Applications for employment - Dale Harris; Frank Gerlitz 42 Tax Sale 1001-0,000000-r a [�E COUNCIL MEETING FEBRUARY 10th,1975 P 1 The regular meeting of the Council of the M.D. of Kneehill #48 was held in the Municipal Office, Three Hills, on Monday, February 10th, 1975, commencing at 9 00 A M PRESENT Councillors present for the meeting were* Mr A H.Church Div. 1 Mr C W Poole Div. 2 Mr. R W Brown Div 3 (Reeve) Present until Noon only Mr A W.Bauer Div. 4 Mr. T A Ferguson Div 5 Mr L.Litz Div 6 Mr R G.Campbell Div. 7 Mr. G.G.King, Secretary -Treasurer, was present and recorded the minutes Mr.R.W Brown expressed sympathy to Mr. Cliff Poole on the recent death of his father APPROVAL MIN V Iqr. Poole moved approval of the minutes of the Council Meeting of January 27th, 1975, as per copies circulated. Carried TIME FOR OPENING Mr Ted Paquette, Public Works Superintendent, met briefly BIDS with Council and discussion was held in regard to considering thebids for trucks and machinery Mr. Church moved that the truck bids be considered, tomorrow, forenoon, but that the machinery bids be not considered until Monday, February 17th, commencing at 9 00 A.M., due to the funeral of Mr William Poole this afternoon, and that the Agricultural Service Board meeting be changed to the afternoon of February 17th, Carried Mr. Paquette then left the meeting CAPITAL PRINTERS Mr Bob Dau of Capital Printers met with Council and asked SUB INCREASE for an upward revision in subscription rates for the Three Hills Capital He stated that the present rate has been in effect for two years. He gave the following information. 40 mile radius - 1544 subscriptions - now $1 75 each requests $2.25 within Canada, but outside the 40 mile radius - 309 subscriptions cost an extra $1 00 each for mailing foreign subscriptions totalling 13 cost an extra $1 50 for mailing Total number of subscriptions is 1866 at present and the increase of 50¢ each would be $933 00 per year. Mr Poole moved that the increase be approved as requested Carried Mr Dau thanked Council and left the meeting APPROVAL MIN. LOCAL GOVT Mr. Poole moved that Council approve of the report of the MEETING meeting of Local Governing Officials held January 15th, 1975 as per copy circulated Carried 2 1W 3 COUNCIL MEETING FEBRUARY 10th,1975 The financial report for the month ending January 31st, 1975 was presented and discussed as per copy with the minutes. It showed a net balance of $16,557 92, but with $155,000.00 owing on loans Mr. Bauer moved that this be adopted. Carried p.2 JAN. FIN. REPORT ALTA MUNICIPAL BOUNDARIES Correspondence from the Alberta Municipal and school COMM. Boundaries Advisory Committee was reviewed briefly MAP together with a map showing proposed extensions for the M.D of Kneehill particularly in the Keoma, Kathryn Beiseker district All Councillors and the Secretary - Treasurer are delegated to attend the meeting in Calgary on February 14th, commencing at 9 30 A.M. in the Bowlen Building RECREATION GRANTS BY-LAW 765 Mr G King briefly reviewed with Council the arrangements for recreation grants for rural communities and for the towns and villages. REC. BOARD MEETING Council members briefly referred to a meeting of Recreation Boards of this area to be held at the Three Hills Arena on Tuesday,February 11th, at 7.30 P M Council asked that Mr G King, Secretary -Treasurer, review minutes and prepare a report for the meeting and that he attend to give fur ther information if questions are asked. This was agreed without motion. LINKE - ROAD Mr R.W. Brown referred briefly to recent correspondence with IMPROV. Mr F Linke regarding road improvements west of portions of Sections 2 and 11 -30-26-4. Further correspondence is to X follow with Mr Linke in regard to the location of his proposed house, etc The matter will be reviewed when the 1975 road program is discussed. OBJECTION TO 1•1r. William Kilgour and Albert Arvidson met with Council to SAN. LAND object to a proposed Sanitary Land Fill in SW 25-31-24-4 FILL Mr Kilgour read and presented his letter