A Combined Meeting of the Kneehill Municipal Council and
the Kneehill Agricultural Service Board was held at the
Municipal Office in Three Hills, on Monday, March 24th, 1975
commencing at 9 00 A M

After brief discussion, Mr. C.W. Poole moved adoption of the
report.

The Secretary read the report of Mr R Horvey, District
Agriculturist, dated March 24th, 1975, copy of which is
attached.

TRAILER
Mr Soder reported he had obtained prices on several PRICES
trailers from Drumheller He further reports that
the various companies suggested if we put heavy duty axles and
tires on the present trailer, we would not have any need
for a new trailer Prices are as follows
Brewster Trailer 3197 00
Maverick Trailer 3600 00
Linden Gooseneck 3709.00
With a winch installed on any of the above - extra $925 00
Mr Soder recommended that we put heavy duty axles and wheels
on the present trailer at an approximate cost of $1000.00
Mr Brown moved that we accept Mr Soder's recommendation

Brief discussion was h,:ld concerning the 1975 Grasshopper CONTROL
Control Program The Secretary summarized a letter received
from J B Gurba, of the Department of Agriculture It appears
that Dimethoate will be $8 00 per gallon, same price as 1974,
and that Dimethoate will be the only spray insecticide
supplied There is another chemical named Furadan or Carbofuran
which will be available, but with no Government Assistance
Mr Ferguson moved that the M D of Kneehill pay for one-half
of the chemicals supplied to each farmer with a problem,
and also that the M D. order 300 gallons of Dimethoate

Mr Soder reported that he has hired Mr Alf Lawrence
of Carbon, the Brand Inspector, to be our Warble
Inspector at Auction Mazkets during 1975•
Mr Soder reported that Tri Line Trucking would haul
our tree requirements from Oliver for $200 00
Mr Brown moved that ti, -e lyre Tri Line Trucking to
haul the trees

Mr. Soder reportedthat there will be a Trade Fair
at Red Deer, April 17th, 1975 from 11 00 A M. to 9 00
P M He statta that they would be showing weed control
equipment and materials with probably 4.0 to 50 companies
represented The rent for booth space is $1 50 per
foot for a 10 foot booth Mr Soder had been asked
to put in a booth by Red Deer
Mr Ferguson moved that we set up a booth at a cost
of $15 00 and that Mr Soder, Mr Horvey, Mr. Dale
6ameron and Mr Glenn Smyth be responsible for setting
up and Looking after the booth

The Tour would be in the Linden Area - Ist Day, in Huxley Area
- 2nd day, and Three Hills Town - Morning of 3rd day
Mr. Soder was to book the arena and the Community Center
for all days.
Mr Brown suggested showing some fences which are placed
back from the property line to help farmers to farm the
ditches
Other suggestions were
1 Should have good tour guides in each bus with guide
going on the tour before the actual tour is held
2 Show different herds of cattle for interest sake
3 Try to get tourist information from The Big Country
Tourist Information Center to assist in planning

