November 30th, 1974, shoved a net balance at the end
of the month of v,4,578 89, but with X762,000 00 owing
on loans. Copy of the statement is included with the
minutes.

G.King advised that he had obtained information
in regard to grants available from Alberta Culture,
Youth and Recreation for cemeteries The $2000.00
grant is designed for those cemeterieswhich are no
longer in use but the grant may also be used for
certain special purposes, such as the upgrading of
graves of prominent Albertans, An application has
been made for a grant for the old cemetery located
in the center of Sectiow 12, 33, 27, 4 - Gaetz
Considerable discussion took place in regari to
applications for other locations Mr Litz moved
that application be made for the $2000 00 cemetery

The revised statement of the 1973 finances of the Trochu SWIMMING POOL
Swimming Pool was again discussed. Mr Campbell stated STATEMENT
that further clarification is needed in regard to the
receipts and donations He moved that this be tabled
pending further details

Council was advised that the Town of Trochu has not RECREATION
submitted its 1973 rosport of general recreation receipts REPORT -
and disbursements and thus its 1973 grant has been held 1973
at the office Mr Campbell stated that the Council is
aware of this and the details should be sent soon GRAINGER
Mr Poole moved acceptance of the report of the Grainger COMMUNITY
Community Hall for the year 1974 as received from that , HALL REPORT
organization 1974

Letters of thanks were read in regard to the birthday and
wedding certificates which had been mailed out recently

CHRISTMAS
Plans for the Christmas Social on December 13th, were SOCIAL
reviewed briefly and Council was advised that the
committees have been active and the arrangements are
going forward in good fashion A watch has been purchased
as a retirement gift for Mr S C Schmelke Mr Campbell
moved that the report be accepted and that the following
be invited to the sonlal Former Councillors, Ralph
Loosemore , Dunc. Peters, Three Hills School Division
Members, Walter Anderson and Donald Dau, and 4 retired
employees, Don Adams, Gus Gieck, John Esau and Scotty Par

MEETING
Mr. Brown moved that the Council accept the invitation from
the M.D. of larland Council to meet with them at their
office in Morrin on December 11th, 1974, at 2 00 P M.

Mr. Jack Kushner and Mr Carl Nemeth of Calgary
Regional Planning Commission met with Council and
the following items were discussed
1 Proposed subdivision in NE 11-33-23-4 - Art Knievel
4 1 acres Mr Campbell moved thatCouncil recommend
approval, that the requirement of the service road
be waived, that cash be paid in lieu of reserves,
that additional approaches be at the owner's expense,
and that taxes be paid to the end of 1974

2 Letter of November 22nd, 1974, from C.R P C
was read in regard to the Public Reserve
requirement on the J Boese subdivision in
SW 35-30-25 4 The Commission members `
present endeavoured to explain the policy
of the Commission in regard to reserves, and
the following is briefly their report
(a) Under 20 acres by cash in lieu of reserve
(b) 20 acres - partly cash being 1% of the value
and the balance by reserve
(c) 40 acres or more deferral of reserve
Mr Poole moved that Council approve of the C R P C.
policy regarding reserves

The Commission Members were asked to send a written
report of this policy
3. The requirement for the road development for the
subdivision in the area north of Three Hills, known
as Ruarkville - Loland property. Considerable
discussion followed as to whether the street on the
east side must be developed at this time, and
the procedure that would be required for a
deferral of the requirement until later. As
the distance was only 1324, it appeared that
it was ;ot very practical to develop at this
time Mr Ferguson moved that Council approve
of the registration of the subdivision and
titles without the development of the road

4 Subdivision NW 18-30-25-4 Letter of November
22nd, 1974 from C R D C. was read giving the
reason that the title to a little strip along
the Lone Pine Crcek was issued in the name of
the Municipality Considerable discussion
followed The Commission members agreed to
check the regulations to determine definitely
whether such titles should be in the name of
the Municipal District or the Crown
The Commission members present were thanked for bringing
information and they then left the meeting
Corporal Moller of the Three Hills R C M P Detachment
met briefly with Council for discussion of any matters
of mutual interest He stated that it is their policy
to make semi-annual visits to the various Councils
of the area No real problems were referred to, but
it was noted that having the M D split between
various R C M P. areas does cause some confusion
Corporal Moller explained that they are not staffed
sufficiently to enforce load limits, but will
co-operate in so far as possible He asked that
any requests or complaints be referred to the local
detachment first and that they have an opportunity
to reply He also stated that he felt our present
snowmobile by-law is 0 K Corporal Moller was thanked
for attending the meeting and he thanked Council in
return and left the meeting

