying to get grants and approvals and arrange for preliminary enginering costs and agree to pay the costs of necessary trips to Edmonton, etc. C arried Mr, Bauer moved that Mr. Reg, Campbell, Ilex Cunningham and G,G,King represent the Municipal District in regard to a GPwage system for Huxley Carried Mr, Alex Cunningham then left the meeting. v J v C OU NC Il_, MEET IN G June llt h, 197 5 1'. 2 Mr. Norman Soder, Igricultural Fieldman, then met with Council S'vlr Wmh P 1 RK Mr. Poole reported that further service is needed at SERVICES the Swalwell Park and a group of ocal people have ti stated that Dr. 4arrack said the overnment might take GOVT T;XE that park over if requested,, OVER Mr, Litz moved that Dr. J':, L4arrack be sent a letter in this regard, with the request that he have the Proper department follow this matter up. C arried Note - copy of correspondence to Mr C.W.Poole Letter of May 23rd, 1975 from Ross, Clozza c Todd Solicitors for the Municipal District, was read in regard to Council's position in connection with the Keiver Lake Park. Mr. Poole moved that this be filed as confidential information. Carried Mr. Poole moved that the committee of Mr. A,W.Bauer and Mr. G.King, personally contact Mr. Frank Hansen and ask his permission for the Municipal District to make certain charges for the use of Keiver Dake Park. Duncan CLEC"N UP M.D. I -L was agreed that a list of hamlet lots owned by the LOTS Municipal District should be prepared and consideration given to having these cleaned up. This will be referred to the 11:gricultural Service Board meeting this coming Mond ay. Mr, Soder reported that one of his trucks has been broken down, but is now being repaired, Mr. Soder then left the meeting, The 1975 Budget as prepared by the Finance Committee was 197 5 BUDGET then reviewed and discussed in detail. It was especially pointed out that the budget did not make provision for any further purchases of major equipment this year, and Council discussed the need for a new motor grader. Mr. Ferguson moved that the budget be accepted as is Carried Council adjourned for dinner from 12.00 Noon to 1.00 P.M. Mr, Poole moved filed as confidential information, C arried Sfi:r.RY SURVEY 197 5 from ALM D C 1975 that this be Carried BY-L,:W NO 772 PB I Mr, G.King advised that by-law number 625 regarding . taxation of the Prairie Bible Institute is somewhat outdated due to changes in the legislation and should be replaced by a similar one, Mr. Poole moved that by-law number 625 be now repealed and replaced by by-law number 772, this being a by-law to up -date the previous one by correct references to various v portions of the t.ct , all as per copy attached. Council was advised that Canadian Transport Commission CTC SURVEY is making a study of railway branch lines with the main CNR LINES aim of getting further government subsidies. By telephone they have advised that there is no thought of closing the CNR lines in this area. Mr. Poole moved that this information be accepted and filed. Carried The Central LAMD C inquired if this Municipal District CL. MD ` C � p wished to purchase some copies of their minutes of the MINUTES Association meetings during the 40 years of its existence. The previous estimated costwas $35.00 each, but this is not definite. Mr. Brown moved that an order be placed for one V copy for the office, and that the association be advised that others may be bought if the cost is not over$15.00 each. Mr, Ron Ainsworth of Olsen Equipment met with OLSEN EQUIP. Council and discussed grader blades and other items which his firm has for sale. No order was authorized. Lfter some further discussion Mr. linsworth thanked Council and left the meeting Mr. Poole moved that the matter of calling for bids for gravel crushing be tabled until Council meeting June 23rd, 1975 C arried Mr. Paquette advised that he and Mr. r'.H.Church had not been to see Mr Eskeland in regard to the fence damage and thus there is no report available for this meeting. Correspondence from the Lpprenticeship Board in regard to Kenneth Quinlan stated they would grant him first period credit on receipt of his record book9 although he had not received a clear pass mark. They recommended a math up grading before attending the second year., Mr. Campbell moved that this information be accepted and filed. Carried Letter of May 27th, 1975 from the District Engineer was read in regard to a meeting which he will hold with the Red Deer Regional Planning Commission for a discussion of Provincial responsibility in regard to roads and also general discussion of transportation. Mr. Campbell moved that Mr. Ferguson be named to represent the Municipal District of Kneehill at that meeting on June 16th, C arried Correspondence from the Bridge Branch was read in respect to the following, 1. Bridge File 1346 - SSE 29-31-22-4. No grant will be given toward our costs of the road diversion which eliminated the need for a bridge or low level crossing. 