Poole Div. 2 Mr. Ralph W. Brown Div 3 (Reeve - Present until 3.15 P.M.) Mr A W Bauer Div 4 Mr T A Ferguson Div. 5 Mr. L. Litz Div 6 Mr R.G. Campbell Div 7 Mr. G. G King,Secretary-Treasurer was present and recorded the minutes APPROVAL MINUTES Mr Poole moved approval of the minutes of the FEB 24/75 Council Meeting of February 24th, 1975 as circulated Carried FINANCIAL STATEMENT The monthly financial statement for the month ending -bruary 28th, 1975 was presented and discussed as per copy with the minutes. The net balance at the end of that month was $23,895.34. There were no outstanding loans Mr Church moved adoption of the Financial Report Carried APPROVAL BUILDING Mr. Brown moved approval of the building permits PERMITS for the following 1. Mr George LeMay - To move a dwelling to his location in NW 6-29-25-4 2 Hudson's Bay Oil and Gas Co - for a pump station in LSD 12 of 7-32-22-4. Carried It was noted that Mr. Leslie Kinch had inquired I regarding a building permit for property in Portion SW 19-29-25-4 He is to submit further information and will likely also contact Mr R W Brown regarding t hi s ALTA. POWER EXTENSION Mr Bauer moved approval for Alberta Power Line extensions I as per plans submitted Carried � WELL -POOR ROAD Mr R. W. Brown mentioned that a new oil or gas well is VISION being drilled in SW 8-30-24-4 and the vision at the road approach is somewhat limited This will be checked REEVE'S REPORT ! Mr. R. W Brown read the proposed Reeves Report to be mailed with the Financial Statement Discussion followed and It was agreed that mention of the two way radio system should be added and some other minor changes made. Mr Ferguson moved that the report as amended be approved Carried E C n n u • COUNCIL MEETING MARCH 10th, 1975 P 2 Mr G King advised Council that the Financial Statement is not quite complete for 1974 but the deficit will be in the vicinity of $172,000 00 This figure should not be quoted until we have an exact amount. Representatives of Water Resources will be at our office on March 25th, 1975 at 10 00 A M to meet with those that would be affected by drainage just south east o Sunnyslope Notice is to be given to those affected so that they may attend the meeting Mr G King and Mr Bauer gave a report of the meeting with the committee of the Prairie Bible Institute on March 6th, 1975 in regard to taxation and services Mr Harold Henderson, Assessor had also attended. The P.B I had not objected to the general procedure but had requested some relief from taxes or better services in the way of street lights, garbage removal snow removal etc , Consideration of these matters followed and reference was made to various Statutes which might affect this particular situation Mr. Brown moved that the Prairie Bible Institute be invited to send a committee to meet with Council at our office on Monday, March 24th, 1975 at 11 00 A M Carried Mr Brown stated that a meeting of the Hospital Advisory Committee at Three Hills is to be held on March 17th, 1975, at 8 00 P M at the Three Hills Hospital and he will be unable to attend. Mr. Poole moved that Mr T A Ferguson and Mr G King represent the Municipal District at that meeting Carried The proposed brief to be presented to the Land Use Forum hearing in Red Deer on Thursday, March 13th, was read and discussed. Mr Ferguson moved that this brief be approved, that Mr. G King present same to the Land Use Forum and that all councillors who can attend do so Carried Letter from A A M D & C was read in regard to the Co -Op Trade and Insurance Meeting to be held here this coming Wednesday at 10 00 A M All councillors are to attend, if possible. Mr Browr moved that the M D buy a hand level for the new councillor, Leonard Litz Carried Notice was read from the Central Association of AAMD C., in respect to the meeting here on Friday, March 21st, 1975, commencing at 10 00 A.M. All Councillors except for Mr. R W Brown, stated that they would likely be able to attend FIN STATEMENT MEETING - WATER RESOURCES MEETING WITH P B I MEETING HOSPITAL ADVISORY COMM PROPOSED BRIEF LAND USE FORUM CO-OP TRADE MEETING AAMD&C HAND LEVEL L LITZ CENTRAL ASSOC. & MEETING E M 0 MEETING Notice was also read with respect to the meeting at our office Wednesday, March 12th,1975 at 8 00 P M , this be.i.g a combined meeting in regard to Emergency Measures, Ambulance, Fire, etc. Mr Bauer moved that this notice be