Equipment - Scale - Sprayers 9 Other Business �j �€v • &,I 0 ORM T1 149-P SPECIAL OINT MEETING OF THE MUNICIPAL DISTRICT OF NEEHILL COUNCIL AND THE AGRICULTURAL ERVICE BOARD NOVEMBER 25th, 1974 AGRICUPTURAL FIELDMAN'S REPORT Eveything appears to be going as normal for this time of year. I have not been out of the office very much in the past onth. The C w -Calf Producers Advance Program started on October 29th, and while we haven't had that many applications, appro imately 65, we have had to make sure that either Mr King r myself are available We have been approving the app1Y atlons on the basis of the farmers' statutory decla ation We could spend a lot of time checking calve , but felt that if you inspected any, you would have o check them all. Russ iorvey, Gerry Lau and myself were out with Mr. Poole in re and to a washout on Hartley Hays land This is quite a large wash and if it is not corrected soon, it could become a big problem It was felt that some levelling at the start of the washed area with some pit run gravel and rocks spread on the bottom, would help control the problem An oll erosion problem has come up again involylW-- the NW 12-33-23 Haller land - and the SE 11 33-23. Water Resou ces people are working on this at present Apparently the s ring run off backs up on the Haller land and flows acros3 the Meding land Hallers have constructed a ditch to divert the water across the Meding land without backing so mu,h upon their own land There is presently some erosion on the Meding land and the ditch could result in more seri° s erosion I will report further on this matter at the eting I attended the Pesticide Hearings in Drumheller on Thursday November 7th and presented our brief at the hearing in ThreHills on Friday, November 8th There were very poor tr-^.o is at these meetings. It was disappointing to see so ' -fel farmers out on something that could effect them a great deal The meetings were very interesting with very little presented against the use of pesticides I was very impressed with the people sitting on the Hoard and felt that the hearings were conducted very well. The boys have pretty well caught up with the grass seeding There are a few touch ups to do but at present they are right up with the construction The fingers that we built for picking rocks didn't work out o good, but they did help in some areas. We never dial -aQt all of the rocks picked in the ditches on the road nest of Stnnyslope, but the boys did get the two borrow pits seeded and in fair condition All of the road has been seeded but come of the worst area was gust broadcast over the rock I mac seed' was there wasn' ravii There been e a couple of trips out to Ed Stewarts regarding the g of the road past his place, and the airport Ed ather particular about the grass that was seeded and not very happy that his ditch north of his farm t backsloped, the fence wasn't put in properly in the e and a couple of ap1Droaches were not very good were a few rocks there also that he felt should have picked The big problem is that I felt his complaints .2 NI" l AGRICULTURAL FIELDMAN'S REPORT COMBINED MEETING NOVEMBER 25/74 -4 were justif ied OHoward Boles donated an outside outhouse to us that the boys picked up and painted It is in pretty good pond tion Mr Poole said that he had one that we could have also. We haven't picked this one up yet. The boys have only sprayed three herds of cattle this fall for lice and warbles I do not expect that there will be much more of this work to do as it is nearly past the time for the warble treatment, which is Noveltber 30th The #oys have hauled in more of the wood that they cut 4ast fall This still has to be sawed up in fire ood lengths. With the open fall we have been able to get some of the work done that we had hoped to do There are still a • few things that we can get done, but I have told Elton that if we weren't finished by the 22nd, and the weather was still good that he should stay on until the 4nd of November C"�- FORM T1 149-P SPECIAL © , .. s...... Campbell, Council Member A,H Church, Council Member R W Brown, Council Member Findlay Code, Ratepayer Member Harold Howe, Ratepayer Member J C Jeffery, Secretary to the Board The minutes of the October 21st, 1974 meeting were discussed briefly, and Mr. R.W Brown moved that Mr Dale Camero n°s rate of pay be raised from $30 00 to $40°00 per day Carried Mr R G Campbell moved the approval of the minutes of the October 21st, 1974 meeting Carried Mr Norman Soder, Agricultural Fieldman, read his report, copy of which is attached, and Mr Glenn Smyth left the meeting at this time to go out and inspect seed cleaning plants Discussion was held concerning Mr Soder°s report and Mr Harold Howe moved the acceptance of the report Carried PRESENT APPROVAL MIN. AG FIELDMAN°S REPORT Mr Norman Soder, read a letter from Mr Ken Spiller of the Department of Agriculture, stating that in his opinion the entire province would not be a warble control area in the near future Mr Soder read a report from Mr Russell Horvey, D.A.