AGRICULTURAL FIELDMAN'S REPORT
JOINT MEETING OF KNEEHILL MUNICIPAL COUNCIL AND THE AGRICULTURAL
SERVICE BOARD
MARCH 24th,1975
I am sorry about the confusion regarding our meeting date
While we did have a joint meeting on Monday, February 17th, this was
not our regular joint meeting date The Pesticide Applicators
Course was on at Olds on Monday, March 17th which is our normal
third Monday meeting date Our next joint meeting will not be
until July and I felt that this was a long time to go without a
combined meeting. The Councillors could be getting pretty busy
around the end of April for a joint meeting then. I apologize
to Findlay Code for not getting in touch with him, but I had
tried since the previous Friday
We do miss the people with Alberta Agriculture since they
have moved to the new building It is unfortunate that we had to
be separated as our work is very closely related We should be
thankful however, as we are only a block apart. In some areas
their offices are in different towns.
I was rather pleased with the Provincial A S.B conference
in Lethbridge. It was, I believe, our largest conference. The
eight resolutions that were presented from the Municipal District
of Kneehill were all passed with the exception of one This
was the one on warbles and we withdrew this one as there were other
similar ones on the subject
The dead livestock that were dumped in the ditch on the
north side of the SW 15-34-22-4 were picked up by Fallen Livestock
Services, Red Deer They made an excellent job of cleaning up the
area We were unable to identify the animals or locate the owner
We attended a meeting at Mount Vernon that was sponsored
by Tom Ferguson on Tuesday, March 11th This meeting was well
attended by a good receptive group of people. I was unable to
attend meetings at Reg Campbell's and Leonard Litz's. I understand
that these were good meetings, also
Our only Horticultural meeting this year, which was held
at Trochu from 1 00 P.M. to 8 00 P.M. on Wednesday, March 19th was
only attended by 8 or 9 people The evening portion was attended
by one person This is unfortunate as horticulture is one area
that we do receive a lot of requests for information on
Glenn and I attended the Pesticide Applicators Course
on Thursday, March 13th and we took in two special days on Monday
and Tuesday, March 17th and 18th We found the last two days
quite informative.
I was in Drumheller on Wednesday, March 12th and picked up
some information on a Maverick and Brewster goose neck trailer I
also had a medical for my Pesticide Applicator's licence the same
day
Walter Yarish and Arnold Steerman were in on Wednesday
morning They were the speakers for the evening session of our
Horticultural Course At Trochu and they dropped in to discuss some
points for our tour in July
We have received the print out on the tree orders from
Oliver We came up with a number of cancellations, as always.

70,000 trees ordered, 24,300 cancelled There are 27,000
trees ordered from Indian Head with some cancellations already
We had attempted to have these orders filled from Indian Head
but we have some cancellations from there also The trees from
Indian Head will be shipped in a bulk shipment to us this year
which should reduce the express costs considerably.
We have had a very remarkable winter and the way
things look we will be into our spring and summer work soon.
Grass seed and chemicals have been ordered and we should receive
these around the middle of April We have not ordered any
Dimethoate for grasshopper control

D A 's Report to the Agricultural Service Board
M D of Kneehill Three Hills
March 24, 1975
Since our last meeting, we have moved into our new office All went
very smoothly We were able to give out information right through the move
Sometimes it took awhile to find but we were usually able to find it We've
still got a lot of material spread out over the floors of our spare offices,
but this will go into the store room once we get some storage . ,L_C_ds We're
also waiting for three desks to go into the spare offices Two of these offices
are spare at present but will be filled before summer
On May lst, a second D A , Brian Laing, presently D A -in-training at
Provost, is to start work here in Three Hills Brian is an Animal Science
graduate raised in southern B C
Also this summer Karen will have a District Home Economist in training
This will fill all five offices, with the fifth being used by the Loans officer
and Can -Farm Technician coming into the office Monday and Wednesday every week,
respectively Can Manpower and Can Pensions will also have use of this office
The Summer Farm Employment Program will be run again this year May through
August Pre -registration forms should be completed by April 15th All students
must attend a Farm Safety Session which will be offered by the Drumheller
Agricultural Society sometime in May or June This program will be administered
after pre -registration, through the Canada Farm Labor Pool at Drumheller This
Labor Pool is just in the process of being organized A board of eight farmers
has been appointed and they are presently advertising for a manager They hope
to have the Canada Farm Labor Pool office in operation by the end of March
I would like to commend the Advisory Committee of the Alberta Wheat Pool
in this district on a letter they sent to Prime Minister Trudeau regarding
strikes affecting the grain industry I wish more farm organizations and groups
would show concern Possibly in the midst of an election, more of our candidates
could take an interest
Combine schools and wild oat meetings held in recent weeks have been
well attended and quite successful I would like to thank all those that have
been involved in organizing and sponsoring these meetings I feel it has been
time and money well spent for all
The Horticulture Course on Shelterbelts held in Trochu on March 19th was
poorly attended I do not think a course of this type will be offered again in
the near future without some careful consideration

of Kneehill #48 was held in the Municipal Office in Three
Hills, on Monday, March 24th, 1975 commencing at 1 00 P.M.
This followed the combined meeting with the Agricultural
Service Board held during the forenoon

Mr Poole moved approval of the minutes of the Council MINUTES
meeting of March 10th, 1975, as per copies circulated.