accepted and all Councillors attend if possible Carried ...3 r / l U40 r� L COUNCIL MEETING MARCH 10th, 1975 W Mr. C. W Poole mentioned that improved vision has SHERRINGS - been requested for the railway crossing near Sherrings RAILWAY at NW 12-29-25-4, and the extension of the planks at CROSSING that crossing is also requested This is to be reviewed by spring. Mr J Kushner and Mr. Fairbrother of Calgary Regional C R P C. Planning Commission met with Council Mr Allen Sorenson met with Council in regard to a SORENSON proposed subdivision in SW 32-29-25-4 Mr. Kushner SUBDIVISION stated that C R P C does not recommend subdivision on 1 or 2 soil, but would like to know what the policy of this Council is. Mr Sorenson stated that he had contacted the Drumheller Health Unit and they stated that the hog operation would be approved if over one mile from Acme and if carried out according to regulations. The Commission members stated that it was not necessary to refer the development to C.R.P.0 Mr. Brown moved that Council recommend approval of the Sorenson subdivision in SW 32-29-25-4, subject to the following 1. Reserve to be 1% by cash and 9% deferred. 2 The value of the land to be at $300 00 per acre 3 That it be recorded that no extra culverts or crossings are required. Carried Mr. Brown moved that Council approve the application of Mr Sorenson to move a dwelling to the location in SW 32-29-25-4, as per application Carried Mr Fairbrother of C R.P.C. then outlined the general public reserve policy of the Commission This was similar to that it the report for the year 1974 Mr Sorenson then left the meeting. HIEBERT Mr. BenHiebert then met with Council in regard to SUBDIVISION a proposed subdivision of 20 acres in NW 24-30-25-4. Mr Kushner stated the Council should make a recommendation to C R.P.C. for relaxation of the regulations regarding 40 acre parcels and await their reply and then perhaps refer this to the Provincial Planning Board for approval by reclassification He also suggested that the Mu icipal District should set up some policies about where the 20 acre parcels can be allowed and as a guide line for future development. Mr Hiebert stated that he wished to subdivide as he had a friend who wished to live here and he wanted to know if that type of thing was frowned about C R.P.C. favour such things on poor land only Mr. Hiebert stated that he could change the boundaries slightly to have the area cut off by a draw instead of by the subdivision lines if this would be more -lzvoured. Mr Brown moved that Council request relaxation of the regulations and recommend approval subject to 1 Reserve to be 1% cash and 9% deferred 2 Value of land at $300 00 per acre .. .4 • COUNCIL MEETING MARCH 10th, 1975 P.4 Culvert and Crossings to be at owner's expense Carried Mr Ben Hiebert thanked Council and then left the meeting. DINNER Council adjourned for dinner from 12 00 Noon to 1 00 P.M. The 3epresentatives of C R P C again met with Council. PLANNING MEETING Mr Poole moved that a special meeting of Council be held APRIL 8/75 on April 8th, 1975 commencing at 9 00 A.M. to go into planning matters in detail and that representatives of C R P C be invited to attend to give advice Carried Mr Church moved that the minutes and reports as C R P C received from C.R.P C be filed MINUTES & Carried REPORTS Mr Poole moved that Council state that it has no C. R. P. C objection to the change in the Preliminary Regional OKOTOKS Plan as it affects density ratings In Okotoks as per information received Carried Mr. Kushner and Mr Fairbrother were thanked for intending the meeting and they then left Correspondence from Alberta Environment dated February 25th and March L�th,1975 were read in regard to the Wimborne Fish Pond and financial obligations Mr Litz moved that this be f) -led as information Carried Circular from Alberta Land.:, and Forests was read In regard to control of wildlife with particular reference to beaver problems< Mr Bauer moved that this be filed as information. Carried Letter of March 3rd, 1975 from the Boundaries Commission was read in regard to I.D. #7. A meeting of those in the Drumheller area is to be held first and then a later meeting may be held involving the M.D. of Kneehzll and other groups Further details will follow Mr Poole moved that this information be accepted and filed Carried Council was advised that Alberta