°S REPORT District Agriculturist, who could not be present at the meeting Copy of his report is attached, Mr Re Wo Brown moved the acceptance of the report Carried 10$0 BAITS Discussion was held regarding the setting out of 10$0 baits Mr C W Poole moved that we set out 10$0 baits upon request of taxpayers, at a fee of $10 00 per bait, and in accordance with Provincial regulations. The deadline for applications will be December 16th,19749 and any application will be subject to obtaining the baits from the Provincial Government The meeting reviewed the proposed by—law, copy of which is attached moved that the matter be deferred portion of the meeting Carried STUBBLE BY—LAW stubble burning Mr R W Brown to the Council Carried 2 L 16 COMBINED MEETING OF COUNCIL AND AGRICULTURAL SERVICE BOARD - NOVEMBER 25th, 1974 P 2 WORC�§SOURCES Mr Tom Slater and Mr Ron Hilton from the Department of Water Resources entered the meeting at this time, together with Mr J 0 Smith and Mr Alex Benedict of the Wimborne Fish and Game Association Mr. Slater reported on various projects - 1 Sunnyslope East - Flooding Hay Meadow Mr. Slater stated that they were investigating the feasibility of putting in a drain channel The surveys are complete and are now in the design department He was hopeful of this being completed by early spring and stated that they have it listed for budget approval Mr Allan Toews, Mr. Edgar Penner and Mr Lewis Toews have been contacted regarding the project 2. Village of Acme and Village of Linden - Recreation ResurVoir -. NE 6-30-25-4, on Secondary Highway $05 fast Side Loosen Coulee Ur Slater reported that the Department is preparing designs and costs on this project, and he would like to present the final figures at a joint meeting with Acme, Linden and the Municipal District, possibly early in the spring 3. George Reed Project - Highway 27 - SW 16-31-22-4 Mr. Hilton reported that the Department's investigations showed that the highway diversion did not cause the erosion on Mr. Reed's farm He stated that they have designs for sloping and covering the area with rocks with a cost estimate of $40,000.00. He felt that a meeting should be arranged with Mr Reed, the Municipal District and their- Department. He stated further that this would be a 50% cost sharing project with the Municipal District-. 4 Wimborne Fish Pony: Mr. Slater stated that some improvements must be made before the Water Resources Department could cost share this project this year. The improvements could not be designed until next spring. An estimated cost would be $6000.00. Mr Hilton stated that the Department would pay up to 50% of the project costs to date this year, if the Wimborne Fish and Game Association or the Municipal District would pay for 50% of the required improvement work Mr Slater advised that a proper spillway must be put in on the other side of the dam after the spring run-off is completed. The Department would like a firm committment from the Municipal District to enter into a cost share agreement on the required improvements, as soon as figures are available 5 Wittstock - SW 1-30-26-4 Mr Slater stated that the Department would have to check this area and to date have no report. 6 Hartley Hay - SF 19-29-23-4 Mr. Poole asked if the Department would take a look at this project with a view to cost sharing this with the Municipal District The Secretary was asked to write a letter to the Department of Water Resources requesting inspection of this project j3 V/ 0 • COMBINED MEETING OF COUNCIL AND AGRICULTURAL SERVICE BOARD NOVEMBER 25th, 1974 p3 7 Bigelow Dam - Mr. J 0 Smith reported that the Bigelow Dam is now dry He asked if the Department could not release the water from the dam at an earlier date If the water is released after ice has formed, it forms channels weakening the ice, and cattle have fallen through $ Swalwell Dam - Mr. C Mrd Poole explained the problems with the dam and Mr Slater requested the secretary to ask for an inspection of the Swalwell Dam by the Department 9 Meding-Haller Project - Mr Hilton stated that an inspection has been done, but no decision has been made as yet A further report will be made in the near future loo Bill Ward - NE 21-31-24-4 Lloyd Howe Project Mr Slater