Mr G King report -ed briefly regarding a meeting he
had attendee: with the Cor�ncil of the Town of Three
Hills, the evening of Novamber 26th, 1974, in respect
to a disaster seminar Mi Go -don Park as Co -Ordinator
had also attended Each Munic--pality is being asked
to organ-.ze to cope with Peace Time Disaster, but
this does not do away with the Emergency Measures
Unit Y1r, Pooje moved that he report be accepted

Mr R G Canpbell, Mr G G King, and Mr Alex Cunningham

of Monday, Dcccmber 2nd, for a further discussion of

outlined to the group and they favoured having a
further study made and cost estimates obtained Mr.
Anderson ropo-rted that the present school system is
n K. of present-, but the teacherages should definitely
be coy-,ec ed to any rublic service that may be
installed Mr Brown suggested that there is a
pasL,ibility that one large septic tank should be
considered Mr Poole -roved that Council authorize
a further study by Underwood, McLellan and Associates
in i egard to alternate p.r.�ocedures for a sewer system
in Huxley

Mr Tony Honl-ins of Hopkin , Construction met with
Council it ra`ard to the ?.avel crushing program.

holdback of $?000 00 in & net amount of $58,280 00
Mr Ferguson moved that this be paid.

was read in regard to the Tolman work to be done
next year and in regard to the crushing at the
Medi Pit, at 41.20 per cubic yard Mr Hopkins
stataa that he agreed with the details as per

The report was then given to Council Mr
Anderson stated that the School Division rate
is now $30 00 per diem, plus $5 00 per day
for meals and 15¢ per mile This information
was ordered tabled.
Mr Ferguson moved that no change be made in
By -Law Number 526 in regard to burning permits.

REMUNERATION
Council was advised that Mr. Charles Lau, Public
Health Inspector is preparing further reports
in regard to the proposed Sanitary Land Fill
In this Municipality He has also suggested
that it might be possible to include all
towns and villages and the whole of the
Municipal District in the proposal A private
contractor will be submitt'ng a bid for collection
of the waste materials Mr G King also mentioned
that the Town of Three Hills might have a central
location available for a sanitary land fill site,
but this is not definite. Mr Poole moved that
the report be accepted and that Council go on
record as being willing to consider any feasible
program with all towns and villages

Mr Church moved that Council approve of the ,/
extension of Alberta Power services to SE 2I-29-21-4

Circular from AAMD & C was read asking Council's
opinion about holding a trade and insurance meeting
early in the new year Mr Ferguson moved that
this Council request a meeting at our office at
the convenience of the Association.

Mr. Ferguson moved that Council agree that a
snow plow may be brought in by Pardee Equipment
for demonstration without any obligation to
this Municipal District

Quotation of Ron Ainsworth of Olsen Equipment
was read in regard to grader blades Mr Poole
moved that this be tabled as information

Council agreed that the applications for
work as filed by Gary Culver and R Gundlach be
referred to Ted Paquette
Mr Church moved that the bid of Texaco Equipment
for supply of diesel fuel be tabled as other
firms are also likely to submit bids soon

Mr. Bauer moved that Jack Tutt be allowed to
complete the holidays he has coming for 1972
now, without penalty for being late

Mr Ferguson moved that Mr K Smith be allowed
payment for one half week of holiday time.

Council was advised of the following in regard
to the two Dodge Trucks bought from Southridge
Chrysler Products in Red DE.er The Municipal
District he?d back $1.000 00 in regardto sales
tax and it has held back $1800 00 for repair
work which it considers should be under warranty
Southridge claims that it has incurred a delay
in getting the sales tax refund from the Government
but was asked to send details to our office and
to date has not done so Mr Brown moved that
a letter be written to the Department regarding
the sales tax to find oat if it has been paid
or if the application is pending

Mr Paquette advised that Chrysler Corporation
is supplying and providing the labour to put
new motor mounts on the Dodge trucks under warranty.
He stated that he would arrange to have this done
through Renfew in Calgary
Mr. G King and Mr T.Paquette advised that they
had met with the Bridge Tnspectors at the office
on November 28th, 1974 A new bridge was promised
for the McLean location for next year and other
locations are being inspected A culvert will
be supplied for the correction line south of
Twinning on the condition that the road work is
to be done in 1975 Mr Poole suggested that
other work would be more urgently needed and
perhaps this project should be left until some
other time Discussion followed Mr Ferguson
moved that the request for this culvert on the
correction line be removed from the 1975 list

may be supplied for the Smouse Creek location
west of Torrington, but this is not definite until
we have the written information from the Bridge
Inspectors.
Mr Poole moved that the report be accepted and
held pending further , nformation and that we review
the plans fo-^ a fridge fo: the Merle Anderson location.

