OFFICIALS - JANUARY 15th, 1975

The Annual Combined Meeting of Local Governing Officials
of the area contained in the Municipal District of Kneehill
#48 was held at its office in Three Hills on Wednesday,
January 15th, 1975 commencing at 1 30 P.M.

A number of those present also represented other Boards and
some gave reports as will be noted later
Yir Ken Wright moved that Mr R.W.Brown be Chairman of the
meeting Carried
Mr. G King offered to act as Secretary of the meeting
Mr Brown welcomed all of those in attendance and
expressed his pleasure at the interest shown in the
meeting Each person present was called upon to
introduce himself or herself.

Brief reports were given of which the following are
considered the highlights
Nir _ Gordon Towers. M P.
He commended this area for bolding, a meeting of this type
He spoke regarding transportation along this line between
Edmonton and Calgary and stated that it needs improvements,
but it is difficult to get. He also spoke briefly regarding
the crop insurance, new administration through offices in the
M Dos or Counties, with resulting criticism from local agents
The old P F A. Act is being repealed and the funds on
hand may be diverted to the Wheat Board He also suggested
that the Stabilization Bill should tie in with Crop Insurance
for administration purnoses, but this is not definite

He stated that it was a pleasure to be here for this
important meeting and he considers such meetings are
helpful to him He congratulated new officials who
have taken office recently He spoke of progress in
this office with reference to the Alberta Service
Center at Three Hills changes at the Trochu Hospital,
Linden Overpass,, and progress at the park north east
of Huxley He stated that Alberta oil is still the
cheapest in the world, but resource ownership and
management is a major Priority and concern The
Province is not making any decision regarding
assistance in the Syncrude Development until it has
a cost estimate. He also referred to good progress
in rural gas installations The new Session of the
Legislature starts this coming Thursday January
23rd Dr Warrack also congratulated all community
workers who carry out good service on a voluntary
basis
Mr R W Brown advised that Mr Gordon Taylor, M L A.
and Mr Stan Schumacher,M P. had sent regrets at
being unable to be present for this meeting

Mr. --RW Brown reported on progress in 1974 including
the completion of the Linden Overpass the paving
of the road from Trochu East to #56 by way of Government
Assistance, He also stated that the M D is trying to

get the Government to pave Highway #27 East from Number 21
in 1975 and also to do the Swalwell Access Road, but
is having difficulty getting approval -)f these projects
He also mentioned that light surfacing -)n roads was
mainly second coat work during this past ,year No
information is available on 1975 grants so planning
is delayed
THREE HILLS DIVISION
Mr W Anderson ^as Chairman., gave a report and introduced
new members of the Board Enrollment as of September
1st was doral 20 pupils to a new total of 1946
Teachers have accepted a new wage schedule with
approximately 18 7% actual increase Grants are up
He also mentioned that the Province is not carrying
the full share of Canada Pension Plan and Unemployment
Insurance as it previously did The Board is studying
the possibility of including Industrial Arts in
the school program
TOWN OF THREE HILLS
Mayor Shea stated that 1974 was a boom year in building
and he outlined the major projects completed in that
year He also referred to the chief capital projects
of the town including the new sewer plant opened in
October, a 14 lot Mobile Home Park and the development
of a new area on the east edge of the town He also
referred to the South Park and the Senior Citizens
Building Second Street North had been paved by the
Department of Highways For this coming spring the
Senior Citizen Housing complex has been guaranteed.
TOWN OF TROCHU
Mayor Gehring spoke of medium gr<�wth -f the town and
considerable curb and gutter work d-ne and main road
east west paved tbrqugh the Department -f Highways
He also referred to the new Hospital Addition., the
Medical Clinic and the fact that then had recently
dug a new pit for their nuisance gr-und
VILLAGE OF CARBON
Mr W Penman spoke that they had further residential
buildings and new bridges, one within the Town and
one just to the south east The new assessment may
be a problem as the land values have been increased
about 3 times
VILLAGE OF ACME_
Mayor Rogers spoke of sidewalk and curb and gutter
development and improvements in the Village with
some assistance from grants of the Devonian Foundation
He also stated that they are making plans to annex
some extra area and new buildings in the offing
will include a 10 Unit Senior Citizen Housing Project.
VILLAGE OF TORRINGTON
Mayor Hutton spoke also of growth of that village,
with extra buildings and census showing a 195 population
They have endeavoured to get railway warning lights
on Highway #27 on Torrington and solicit support
for this