It is noted for these minutes that Councillor A.H. CHURCH -
Church took a rather serious sick spell following the ILL
Council Meeting of March 10th, 1975 but fortunately
only had to spend part of one day in hospital. He
is now recovering at home.
Mr. Poole moved that a note be sent to Mr. Church
wishing him a full and speedy recovery

REQUEST !
Mr. Imbach, Boody and Wilson of the Prairie Bible Institute FOR GRANT
met with Council in regard to the services provided to ETC
the P.B.I by the Municipal District in relation to the
taxation of some $16,000 00 paid last year, for municipal
purposes They pointed out that they are taxed as
improved property, but actually only served similar to
a farm and they therefore request something in lieu of
the ordinary services given to a hamlet Services referred ,
to included garbage removal, snow removal, street maintenance
street lights, etc. They stated that they have a total
Of 1 9 miles of private streets They also stated that
garbage collection at very low rates cost them $2800 00
per year. In respect to street lights they stated they
have 35 residential, six in the industrial area and 32 in
the academic area, for a total of 73. They generate nearly
all of their own electricity Considerable discussion
followed and the Reeve advised the delegation that Council
would make some decision and advise them in writing
They were thanked for meoting with Council and they in
turn thanked Council for the hearing and they then left
the meeting.
Council discussed the matter further Mr Bauer moved
that the Municipal Dist ict of Kneehill #48 pay the Prairie
Bible Institute, Three H=11s, a total of $4000 00 for the
year 1975 to pa for tYli-i- work or costs in regard to
street lights -1675 W and maintenance of roads, etc ,
$2,325.00 Carried
PETITION
A delegation of Mr Ali -gin Hazel, Robert Carlson and FOR ROAD
Alfred Kinsey met with Council and presented a petition Sec 15-16
with 16 names asking l -i brief for making the road between 32-25-4
Section 15 and 16 -32-25-4 into a good all weather road.
Mr. Ted Paquette and Mr Joe Dobler, foremen, also then met
with Council
The delegation outlined the reasons for the request and
discussed same with Council In general they stated this
would be a main north south artery if opened and would be
particularly useful for travel to the Linden area, etc
Mr G King read an extract from the minutes of the Council
Meeting of April 9th, 1973, page 5,regarding this particular
project. He also stated that the District Engineer
has been
asked for further details and may be able to supply

thanked Council and then left the meeting.
Report of the Foremen? Committee meeting of March
19th, 1975, was read and the following motions made
in respect to same

for higher pay if acting as a sub foreman be tabled

was given as $555,000.00 and for the more easterly line
as $510,000 00 Mr. Bauer moved that arrangements be
made for an on site inspection with Government officials

West NW 21-31--2.2-4 - McLean was read The proposal is
for a 1104 pre cast concrete bridge with 29 foot clear
roadway to be constructed in the winter of 1975-76. A
detour will be needed while the work is in progress.
Mr. Ferguson moved that this be approved.

Allingham north to Wimborne and on north to the Innisfail
road and west about 4 miles Total cost appears to be

The matter of road bans was discussed Mr. Poole
moved that a road ban be placed in effective in the
M D of Kneehill #48 to allow 75% of gross vehicle
weight only on all light coat and paved roads and
that this become effective Wednesday, March 26th,
1975 at 12 00 Noon

It was agreed without motion that no bans be placed
on gravelled roads and that no overload permits be
granted during the time that other bans are in effect.

Letter of March 7th from Alberta Highways and Transport
ga^-e more information in regard to our 1975 road grant
which totals $203,960 00. This pointed out that the
one supplementary grant received in 1974 was a one time
grant only because of heavy snow plowing costs and it
should not be taken into account when a comparision
is made between the amounts for 1975 and 1974.
Mr. Campbell moved that this information be accepted
and filed.

Voting hours for the Provincial Election on March 26th VOTING
are from 9 00 A M. to 8 00 P M Councillors and Foremen
stated that all employees would have three hours outside
of regular working hours in which to vote and thus no
special arrangements need to be made in regard to that

Mr Poole and Mr. Paquette each stated they have
had inquiries about whether or not the DW 20 Packer
is for sale A minimum bid of $12,000 00 was
suggested, but this is not to be advertised
Mr Ferguson moved that Council call for bids
for the DW 20 Packer with notices to be in the
Calgary Herald, Edmonton Journal on the 4th and 5th
of April, 1975 and also in the local paper
That these bids close on April 11th and be considered
by Council on Monday, April 14th

1974 Policies regarding purchases of land, payment
for borrow pits and fence agreements were read
Mr Poole moved that no changes be made in those
policies for 1975.

