Ferguson,Councillor R G Campbell, Councillor A W Bauer, Councillor and Chairman L. G.Li',-1, Councillor Findlay Code, Ratepayer Member Harold Howe, Ratepayer Member Norman Soder, Ag Fieldman Glenn Smyth, Assist Ag Fieldman Dale Cameron Russell Horvey, D.A of the Board Larry Welsh, Department of Agriculture John C Jeffery PRESENT APPROV.MINUTES Mr C W Poole moved approval of the minutes of the March 24th, 1975 meeting Carried THANKS SEED Mr Soder read a letter from the Rosebud Seed Cleaning Plant PLANT thanking us for the grant of $1655 00. They also advised that they have purchased a number 6 Carter Precision Grader Style C-Zm6 at a cost of $5426.25 CORRESPONDENCE Mr. Soder also read a letter from Mr W A Stearman, Supervisor of Specialty Crops and Communications, Alberta Agriculture regarding our municipal sprayer Mr Stearman suggested several different measures in which he felt we could better operate our spraying operation Mr Soder also read a letter thanking him for his remarks at the Service Board Conference This was from Mr A 0 Olson, Director of Plant Industry Division, Alberta Agriculture Mr. Brown moved that this correspondence be filed Carried AG FIELDMAN4 Mr Soder read his report dated April 21st, 1975 and REPT brief discussion was held Mr. R.G.Caipbell moved the approval of his report Carried Mr. Russell Horvey, D A gave a brief report, stating D.A. REPORT. that the Summer Farm Employment Program was almost wrapped up He further stated that Mr Brian Laing, the Second D.A for the area will be in town this week and he is starting May lst, 1975 Russ also mentioned Magnetic seed treating and brief discussion was held concerning this. Mr. Welsh stated that the Lethbridge Research Center has done a fair amount of work on this and that It works very well on wheat and barley, but there is no actual information on other grains as yet. Mr Ferguson moved adoption of Mr Horvey's report Carried r �.. AN 111L yp COMBINED MEETING OF THE MUNICIPAL COUNCIL AND THE AGRICULTURAL SERVICE BOARD APRIL 21st, 1975 P 2 DALE CAMERON Mr Dale Cameron gave a brief report He has made REPT 95 farm calls, at 64 farms, and has attended 7 different meetings. He has put in approximately 250 hours and travelled 2600 miles. He is no longer making farm calls He has been satisfied with the meetings held, but disappointed that more meetings could not be arranged. He will summarize all the questionnaires received during the farm visits and deliver copies to Mr Soder and Mr Horvey and would have them in the paper next week also He felt that Treflon would be the best overall chemical control for wild oats Mr. Cameron further stated that if monies :-•,3re available in the future from grants, it would be well spent on a granular spreader to be made available on a rental basis. It appears there is a shortage of these machines in the area. He would also like to see the nozzle program extended to cover all repairs on the sprayers Mr Litz moved the acceptance of this report Carried Mr Cameron stated he would be finished work after the summary goes in the paper Mr Brown moved a vote of thanks to Mr Cameron. Carried Mr. Cameron then left the meeting NEW D. A. Mr Brian Laing, the new D A entered the meeting at this time. He stated that he was from B C took his university education at University of B C and spent one year in Provost He has a degree in animal husbandry and economics Mr Laing was thanked for introducing himself and he then left the meeting SERVICE BD Lengthy discussion was held concerning the 1975 Service BUDGET Board budget Mr Poole moved that the Service Board hire four extra labourers for the summer Carried d Mr Brown moved that the Budget attached be approved Carriied SPRAYER Mr Soder reported that there would be a sprayer clinic CLINIC held at Carbon May 1st, 1975, beginning at 2 00 P.M Mr Harold Howe gave a brief report on the Tour He 1975 TOUR stated Linden Machine Works would be pleased to put on a demonstration of some type and also the Linden Agri Center would be happy to put on a haying demonstration. Alberta Hydroponics felt we could visit there as they are programmed at this time to growing cucumbers and tomatoes However this would have to be confirmed at a later date The Linden Businessmen's Association will supply folders giving information bout Linden from 1935 to date The noon luncheon could probably at the school or the church Apparently the church has the