opposing the Three Hills Location because it would be in sight from his residence and because it is on good farm land. He also stated v that trash would be spread along the roads He stated that he 3 a� CCJTNCIL MEETING FEBRUARY 10th,1975 P3 has land available inSW 10-31-23-4, that might be OWN suitable Mr Brown reviewed Council's discussion with Government Officials and with the Town of Three Hills and others and with regard to the Crown quarter section north east of Acme and also in regard to the one referred to by Mr '..ilgour Mr Kilgour g stated he wanted the Municipal Council to represent him in making objections to the Town of Three Hills. Some further discussion followed Mr. Kilgour and Mr. Arvidson then left, the meeting WIMBORNE FISH Mr Tom Slater of Water Resources and Mr Alex Benedict, &GAME Mr. J.0 Smyth, Mr Don Williams and Mr Ron Smith of DAM the Wimborne Fish and Game Association then met with BY-LAW 766 Council The Fish and Game Association agrees to pay the full additional cost and do some of the work required to bring the dam to the standard required by Water Resources. To get the grants from Water Resources an agreement is required with the Municipal District The proposed agreement with Water Resources was read to Council and the agreement with Wimborne Fish and Game was reviewed briefly Mr. Bauer moved first reading to by-law number 766, this being a by-law to authorize the Municipal District of Kneehill to enter into the agreement with the Water Resources Branch In regard to the Wimborne Dam Carried Unanimously. Mr Campbell moved second reading to this bylaw Carried Unanimously Mr Church moved third reading to this by-law Carried Unanimously It was agreed that the present agreement with the Wimborne Fish and Game Association be retiiewed later proposed ACME A letter from Alberta Environment regarding a proposed Acme RESERVOIR Recreation Reservoir was read and discussed briefly Mr Brown ...wed that this be filed. Carried � ® SWALWELL DAM Mr. Slater stated that Water Resources will check the problems at the Swalwell Dam when conditions permit this spring. DRAINAGE Mr. Ferguson mentioned that Sam Permann and his neighbors NE 13-30- 5 are concerned about the drainage from NE 13-30-21-4 and other 21--4 lands in that area. Mr Slater advised that the local p eople should request a meeting with him to discuss this. DRAINAGE J Letter from Alberta Environment was read in regard to the REIMER drainage problem of Jake Reimer, west of Swalwell Mr. Poole moved that this be filed as information Carried The delegation then left the meeting. MOVING FROM OFFICE Letter from Alberta Public Works advised that the D A. would be vacating our office by February 28th, 1975. From this it was assum ed that the other government branches would also be moving to the new Alberta Service Center Building by that date Mr Bauer moved that this information be accepted Carried RENTING Mr G King advised Council that Miss Barbara EXTRA OFFICE Lamberthof the Drumheller Health Unit had requested SPACE additional space, being the room in the South West corner of the basement He also advised that he was not sure whether Alberta Hail and Crop Insurance wanted space in our office Mr Alex Cunningham requires an office or two as well. Mr. Church moved that this be tabled and reviewed when other needs are better known Carried COMMUNAL LAND Mr Litz moved that the Committee Report regarding USE REPORT Communal Property and Land Use be filed in our Municipal Library at the office Carried ALTA EDUC Mr. Church moved that Alberta Education Brief regarding ✓ BRIEF the proposed Planning Act be filed In our office Library. RE PLANNING Carried ACT ALTA POWER Mr Ferguson moved that Council approve of the extension EXTENSION or change of Alberta Power Services for the line to LSD 12 of 7-32-22-4 as per plan submitted Carried GRAINGER CAVEATS Letter from the CNR advised that they required $50 00 to CNR prepare and execute a withdrawal and discharge of the two caveats in regard to properties in Grainger Mr.G.King advised