Culture, Youth and Recreation has sent a total of $10,500 00 as Cemetery Grants in respect to the following Torrington West, Manor and Meehan - $1500.00 each Rempfer , Torrington East and Gaetz - $2000 00 each Letter of March 10th from the Department stated that representative would ass-ist in the planning and In regard to the restoratD_on of the cemeteries' records etc. Mr Ferguson moved that this be accepted with thanks and filed rrJJCarried { 5 Wimborne Fish Pond CIRCULAR ALTA LANDS & FORESTS BOUNDARIES COMMISSION CEMETERY GRANT C7 0 C e COUNCIL MEETING MARCH 10th,1975 P.5 �etter from Alberta Hail and Crop Insurance advised ALTA. HAILOFFICE SPACE that they had located their office in the new Provincial Building in Three Hills and thus do not need any space in our office Mr. Church moved that this be accepted and filed Carried Mr. G King advised that he has offered the use of one RENTALOFFICE SPACE office space in the basement to the accountant -auditing TO ACCOUNTANTS firm without charge on condition that the bookkeeping machine be located here and that we get good service from this arrangement. It is likely that this will be accepted. Mr Campbell moved that this be approved. Carried Mr Ted Paquette, Public Works Superintendent and Mr Joe Dobler, Gravel Foreman, met with Council POFFENROTH Mr John Molendyk had stopped at the office and reported HILL NAILS that someone had spilled a quantity of new nails on the Poffenroth Hill at N 33-31-26-4 and many people are having tire trouble as a result Mr Ferguson moved that Mr. Ted Paquette do his best to get the nails removed from the road Carried J. E DUNCAN Correspondence from Workmen?s Compensation Board and WORKMENQS others was read in regard to J.E. Duncan Mr Dobler COMPENSATION reported that he is still off work and taking treatments for his back but hopes to get back as a truck driver by spring Mr. Ferguson moved that this information be filed, Carried DUES Mr Campbell moved that Council approve of payment of ROADS & SPORT dues of $100 00 to Roads and Transportation Association TRANSPORTASSO as membership for the year Carried Mr G.King gave a brief report of a vehicle accident VEHICLE ACCIDALBERT involving Albert Kimmel at Trochu A 1969 G T 0 Pontiac KIMMEL owned by Orville Cheek was damaged and is being repaired at the Torrington Auto Body at a price of $205.95 Damage to our Municipal one ton was approximately $20 00. Mr Kimmel had reported that he had hit the Cheek vehicle partly because the truck windows were frozen over and partly because the sun was shining in his eyes. The matter has been referred to our insurance company. Mr Campbell moved that the report be accepted and the information filed Carried Mr Brown moved that we test for gravel in SE 24-30-26-4 GRAVEL �( when conditions permit - Thomas Baerg Farm TESTS Carried It was noted that testing for gravel should also be done this spring at the following locations, subject to the approval of the owners of the land 1 NW 9-30-26-4. - Albert and Larry Gorr y 2 Approximately 2 mile west of the Larry Gorr Corner being in either Section 8 or 17 - 30-26-4.. .. 6 A 74 LA L �q C] COUNCIL MEETING MARCH 10th,19?5 M 3 SW 18-30-24-4 - Jake Reimer Letter from the Bridge Branch stated that no new bride could be provided for SSW 3-31-22-4 as traffic did not warrant it It was noted that the correct location should be south of the N2 of 3-31-22-4. Mr Poole moved that this be filed as information Carried Letter of February 28th, 1975 from Alberta Highways and Transport stated that they hoped to award a contract this year for resurfacing of the road from Allingham forth to our north boundary by way of Wimborne Tenders have been called Mr. Bauer moved that this information be accepted and filed. Carried 6 r r BRIDGE BRANCH ROAD SURFACING Some discussion took place in regard to working double DOUBLE shifts and the cost effects as well as the benefits SHIFTS gained from having the machine work longer hours. v Opinions appeared to differ quite widely Applications for work were read as received from Tony Kopjar, Gordon Sept, Robert Dorn, William G Peters Ted Welsh, Dave Peterson, Darr** Rempfer, Kenneth Hill and Leslie Kinch. These were discussed briefly with particular reference to medical situation for Darryl Rempfer Mr Poole moved that these be referred to Ted Paquette Carried The Shop Committee reported that they had located a good