asked for a letter from the landowners requesting the Department to inspect the projects. Mr Soder is to contact the landownersadvising them of this requirement 11 Sam Perman - NE 13-30-22-4 Mr Ferguson asked how this project was proceeding Mr Slater will check and let us have a report at a later date. 12 Jake Reimer - Swalwell West - SE 13-30-25-4 Brief discussion was held regarding this project and Mr Slater cautioned against the use of road ditches to carry the water Mr Poole asked the Department to check out this project Mr. Slater and Mr. Hilton thanked Council and the Board for their time and Mr Slater, Mr Hilton, Mr.J 0 Smith and Mr. Alex Benedict then left the meeting. Mr. Glenn Smyth returned to the meeting The meeting then adjourned for lunch The Wild Oat program discussed Mr C. W be the cut off date applic -,ti.ons for 1974 and 1975 Poole moved that for receiving the WILD OAT was then briefly PROGRAM December 00th, 1974 sprayer tip grant Carried Y Mr. Soder reported that we hav& spent $1073.90 on the Wild � Oat Program to date and stated that further mileage and labor could be claimed SEED CLEANING Discussions tfPLANTS - ;ere held then concerning the seed cleaning GRANTS plants, in Three Hills, Beiseker, and Rosebud Mr Ferguson moved that grants be given to the Seed Clear ing Plants in the area as follows. 1, Three Hills Seed Cleaning Plant - $6,620.19 2 Beiseker Seed Cleaning Plant - $1,655 00 3. Rosebud Seed Cleaning Plant - $1,655 00 Carried 4 J u n COMBINED MEETING OF COUNCIL AND AGRICULTURAL SERVICE BOARD - NOVEMBER 25th, 1974 P4 Mr Walter Anderson of the Three Mills School Division entered the meeting at this time (1 30 P M ) 1975 WILD OAT Mr Soder read a letter from Mr Gary Miller of the PROGRAM Department of Agriculture asking for guidance and directions for the 1975 Wild oat Program Brief discussion followed and it was agreed that if any ' members had any suggestions they were to pass them on to Mr Soder. Mr Soder reported that he felt that the Service Board NEW SCALE needed a new scale He had obtained some quotations as follows 1 Wheat Belt Industries (Through H T Howe & Son) without trade approximately -- $1400 00 2 Thornhill Ranching Projects - two scales available one $1187 96 and one for $1355 54. v 3 A A M D & Ce (not portable - approximate price $1296 oo Mr Soder stated that a grant can be obtained of approximately $600 00 towards the purchase of a portable scale Mr R W Brown moved that the two Councillors on the Service Board have authority to purchase a scale OTHER EQUIP Discussion was held coneerning further equipment required by the Service Board. Mir C W Poole moved that the Service Board recommend to the Shop Committee the purchase of a 1' ton truck when considering equipment bids Carried Mr. Soder reported that the Service Board requires more safety clothing BRIEFS - PAYMENTS FOR Mr Harold Howe reported that the Government is accepting PIPELINES briefs on payments for pipelines and well sites for farmers ETC. Borrow pit agreement - Mrs R Ross 37 Procedure for discussion, etc. of wages & working conditions rq A a C J a COUNCIL MEETING NOVEMBER 25th91974 P 1 The Meeting of Council on November 25th, 1974 was held in the Municipal Office, Three Hills, commencing at 2000 P M following the combined meeting of Council and the Agricultural Service Board Councillors present were Mr A H Church Div, 1 Mr C W Poole Div 2 Mr. R.W Brown Div 3 (Reeve) Mr A W. Bauer Div 4 Mr T A Ferguson , Div 5 Mr L.Litz Div 6 Mr R G Campbell Div 7 FREbBAT Mr G G King, Secretary -Treasurer, was present and recorded the minutes Mr Walter Anderson of the Three Hills School Division was also present at the meeting, APPROV MIN. Mr Poole moved the approval of the minutes of the Council meeting of November 12th, 1974 as per copies circulated Carried Mr Ted Paquette, Public 1:1orks Superintendent, Mr Joe Dobler, Gravel Foreman met with Council SANITARY LAND FILL Mr R W Brown, Mr R G Campbell and Mr G G King reported that they had met in Edmonton on November 18th, with cabinet ministers, Yurko and Z,'arrack and members of the Department of Environment Con sidcrable discussion had taken place in regard to the proposed sanitary land fill in N11 ',3 -29 -25 -4 - Mr Warrack as Minister of Lands emd Forests had stated that he was quite certain that the land would be made available without charge on condition that the Municipal District make satisfactory arrangements with the Lessees The Department of the Environment stated that they would drill some test holes to determine the water level The general plan for development of the area as submitted by the Public Health Inspector