proper facilities and the menu is to be decided at a later date Mr Brown suggested that B Baerg Industries and possibly the market garden on the A.Reimer property could also be places to visit Mr Poole moved that the combined portion of the Service Board and Council meeting do now adjourn. Points of mutual interest were also discussed I was pleased to take part in the M.D. of Kneehill Annual Meeting on Monday, March 31st On goailnc�'*,April lst, I attended an Executive Meeting of the Alberta Association of Agricultural Fieldmen I rode up to Edmonton with Nick Shapka, Ag Fieldman for the M D of Starland The 1976 Provincial Conference was discussed. It was decided to hold it in Red Deer in the Red Deer Lodge Hotel. A committee was set up to make preliminary arraggements. Discussion was also held on the Annual Insarvice Training Program for 1975 which will be held in Banff again. A committee was set up to make the necessary arrangements Lloyd Peterson was in from the Department of the Environment to discuss the future Pesticide Applicators' Training courses and upgrading. Dr Glen Purnell, former Deputy Minister of Agriculture was in to receive and discuss the resolutions passed at the 1975 Provincial Conference The 1975 Provincial Weed Tour was discussed. It was suggested that we should not have to worry too much about accomodations as they felt that the Keiver's Lake Park area was within reasonable travelling distance. Glenn and I attended the Advisory Committee meeting the evening of Tuesday, April„2"in the new Provincial Building We also attended the Endave meeting put on by Shell on April 15th, (Tuesday evening) I went to Drumheller on Monday,April 14th to see Bill Cameron, C.J.D.V. Farm Broadcaster,to discuss communications for the tour. He was planning on taking holidays at that time, but he felt that this would be important enough to postpone them and attend the tour I also spoke to representatives of the Big Country Tourist Association regarding the tour I suggested that we had not included Drumheller in the tour, but had left things so that the people on the tour would have the weekend for the Drumheller area. They appeared pleased with this arrangement They stated they would be pleased to have 100 packages of pamphlets made up for us for mailing They would have these by the end of May We should then have registration forms made up and we can mail everything out together While I was not able to contribute anything to the Road Tour on Monday, April 7th, I found it very interesting and quite wortrTrrh' 7.e J .. .... 2 N N E JOINT MEETING OF KNEEHILL MUNICIPAL COUNCIL AND AGRICULTURAL SERVICE BOARD APRIL 21st,1975 AGRICULTURAL FIELDMANIS REPORT P 2 We still have not done anything definite about the trailer. We expect that all equipment will be in order by the time we are ready to use it. We attended the Alberta Government Service and Trade Fair on Thursd§ry, April 17th. Russ Horvey,Dale Cameron, Glen and I worked together in assembling and servicing a booth When we s".arted planning the booth, we felt that we had very little to offer, however after It was set up, we felt quite good about it We heard some very favourable comments on it also We had some imput into it from the Municipal District of Rockyview and the County of Red Deer Spring work should be starting fairly soon if the weather continues to be favourable. We are looking forward to getting out in the field again. I respectfully submit this report for your acceptance.-, i / Norman Soder, Ag.Fieldman G i A 0 [�E 0 COUNCIL MEETING APRIL 21st,1975 M The Council Members continued in meeting following the adjournment of the combined meeting of Council and the Agricultural Service Board held on this date The meeting of Council started at approximately 3 20 P.M, Mr. Ted Paquette, Public Works Superintendent, met briefly with Council. MEETING - Mr. Poole moved that Council consider the road program ROAD PROGRAM on April 29th, 1975, commencing at 9.00 A.M. 1975 Carried Mr Joe Dobler, Gravel Foreman, also met briefly with JOE DOBLER Council. He was advised to be sure and not regravel any roads which are to be in the 1975 program Mr Dobler advised that one of the gravel trucks with BREAK DOWN Detroit Diesel 671 motor and 60,000 miles had a connecting GRAVEL TRU(K rod break today and it made a hole out the side of the block It had adequate oil and there was no known cause. Mr. Dobler then left