used scraper in Edmonton for $4000 00 and had authorized purchase of same Mr Paquette advised that we now have this scraper at our shop yard Mr Church moved that this be approved Carried Mr Maurice Frere reported that we had done some ridging of snow in the SE 3-33-23-4 and his fall rye crop may be damaged Mr Ferguson moved that this be checked during the summer Carried Mr G King reported briefly on meetings which he has attended with the Executive of the AAMD and others in regard to special committee studying assessment and taxation Further information will follow. There is some definite opposition to the resolution submitted by this Municipal District and passed previously for the assessment and taxation of all residences The sharing of industrial assessment and other matters are still being considered Mr R W Brown stated that the Municipal Assistance Grant was formerly on a formula that was very satisfactory in that an increase in assessment lead to a reduction in grant and an increase in population lead to an increase in the grant. Brief uiscussion followed Some mention was made of old accounts receivable but no motions were made. APPLICATIONS FOR WORK PURCHASE USED i SCRAPER I M FRERE FALL RYE CROP DAMAGE G. KING MEETINGS V f O 7 f O 7 .7 COUNCIL MEETING MARCH 10th, 1975 P7 Mr R W Brown left the meeting at this lime, approximately v 3 15 P M RAILWAY Letter of May 7th, 1975 from the District Engineer, Alberta UNDERPASS Highways and Transport was read in regard to the railway underpass between sections 7 and 18 - 31 - 23-4, approximately 4 miles south of Three Hills This suggested that the Department would not have funds to grant any assistance this year but application should be made for 1976. Discussion followed Mr Ferguson moved that a letter be written to Mr Danchuk, Secondary Roads Engineer v and copy to the Bridge Branch and to the District Engineer asking financial assistance for the project for 1975 if possible or as soon thereafter as details can be arranged Carried �l Mr Joe Dobler reported in regard to the following JOE DOBLER REPORTS 1 Mr George Berry resigned as he apparently was not RE WORKER satisfied with the wages and with the fact that he was y, & GRAVEL driving a truck instead of operating the pay loader 2 Since December 1st they have stock piled approximately 49,000 cubic yards of gravel 3 They stock piled from Garsons until they hit a portion of the pile that was frozen too hard They completed about 6100 cubic yards at F. Huxley and 5400 at Watts 4 They are now located at Meglis° and hauling to various stock piles from there Mr Paquette reported in regard to the following 4 TED PAQUETTE 1 There has been some delay in getting parts but REPORT generally the repair work is progressing 0 K 2 The Linden and Acme Nuisance Grounds have been cleaned up recently. Acme should be charged for 3 {" hours Mr Campbell reported that Downe Sand & Gravel had DOWNE SAND & upset with a cement truck north of Knudsons - West GRAVEL CEMENT of 14-34-22-4 - last fall The cement tank had been TANK left in the ditch full of cement and it appeared that they had been unable to get it out, even though they had tried to do so on one occasion. It was agreed that John Dorn be asked for information he may have in regard to this It was agreed that the Foremen? Committee meet on FOREMEN? Wednesday, March 19th, 1975, commencing at 1 30 P M MEETING Mr Joe Dobler and Mr Ted Paquette then left the meeting An application of Barbara J Code for summer employment B.CODE at the office or at cemetery work was read Mr Ferguson EMPLOYMENT moved that this be kept on file for cemetery or other Ask work that may be available Carried 8 N COUNCIL MEETING MARCH 10th, 1975 E, The Minutes of the Three Hills School Division meeting of February 19th, 1975 were reviewed briefly with special reference to extracts dealing with shop and home economics etc The annual report of the School Divsion was also briefly referred to. Mr Church moved that these be accepted and filed Carried Bids as received for the cattle scale were then opened and were as follows 1. Lorne Howard - S405 00 2 Gordon L Park 250 00 3 Mrs L Ziegler 100 00 4. Don Metzger -150 00 5 Dick Bruntjen 211.00 Mr. Bauer moved that the cattle scale be sold to Lorne Howard at his offer of $405.00 Carried THREE HILLS SCHOOL DIV MINUTES SCALE BIDS Mr Poole reported on a complaint in regard to a