of the Drumheller Health Unit was also discussed and appeared acceptable. Mr A H Church moved that this report be accepted and Mr R W Brown contact the Lessees of the said land Carried APPROACHES Letter of November 21st from the Bridge Branch asked that CARBONBRIDGES the approaches to the bridges at Carbon be gravelled soon. The letter also stated that the bridge deck had not been paved, but Councillor Poole and Ted Paquette thought that the paving had been done Mr Ferguson moved that the Municipal District gravel the approaches for both bridges and that the Village of Carbon be charged in Connection with the work for the bridge in Carbon Carried A/C SNOWPLOW Mr Paquette stated that he had not seen Ken Thompson M CHARLTON to discuss the snow plowing account of Morris Charlton from last April Mr Poole moved that this matter be tabled Carried, P� /� 2 EM e COUNCIL MEETING NOVEMBER 25th,1974 P 2 W.POSTILL GRAVEL SITES The committee of R G Campbell, A H Church and G G King had met with William Postlll at the site of the old gravel stock piles, etc , south of the Tolman Bridge on November 15th, Pull discussion had taken place in regard to reclamation of various locations and further work required In brief the following had been agreed, subject to required approval 1 By July lst, 1975 all old sites to be cleaned up in a careful manner and the areas recllned and the areas seeded to grass 2 By October lst, 1975 the balance of the crushing to be completed, with the crushed material hauled to the present stock pile site and the site of that material to be cleaned up This would involve a definite arrangement with Hopkins Construction 3 By the end of 1977 all gravel to be out of that area with the stock pile site reclaimed and the roadway reclaimed. Mr Campbell moved that this report and the recommendations be approved by Council, subject to an agreement with Hopkins Construction Carried GRAVEL Council was advised of the following in regard to work CRUSHING done by Hopkins Construction since last meeting. ETC 1 Crushed 5,000 cubic yards from SE 30-30-25-4 (Thiessen - Baerg) This was stock piled to the west on the south side of the road at a price of $1 45 per cubic yard, 2 Crushed at the S . Baerg location in 591 24-30-26- 4 - completed approximately 7,000 cubic yards stock piled at the site at $1 15 per cubic yard They moved from there last week as the material was very sandy and had large amounts of clay in it. 3. They are now crushing at the municipal pit, south west of Torrington as per the previous contract at 95¢ per cubic yard Mr Brown moved that this report be accepted and the prices, etc , be approved Carried Mr Poole moved that the Road Committee inspect the Sophia Baerg location and decide whether or not the r/ pit should be closed in or more crushing done from it, and it was agreed that this inspection be made tomorrow Carried Council agreed that the road committee negotiate with Hopkins Construction for gravel crushing and stock piling at the Megli Pit in N�;: 10-30-25-4 LOAD LIMITS Letter of November 13th, 1974 from the District TROCHU EAST Engineer recommended that a by-law be passed for a 72,000 pound load limit from Trochu to the Tolman Bridge, but that Starland stay at 59,000 to determine how many permits would be requestedo o3 COUNCIL MEETING NOVEMBER 25th91974 P3 for the heavy loading Mr meeting be arranged with the Starland for a discussion of other of general interest Ferguson moved that a Council of the M D of this matter and any Carried Letter of November 15th, 1974 from Canadian Western Natural Gas confirmed in writing the arrangements made for joint use of roddways in Ez 4-29-22--4 Mr Church moved that these terms be approved., and the Reeve and Secretary - Treasurer be authorized to sign the agreement Carried Letter on behalf of Victor Koosey was read in respect to an accident November 7th, 1974 on the road near Linden Mr Koosey claims for recovery of the damages to his vehicle Mr Porde moved that this be referred to our insurance company Carried Mr Bauer moved that some testing for gravel be done at the farm of William Stewart at the location were he considers there may be suitable material Carried Quotation from Texaco for diesel Chief fuel quoted today's price of 3$40 less discount of 04.10 for a net of 3430 Council decided to compare this with present prices being paid to Imperial Oil and report to a later meeting. Mr Litz moved that Mr C W.Poole have authority to arrange for a trapping permit for either Ted Gibbs or Bob Malaka for trapping at the Svralwell Dam Carried Mr Church moved that Hu Harries and Associates be engaged to update our