that these old caveats only messed up the titles, but it would be much better if these were cleared Mr Poole moved that CNR be paid the $50.00 and the titles at Grainger cleared up Carried D.FALK BLDG Mr Bauer moved that Council approve of the building permit PERMIT as issued to David Falk for a cattle shed in SE 18-31-25-4 Carried SUBDIVISION S Subdi-Eision decisions as received from C R P C were read an dealt with as follows 1 Mr. Ferguson moved that Council accept and file the approval and conditions in regard to the subdivision from Golden Hills Lodge in Three Hills to the new Senior Citizens' Housing project Carried 2. Mr Church moved that the subdivision conditions in regard to the Vickers - Lowen subdivision be approved and that CRPC be advised that no additional culverts are required Carried 3 CRPC had refused the request of Art in NE 11-33-23-4, as they considered the not be suitable for living accommodation this information be filed Knievel for a subdivision existing dwelling would Mr Litz moved that Carried N W"R COUNCIL MEETING FEBRUARY 10th, 1975 Mr Church moved that the circular and information regarding expropriation procedures be filed as information. Carried Mr G King adv. --sed that he now has on file signed agreements regarding gavel stock pile sites at F J Huxley, Dan. Williams, Don Metzger, Edgar Riep, Ken Johnson, John W Watt, and Leo Berreth Mr. Bauer moved that this information be accepted and the agreements kept on file Carried Copy of the letter from the District Engineer to the CNR regarding the railway underpass south of hree lulls - S 15-31-23-4 - was read The District Engineer suggested a 50 foot clear vision and provision for at least 161 611 of clearance after the road is paved Mr. Ferguson moved that this be accepted Carried Letter of February 5th, 1975, from Provincial Bridge Engineer was read g_ving a report of his inspections and recommendations for our 1975 requests The following mo -:ions were made in regard to this report. ✓ EXPROPR/AT on/ GRAVEL STOCK PILE SITES a CNR UNDERPASS SOUTH THREE HILLS PROV BRIDGE INSPECTIONS 1 Mr Church moved that Council accept the proposed 13241 diameter culvert for file 70128 - west SW 31-32-26-4 and agree to ao the requi_reC grading work. Carried 2 Mr Poole moved gnat Council accept the 84" culvert for f. -le 74999 ti%res-i, NW 24-29-24-4 - north of Entice and agree to do the required grading. Carried Mr Bauer moved that Council accept all other proposals and the reports om the Bridge Enginner except that the culver- SSW 1 31-24-4 is not to be installed in 1975 Carried Mr Campbell_ mored that Council accept and file the apprenticeship leport a..n regard to Ken Quinlan. It is noted tnat he mast again write the theory portion of the test Carried Mr Campbell moved that the letters from Mr G E Taylor, M L A , and Alberta Highways regarding Number 27 east be accepted and filed, with the notation that it is unlikely that the work will be done in 1975, because of the ruling of the present Minister of Highwajs Carried Mr Bauer moved that three employees be authorized to attend the Union Tractor Ltd , school at Edmonton u-: March 20th and 21st with Ted Paquette, Robert Cranston and Keith Smith or alternates to go Carried. Carried CRPC ANNUAL Mr A W Bauer and Mr G King reported on the Annual MEETING Meeting of CRPC which was held in Calgary on February 7th, 1975 Routine business had been attended to and most executive and committee members had been renamed to the same positions The outline of the work of the Commission had been discussed and their policies regarding reserve requirements had been somewhat clarified. Mr Campbell moved that the report be accepted and filed Carried Mr Ted Paquette, Public Works Superintendent, and Mr Joe Dobler, Gravel Foreman, then met with Council LAND RECLAMATION Mr Ferguson moved that the Surface Reclamation Council and Alberta Environment be asked to investigate and report about the advisability of reclaiming land at the following locations, but that no decision be made until the