house COMPLAINT REHOUSE IN in Swalwell which may be a fire hazard, as it is not SWALWELL occupied but has an oil burner operating in it and the doors are apparently unlocked. Mr G King advised that the Drumheller Health Unit had made some investigation regarding the residence and would have information conmrning it Mr Church moved that the Drumheller Health Unit be contacted and that Mr and Mrs Roberts of Swalwell be so advised Carried Mr John Jeffery, Assistant Secretary -Treasurer, presented the accounts and reviewed same with Council Mr Ferguson moved that they be approved for payment as per list with these minutes Carried Mr Ted Paquette and Mr Norman Soder then met with Council Mr Paquette advised that he had a report that some company was hauling water from the Swalwell Dam and there are complaints concerning this As far as is known no permit has been issued It was agreed that Mr. Poole check regarding this matter Mr. Paquette then again left the meeting. Mr Soder and Mr Campbell reported regarding dead animals that had been dumped in the roadside ditch south of NW 16-34-22--4 The owner is not known and there were no brands or other identification readily noticed The R C M.P has also made a brief investigation Mr. Soder advised that a processing firm from Red Deer picked these up at our request. Mr Campbell also stated that there had been some inquiry about whether the area should be disinfected in case of disease No definite information was available regarding the best procedure. Mr Ferguson moved that an advertisement be put in the paper referring to the above and advising that charges will be laid against any person responsible for such action and also advising cattle owners of free pick up service which is available Carried ACCOUNTS V SWALWELL DAM WATER HA ULIN( DEAD ANIMALS IN DITCHES F- 1-1 �q co a V COUNCIL MEETING MARCH 10th,1975 Mr G King advised that he had hired Rick Janzen PAINTING on an hourly basis to paint four or five office OFFICE rooms downstairs These have been completed. He suggested that bids be called for painting of the balance of the walls, etc., In the office Mr Ferguson moved that this report be accepted and that bids be called for further office painting Carried Mr G King advised that only one very small parcel TAX SALE adjacent to Swalwell remains in the tax sale list Tax sale will be at the time of the annual meeting and will be in the community center at Three HiBs on March 31st, 1975 at 2 00 P M Mr L Litz asked about cost sharing for a seed plant INQUIRY RE SEED PLANT SEED PLARNE and in regard to the possibiity of having one to readily ; AREA serve the Wimborne area No information was available. It was suggested that Mr Paquette or someone else ROAD SIGNS; in charge get a list of road signs which are needed and that same be ordered soon Mr Campbell moved that this meeting adjourn. Each loc�1. Municipality must pass a by-law appoint a committee and dire -,or and then proceed with plans for handling emergencies. A Prov:ncial Contingency Fund will look after extraordinary expi:,ns: s such as flood damage costs this past spring in many areas Administration costs will be in the form of a per capita grant Fy P Ft to each municipalityo �� r " -� 1- -' with a minimum _ �A M o �� I» of $100 00 eac. Mr. Levins asked about services for the Carbon area and was advised that no recent requests have been received Trochu asked about flashing red lights which could be used on vehicles of Volunteer firemen going to a fire They have been quoted $58.00 from Davis Electric, but other quotes are coming Mr Walter Regehr stated that portable hand sets would be very useful at a fire and they have need of a simple heart monitor for the ambulance Equipment for the ambulance could be applied for through the Municipal District and thA matching costs shared. The Disaster Services Directors named to date are Three Hills - Mr Johnston Hart Trochu - Mr Eugene Schramm Carbon - Mr Sydney Bramley It was noted that a booklet called "Chem -Card" outlines the control of chemicals at times of fire and is available from Manufacturing Chemists Association, 1825 Connecticut Avenue N W , Washington, D C 20009, at a cost of approximately $2 00 each Edmonton telephone number for Alberta Disaster Services is now 455-7181 Mr Johnston Hart referred to various courses which are available and information was given regarding these.