the meeting Mr.Paquette spoke of the need for some fuel tanks - 500 FUEL TALKS gallon and perhaps one or two smaller ones The 500 gallon tank without connections is $180.00 new and Ted mentioned that some are available at sales. Mr. Brown moved that Cliff Poole and/or Ted Paquette be authorized to buy used fuel tanks, if they find some where the price is right. Carried Mr. Paquette advised that the road crew will be moving ROAD CREW to the Smouse Creek job west of Torrington tomorrow. SMOUSE CREEK JOB 14r. Bauer moved that the road crew be next authorized to ROAD CREW move to the Gorr road , 7 miles west of Three Hills and GORR ROAD then north toward number 27 and to start at the most convenient part, but not at the south end due to the need of a culvert Carried Mr. Poole mentioned regarding culverts on the Number 21 CULVERT - Poffenroth Road - and. asked Ted to check regarding POFFENROTH the size required It may need a government culvert ROAD-Iv0.21 Mr. Poole also mentioned that FindlayCode had asked GUARD RAILS about guard rails or some protection for traffic coming RD EST from rom Sharples where there is a curve on a hill PLES This is considered dangerous for the bus. Ted Paquette is to check this. Mr. Paquette then left the meeting W DICK - BEES SWALWELL Council was advised that W A Dick of Swalwell had contacted G King and R.W.Brown and C.W. Poole by telephone or personally in regard to the letter sent to him about keeping bees in S;ralwell He stated that a number of other people also had bees in the area and theynight travel up to eight miles away from the hive, so those complaining could not really state that his bees where the ones causing the problem This was noted as information. ��� 2 ra ra U 0 COUNCIL MEETING APRIL 21st,1975 P.2 Council was advised that a Natural Gas Co -Op Directors' GAS CO-OP Ss,minar is to be held at our office on April 24th, 1975 SEMINAR commencing at 9 00 A M Considerable discussion took place regarding recreation RECREATION matters Mr G King verbally reported on the recreation MATTERS conference he had attended in Stony Plain on April 4th and 5th. The magnitude of the new recreation grants on a matching basis of $10 00 per capita over a 10 year period means that Council will have to give this very careful consideration The grants must be handled through RE!creation Boards, but Council may or may not wish to control the municipal portions in some way and give special consideration to the rural areas Mr Poole moved that Council invite Mr. Roy Archibald of the Provincial Department of Recreation, Parks and Wildlife to meet with Council, together with a recreation board member of the Council of each town and village in this area (or an alternate Council member) for a discussion of the recreation grant and that the meeting be held at our office on Friday, May 9th, commencing at 8.00 P.M. Carried Mr G King and Mr A W Bauer also reported verbally on a recreation meeting held at Torrington the evening of March 24th The 1974 Recreation report from the Wimborne Community Center was read, and discussed briefly, together with their proposals for 1975 including an expansion to their building at an estimated cost of $20,000.00 Mr Campbell moved that this be accepted Carried Mr Poole moved that the information regarding caveats GRAINGER on Grainger properties be tabled until the secretary CAVEATS has time to make a further study regarding these Carried Mr'. Campbell moved Council_ set a price of $50 00 for PRICE Lot 19, Block 3, Huxley, under Tax Recovery sale, if a HUXLEY purchaser wants to put th=e, in title with the Robertson 19, Blk Store property adjacent, and that this prise also apply to other 254 lots which may be available from the M.D. Carried Mr. Ferguson moved that the Secretary -Treasurer have the authority to arrange for a tax sale when convenient to include the west half of Lot 10, Block 8, Twining and any other properties which might be available at that time Building Permits were referred to for information to date. Mr Poole moved the others under Carried as listed in Item 14 of the Agenda Council It was noted that 14(i)is only and no application has been received that the building permits as issued for Item 14 be approved. Carried TAX SALE LOT 3 BUILDING 3 PERM] 0 COUNCIL MEETING APRIL 21tt, 1975 p3 Notice from the Provincial Planning Board stated that SUBDIVISION the subdivision in NW 20-30-25-4 has been approved, NW 20-30-25-4 subject to certain conditions. Council agreed that no additional roads or approaches are required. Mr Ferguson moved that this information be accepted Carried Mr Litz moved that the minutes and correspondence C R P C from C R P.0 be accepted and filed Carried Mr. Brown moved that Council_ approve of the extension CALGARY POWER of Calgary Power services as per details sent in EXTENSION regard to M ,ackson in SE 20-29.