financing is determined 1 Trochu Mine Sites in E2 14-33-23-4 2 SE 3-33-22-4 - old gravel site 3. SE corner of Sections 3 and 4, 33-23-4 - old gravel site 4 SE 18-30-23-4 - old gravel site 5 NE 31-32-25-4 - old gravel site 6 NW 3-33-25-4- and also location across the road - old gravel sites 7 N' 3- and parts of Section 10 - 34-22-4 - old gravel sites 8. S2 34-33-24-4 - old gravel site 9 NW 27-34-23-4 - old gravel site 10 NE 24-30-26-4 - old gravel site 11 NW 19-30-25-4 - old gravel site Carried MEETING ASSOC TRADE Notice was read regarding the Association Co -Op Trade Meeting CO-OP to be held in our office on Wednesday, March 12th, 1975 at 10 '.0 _ A M Mr Bauer mDved that all Councillors and the shop Committee be invited to attend, as well as the Secretary -Treasurer Carried SPRING CONV. Notice was read of the Spring Convention of AAMD & C to be AAMD & C held in Edmonton, April 2nd and 3rd. Mr. Church moved that all Councillors, Secretary -Treasurer, and John Jeffery be authorized to attend and that required reservations be made Carried AAMD & C Other correspondence from AAMD & C was read and dealt with CORRES as follows 1 Circular regarding liability insurance was ordered filed ✓ 2. Mr. Ferguson moved that the new type of long service awards for those with 25 years or more of service be bought by the M D from AAMD & C Carried 3 Mr Campbell moved that the circular regarding lapel pins, etc , be tabled until the Association Trade meeting Carried J C� 0... 6 C COUNCIL MEETING FEBRUARY 10th, 1975 P7 Mr Poole moved that the circular from Timac Tire be referred to Ted Paquette Carried Mr Ferguson moved that the application for employment from Dale Harris and Frank Gerlitz be referred to Ted Paquette Carried Mr. G.King advised Council that the Annual Tax Sale is being advertised for Monday, March 31st, 1975, This will require a slight interruption in the Annual Meeting, but should lead to greater interest if any parcels remain on the sale list by that time Mr Church moved that the tax sale arrangements be approved. Carried Mr Paquette advised that he had sold the old Curtiss Wright Scraper to Costello Equipment of Calgary for $3000 00 Mr Ferguson moved that this be approved. Carried TIMAC TIRE CIR EMPLOYMENT APPLICATIONS ANNUAL TAX SALE i SALE CURTISS WRIGHT SCRAPER V" STOCKPILING FROM TORRINGTON Mr Dobler reported that they have another week of work stockpiling from Torrington to Wimborne and the Crossroads but it may take a bit longer if the weather remains cold SNOWPLOW Snowplowing was discussed and it was mentioned that they PROBLEMS have minor problems regarding Thomas Lynch private road and the William Postill road Mr Paquette will talk to John Dorn regarding these Mr Paquette and Mr. Dobler then left the meeting. ACCOUNTS Mr John Jeffery, Assistant Searegary-Treasurer met with Council and presented the accounts for consideration Mr Campbell moved that the accounts be approved for payment as per list with these minutes Carried Mr Jeffery then left the meeting. CIR 1975 ASSIST Circular of January 23rd, 1975 from Alberta Municipal MUN GRANTS Affairs was read regarding the 1975 Municipal Assistance Grant and Capital Financing Programs, etc. Mr. t, Ferguson moved that this be accepted and filed as information Carried Mr Litz moved that Council accept the recreation reports as received from Acme, Three Hills Rural, Huxley, and Ghost Pine Athletic Association Carried Mr Litz moved that the Alberta Power account regarding the Wimborne skating rink be sent to Alex Benedict at Wimborne for payment by"the.; Wimborne Recreation Group Carried l RECREATION REPORTS ALTA POWER A/C WIMBORNE SKATING RINK X0 COUNCIL MEETING FEBRUARY 10th, 1975 W The County of Red Deer had sent a report regarding its recent survey of tax discounts and penalties in various municipal districts and counties This was reviewed briefly. Mr Bauer moved that this be filed as information Carried Letters from the Town of Three Hills were read in regardto the water and sewer rates for the office and shop. The water rate is a