Brief verbal reports were given in regard to the
survey and other matters for the Carbon East bridge
It was agreed that -the approach for Mr Nash on the
west side should be improved It was also noted
that the area between the tracks should be paved
in 1975 when the balance of the road is being done.
Mr Church moved that there be no change from the
original survey line on the east side at the toe
of the slope

Mr Poole mentioned that Mrs Ihey has inquired
about the possible purchase from the M D of the
most southerly lot of our shop property in Carbon
Mr Ferguson moved that Mr Poole and Mr. Church
investigate this w4_.th authority to make a decision.

s.Paquette reported that he had talked to Ken
Thompson regarding the 3novr plowing done for Morris
Charlton late last winter He stated that the
machine had been there onto before but had been
asked by Mrs Charlton to leave it at that time
Mr. Thompson felt t'iat the charge of $30 00 was
reasonable for the special trip Mr Ferguson
moved that Mr Charlton be advised that there
is no write off_ on the account and that he is
expected to pay the $10 00 balance owing

Letter from the District Engineer, Calgary, was
read in regard to the road adjacent to Number 9
Highway at the Beynon Corner This stated that
the road now appeared 0 K Mr Church moved
that this information be accepted and filed

The request of William Beal for an additional
street light near his place of business on the
South Side of the street in Huxley was considered.
It was reported that there is now a light at each
end of the main street on the north side Mr Brown
moved that no extra street light be provided as
requested by Mr Beal at this time

The report of the Shop Committee meeting held
recently was read by Mr Jeffery and various
items discussed Mr Ferguson moved that
Keith Smith and Alan Hazel prepare a list and
value of all tools used for municipal work
by employees now -receiving tool allowance and
also including Doug 'napp4s tools

It was noted that a number of machinery items
are suggested for 1975, but the budget will
have to be considered in conjunction with the
prices
Mr. Bauer moved that the shop committeevs
report be accepted

Mr Paquette reported that the S.Baerg's gravel
pit west of Linden has been landscaped and filled
in and is still to be seeded
Mr Brown referred to a recent article in a paper
on a court case in Ontario which decided that the
Government was not responsible for the icy
condition of a road This was mentioned particularly
in view of the fact that one person has claimed
against the M D. of Kneehill The information
referred to by Mr Brown has been given to the
Association in Edmonton
Mr Brown also referred to an article which stated
that the Sas�atchei•-an Gove::•nment had experimented
with heavier loads on ligh- coat surfacing and found
considerable trouble with the pavement
Mr. Campbell sug2psted that some sanding be done on
spots on the Trochu River Hill and adjacent to the
Haller Trees
Mr Pat Morgan of Coneco Equipment met with Council
and discussed a motor grater with the make being
Aveling Barford with a GM engine 466 He also
stated that Kelly Ryan wheels are available at a
reduced price and that these will fit some, but
not all of our machines He agreed to give a
price for the motor grader and for a tractor log
skidder upon request Council advised him that
they consider it fair to tender for sealed bids
and will likely do so later Mr Campbell moved
that this matter be tabled until time permits
full discussion of the machinery that may be purchased

Councillor C W Poole left the meeting for a short
while as the matter of his pound damage claim against
Morley Buyer was the next item to be discussed
This matter was discussed by Council. Mr G King
advised Council that Morley Buyer has not appealed
the recommendation of the committee, but that the
solicitor for Mr. Buyer claimed the letter mailed
to him on November 13th, had not arrived The
time for filing appeals has passed. Mr. Poole
had filed an appeal, but had verbally stated
that it would be w-thdrawn if Mr Buyer did not
make any appeal. Mr. Litz moved that Council confirm
the recommendation of the committee that investigated
the complaint as reported to Council meeting November
12th, 197 minutes - page 2 , and that Mr Poole be
paid the 32$.40 damages as recommended, plus a
refund of his $10 00 deposit and that Mr. Morley Buyer
be given a refund of the $90 00 difference between
the original claim and the recommendations,plus
his $10.00 deposit.

Mr. Poole then returned to the meeting. He was

The report of the employer employee committee
meeting held Monday, December 2nd, 1974, was
read as per written copy and discussed in detail.
The following notations were made
1. Minimum wage OK at $500.00 only if the insurance
rate is up
2 Annual holidays change not approved at present
but open for further discussion
3 Sick pay change not approved at present, rout
may also be discussed
4. Noted that Darrel Rempfer was laid off for health
reasons
5. Compassionate leave OK to consider adding a
fellow employee to the list if this is for a limit
of half a day and if it is during a regular working
shift.
6. No provision to be made for retroactive pay for
1974
7 The other items of the report were approved with
wages being a special point of discussion
Mr Bauer moved that the hourly employees covered
by the agreement be offered a wage increase of 60¢
per hour

unable to attend, but all other councillors
are expected to be present The Council members
will also go to Morrin that afternoon