2. File 9812 - SSE 30-29-25-4 - Culvert on order from Armco. GR! File 72256 14SW 1-32-25-4 - Original proposal was for a widening of the bridge to 30 foot clear roadway but a telephone call since advised that it can only be 27 foot clear roadway. COUNCIL MEETING June llt h, 197 5 P 6 ELMER 3=1BRECI1T COMPLr.INT Mr. Litz briefly reported on the complaint from Elmer Ljlbrecht in regard to the Municipal District tresspassing for road on portion of SW 7-33-24-4. It was agreed that the road committee inspect this on June 19th, IGR-EW ENT nr. Poole moved that the Reeve and authorized to sign the articles of grant for 1975. Mr. Ferguson moved that a copy be kept Cfile. arried WORT{ J PPj IC t;T ION Mr Poole moved that the applications for work of E.Prohl, L. Toews and L. Greig, be referred to Ted Paquette. Miscellaneous items were brought forward for discussion with the foremen, including 1 Mr. Poole moved that a letter be Wratten to later Resources for a further report in regard to the Swalwell Dam and some means of letting water down`tream. It was also mentioned that i-arne .Juoma might be able to give some advice in regard to this matter. 2 Mr. Ferguson reported that a company putting a pipeline across the road 4SW 29-31-22-4 had been unable to bore under the road and he had given permission to have the road ditched. It now needs a load of gravel. He asked that the company be contacted to put the gravel on, or to pay for same. 3. Mr Paquette asked about Council policy in regard to payments for crop damage. Mr. Cam bell moved that Council set a policy of allowing 100.00 per acre on the estimated seeded acreage ,.!hich is damaged during road construction and that copies of this be sent to all policy book holders. Carried i MIS FU BL IC WORK ITEMS �C v 4, Mr Paquette reported changes in respect to employees, with Brian Sowerby now on the motor grader in Division 21 John Reznechenko working with the main crew, Clarence Layden has taken Brian's place with the small crew. Glen Enzie is with the main crew. Henry Tippe has been off sick and will be off until at least the end of June, so Lyle Gelinas is taking his place as sub foreman. .,Jlan Bell has been hired and is working with the main crew. 5. Joe Dobler reported that the gravel crew is now at the Municipal Torrington Pit and is doing the Gorr Road 4 miles and other work in Division 4 and 6. 6. The Village of Carbon is arranging for some paving within the Village and the work at the East Bridge is to be done at the same tsptPs with a depth of 4 inches from ....7 S�' V 0 W Ll Dq H COUNCIL MEET IN G June llt h 9197 5 the railway track north across the bridge to join the other paving. 7 The Provincial Government has been hauling gravel to Highway Number27 east and caused some damage to the two miles of light coat surfacing south of W. Peterson Corner This is to be reported to the Department. Mr. Paquette and Mr. Dobler then left the meeting Mr. John Jeffery met with Council and reviewed the accounts. Mr. Poole moved that they be approved for payment as per list with the minutes. C arried the copy of the 1974 mnual Report of the Drumheller Health Unit was given to each Councillor present. ".Ferguson and Mr. R G Campbell had attended the FIREMEN'S Firemen's Convention in Lethbridge on June 8th to 10th. CONVENTION They reported in regard to information received there Mr. Campbell gave credit to this Municipal District for being much further ahead in fire protection and other matters than other areas appeared to be. Mr. Ferguson reported that Mr R Campbell was named as a member of the Executive, and the meeting here expressed congratulations to him. Mr. Poole moved that this report be accepted. Carried STEP Mr. G.King advised that this Municipal District has been PROGRjiM allotted $3194.00 under the STEP program. Mr. Ferguson moved that C arr ied Mr. Charles T au$ public Health Inspector of the Drumheller Health Unit, had sent a letter May 20th to the Town of Trochu and the Village of Carbon on June 3rd, setting out requirements in regard to land fill operations and pointing out 'hat was needed to be done to bring their operations up to standards. Copies of each of those letters had been sent to our office and these were read to Council. Carried Correspondence from the solicitor for Mr. i. Becker 1. BECKER was read in regard to the proposed subdivision in S2 of SUB 21-29-24-4. This advised that the subdivision is not being carried out, because of a problem in regard to a reserve caveat.
