REPORT OF MEETING IN CONNECTION WITH
PROPOSED SANITARY LAND FILL HELD IN
THE MUNICIPAL OFFICE IN THREE HILLS,
FEBRUARY 18th, 1975
The meeting was opened at 8 00 P M with each of those
present introducing himself or herself and stating
what area they represented.
Those present were
Drumheller Health Unit - Charles Lau - Sanitary Inspector
M D Kneehill x#48 - C W Poole, A W Bauer, T A Ferguson
L.Litz, R Campbell, G G King
Town of Three Hills - Dan Shea, Mrs Paulina Jassman
Trochu - Albert Hannah, Ed Knievel
Carbon - Walter Permann
Acme - Mrs Florence McCulloch and another lady visitor
Linden - Alva Toews and Peter Baerg
Torrington - John Lehmann
Jwalwell Area - Wes Gore, Stan Young, Harvey Elliott, Harold
Howe
Huxley - John Johnson, Edwin Heer
Mr Campbell moved that Mr. C.W. Poole act as Chairman of
this meeting
Carried
Mr. Shea moved that Mr G G King act as Secretary to the
Meeting
Carried
Mr. C.Lau showed a film outlining the operation of a Sanitary
Land Fill in Chilton County in the U.S.A. This showed the
collection system with a compactor truck and the operation of
the pit covered at regular intervals It also showed the
benefits of this type of operation from a Sanitary and
Aesthetic standpoint
Mr. Poole gave a brief outline of previous discussions
and he stated that a location north east of Acme is available,
but there is also the possibility of a site near Three Hills
which is owned by the Town One other possible location
has also been suggested.
A representative from each Town and Village gave comments
of which the following is a brief summary -
Three Hills - Garbage Pick up was costing $12,000 00 a year
A new contract will cost $8600.00 for the residential area
and $4000 00 for the business area, for a total of $12,600.00
The operation of the nuisance grounds is in addition to this
figure Three Hills favours the combination deal and has
land available for which they would expect the same return
as they are now getting for agriculture use ($20 00 per acre
per year)

Mr Lau stated that he believes the site is suitable and
felt that about 5 acres will be used every 2 years
Trochu - Cost of pick up is about $5000 00
and operation of the nuisance grounds is abper ear
out y$2600 00
per year. No decision about a central location, but
willing to consider same
Carbon - Part cost of foreman and truck estimated at
$3000 00 a year and maintenance about $200 00 peryear. No
decision about central location but willing to consider
same
Acme - Had no cost fi ures, but it appeared that their
total would be about $3000 00 per year now. Both the
Council and the Chamber of Commerce favour a central location
Linden - Total cost now about $2000 00 a year. Present
arrangements are good, but likely cannnt be continued
If use of a central location was considered Acme North
East would be closer
Torrington - Estimated costs now $1200.00 to $1500.00 a
year Present arrangements cheap and satisfactory if
regulations permit.
M D Kneehill #48 - Rough estimate of costs now $4000.00 a
year
Swalwell - A change necessary before long as the present
area is almost filled Approve a central location especially
if there is a pick up.
Huxley - Comments similar to Swalwell
Harold Howe - As a Farmer - Private dumps are unsightly and
he would prefer a central location He believes the idea
would catch on, but there may be some problems in regard
to stuff from farms, such as old bales, old lumber, etc
Mr Pode advised that two people with land close to the
proposed Three Hills site have voiced objections to it
and have suggested an alternate location farther to the
south east. It was agreed that Mr Lau consider this alternate
location and get further information about it.
Mr Lau estimated that the totd. cost of operation of a central
sanitary land fill would be $50,000 00 per year This would
include regular pick ups in all towns, villages and hamlets
and also the operation of the land fill
Government regulations now prohibit burning and require a high
standard of operation which is not being followed at any of
the present locations. Costs of conforming to the regulations
would be quite high
Old car bodies, etc , would be kept in a separate pile and
picked up at regular intervals for recydng

Mr A Hannah moved that a committee pursue this matter
further to the extent of finding costs and a proposal
for cost sharing
Carried
Unanimously
It was agreed that each Municipality name someone to the
committee The following were named at the meeting
Three Hills - Mrs Jassman
Trochu - Ed Knievel
Carbon - Walter Permann
Linden - Peter Baerg
Torrington - John Lehmann
Acme and the Municipal District of Kneehill are to name their
respective representatives later
Mr Lau was asked to draw up specific proposals and bring
recommendations to a meeting of the committee at a later
date This he agreed to do
It was clearly understood that comments made by representatives
at this meeting expressed general opinions, but were not
binding on the individual Councils as cost estimates, etc ,
were not available
The meeting adjourned at approximately 10 15 P.M.

It is difficult to believe in and support the full rights
of an individual or group, and on the other hand, recommend
controls of any kind.
USE OF LAND
Urban areas must be able to expand. Some have no
choice other than to annex top agricultural land and thus must
have that right Others could be encouraged to develop poorer
land where same is available.
A farm land owner should have the right to get a separate
title to an existing building site, with the acreage limited to
a reasonable requirement Other country residential parcels
should be limited in size to avoid wastage of land Closeness
to a good road, class of soil, availability of facilities, etc ,
must all be considered Perhaps there should be a limit of one
subdivision per quarter section
Recreation use - establish only large park areas that are
practical to maintain and supervise, and generally use low class
land
Landowners should have the right to forbid any public use
of his property - e g hunting, snowmobiling, picnicking, etc
Intensive agricultural use of land - Special care must
be taken to protect the public from offensive odors and any
unsightly conditions.
Ownership control is gaining a lot of publicity Foreign
ownership is being condemned Who are the foreigners? Are
Canadians from other Provinces in this category?
Only one Foreign Company (shareholders entirely outside
Canada) has bought land recently in the Municipal District of
Kneehill and the amount is minimal
Rumors abound about the

future Of equal or greater concern is the purchase of
land by any non-residents of this Municipal District - lawyers,
doctors, investors, etc
Commercial Developments - coal mining is an essential
industry - it must be allowed but reclamation and the protection
of the environment must be taken into account
Laws and regulations must not prohibit progress Other
industries are similar