VILLAGE OF LINDEN
Maior Harder stated that 1974 was a big year at Linden
and it has brought new problems Sidewalk extensions
business expansion permanent and mobile residential
development and a new Treasury Branch have been added
They have a critical water situation which they must
try to solve this year
THREE HILLS MUNICIPAL HOSPITAL
Admdnzstrator Sommerville spoke that they have had
only one doctor since about July 1st and so no
operations are being performed They are looking
for another doctor and hope to have one before
very long There is a need for a good medical
clinic He encourages the work of the joint
planning committee making plans for a new hospital
or much improved facilities otherwise
TROCHU HOSPITAL
Chairnan Hoppins spoke briefly in regard to the
building renovations and new construction which
will provide for 24 extended care, 6 active cases
and 3 ambulatory plus diagnostic, etc Their
laundry is being handled through the Red Deer
Hospital Greater emphasis is being put on out
patient and rehabiliation services
ELNORA MUNICIPAL HOSPITAL
Mr Wagstaff stated that they had put a suite of
offices on the main floor far Dr O'Neill who has
recently come to serve in that area There is
an increase in services and in staff and four beds
have been designed as special for the nursing home
type of patient
KNEEHILL AMBULANCE
Mr T Ferguson Chairman reputed regarding the
operation of the ambulance and its financial
position High praise is given tr, the volunteer
operators. Mr Walt Regehr sp`,ke briefly and
stated that the volunteers appreciate the good
equipment and that he has no problem in regard
to the organization of the voluntary work
DRMHELLE_R HEALTH UNIT
Mr m Jguson stated that the same members continued
on the Board and their building is now owned by
the Board Their funds come from Government grants
plus a $3 00 per capita requisition against the
Indian Reserve and the Prairie Bible Institute
RURAL UTILITIES
Mr Alex Cunningham as Utility Officerfor the M D
spoke about installation of the natural gas through
out the area The project will be completed in 1975
so that practically all of the area will be served
TWO WAY RADIOS
Mr Cunningham reported briefly regarding the two way
radios set up recently put in by the M D of Kneehill
and he stated that it will prove to be of great value.

DISTRICT_ AGRICULTURIST
Mr - Russ' Horvey gave a brief presentation of the
Programs and referred to some of the problems in t
farming industry He mentioned some are concernec
foreign investment and other like matters He ha:
booklet regarding grants and services which he wil
glad to supply to anyone interested
REGIONAL RESOURCE PROJECT
Mr Hugh Bodmer stated that their aim is to make t
Government Grants available and to encourage inter
in the local communities TheDevonian projects ar
being continued He suggested that there is a neE
for a land bank for development lnYgRas and this
would help stimmulate economic growth
DEPARTMENT OF G6.u,,,R.E,_ YOUTH & RECREATION
Mr Roy Archibald stated that he is now in charge
of the office located at Three Hills for Region 4
which serves Kneehill, Starland, with the Towns
and Villages and some other areas
He welcomes inquiries
AUXILIARY HOSPITAL AND NURSING HOME
T Mien Wright reported that the occupancy rate
at the Auxiliary Pospital is approximately 90%
and the Nursing Home 100% The Government pays
all costs over the minimum charge t,-. the resident
so they have fewer pr blems in financing He
spoke of future reorganization which may separate
the Mountain View Area from the Kneehill Area
GENERAL
Mr Brown ,: rc.. fed that the three Fire Departments
for the Rural Area have been carrying on very
satisfactory work He also mentioned that Municipal
Deficits may be large due to the high inflation
factor
Dr Warrack stated that he would help where he can
in matters of local concern, such as the development
cf the Sanitary land fill north east of Acme and
in regard to other matters raised at this meeting
Mr Hoppins stated his support for the boundary
change regarding Nursing Home Care and suggested
that it was long overdue
Mr Gordon Tower spoke briefly regarding the Crows
Nest Pass Freight Rates and stated he hopes the
present rates may continue in effect, but this will
be a pc.litical decision Dr Warrack also gave
strong support for the present rates
RECREi,T ION
Mr G ming asked the Towns and Villages to get their
recreation reports in soon sl,-- that the matter of 1974
grants can be cleaned up

SANITARY LAND FILL
Mr Brown outlined the Municipal plans for a site
north east of Acme and gave an outline of the negotiations
to date He stated that there has been some talk of
a site close to Three Hills which might be even more
suitable The Town of Three Hills stated that they
would be willing to give this consideration and to
let us have a report later There has been good
cc --operation thrcugh the Department of Environment
in regard to selection of a site Representatives
from other towns and villages stated that they would
be interested in giving this matter further consideration
and study It was agreed that a special meeting of
town and village representatives be held about the
end of February with each to bring in some records
about present costs in regard to collection and disposal
of garbage and operation of nuisance grounds
Mr Brown thanked Dr Warrack and Mr Towers and all
others for attending and for continued interest in
meetings of this nature He felt that through
co-operation much can be accomplished
It was agreed that the next meeting of the Combined
GoverrIng Officials be held at our office in Three
Hills on Wednesday January 21st; 1976 c)mmancing