Mr Ferguson asked Mr. Paquette to give attention

ON NEW FORD
Mr Dobler reported about delays and extra costs in TRUCKS
getting warranty work done on the new Ford trucks in
Calgary He suggested that it should be possible to
make arrangements to do some of the warranty work in
our own shop
Mr Campbell moved that a letter be written to Maclin v
Ford in regard to this matter

Recreation matters and the new recreation grant were MATTERS
discussed briefly Mr Bauer and Mr Litz requested that
Mr G King attend a meeting in regard to recreation matters
at Torrington this evening and this he agreed to do

read in which he stated that the location of a Sanitary LAND FILL
Land Fill in SW 10-31-23-4 (William Kilgour land) would
not be suitable due to the rolling nature of the land,
various stream channels, location of an oil well, etc
Some general discussion followed The location of a
Sanitary Land Fill in SW 25-31-24-4 on property owned by
the Town of Three Hills will likely be brought up at the
Annual Meeting LOTS HUXLEY
Mr Campbell asked about lots which the M.D. might have for j
sale in Huxley an he has had i-quiries This will be checked
and a report given at the next meeting ADJOURNMENT

REPORT - DRAINAGE SOUTH EAST
OF SUNNYSLOPE

A discussion meeting was held at the office of the Municipal
District of Kneehill #48 the forenoon of Tuesday, March 25th
1975, with the following persons present
Water Resources Branch - Mr Tom Slater and Mr Ken Looten
Ducks Unlimited - Mr George Freeman of Box 59, Strathmore
M D of Kneehill #48 - Councillors R W Brown and A W Bauer and
Secretary -Treasurer G G King
Interested Farmers - Robert and Victor Thiessen, Paul and Keith
Weigum, Henry Falk, Abe and J J Toews,
Edgar Penner
Mr Ted Paquette, Public Works Superintendent of the M D
The drainage proposal was outlined which would affect in part
Sections 5, 6, 7 and 8 of 31-25-4 There might also beslight
affects on the lands to the north, particularly in the SE 1g-31-25-4.
The study had been requested through the M D of Kneehill with
+she idea of reclaiming certain lands often flooded, particularly
in the NE of 7 and West half of 8
r"r. Looten stated that an ordinary drainage ditch would cause
the water to run off too fast and could cause erosion. Water
Resources therefore recommended drop structures or a system
which would provide for holding back water in the spring to
flood the land for irrigation purposes and then letting the
water drain off gradually Some water would always be left
in the drainage channel Gate controls could be installed
He also stated that dug outs could be used in connection with
this and particularly mentioned that they could by-pass the
dug out of Edgar Penner but provide for water to fill same
To go ahead with the project would require easements with
the farmers concerned and the co-operation of all
Water Resources further stated thev are willing to brirg in
an outfit to drill test holes soon if the people are interested.
This is necessary if the project is to be given further
consideration
Mr. Freeman stated that Ducks Unlimited could likely share
the costs without any obligation by the farmers depending
on the areas flooded, the back water left, etc
In general the financing would be as follows
By Water Resources - all engineering and design work, etc
By the Province - 50% of the construction cost
By Ducks Unlimited - some share which would be determined later.
The balance would be the responsibility of the M D of Kneehill
and the farmers concerned
Water Rgsources stated that this would not have any effect on
Lake 19 in Section 19-31-25-4, to the north of the area. Water
Resources showed maps, etc , outlining the plan in general and
the route for the drainage would be along the ordinary drainage

It, was agreed that some crossing over the ditch should
be provided in each quarter section, for the farmers
The farmers and the Municipal representatives present
agreed that Water Resources should proceed with this
project to get greater details and cost estimates
based on the back flood structures
They stated that a rough estimate of the dirt work
would be 20,000 cubic yards.
Water Resources will get permission In writing for
the soil testing from the farmers concerned.
It was agreed that another meeting of a similar
group be held sometime in May when further information
is available
Water Resources and others were thanked for attending
the meeting and bringing information