uniform $4 50 a month for 3000 gallons, plus $5¢ for each 1000 gallons over the minimum for each place However the sewer rate proposed for the office is $20 00 per month and for the shop is $7 50 per month Mr Ferguson moved that theTown be asked to review the office sewer rate as the proposed rate appears excessive. Carried Letter from the Town of Three Hills was read in regard to the water agreement with the Municipal District for Grantville No specific proposal was made, but it was suggested that the rates be increased Mr Ferguson moved that a committee of Vir A W.Bauer and Mr G King meet with the Town for a discussion regarding the water and sewer rates for Gre• Carried It was noted that the change would not likely be effective until about April 1st TAX PENALTY & DIS SURVEY COUNTY RED DEER WATER & SEWER RATES WATER RATES GRANTVILLE Mr G King and Mr J Jeffery reported that Mr Harold Henderson, Assessor, has been away sick and has used up all of his sick leave, plus perhaps a few extra days He is back at work this week It was agreed that any necessary wage adjustment be made with the February payment The report of the 1974 fire losses as received from the Fire Commissioner was read dtitwas noted that ted Mr Campbell would like a copy an that some corrections should be made Mr Bauer moved that this be accepted and filed. Carried Circular from the Association advised. that Hotel Macdonald rates in Edmonton for Municipal Officials is now $23 00 single or $28 00 double Mr Church moved that this information be filed Carried V, H.HENDERSON SICK LEAVE 1974 FIRE LOSSES V HOTEL MACDONALD RATES RADIO ANTENNA TROCHU FIRE Mr Campbell reported that a radio antenna had been put HALL up at the Trochu Fire Hall for a two way radio Mr Campbell moved that a bill be sent to the Town of Trochu regarding this and with the umderstanding that they may claim for approximately one half of it through the Rural Fire Department Carried A IBLE G Council was advised that the Beiseker Fire Department POSSSSIBLE A had been called to a fire at the home of Norman Klassen FIRE DEPT in SE 3-30-25-4. PRESENT Mr G G King, Secretary -Treasurer was present and recorded the minutes Mr Bob Gingrich of Shaw G M C. was present when the bids were opened TRUCK BIDS The bids referred to are for sale to the Municipal District PURCHASE of a 3%4 ton truck and/or a four to five ton truck as per specifications advertised Nine bids were opened and a separate summary sheet in brief gives the prices quoted Mr Gingrich then left the meeting and Council discussed the bids at length Mr Ferguson moved that a 3/4 ton G.M.0 be bought from Garrett Motors of Carbon with extra equipment as listed at a price of $4,532 26 Carried It was noted that only Maclin Ford could give delivery of the four to five ton truck not later than April 15th, 1975, as called for Mr Paquette stated that Maclin Ford unit is now in stock and is above specifications which were called for, but it would be very suitable for our work Mr Bauer moved that gaclin Ford be given the order for the four to five ton 1975 Ford Louisville LN 900 Series truck at a price of $15,700.00. Carried TRUCK BIDS The bids for purchase from this Municipal District SALE of the Dodge Gravel Trucks and the old International sere opened and considered A separate sheet is attached with a very brief summary of the bids received Mr Ferguson moved that no bid be accepted for the old International as the prices offered are considered too low Carried Mr Campbell moved that Unit T-21 Dodge Truck with box and hoist be sold to Jim Jones at his offer of $12,002 00 and Uni,, T-22 for Dodge Truck without box and hoist be sold to Robert Walker at his offer of $11,157 00 Motion Carried Mr T A Ferguson asxed to be registered as opposed It was noted that the offers accepted for tr two trucks above gave the highest price return from the bids quoted Mr. Litz moved that this meeting do now adjourn until ADJOURNMENT 9 00 A M , Monday, February 17th, 1975 at which time the bids _"or :urge equipment will be considered.