appraisals for insurance purposes. Carried Mr Paquette advised that the Linden Acme Road has been sanded, but we do not have any salt at present as the neva salt shed has not been built Mr G King advised that he had arranged by telephone with Mrs R J Ross for a borrow pit in the NE 19-33--24-4, at a price of $200,00 and that Mir James Christie is also to be paid for his costs for fertiler and avadex, at that location. Mr Litz moved that this be approved Carried. The report of the Foremen's cormlilttee mcu-61118 held November 15th was reviewer' briefly Mr Ferguson moved that it be accepter.. ROSS FOREMEN'S COMM MEETING �i i COUNCIL MEETING NOVEMBER 25th, 1974 P4 The following items in regard to Public Works and related matters were discussed la That the Shop and Safety Committee should meet at least once every two months and that they should at the next meeting give special consideration to the matter of tool allowances. 2 That Council consider a shut down of the Public Works Crew for two weeks during the summer for holidays and that any extra holidays for employee-- be mployeesbe allowed during the winter months only 3 Mr Paquette stated that the grader operators are now working 9 hours per day unless otherwise authorized, but they do not have a definite starting and stopping time 4 The motor grader operators now have some maps to show the routes maintained each day. This is on a trial basis. 5 Mr. Ferguson reported on some com;:laints about motor grader work in his division It was suggested that Council consider putting a fuel tank in the country with that point to be headquarters in 1975 and that this might also be considered for other divisions if found advisable 6, Mr Paquette suggested that the second storey floor in the shop be extended north approximately 20 feet to give greater storage area over the parts room department Mr Poole moved that this be approved Carried 7. Council was advised that Willie Toews had inquired about hiring Municipal equipment to haul out some manure for him and Allan Toews had inquired about getting a bull dozer to knock down or pile up some old buildings Considerable discussion followed about the policy which now generally refused all such requests Mr Litz moved that Ccunci.l agree that Municipal equipment may be used to do private jobs for anyone; if the machinery is close with the minimum charge to be for one, hourt work and with the maximum time for any one person to be three hours and that any such work be subject to the approval of the foreman Further that a charge be made for any moving time required. Carried Mr Poole asked to be recorded as opposed 8 Mr Paquette reporter: that the various nuisance grounds have been cleaned up 9 Mr Paquette reported that the pegs for snow fences have been put in and some of the snow fence is completed, 5 PUBLIC WORKS Y v COUNCIL MEETING NOVEMBER 25th,1974 P 5 Mr Walter Anderson of the Three Hills School Division left the meeting at this time, being approximately 4°35 p m Mr Dobler reported that we have 7 hired trucks working for the Munici,al District now, but they expect to finish the long hauls by Wednesday or Thursday and the hired trucks will then be laid off They are now working mainly in Divisions 2 and 5 Mr G King advise_ Council that Mr Brian Swainson of South Side Plymouth Chrysler Red Deer had telephoned in regard to various matters pertaining to the two Dodge trucks including. 1 The Sales tax has not been received and he asked if the M D would make payment of that amount pending receipt of same. 2 He asked about the approximate °x4000 00 holdback owing to that company Council directed that our records be checked and a full report presented to the next regular meeting Mr Ted Paquette and Joe Dobler left the meeting at this time (approximately 4.45 P M ) Mr Ferguson moved that Mr C W Poole be named as Council Member on the Agricultural Development Corporation which considers appeals in regard tc various matters pertaining to farm loans Carried Mr Norman Soder, Ag Fieldman met briefly with Council with regard to the wage rate of hire Elton Kober He statcu that Mr Kober had been here for three summers and therefore likely entitled to some increase in pay due to time spent here Mr Campbell moved that Elton Kober be paid an extra 5¢ an hour above the starting rate as from his starting date of work this year Carried Mr Soder mentioned that Mr Glenn Smyth would like to meet with Council to discuss wages before going on holidays. MEETING WAGE DISCUSSION DEC 2/74 Im I COUNCIL P.1EETING NOVEMBER 25th, 1974 P6 COMPLAINT Mr Joe Dobler and Mr Ed Duncan met with Council RE ED to discuss the complaint