-26-4 Carried Mr Ferguson moved the Secretary -Treasurer be STEP PROGRAM authorized to hire two employees to work under the STEP program and for the cemetery work at a wage rate of $3.50 per hour. Carried It was noted that the application for the STEP program must be submitted to the government and that the maximum rate paid by it is $2 75 per hour Mr Brown reported on meetings that he had attended at ACME MEETINGS Acme recently, and advised that the Acme Nuisance grounds needs a further clean up soon. He stated that Acme has money available for further work at the nuisance grounds and other locations in the area M=^ Bauer moved that this report be accepted Carried Mr Brown also reported that he had attended a meeting ' PLANNING COMIri in Three Hills of the joint planning committee in regard MEETING RE to hospital facilities Mr Ken Wright is now Chairman HOSPITAL of this committee A brief will be prepared for presentation to Alberta Hospital Services Commission outlining the needs of the area M_^. REPORT be accepted and the 1973 payment Carried A letter from the Torrington and District Agriculture Society asked consideration for a grant for part of the costs of an arena, which vTill also house facilities for curling, skating and hockey and other projects Mr Bauer moved that this be tabled until the meeting in the evening of May 9th, 1975, when recreation matters are being discussed. Carried Copy of a letter from the County of Wheatland to the ,- umheller and District Stampede Board advised that the County is willing to give its share of grant towards the Stampede Grounds Some of this may be by work with county machinery Mr Ferguson moved that this information be accepted and filed Carried b`r � J P 4 GRANT REQUE T ORRIN GT ON AG SOCIETY DRUMHELLER STAMPEDE GROUNDS N • COUNCIL MEETING APRIL 21st,1975 An extract from the minutes of April 13th,1970, page 5 was read in regard to council policy regarding hiring relatives. A motion not to hire relatives of Councillc arr foremen had been defeated at that meeting, and therefore the matter is left open. Nir Litz moved that this be accepted as information Carried Applications for work of Hugh Sommerville and Allan WORK APPLICATIONS Buchart were referred to briefly with reference to the letter of September 16th,1974, to Hugh Sommerville advising that work would be available for him Mr. Poole moved that these be referred to the foremen' committee ar,1 Ted Paquette Carried ETINGUM DR Councillors were reminded of the meeting in Drumheller AMEER. 24/G G DR at 1.00 P M. on April 24th, regarding boundaries, etc 75 for L.I.D 7 ENGINEERS Various engineers and surveyors had inquired about FOR WORK the possibility of getting work for this municipality. IN M.D. as per item 27 Mr. Ferguson moved that Mr. Robin Arthurs be contacted and asked to do the engineering for the Gorr Road if his price, etc., are acceptable to the Municipal District Carried ACME ANNEXATION Order from the Local Authorities Board had declared APPROVED the balance of NW 19-29-25-4 except for LSD 13, annexed to Acme, effective January lst, 1975 It was noted that the annexed lands will be assessed as part of Acme. Mr Bauer moved that this information be accepted and filed. Carried Mr G King advised that a sales tax refund of slightly SALES TAX REF. over $3600 00 was received in the mail today, in respect to the two Dodge trucks, purchased previously at Red Deer The cheque by error, had been made out to Southside Plymouth Chrysler of Red Deer, but had been sent in care of this Municipal District Council agreed that Southside be contacted in this regard and arrangements be made with them for a cheque in the name of the M D MR BROWN Mr. Brown read to Council a brief he had prepared regarding BRIEF small holdings and another short one regarding land use in rural areas He is presenting these to a meeting in Lethbridge, and just asked for Councils comments Brief discussion followed. Mr Bauer moved that this meeting adjourn.