phoned in by Linda Shearlaw DUNCAN In regard to the gravel truck driven by Ed Duncan She stated that Mr Duncan hau come on to Highway 21 from the Linden road without Gtoppin`: and had forced her to swerve to miss him and that he had passed her on an uphill grade to the north where it was unsafe to do so. Mr Duncan stated that he had not come to a full stop on the approach to ,121, but had stop cd well back in the south bound lane and had not caused any real problem to the traffic He further stateC. that he had Massed at a very safe area where there was a dotted line Council discussed this matter with him briefly, but took no other action Mr Dobler and Mr Duncan then left the meeting HUXLEY Mr R G Campbell, Mr. R W Brown and Mr G.King SEWER SYSTEM reported on tbir meeting in Edmonton with Cabinet Ministers Yurko and Warrack and others for a discussion of a proposed sewer system for Huxley. Mr Yurko had stated that no special government grant would be available, and it was therefore quite obvious that the detailed scheme as prepared by Underwood, McLellan and Associates would be too costly Alternate proposals had been discussed as per system recently put at Vimy and also a tank pump out system. Mr Poole moved that a committee of R G Campbell and G G King meet with residents at Huxley to explain the discussions that have taken place and that the committee have authority to get Underwood McLellan and Associates to prepare reports of alternate schemes, if deemed advisable Carried. All Councillors ha(� attended the Fall Convention FALL CONV. of A A M D & C , so no full report was presented However certain items of information were referred to Council and discussed Mr Litz moved that an a;� plication be made to the ,% GRANT FOR WIMBORNE Department of the Environment for a $2500 00 grant WELL for the well at ZTimborne Carried CEMETERY Mr.Bauer moved that a letter be written to the GRANTS Department of Environment for more information in regard to cemetery grants which were announced at Edmonton Carried SIGN Mr Campbell commented regarding the solicitor's MAINTENANCE talk at Edmonton and in particular with retard to the need for erecting and maintaining better signs Mr Campbell moved that the Council approve of ALTA POWER the extension of Alberta Power Limited lines EXTENSIONS as per maps submitted to LSD 14-21 and 6 of 33-31-24-4 and 14 of 12 and 16 of 12 -33-24-4 Carried o0 7 .7 I Irmo n COUNCIL MEETING NOVEMBER 25th91974 P 7 Mr Brovm moved that the Council approve of the underground telephone cable extensions at the N14 35-29-26-4 as per plans received from A G T Carried Mr Bauer moven that Council approve of the building permit as issued to Almer Weisenburger for dwellin€; in NE 27-32-26-4 Carried Letter of November 22nd, 1974. from C R P C stated the reserve requirements in regard to the J Boese subdivision in SH 35-30-25-4 could not be changed However they will give consideration to the request of the M.D. of Kneehill x'48 in future applications Mr Church moved that this information be accepted and filed Carried Mr Ferguson moved that the October minutes of C.R P.C. be filed. Carried Mr Poole moved that Council approve of the revised. financial statement in regard to the Trochu Swimming; Pool for 1973, subject to Mr R G Campbell first checking it over as to details Carried Mr C LTJ Poole and Mr R G Campbell reported on the recreation meeting which they had attended recently at Acme They advised that N,r Roy Archibald of the Department now has an office in Three Hills. Mr. Bauer moved that Council apply for $500 00 capital assistance and that this be evenly split between the towns and villages and that a letter concerning; this be sent to each of the Recreation Boards Carried V Some members of the Grainger Community Association had asked if they might transfer a portion of their Municipal Grant for recreation purposes to Acme without losing rights to grants in the future Mr. Ferguson moved that Council approve the transfer of a portion of the municipal grant for recreation purposes if a local area so wishes Carried Mr Church moved that Council accept and file the minutes of the Three Hills School Division meeting of November 13th, 1974 - Carried Letter from Raymond Andrew stated that he had sold his farm and had moved from Section 2$-29-21-4 so wished to resign as poundkeeper He recommended that Mark Andrews be named as poundkeeper at that location in his place Mr Church moved that the resignation of Raymond Andrew as poundkeeper be accepted ane'. that Mr Mark Andrews be named as poundkeeper in his stead and that appropriate notices etc , be given Carried f A G T.
